No, it’s not some part-time gig to make ends meet: Eck is a volunteer, helping the Eastside Baby Corner in Issaquah sort through the thousands of items donated each week to help Eastside children stay warm, stay fed and stay entertained.     Initial results for the Nov. 4 general election arrived Tuesday night and voters in the 5th legislative district were favoring Republican state house incumbents Jay Rodne and Chad Magendanz over challengers Essie Hicks and David Spring. U.S. Rep. Dave Reichert was likewise ahead of Jason Ritchie.

    In the race for state legistative district No. 5s rst rep-resentative position, Rodne was leading Hicks with more than 58 percent of the King County vote.

    In the race for the districts second representative posi-tion, Magendanz led Spring with nearly 59 percent of the county vote.

    U.S. Congressional District No. 8 showed similar gures for Reichert, who was leading Ritchie with more than 59 percent of the county vote.

    Ritchie conceded the race in a statement issued Tuesday night.

    While the results of this years election are not what we hoped for, this ght is not over, Ritchie said in his speech. Im going to be working with the people of this district every step of the way the next two years and I am commit-ted to running again in 2016.

    For 12 hours a week Kay Barber-Eck trades the o ce environment of Microso , where she works as an executive assistant, to work in a warehouse sorting toys and books.

    No, its not some part-time gig to make ends meet: Eck is a volunteer, helping the Eastside Baby Corner in Issaquah sort through the thousands of items donated each week to help Eastside children stay warm, stay fed and stay entertained.

    Eck, an Issaquah resident, was prompted to volunteer at the center a er 20 years of volunteering with the Issaquah School District, which came to an end a er the last

    We process orders for care providers, we dont do direct service here, Operations Manager Madeline Fish said. We process maybe 1,000 orders a week Every clothing bundle includes the stu ed animals, the shoes, the toys, and Kay is helping us to get all that organized.

    While Eck and other Mi-croso groups and employ-ees are an asset to the center

    for their volunteer hours, the Eastside Baby Corner also bene ts through the Microso Employee Giving Program, which matches employee donations dollar for dollar and gives $17 per hour of volunteer work, with an annual limit of $15,000 per employee. To date, Microso employees volunteering at the Eastside Baby Corner have raised $6,681 for the center, buy-ing consumables such as formula and diapers.

    For Eck, the bene t of her work doesnt lie just with Microso s contribu-tions, but with her own sense of service.

    It is so easy to just ll a

    bag, but every bag there is a name attached, she said.

    Despite ongoing com-munity support and dona-tions, the center is always in need of items. When the Reporter visited the center, Fish said that the center was in need of bedding, clothes and shoes for school-age boys, and toothpaste.

    e Issaquah Senior Center will host a Veterans Day service at the center 11 a.m. Tuesday, Nov. 11, marking the signing of the World War I armistice on the 11th hour of the 11th day of the 11th month.

    Councilwoman Eileen Barber, who is active in local veterans matters and is the daughter of a a serviceman, will deliver the keynote speech.

    Following months of internal controver-sy, the Seattle-based Mars Hill megachurch is shutting its doors, leaving the ultimate fate of the churchs Sammamish campus uncertain.

    Calls to Mars Hill Sammamish went un-answered Friday the church is normally closed on Fridays in the hours following the announcement made by Pastor Dave Bruskas on the Mars Hill website Oct. 31.

    Following much prayer and lengthy discussion with Mars Hills leadership, the board of Mars Hill has concluded that rather than remaining a centralized multi-site church the best future for each of our existing local churches is for them to become autonomous self-governed entities, Bruskas wrote. is means that each of our locations has an opportunity to become a new church, rooted in the best of what Mars Hill has been in the past, and

    independently led and run by its own local elder teams.

    Each Mars Hill location can choose to become independent and self-governed, merge with another location, or disband altogether, according to Bruskas. All existing Mars Hill properties will either be sold, or have the loans assumed by the local church entities if approved by lenders. Any remaining funds will be distributed as seed money for the newly independent churches.

    Ultimately, the success of this plan, and the future viability of each of these new local churches rest solely on all of us continuing to be faithful in supporting Jesus mission through our attendance and continued giving, Bruskas wrote.

    Fate uncertain for Mars Hill Sammamish campus

    Representatives from Darigold and Costco Wholesale Corporation urged the Issaquah city council to reconsider the Business and Occupation tax increase in Mayor Fred Butlers 2015 budget pro-posal. e comments were given during the councils regular meeting, held Monday.

    Under the proposed 2015 budget, the B&O tax rate for manufacturing, whole-sale and retail businesses would nearly double to 0.15 percent of gross income on April 1, 2015 and increase again to 0.20 percent in 2016. e rate on all other businesses currently higher than on manufac-turing/wholesale/retail would increase once to 0.12 percent.

    Sharon Appelt, the tax director of Darigold Inc., said the manufacturing in-crease could be detrimental to the slight pro t margins below 5 percent, Appelt said of the dairy manu-facturers Front Street plant. e plant, which makes cultured dairy products, employs approximately 120 union wage workers, she said.

    that plant more at risk for its operations, Appelt said.

    Appelt also expressed displeasure with the fact the rate for services would be lower than that for businesses that created commodities under the proposal.

    So a CPA, which is what I am, would pay a lower rate than a manufacturer that makes boxes of butter, she said. ink about that, it is counterintuitive.

    Costco VP Arthur Jackson said the company considered paying its local taxes on store operations a corporate responsibil-ity. But the sharp increase of the current rate would be threatening to the lo-cal warehouse store, he

    said. He proposed a more gradual increase of the tax rate to 0.1 percent in 2015 and 0.12 percent in 2016, pending a study of the ef-fect of the increase.

    e above schedule real-izes a 75 percent increase on the B&O tax rate over a three-year period, Jackson said. City revenue will actually increase at a higher rate based on sales growth, organically.

    Issaquah Chamber presi-dent Matthew Bott urged review and minimization of the tax increase, follow-ing the Chambers formal coming-out against said increase.

    Evergreen Ford part-ner Tony Rehn spoke last against the proposed in-crease. He said that though his car dealership would be considered a small business compared against Costco or Darigold, the tax impacts would be large. Rehn claimed the dealerships tax bill could rise to $200,000.

    e city council did not vote on the B&O tax proposal at the meeting, but is expected to a rm a plan with the passage of the budget near the end of this year.

    Placing the burden on abusers

    Gov. Jay Inslee has proclaimed Nov. 2-9 as Drowsy Driving Prevention Week in Washington State. While this proclamation is a signi cant step towards drowsy driving awareness and prevention, there is much more that needs to be done to keep this pandemic o of our roads and highways. We must change attitudes about drowsy driving rst.

    On Oct. 4, the Issaquah Police Department responded to a report of a vehicle that was being driven erratically in the Issaquah Highlands. An o cer quickly found the car parked in the Safeway parking lot. e driver was fast asleep. When he was woken up and interviewed, he told IPD he had been working almost 72 hours straight before he got behind the wheel of his car to go home.

    While in line at the bank recently, I heard a conversation between a customer and a bank teller. e customer told of his recent extreme sports bike trip in the Cascades. He then casually said that he had been up for over 24 hours before he drove back over Snoqualmie Pass to his home in Bellevue. e somewhat macho tone of the biker gave the impression driving while tired was also part of his extreme sport. And the teller was impressed.

    A co-worker has a second job in addition to her day job. She mentioned that many times each week she only got around four hours of sleep each night. When she drove home from her moonlighting job at two or three in the morning, she was usually very tired. But she said it was a straight line on the freeway, and that she knew the way home even when exhausted.

    In 2006, our then 17-year old daughter, Mora, nearly died from multiple fractures and a traumatic brain injury caused by a driver who was awake for 24 hours and who had fallen asleep at the wheel of her car. Several months a er the accident, Mora was still in recovery and rehabili-tation. During that time, we talked with the nurses and caregivers about what caused Moras injuries. A few of the

    I am the father of 6-year-old twins. My wife, Colleen, and I want to raise a son who respects women and a daugh-ter who lives in a world where she is respected and free from violence.

    In September 2014, NFL football star Ray Rices assault on his then- ance, captured on video, received signi cant media at-tention and brought to national awareness the unfortunate prevalence of domestic violence in our society.

    e statistics are sobering. An estimated

    one-in-four women experience rape, physical assault or stalking in the context of a relationship or a date.

    e Washington State Coalition Against Domestic Violence reports that 35 people were killed in Washington state last year as a result of domestic vio-lence. Overwhelmingly, these tragedies are the result of mens violence against women. ey include the woman stran-gled and beaten by her boyfriend and the mother murdered by her daughters ex-boyfriend. ese are our mothers, sisters, daughters and friends.

    When violence against women makes the headlines, people o en ask: Why does she stay? But this question wrong-ly places the burden on the victim. It is time to stop asking why does she stay? and instead ask why is he violent?

    October was Domestic Violence Awareness Month.

    I am committed to leading an o ce that works to eliminate violence against women. Our work with stakeholders has helped pass legislation to punish o enders and empower survivors. We dedicate grant dollars to local advocacy organizations that provide services to survivors in rural communities. Our work will continue.

    We can all do our part. Speak up when someone tells inappropriate jokes or stories. If you learn your female friends or family members are experiencing violence, let them know you are there to help. Teach your children to respect themselves and others. Do not tolerate domestic violence.

    Together we can make a di erence for the women in our lives. When women live without fear, our whole society bene ts.

    e Center for Disease Control and Prevention (CDC) says that cognitive impairment aer being approximately 18 hours awake is similar to that of someone with a blood alcohol content (BAC) of 0.05%. Aer about 24 hours awake, impairment is equivalent to a BAC of 0.10%, higher than the legal limit in all states. Not only every driver in our state, but also our legislators and our judges need to understand the widespread seriousness of drowsy driving, and how many people are injured and killed by this pan-demic each year. Attitudes about drowsy driving need to change.

    But like attitudes about drunk driving 30 years ago, like texting while driving and distracted driv-ing today, the only thing that will really change attitudes, mindsets and habits toward getting behind the wheel of a car when you have not slept for 20 or more hours is swi and sure penalties.

    Before others are injured or killed by drowsy drivers, we urge

    our state legislators to put aside the bickering of partisan poli-tics and to beef up Washingtons reckless driving laws to include penalties if a driver injures or kills someone aer deliberately getting behind the wheel of a car aer being awake over 20 to 22 hours. Or to nd the vision and the guts to pass a specic drowsy driving law in Washington state like New Jerseys Maggies Law.

    Yes, in some cases, an accident caused by a driver who fell asleep at the wheel may be harder to prove than drunk driving. But drowsy driving kills, injures and shatters lives just the same as drunk driving. Just ask the survi-vors. Ask the family and friends of those lost or injured last month or last year from the actions of a drowsy driver. Just ask our daughter.

    We want all drivers in Wash-ington to be aware of their level of fatigue or alertness before they get behind the wheel of a car this week, during the busy holiday season and throughout the year. Save a life and get some rest.

    As Eastside drivers get used to the changes brought on by the start of Daylight Savings Time, the Washington State Patrol is oering tips for commuters driving without enough sleep.

    e rst week of November is Drowsy Driving Prevention Week, said state patrol spokesman Chris Webb. According to the AAA Foundation for Trac Safety 28 percent of motorists, about one in four, reported being so tired behind the wheel they had a hard time staying awake on the nations roads. More than 30 percent of people who reported driving drowsy were college age, 19-24 years old.

    Driving drowsy can have a tremendous impact on not only the driver, but others who are travel-ing on the highways, Webb said.

    Seven people in Washington state died as a result of drowsy driving in 2013, according to the Washington State Trac Safety Commission.

    To mark Drowsy Driving Prevention Week, the state patrol oers the following tips to make sure drivers are refreshed and alert behind the wheel. Get a good nights sleep before hitting the high-

    way. Give yourself plenty of time to arrive at your

    destination. Pull over and take a break every two hours or

    100 miles. On long trips, use the buddy system to share

    driving duties. Avoid consuming alcohol or medication that

    can have side eects or cause drowsiness. Dont drive at times you would normally be

    asleep.

    Last months seizure of a large cache of rearms and drugs by the Eastside Narcotics Task Force is just one highlight to the regional struggle to contain a heroin epidemic that is showing no signs of slow-ing down.

    In 2010, the task force seized just less than 1,000 grams of heroin. is year it already has taken nearly 6,000 grams, or roughly 13 pounds of heroin o the street.

    e Bellevue Fire Department reports its use of Narcan (Nalaxone), a drug admin-istered to those su ering from an opiate overdose, increased from 49 patients in 2010 to 75 in 2013. e Bellevue Police Department also is considering equip-ping its o cers with Narcan; O cers have responded to more than 120 heroin-related calls this year, up from fewer than 40 in 2010.

    It reverses that e ect immediately, said Bellevue Fire Lt. Rich Burke. We do track the use of (Narcan) but theres no way to say we used that in the face of a heroin overdose as opposed to an oxycodone or mor-phine overdose.

    While prescrip-tion opiates like oxycodone and oxycontin have long been in high demand, heroin has become a cheap and more easily accessible alternative over the past several years, said Norman Johnson, chief executive o cer for era-peutic Health Services, which has been operating a methadone clinic in Bellevue since 2012.

    THS started with 90 Eastside clients when it opened in July 2012, due to demand for closer treatment than Seattle. It now serves 415 clients, a 360-percent increase since its opening. It is contractu-ally allowed 440 clients under an agreement with King County. THS Eastside Branch Manager Jeremy Peterson said that increase is partly due to an increase in heroin use, but also is the result of better access to

    treatment services.Johnson said strides made nationally to

    curb the use of prescription painkillers has been e ective, but is also driving demand for heroin. Under a new rule by the U.S. Drug Enforcement Agency that took e ect Oct. 6, hydrocodone combination products were reclassi ed from a Schedule III to Schedule II narcotic, making them more di cult to obtain.

    According to a 2013 report on drug abuse trends in King County by the Uni-versity of Washington Alcohol and Drug Abuse Institute, heroin-involved deaths increased from 49 in 2009 to 99 in 2013.

    Whats most frightening for the Bellevue Police captain is how quickly heroin is growing in popularity among teens.

    Young adults were the largest age group seeking treatment for heroin addiction in 2013, according to the ADIA report, and heroin-involved deaths by those under 30 years old increased from seven in 2009 to 34 in 2013.

    Heroin is very accessible in the high schools, Bryant said, and I dont think theres a high school out there that is im-mune to it because its so prevalent.

    Whats going on on the Eastside with young people, said Johnson, there will be demand for more (heroin).

    Just as high school cliques exist, divid-ing likeminded teens into various social groups, Peterson said heroin users become part of a subculture, bonded by addiction.

    While law enforcement continues to target the sources of heroin around King County, Johnson said erapeutic Health Services is working to reduce the time re-

    quired to dispense methadone. THS is also adding primary care physicians at its facili-ties Capitol Hill, followed by Bellevue and then Everett to provide preventative care for those in treatment to reduce the physical symptoms that come with getting clean.

    THS is now requesting quali cations from contractors to begin construction of a new methadone clinic in Snohomish County, Johnson said.

    Jim Vollendro , director for the Mental Health and Substance Abuse Division of the King County Department of Commu-nity and Human Services, said Evergreen Treatment Services is working hard to handle treatment demands in south King County.

    With the expansion of Medicaid through the A ordable Care Act, Vollendro said his agency will continue to add to its net-work of drug treatment providers, such as THS and ETS, as the demand increases.

    A legislative forum on mental health and substance abuse will be held 6:30-8:30 p.m. ursday, Nov. 13, at Town Hall Seattle, and includes an update on what actions King County desires from the Legislature during its 2015 session.

    When talking to Larry Crandall, president of the SAMMI Awards Foundation, he is always quick to point out how the SAMMIs are not about a simple award, but the stories of the people who work, live and play on the Sam-mamish plateau.

    Nominations for the 14th annual SAMMI Awards are now open. e awards will be announced at the SAMMI Award Ceremony at the EX3 Teen Center on March 21, 2015.

    Since 2001 SAMMI, which stands for Sammamish Acknowledging Magni cent Moments of Inspiration, has been recognizing the people who make life in Sammamish better for their neighbors and the community as a whole.

    Its important for the community to hear the stories of their service, Crandall said. It brings the community together.

    While the number of SAMMIs awarded varies from year to year according to Crandall, on average 10 people are honored per year following evaluation by a panel of judges. Awards are given in categories for long service, commu-nity spirit, courage, environmental stewardship and youth spirit.

    Above all, the goal and the spirit of the SAMMIs is to bring Sammamish together in celebration.

    Something is wrong with your furnace.Perhaps its running louder than usual, making

    an odd noise or cycling on and o repeatedly if its working at all.

    Maybe your whole house is too cold, or some rooms are signi cantly warmer than others.

    Our tips will help you determine whether you should replace your furnace or simply repair it and whether your furnace is actually the reason your home is so cold. Before you pick up your phone to call any company, check your furnace lters rst! The majority of our service calls could be solved with changing your furnace lter. If you dont know where it is, please call and we will tell you.

    When you should repair insteadWhether you should repair or replace a

    dysfunctional furnace depends on which part is causing the problem, how much the repair would cost and how old your furnace is.

    Problems with the following parts can almost always be xed.

    Hot surface ignitor High/low limit switch Anything involving a thermostat Gas valve Flame sensor Thermocouple Filters

    If a part is no longer available because your furnace is too old, repair may be impossible.

    Signs your furnace is deadMany experts say you should consider replacing

    your furnace after 15 years, since it might be reaching the end of its life.

    We disagree.Some furnaces will last 25 or 30 years or even

    longer so replacing a 15-year-old furnace just because is premature.

    An experienced technician might be able to give you an idea of how much life your old furnace has left based on its service history and an analysis of how the components are functioning, but theres no de nitive way to tell.

    Problems with the following parts usually means its time to replace your furnace:

    Heat exchanger (cracked)

    Blower motor Inducer motor Control board (sometimes repairable,

    depending on furnace brand)If the parts are still under warranty (a typical

    one runs 10 years) and these items are covered, do the repairs. But these parts often become faulty when the furnace is older. The repairs can be so expensive that replacement makes more sense, especially since one large repair can be the beginning of many repairs. This is also a really good time to get a second opinion, most heating companies would be happy to sell you a new furnace than repair a 15 year old furnace.

    When your furnace isnt to blameIf your home is too cold, the furnace isnt

    necessarily the culprit. The following xes are easier and less expensive than furnace repair or replacement. (As a bonus, many of these will also make your air conditioner more eff ective.)

    Is your furnace getting power? Check for tripped circuit breakers or blown fuses.

    Leaky ducts (the metal tubes that distribute heat throughout your home) can be sealed so that more hot air actually gets blown into rooms instead of seeping into the attic. The American Council for an Energy E cient Economy says sealing leaky ducts can improve e ciency by 15% to 20%; it will set you back a few hundred dollars, but thats much cheaper than a new furnace.

    Better insulation in your attic and walls will help your home retain heat.

    New weather stripping around doors and windows will keep cold out and heat in.

    Upgrading a manual thermostat to an electronic one can regulate your homes heat more e ectively and lower your energy bills.

    Replacing a furnaces dirty air lter can improve air ow.

    A furnace can generate a certain amount of heat per hour. This number is expressed in British thermal units (BTUs). The higher the number, the larger the home the furnace can heat.

    Choose the right contractorMost people will nd the cheapest furnace and

    not care who the contractor is. You wouldnt buy a car like this, and your furnace will be with you

    longer than your car. When your mother told you You get what you pay for she wasnt kidding.

    Who you hire to install your furnace is more important than furnace brand.

    Look for contractors who are NATE-certifi ed; the North American Technician Excellence designation means they have passed tests demonstrating real-world HVAC knowledge.

    Make sure the contractor is licensed, insured and bonded, and has been in business for many years. You want someone who will be there to service and repair your furnace and honor the labor

    warranty, which should be for at least one year.A good contractor will perform a heat load

    analysis at your home based on square footage, ventilation, windows and insulation before giving you an estimate or recommending a furnace.

    The labor estimate should include installation; any adjustments to ducting, venting, fuel delivery or electrical systems; and disposal.
