Scope
Assistance in operation of CNC Large volume (5X4X3 m) Nikon ultra-precision CMM with Camio 8.2
(s/w), Zeiss O-Inspect Multisensor measurement system with Calypso(s/w), Leica’s Laser Tracker System
with Verisurf (s/w) ,GSI’s Closed Range Photogrammetry System with V-star/ Spatial Analyzer (s/w), Direct
data transfer enabled conventional instruments with TESA (s/w). Probe/Indicator enabled CNC Machine Tool
Measurements.
Study of Engineering Drawings, CAD Models, processing details etc for arriving at selection of
machine/equipments, inspection methodology etc. Preparation of Programme, dry run routines, Calibration /
re-verification routines. Machine output studies and evaluation. Post-processing of acquired data for
nominal/realized surfaces/profiles. Generation of profiles with machine tool acquired co-ordinates using
machine s/w & third party s/w.
Post-processing of surface data acquired during acceptance testing of antenna reflector (Dual Gridded
Reflector). Exhaustive post test profile data processing & assessment. Evaluation of surface using CAD
Software, surface modeling, data analysis etc.
Preparation of Inspection reports/documents using MS office and other software. Compilation of data
acquired in the above mentioned processes, comparing with specified and preparation of reports for
inspection and evaluation studies. Other ISRO centre/ external work centre activities.
Inspection and in process measurement support.
1) Launch Vehicle Structural products
Payload Adaptors /Fairings of different sizes and interfaces, Dual Launch adaptors, EB shroud elements and
assemblies. Wire Tunnel elements brackets and Thermal bridges of different sizes, shapes etc. All
associated moulds, assembly fixtures etc. and product specimens related to mechanical testing.
2) Filament wound products
Igniter Cases/ Perforated Tubes of different sizes and configurations, Igniter inserts of various sizes,
Pressurant Tanks/ Gas bottles/Liners including profiles. Motor Case Skirt alignment, overall measurements
before and after Proof Pressure Test, Sand mandrel template profile assessment, Destructive cover,
Mandrels, Closure plate, Drill jigs etc.
3) Ablative products
Ablative nozzle components of size ranging from ν200mm to ν3200mm and L180mm to L1800mm which
includes liners/ elements, subassemblies. Auxiliary control thruster elements, Ablative nozzle throat inserts,
Silica Phenolic throats of different configuration ,special configuration nozzle elements and sub assemblies.
Mandrels & Hardware re-verification etc. Exhaustive post-test evaluation on various nozzle liners and sub-
assemblies.
4) Carbon-Carbon (CC) products
Nose shell/Cap at different stages (size appx: L450xL420xL360mm), exit cones of different sizes, CC Nozzle
Divergent (ν800mm & L1000mm), CC Satellite Thruster for Lam Engine, CC 4D throat, splitter, Strut leading
edge, Pylon leading edge, Carbon-Carbon Vanes at different stages(L120xL20xL3mm) etc. All associated
tooling assessments, machining material availability ascertaining during realization.
5) Spacecraft Structures
Deployable Reflector: 2Mtr class, Rib marking, Shell datum creation on the mould, Surface assessment (RMS
at different stages, Interface orientation and positional accuracies attainment & overall inspection. For Dual
Gridded Reflector in addition to the activities spelt out for deployable reflector, Front Shell Grid positioning
marking on the mould, Inter costal mould marking, Inter costal ring marking for segmentation, shells rear
surface co-ordinate extraction. Strut position on shell marking, strut orientation, orientation of hold down &
hinges, interface checking and verification. Strut inter section marking on rear shell, Dry Assembly/Wet
Assembly trials to ascertain their surface accuracies, interface position verification etc. Surface accuracies
verification, comparison with surface at various stages of acceptance testing. Fixed antenna Reflector:
Various sizes ranging from 600mm to 1600mm and configurations, mould acceptance, Rib marking, Shell
datum creation on the mould, Surface assessment (RMS), Interface orientation and positional accuracies
attainment & overall inspection including feed alignment and attainment of positional accuracies. Metallic and
non-metallic inserts bush, tubes etc for the above products. Array Antenna - Dual helix (size appx:
1250x920x600mm), helix, patch elements and assembly. Yoke: Components, moulds etc. Solar Panel
substrates (including rib configuration) for various projects, overall measurement, flatness, various inserts and
markings at various stages. Camera structure (size appx: ν800xL1300mm): Precision measurement on
cylinder, spar assembly fixtures and final overall measurements. Measurements on Base plate for camera
structure at various stages.
Contract will be made with the successful vendor selected after technical and commercial evaluation
based on a competitive tender for the assistance of dimensional inspection at CMSE/VSSC for a period of one
years.

1.0 Introduction
Rocket engineering and Space application demand materials of all class. Indian Space Research
Organization (ISRO) has made major breakthroughs in the research and development of space
grade metals, alloys, composites, polymers and special chemicals. ISRO’s next major
development milestone also includes technological advancements towards the realization of
space grade specialty glasses and optical glasses. As an initial effort to begin a new era in glass
research and development, it is proposed to establish a pilot scale processing facility for
realizing space grade specialty glasses.
Besides depending on the process technology and production facility, success of specialty glass
manufacturing depends on the raw materials selection, knowledge on the thermo-physical
properties of the glass, expertise on the mathematical and physical modeling, equipment
design, operational know-how, technical collaboration, experience etc. Hence, this Expression
of Interest (EOI) invites project proposal from industries/companies/firms (hereafter referred
as party) who have sufficient knowledge and experience in the field for establishing and
demonstrating a specialty glass processing facility on turn-key basis.
2.0 Scope
Primary objective of the proposal is to establish a batch/discontinuous type, pilot scale
specialty glass processing facility. This involves sequence of activities such as estimation of the
thermo-physical properties of the intended glass composition, design of the equipment with
aid of physical/mathematical simulations, fabrication, installation and commissioning the
facility. Initial interest of VSSC is to realize Ultra Low Expansion Glass-Ceramic (ULEGC) from
lithium alumino silicate glass system having dimension 110mm ×110mm × 40mm. It is also a
mandate that party should demonstrate the performance of the established facility by
producing ULEGC having properties listed below.

3.0 Details of the facility proposed
Below mentioned is just the glimpse of the proposed facility. Outline given below, it will not
confine designer from choosing better scheme.
3.1 Overview
3.1.1 Proposed pilot scale facility is meant for producing ULEGC from Lithium Alumino
Silicate family of glass system having final product dimension 110mm ×110mm ×40mm
having CTE as low as 0 ± 0.02 × 10-6
K-1
(-20 to 80°C) with optical quality mentioned in
clause-2.1.
3.1.2 Selection of raw material source rest with the party. But source must be cleared by
VSSC.
3.1.3 Furnace shall be an electrically heated, bottom pouring-flow casting system.
3.1.4 Furnace shall cast two or three glass blanks from single batch. Each blank shall be of
appropriate size to make out product of intended dimension (110mm ×110mm ×
40mm) and optical quality.

3.1.5 Design shall consider equipment life of 15-20 years for approximately 150 melting and
casting operations per annum.
3.1.6 Proposal should brief on the engineering designs of all required subunits and mention
their source of supply.
3.2 Glass Melting unit
3.1.7 Continuous operating temperature of the melting zone shall be 1700°C (typically 48h).
3.1.8 Facility shall be an electrically heated, bottom pouring-flow casting glass processing
furnace. EOI should brief the design envisaged.
3.1.9 It shall employ noble metal (ODS or DPH grade) crucible and stirrers. Volume of the
crucible shall be 5 liters and thus to cast multiple glass blanks in a appropriate size and
shape to meet out final product dimension of 110mm ×110mm × 40mm. Party should
specify the requirements on scheduled maintenance cycles and life expectancy of
platinum crucible.
3.1.10 Equipment shall also aim for having a provision to switch crucibles and stirrers for
melting different compositions.
3.1.11 Outflow tube/Spout shall be made such that heating system surrounds the tube will
enable glass transfer operation. It can also include suitable stopper at the tube end.
3.1.12 Design shall consider incorporation of corrosion protection system to safeguard
equipment from glass vapour corrosion.
3.1.13 Raw materials feeding system shall be considered in the design for intermittent raw
material loading while furnace is operational at melting temperature. This feeding
system should not hinder/obstruct the movements of stirrer or other components of
the unit.
3.1.14 Stirrer has to be designed for achieving very high optical homogeneity. It should be a
controllable stirring mechanism.
3.1.15 Melting unit design shall consider suitable refining system for achieving optical grade
homogeneity.
3.1.16 Temperature uniformity should be ± 5°C throughout the chamber
3.1.17 Calibrated thermocouple from reputed suppliers should be provided at suitable
locations. Design shall consider thermocouple failure protection: automatic switch over
to fail safe, idle power.
3.1.18 System will also employ an optical pyrometer.

3.1.19 A mould manipulator shall be positioned suitably to receive the out flowing molten
glass in moulds. It shall accommodate required number of casting moulds and waste
mould. It shall be designed so as to move up/down and rotate.
3.1.20 EOI should brief mould design and pre heating mechanism involved.
3.1.21 To avoid formation of straie during casting, molten glass casting operation can be
performed under an isolated furnace chamber.
3.3 Glass annealing unit.
3.3.1 Glass Annealing unit can be suitably located near the furnace.
3.3.2 There should be a provision for transferring cast glass blanks into annealing unit.
3.3.3 Continuous operating temperature of annealing zone should be selectable between RT
to 1200°C.
3.3.4 Temperature uniformity shall be ± 3°C though out the chamber.
3.3.5 It should have hard and strong hearth to handle metallic moulds.
3.4 General
4.1.1 Glass malting and Glass annealing unit should have programmable PID controllers for
programming the furnace and to ensure safety.
4.1.2 Control system may be PLC based. Control system should be user friendly and it should
be able to monitor and control all essential operations and parameters involved.
4.1.3 PC based data acquisition system and control software should become a part of supply.
Control software should ensure good human-computer-interface. It can have internet
based monitoring facility.
4.1.4 Supply should include other essential subunits required for processing said glass-
ceramic. EOI should mention the technical details of the same.
4.1.5 All subunits/equipment in the facility should work with 240V (single phase) /415V AC
(3-phase) 50Hz electrical power supply.
4.1.6 The hot-face core insulation should be lined with high-temperature ceramic composite
board/brick that are resistant to glass vapor corrosion. Insulation should ensure the
total thermal efficiency of the furnace. Design capable of handling heating rate
minimum 5°C per minutes (between the temperature range RT to 1000) is desired.
4.1.7 Corrosion-free materials need to be used for construction. Outer shell must be made of
stainless steel and the skin temperature of furnace should not exceed 60°C.

4.1.8 Required fitting for vacuum, gas purging shall become part of the supply.
4.1.9 Cooling water requirement: Furnace should be established along with required cooling
water system, if required.
4.1.10 Party should ascertain all piping and fitting required for water supply and they should
be made of stainless steel or silicone. Electronic sensors for checking flow can be
incorporated in the supply. Manual cooling water checking trough made of stainless
steel can also be given along with the scope.
4.1.11 Safety features as per International Standards need to be incorporated in all the
subunits. Safety interlocks with alarms must be provided.
4.1.12 EOI should include relevant information on materials to be used, brand or make of
items etc.
4.1.13 Party should be ready to take up Annual Maintenance Contract after installation of the
facility.

5.0 General Requirements
The Expression of Interest (EOI) shall be submitted by those interested in this program within
thirty days from the date of advertisement. EOI should contain all the requested details.
Preliminary plan/proposal with regard to the technical content shall be presented to the
expert committee in VSSC on the subject, on a mutually agreed date. Presentation should
contain all the design schemes, engineering plan and other requested details. Further actions,
decided subsequently, shall include submission of competitive technical and price bids from
selected parties. On receiving the order/MoU/contract, detailed realization plan shall be
presented to VSSC team and finalized. The whole project has to be necessarily accomplished
on a fast track with well-planned milestone targets.
6.0 Pre-Bid Conference for the Expression of Interest

6.1 Interested vendors may please provide the details of their representatives (maximum two
competent persons) taking part in the Pre-Bid conference for EOI well in advance in order
to arrange for their security clearance.
6.2 The vendors who do not participate in the Pre-Bid conference for EOI will not be
considered and their interest will be disqualified.
6.3 EOI should contain all the relevant details and supporting documents including
whitepapers / patents.
6.4 The request for EOI will not amount to an offer. VSSC reverses the right to withdraw the
request for EOI and change or vary any part thereof at any stage if it determines that such
action is in the best interest of the Government of India. VSSC also reserves the right to
disqualify any bidder, should it be so necessary at any stage.
6.5 The vendors shortlisted (based on EOI and assessment of their potential to carry out the
proposed work) would be issued formal tender inquiry / Request for Proposal, inviting
their technical and commercial bids at a later date.

6.6 VSSC reserves the right to accept or reject all or any such Expression of Interest without
assigning any reasons thereof.
6.7 VSSC reserves the right to verify all claims made by the vendor.
7.0 Confidentiality/Integrity Pact
The party shall guarantee that all technical information and technology provided by VSSC,
within the scope of this agreement shall be treated as “Top Secret” and “Confidential” and will
not be divulged to any other party or otherwise made public. The documentation issued by
VSSC shall be kept with the party in safe custody and good condition for the entire period of
the agreement or extension thereof, as the case may be.
8.0 Intellectual Property Rights
Any intellectual property that evolves from this facility will be jointly registered in the country
and/or abroad and will be owned jointly. The procedural formalities for securing and
maintaining the intellectual property rights, patents/copyright if any, shall be carried out by
VSSC/ISRO and the expenditure incurred thereof shall be equally borne by VSSC/ISRO and the
party.
