The 4th District Congressional Debate: The Triumph of “Fiscal Responsibility™” © by Mark Dempsey

The debate for the 4th congressional district occurred October 4 in Auburn. If you didn’t attend, you can still see it online. (https://www.youtube.com/watch?v=wXyDO26mQ78). Both candidates agree: “Fiscal Responsibility™” is what to pursue.

Congressman McClintock repeated his endorsement of the trickle-down economics we’ve enjoyed since the Reagan years. In a previous radio address, McClintock claimed there’s really only one proven way to revive an economy: reduce top marginal tax rates the way Reagan did in the ‘80s.

Q: But the heyday of the American middle class--when only one parent needed a

wage-paying job, and college graduation didn’t mean a debt millstone around the graduate’s neck--wasn’t that when those top marginal rates were high (70 - 90%+)? A: Yes!

Nevertheless, McClintock waxed nostalgic for the good old days, even though Reagan’s “Morning in America” was no more than an average business cycle recovery. (source: Paul Krugman’s Peddling Prosperity). McClintock even laments the loss of low or free college tuition! The forehead-smacking truth: Reagan himself ended free college in California. In fact, since 1972, Federal subsidies for higher education have diminished 55%. (Gosh! I wonder why tuition keeps going up!).

Perhaps accurate information is beside the point here, but the problem isn’t just that such

lies are despicable, it’s that McClintock seems to sincerely believe them. Unfortunately, delusional thinking seldom produces good public policy.

Is the alternative better? His opponent, Dr. Derlet’s policies are less delusional than McClintock’s by a wide margin, but both candidates agree on Fiscal Responsibility™: budget balance is something to pursue. It’s as though they believe a government which creates currency has a debt “burden” just like households who use currency!

But it’s different...really, really different.

Americans use “debt-based” currency. Bank account holders have an asset (their bank account), which is the bank’s liability (debt). Write a check, and you assign the bank’s debt to the payee. Dollars are

checks made out to cash in fixed amounts, payable by the Federal Reserve bank. The Fed carries that currency on its books as a liability. Central bank “debt” is the money!

Imagine your bank encouraging you to worry about the size of its debt to account holders. “Let’s see how we can reduce the size of your checking account…” Where does that happen, at the Bank of Crazy People? Yet we somehow believe reducing central bank debt is always good!

Historically the U.S. reduced its “debt” significantly seven times since 1776. The last such reduction was the Clinton surplus. The preceding time occurred in 1929. Andrew Jackson even paid the entire national “debt” in 1835. What happened every time after those “debt” paydowns? Answer: a Great-Depression-sized hole in the economy, the worst of which

was the Panic of 1837.

So reducing national “debt”--in quotes because it’s fundamentally different from household debt--can be bad! And remember: the Fed can make dollars without limit. According to its own audit, it pushed $16 - $29 trillion out the door to cure the frauds of the financial sector in 2007-8. (And where’s the predicted inflation?) Yet, somehow when it comes to grandma’s Social Security, not Ponzi capitalists, “Whoops! We’re out of money!” … or so McClintock claims.

So...Derlet is better, but still does not understand that a “balanced” budget is anathema to currency creators even if it works well for currency users like households. [sigh!]

COUNTY SUPERVISOR DISTRICT 4 CANDIDATES RESPOND TO QUESTIONS FROM OV COMMUNITY

suE FROsT Candidate for County supervisor - District 4

1. How do you plan new business for OV...WHAT IS THE VISIONa.GLOVE positions Orangevale

for future funding for infrastructure improvement over time. I'll continue to work with GLOVE and the Orangevale Chamber to support businesses in Orangevale.i.MISSION: GLOVE is an

organization that contributes to making Greenback Lane a beautiful, economically thriving, vibrant and sustainable business corridor. GLOVE works together with Orangevale business owners, property owners, Sacramento County agencies, the City of Folsom and other stakeholders to implement this mission.ii.PURPOSE: To recognize

Greenback Lane not as a transportation thoroughfare, but as a thriving business district, including historic Orange Vale. Imagine the

possibilities...b.We have to demand better

"customer service" from County Departments. Too many business owners have told me that it is complicated and takes too long to get permits - or even answers - from County Departments. That has to change. We need to include a "customer service" component in budget and personnel reviews.c.Homelessness is one of my top

priorities, starting with enforcement because aggressive homeless are impacting businesses and residents.d.I am a member the Greater

Sacramento Area Economic Council, the County and BOS need to build a stronger relationship with business retention and recruiting groups to ensure there is an effort to help business growth that fits Orangevale, and not just big corporate businesses for downtown.2.How about how transients

with drug and other issues are pushed across the borders into our unincorporated area by neighboring cities.a.My policy will be "Enforcement

First" - we need to ensure residents and businesses are protected from illegal camping, aggressive panhandling, etc.b.To really tackle the problem,

which is growing all over the region, we have to work regionally. When the City of Sacramento pushed the homeless out of the Arena Zone and tore down the homeless camp, many of those homeless moved east into Carmichael, Fair Oaks, Citrus Heights & Orangevale. That did not

solve the problem, it just pushed it out of Downtown Sacramento into our communities.c.During my year as Mayor in

Citrus Heights we formed the HART - Homeless Assistance Resource Team. HART is dedicated to bringing local resources to Citrus Heights. I will continue to do what I have been doing and expand my efforts to help Veterans and reduce homelessness in the county.d.This is a complex issue and one

that is growing in the Region. We should start with more boots on the ground parole officers to manage the AB109 and Prop 47 prisoners who have beenreleased. Then I will work with

neighboring Cities, Sheriff, Faith Community and Businesses to expand resources in Orangevale.3.What are we doing right/ or can do

better, as far as being eyes and ears for law enforcement and Orangevale.a.We need to look at models that

are working; for example, Citrus Heights has over 32 Community Policing programs where Police are partnering with the community. They don't just respond to crime but the work to prevent crime. The Sheriff's Department has fewer Deputies covering a larger area, which is one reason I support "more boots on the ground," and will work with communities to see which programs could work in their communities.b.Public Safety should be prioritized

in the budget - we are still behind where we need be, especially in regards to Probation & Parole Department which prevents crime and ensure people do not re-offend.4.I want to know what you plan to

do specific for unincorporated parts of Sac County to deal with transients , the panhandling and all the criminality that goes with it.a. The County has a panhandling

and no camping ordinance. I support enforcement.b. I will prioritize public safety as a

top budget priority.5. Can churches be banned from

giving out food in residential neighborhoodsa. We need to ensure that good

intentions do create bad results. I would not support anordinance banning churches from

helping those in need, but would work with them to ensure they understand if their efforts are exacerbating problems for neighbors.6. I would like to know if the

initiative to legalize marijuana in

California passes, how do you think pharmacies and medical marijuana personal growing in the county will change to comply with the law?a. Prop 64 is badly written and has

a number of flaws, but if it becomes law, Cities and Counties will have to implement7. I would also like to know your

environmental goals for the county.a. I the Founding president of the

Citrus Heights Green Team, which focuses on free-market means to encourage green building, energy, and recycling programs.b.I want to ensure we are preserving

farm and rural spaces by encouraging growth in transit zones and near jobs.c. I want to ensure that we are

building and maintaining park and trail programs that do not taked.I support CEQA but I think it is

often abused for political purposes and think we need to curtail frivolous lawsuits.8.What are your goals for

Orangevale?a.One the great things about District

4 is the diversity of our communities - and I will work hard to preserve the unique character of each of them. Orangevale has a unique heritage that includes equestrian and rural feel that we need to protect.b.We do need to find new ways to

improve traffic, pedestrian and bicycle safety, especially around our schools.9. How are you planning on stopping

hazel from being the thoroughfare that sunrise and watt were supposed to be? the constant industrial traffic on hazel is dangerous and costly splitting our community in two. Oak needs to also maintain its more rural nature. it is getting pretty crazy out here. Slowing down the speed on Hazel from 40 & 45 aka 90 mph, to maybe 35 & 40 with big signs!! Like they did out at Grant Line & Wilton Blvd. in the rural area of Elk Grove.a. I think the county pushed the

Hazel expansion to appease Placer County interests who wanted a bypass to avoid traffic problems on Hwy 80. We need to push harder to complete the Hwy 80 improvements, and look to improve traffic controls on Hazel. For example, as a Councilwoman I supported lowering speed limits, modifying stop lights, and other improvements to reduce traffic problems.10. What's your stance on prop 64?a. I oppose.11. What is your opinion / position

about spot rezoning in Orangevale

without a master plan update?a.Any re-zoning would need to

be carefully vetted with the CPAC and aligned with the goals of the community. Orangevale wants to retain their rural feel and I will support that objective.b. Creating special improvement

districts and a plan can actually position Orangevale for grant funding for specific projects that can help revitalize an area and begin to attract/improve business or community facilities.12. Do you envision Orangevale as

an opportunity for infill development?a. There are infill opportunities all

over the County. I'm sure there are opportunities in Orangevale as well. The challenge is to identify what the Community wants and deliver something that is consistent with the local needs and desires.13. What is your opinion / position

on maintaining the rural agriculture zoning of Orangevale?a. I will stand with Orangevale to

protect its unique characteristic.14. What is your opinion / position on

allowing churches and residential care facilities in rural land in Orangevale?a. There may be some projects that

fit the community, but we have to ensure that Planning, CPAC and an early and strong public process ensure the residents are engaged and listened to.15.What is your opinion / position

that churches and residential care facilities should pay rezone fees and commercial property fees instead of a use permit fee? As essentially the resulting development cannot revert back to its original rural land zoning with large commercial size buildings.a. These are two different types

of facilities and should be looked at separately. I would need to look at the current practices and fees - and the proposed changes- in detail before committing to support a specific action. As a general rule, I think costs of changing zoning need be fairly applied across the board.16. How can we get

Sacramento Steps Forward to get Navigators in OV -a. Little effort has been made to

deal with homelessness outside of Downtown to date, but it will be one of my top priorities after I'm elected. We need to start by ensuring resources are allocated fairly, build partnerships with Citrus Heights, Folsom and the County to bring resources like SSF to the County.

FROM OV COMMUNITY

MIKE KOZOWsKICandidate for County supervisor - District 4

1.How does he/she plan new business for OV...WHAT IS THE VISIONBusiness growth is an organic

process but needs to start with a plan. Working with the Orangevale Chamber of Commerce and others in Orangevale to craft a plan will be a key task for me as supervisor. But any plan will need some basics to be addressed fi rst: a.Making sure the county’s

building departments are able to simplify and fast track the review and approval of projects is an elemental part of my economic growth plans for the county, for district 4 and specifi cally for Orangevale.b.Utilizing all available legal

processes for removing blighted or derelict structures to clear the way for new ideas and growth. The Community Prosecution Unit is an example is one tool that can be used to address properties that are contributing negatively to their surroundings. 2. How about how transients

with drug and other issues are pushed across the borders into our unincorporated area by neighboring cities.The Deputy Sheriff’s department

and the police forces of the incorporated cities already work to coordinate their efforts and need to continue to do so. Some other factors contribute to this perception. While it is not illegal to be homeless, transient or for that matter addicted to drugs, we do have a variety of measures in place that are intended to reduce panhandling and have created areas that are “safer” than others for transients who are trying to avoid confl ict with law enforcement and violation of anti-panhandling

efforts. Reviewing these measures (Folsom, Citrus Heights, and County ordinances) and fi nding a comprehensive plan will be diffi cult but must be looked at carefully with Local crime watches and law enforcement. I will use my Orangevale community meetings to try and pinpoint specifi c issues and build consensus for a comprehensive plan. 3. What are we doing right/ or

can do better, as far as being eyes and ears for law enforcement and OrangevaleSimply being so engaged is the

big success of the Orangevale Crime Watch and everyone who is passionate about Orangevale being safe for families and business. To implement the strategies utilized by the Community Prosecution Unit, it is imperative that patterns of crime or disruptive activity be documented. Orangevale residents are already careful observers, we simply need to put that force to work on specifi c targets to create the case for change at specifi c locations. This process is not glamorous, but has proved successful in other parts of Sacramento county and elsewhere. 4.I want to know what he plans

to do specifi c for unincorporated parts of Sac County to deal with transients, panhandling and criminal activity that goes with it.As I suggested above, further

coordination of local ordinances that drive movement of transients and homeless folks to congregate needs to be an ongoing process. Along with that providing services to house and treat the mental health and dependency issues that often are at the heart of homelessness must be better distributed throughout the county to serve that population where we fi nd them. Doing that will reduce the time spent by the Sheriff’s department and the cost of using the county jail and local emergency rooms for temporary shelter and treatment, which is currently the only option in most cases in Orangevale. Transiency and homelessness are problems that will never be eliminated, but we can do a much better job of management and giving a real shot to people who fi nd themselves down and out to get on their feet

again. 5. Can churches be banned from

giving out food in residential neighborhoodsYes and No, a permit is required

and some rules apply, but most churches are located in residential areas and most if not all have a specifi c mission of literally serving their community. bridge had the not-surprising effect of adding more traffi c. We can balance that effect somewhat by careful traffi c planning (speed limits and signals) and road maintenance. I will work with residents on specifi c problems on all roads. I agree that Oak Avenue needs to be looked at comprehensively, it has a distinctive character that should be preserved while also fi nding strategic ways to allow traffi c to move freely. 8. Slowing down the speed on Hazel from 40 & 45 aka 90 mph, to maybe 35 & 40 with big signs!! Like they did out at Grant Line & Wilton Blvd. in the rural area of Elk Grove.I would be happy to consider that. 9.What's their stance on prop 64?I oppose Prop 64 for the very simple reason that marijuana will remain illegal on the federal level and marijuana businesses will as a result continue to operate on an all cash basis. This will leave California to resolve substantial issues of accounting for their sales for tax collection purposes and then those records could become the basis of federal prosecution. This discord between federal and state laws invites continued illegal growing and selling. I am not opposed to the safe adult use of marijuana, just feel that the federal rules need to be changed fi rst. 10 What is your opinion / position about spot rezoning in Orangevale without a master plan update?There is a process for rezoning individual parcels and it can be implemented where a real community need exists and sensible development will result. That is a high bar to clear, but a master plan change is not required. 11. Do you envision Orangevale as an opportunity for infi ll development?Of course! Sensible infi ll development not only can be a catalyst for strategic economic revitalization, but provides useful opportunities to meet AB32 air quality and energy use rules if it also provides mixed uses or direct access to public transit. 12. What is your opinion /

position on maintaining the rural agriculture zoning of Orangevale?The Ag-Residential Zoning designation requires lots of at least 1 acre, and the northern portion of Orangevale zoned this way blends into similarly planned zoning in adjacent Placer County. I suspect there is not pressing reason to change that zoning but would consider it if a parcel owner through proper channels made a request. Please remember that zoning changes are generally not considered if the only argument is that the parcel would be more valuable (for some other purpose) because of the change. I have excerpted the ordinance below for reference. From the County Zoning Code section 6.2.1.A.2Rezoning. The boundaries of any zoning district may be changed, or the zoning classifi cation of any parcel of land may be changed, pursuant to this Section. The purpose is not to relieve particular hardships, nor to confer special privileges or rights on any person, but only to make adjustments to the Offi cial Zoning Map that are necessary in light of changed conditions or changes in public policy, or that are necessary to advance the general welfare of the County13. What is your opinion / position on allowing churches and residential care facilities in rural land in Orangevale?Churches are allowed in all Residential districts in the county. Orangevale is predominantly zoned Ag-Res and Low density residential. A Conditional Use permit is required from the Zoning Administrator in either type of zoning district. This is a common process across most communities nationwide. Residential care facilities, may take many forms and are intended for a variety of purposes. The Zoning code allows many types of these facilities with either a conditional use permit granted by the Zoning Administrator or a Conditional Use Permit approved by the planning Commission. This also is a common practice across the country. A Residential Care Facility’s request for a Condition Use permit

would be heard in public of the County Planning Commission meeting. The commission’s responsibility is to consider the input of petitioner, the public, neighbors and other community stakeholders. Any appeal of their decision would come before a public hearing of the Board of Supervisors. 14. What is your opinion / position that churches and residential care facilities should pay rezone fees and commercial property fees instead of a use permit fee? As essentially the resulting development cannot revert back to its original rural land zoning with large commercial size buildings.There is not a rezoning requirement for either use to be located on Ag-Res or Low Density Res zoned parcels. Thus no door is left open for other types of development if the use granted conditionally never comes to pass or if the party granted the conditional use vacates the property. That is specifi cally why the conditional use permit exists. There of course are practical barriers to removing a large structure to revert land to agricultural use which are real. I prefer that problem to solve rather than opening Ag-Res land to any permitted commercial use by a rezoning process. I can infer lots of things from your question but would prefer to have the full context to go any further in response. I am not eager to change the Ag-Res parts of Orangevale, if that simplifi es things.15. How can we get Sacramento Steps Forward to get Navigators in OVIt is simply a matter of funding, which I will be working on with the other supervisors as immediately as possible.

Ortega Chile Egg Breakfast

20 eggs1 cup fl ourDash salt/pepper2 tsp. baking powder1 cup butter, melted2 cans (7 oz.) diced Ortega chiles32 oz. cottage cheese2 lb. jack cheese, shredded

Beat eggs until fl uffy, add fl our, baking powder, salt &

pepper and mix. Then add butter, chlies and fi nally, add cottage cheese and jack cheese.

Bake in greased 9 x 13 pan. Heat oven to 400 degrees. Cook for 5 minutes at the 400 degrees. Then turn oven to 350 degrees and cook 35-40 minutes more until done. (Knife comes out clean.)

Note: Principal Fernandez doubled the original recipe. This is the doubled version. It makes a thicker version of the original dish. The original (10 eggs, etc) uses the same size pan and same directions.
