Construction Projects Update – Raleigh Union Station; GoRaleigh Park-and-Ride Lot

As Council was previously advised via Weekly Report Issue 2019-xxx, existing vacant space located at the Raleigh Union Station (RUS) will be the new office space for the Transit Division team. The division has experienced significant growth over the last 18 months as a result of the Wake Transit Plan. In FY2019 a segment of the divisional staff was dispersed to the Dillon Building at 310 West Martin Street as well as to the GoRaleigh headquarters at 4104 Poole Road, while a number of staff remain at the Raleigh Municipal Building. To consolidate staff operations Suite 200 of RUS (the lower mezzanine) will become the division office space. It is anticipated that Transit division staff will remain in RUS until permanent office space is made available via the planned Civic Campus.

Work to be completed to create office space includes construction of open and private offices, a reception area, conference rooms, new restrooms, a break area, furnishings and security controls. The RUS pace will accommodate programs and staff necessary for implementation of Bus Rapid Transit, the Wake County Transit Plan, and other system expansions and improvements. A portion of the space will also be leased to GoTriangle.

Construction bids have been advertised and will be received December 12, with an anticipated construction start in February 2020.

A new GoRaleigh Park-and-Ride lot will be constructed at the corner of Poole Road and Bus Way, located behind Fire Station 12. The lot will include 225 parking spaces and will include lighting, landscaping, stormwater control devices, security cameras and an interior bus stop. Shelters for this construction project will be upfitted with real-time displays, ticket vending machines, four electric vehicle charging spaces and bike storage lockers. The new Park-and-Ride lot will serve commuters with a final destination of Downtown Raleigh. An October 2020 opening is anticipated

Council will recall that as part of the Downtown Property Disposition study the City Council authorized the sale of surplus property at S. West and W. Lenoir Streets, with proceeds to be reinvested in affordable housing. The sale of the vacant lots generated $875,000 in Community Development Block Grant funds. Working with the City’s real estate professionals, Housing & Neighborhoods staff have identified a vacant, four-unit building at 1332 South State Street which can be rehabilitated and preserved as affordable rental housing. The location is near-downtown and in an area experiencing significant investment activity. Each unit has two-bedrooms and the City has an option to purchase the property after completion of renovations for $675,000. The purchase price is supported by a current appraisal. Identical adjacent buildings on State Street have been converted from rental properties into condominiums. After closing, the units will be added to the City’s affordable Rental Portfolio.

The Rental Portfolio provides citizens with income of 60% AMI and below access to quality affordable housing. The portfolio is managed by a third-party vendor that is responsible for income verification, property maintenance, and general property management. The City’s portfolio continues to have a very low vacancy and turnover rate.

During the work session staff was requested to review the Average Daily Ridership (ADR) threshold needed to warrant the installation of a bus shelter as well as a standard for lighting at bus shelters. These items were

reviewed by the Raleigh Transit Authority (RTA) from June through October. Based on the review, the RTA during the October 10 meeting approved lowering the threshold for installing a transit shelter to ten (10) ADR from 25 ADR. This expands the number of bus stops eligible for a shelter and bench to an estimated 250. Of these 250 bus stops, 150 have an existing shelter or are in development for one. The remaining 100 bus stops represent the impact of the policy change. It was determined that with existing funding and resources GoRaleigh staff will be able to install shelters at the additional 100 bus stops over the next three years, while improving bus stops along new and expanded transit routes.

The investigation into a lighting policy was spurred by an inquiry from Council Member Thompson, regarding a minimum foot-candle measurement for bus shelters. There is no established policy on a minimum foot-candle measurement, but lighting has always been a priority when locating bus stops and shelters. To demonstrate a commitment to adequate illumination of bus shelters, the RTA adopted a lighting strategy and included the strategy in the revised bus stop amenities policy. The strategy provides simple guidance for locating bus stops and addresses situations where additional lighting should be installed. Included with the Weekly Report materials is a draft document of the policy for transit stop amenities and lighting strategy.

In other developments, RDOT Transit staff have launched a new GoRaleigh Bus Shelter map that allows viewers to see all assets within the GoRaleigh system. Assets mapped include bus stops, existing and planned bus shelters, benches and trash cans that are located along all GoRaleigh routes. The map may be viewed at www.raleighnc.gov/busmap

SHELTER AND BENCH POLICY

It is Authority policy that shelters and benches are warranted at bus stops when there are at least 10 boardings a day. Special facilities may be provided, if necessary, at hospitals, clinics, senior centers or parks and recreation facilities serving seniors or persons with disabilities.

LIGHTING STRATEGY At bus stops where a shelter and bench are warranted the following steps should be taken to ensure that there is an illumination of 0.4 to 1.2 foot-candles:

1. Bus stops should be located within 30 feet of an existing overhead light. 2. Where overhead lighting is not already available, bus stops should be

located near an existing utility pole and staff will coordinate the installation of an additional street light.

3. Where a utility pole is not available, lighting should be mounted on the shelter or signage post.
