International Review Committee Report (2009)Chaired by Prof. Rafael Reif - President, MIT
“The EE department at the Technion is a world class academic unit” …
“and in the same league as the 10 highest-ranked departments in the
US.”
“The faculty, the technical staff, and the undergraduate and graduate
students, are among the best that can be found in a top ranked
institution anywhere in the world.”
“The education the undergraduate EE students at the Technion receive
is, simply stated, outstanding.”
The graduates of this Department, whether with a B.Sc., M.Sc., or Ph.D.,
are as well prepared (if not better prepared) as EE graduates of any top
ranked institution anywhere in the world.
“The undergraduate laboratories are absolutely superb”

Research Authority (RA) Support
• The RA offers “cradle to grave” support services to faculty in all
aspects of research awards and contracts from pre-application
(idea/finding funding and costing stage) to award (contract
negotiation, project account setup, invoicing and financial
reporting, audits).
• We provide costing and pricing advice for applications
and administer the research grants and contracts once awarded.
• Within the RA there are several units providing research
support:
Research Development and Contracts – RDC PRE-AWARD
RDC are a team of Information Specialists who assist the faculty in
finding funding for their research ideas, preparation, completion and
submission of proposals, and are the first point of contact for all
research proposals to external funding bodies. In addition, RDC have
a dedicated unit for EC funding. They also assist the faculty in pricing
research contracts.
• They act to alert the researchers to funding opportunities in a
targeted distribution protocol, across the Israeli and Foreign
Funding Agencies, Ministries, H2020 and others.
• They liaise with funders to provide the researchers at the Technion
with the information needed to help them build high quality
proposals.
Research Development and Contracts – RDC PRE-AWARD• This team leads on research contract negotiation with all funders on behalf
of the Technion. Our aim is to secure appropriate terms and conditions of
award beneficial to all parties within the Technion which balance risk with
intellectual benefit, supporting the institution to meet its objectives
through pragmatic advice, support and legal arrangements while
maximizing commercial and research benefits, protecting intellectual
property and reducing exposure to risk.
• We work closely with the Legal Advisors and with the T3 Technion
Technology Transfer Dept. in order to ensure a seamless and
comprehensive research support service.
PRE-AWARD SUPPORT -Research Proposals
These teams are primarily concerned with costing and pricing of research proposals and work closely with the Faculty to negotiate and authorize research proposals, awards and contracts, costing and pricing.
The team provides specialist advice and assistance with:
• application process and electronic submission;
• funder terms and conditions;
• awards for all of the various funding bodies, including research funding agencies (Israeli and foreign), Israeli and foreign Ministries (including Federal funds and other), charities, and other public and commercial funders;
• research policy and compliance such as ethics and insurance;
• contract pricing, costing, and legal reviews of funder terms and conditions of contract – in collaboration with the Legal Advisors.
EC PROPOSALS SUPPORT
RA has 2 in-house consultants for the preparation of
H2020 Excellence Programs proposals.
RA is also offering External Consulting for the
preparation of H2020 Excellence Programs and
Collaborative proposals.
POST AWARDThere are several Units of Research Coordinators that manage the
grants:
• They approve/deny each research expenditure
• They prepare and submit the Financial Reports and invoices to the
Funding Agencies
• They face the audits
• They are the contact point to the researchers for all award related
issues
POST AWARD UNITS
- ERC and MC projects
- EC collaborative projects
- USA ( mainly Federal) awards
- Israeli ministry of Economics awards
- Other awards – departments based ( each department has a
Research Coordinator)
Other RA Support and services
- Accounting
- Laboratories pricing
- EC Reporting support
- Scientific Reporting monitoring
- Visits coordination and follow-up
