TUC leader Frances OGrady said,The government seems intent ondividing Britain, Thatcher-style,between those in work and those outof it.

Union leaders demanded mass

joint strikes and civil disobedienceacross Britain to wage war on thepolitics of austerity.

Congress unanimously backed amotion supporting unions coordinat-ing action, including strikes.

A large majority of unions backeda motion pushing for a mid-week dayof action and to keep the option of ageneral strike on the table.

Last year the TUC passed a motionto look at the practicalities of a gen-eral strike.

So far this has looked impracticalto union leaders.

Unite general secretary LenMcCluskey said that the Tories knowthat their divine right to rule is beingquestioned across society.

And they know that trade unionsare at the heart of any alternative.

The TUC backed the PeoplesAssembly and similar local initiativesresisting austerity.

CoordinatedUnison leader Dave Prentis said, We

will campaign, we will organise andmove to coordinated action acrosssectors.

And when we move to action, weexpect the Labour Party, our LabourParty, to be there with us, support-ing us.

But the Labour Party is less sure ofthat. Labour leader Ed Miliband told

Congress on Tuesday that unions arenot the enemy within. Theyre thepeople who make Britain what it is.

Yet in reali ty the unions are anobstacle within for Miliband.

So he pushed ahead with his attackon union influence on the party.

He repeatedly referred to formerTory leader Disraeli when arguingthat getting rid of union affiliations

would help recr uit 300,000 tradeunionists to Labour.

He gave vague promises to banzero hours contractsbut not torepeal the anti-union laws or Torycuts.

Delegates cheered mil i tantspeeches during the congress.

RMT union general secretary BobCrow said, We can either standin the middle of the road para-lysed like a frightened rabbit or getoff our knees and fight for what westand for.

Tony Kearns of the CWU said,You either put up with the situationor you do something about it.

They are right.But the question for the unions,

since waiting for Labour seems anincreasingly forlorn hope, is when?

Obamas desperate measures

to get support for Syria attacbyJudith Orr

As commander in chief of the USarmed forces, Obama could haveordered military action withoutsupport from the Republican-dominated Congress.

But he suddenly shifted tackwhen David Cameron was forced towithdraw from supporting an attackafter losing the vote in the House of

Commons.Obama then said he would go to

Congress to win support for militaryintervention. He claimed this wouldshow that the US has a governmentof the people, by the people, and forthe people.

If it really was a government ofthe people then there would be no

war. Publi c opin ion in the US issolid against bombing Syria.

In a campaign to shift the publicmood the government has releasedfootage of children and othercivilians after a chemical weaponsattack.

Despite this the latest polls showthat 70 percent of Americans donot think launching an attack is theanswer.

RegisterAnti-war activist Medea Benjaminhas been campaigning aroundCongress for a no vote.

She said, Just going into theoffices, you hear the phones ring-ing constantly and you hear thereceptionist saying, Yes, I will reg-ister your opposition to a US inva-sion of Syria.

And the ruling class is split. Thereare open rows about the risk forthe US being dragged into anotherdrawn out conflict.

Obama now finds his authority asa president is in the balance, but notonly that.

He made a big issue of sayingthat chemical weapons were a red

line that could not be crossed.The US is still the worlds biggest

imperialist power. It still wants toswagger around the globe dictat-ing terms to other countries, so itcannot afford to look weak.

But its economy has just gonethrough its worst crisis since the1930s. And the wars in Iraq and

Afghanistan have eroded US powerinstead of shoring up it.

RisksThis is why Obama has so far heldback from action despite all thetough talk about Bashar al-Assadsregime in recent months. The risksof intervening outweighed the risksof holding back.

The situation changed notbecause Obama was moved by

videos of suffer ing childrenanymilitary intervention will be donesolely if it serves US imperialistinterests.

But his hesitation shows that, justlike Cameron, he cant completelyignore the opposition to war atevery level of society.

Whether Obama wins the vote ornot his attempt to prove US powerhas also exposed its weaknesses.

Among those states refusing to sign up were Brazil,Russia, India, China, South Africa, Germany, Indonesia, and

Argentina. This is pretty similar to the division over the Natomilitary intervention in Libya in 2011.

Roughly speaking you have the main Western imperialistpowers and their closest allies opposed by the so-calledemerging market economies, including all the members ofthe BRICS grouping of leading Southern states.

Germany is the odd one outand not just becausechancellor Angela Merkel faces elections. Berlin also opposedthe Libyan intervention.

Whats interesting is that this geopolitical split roughlymatches up to a divergence in economic fortunes.

After the 2008 crash, the G20 was supposed to havesupplanted the Western-dominated G7 as the main forumfor coordinating economy policy among leading capitaliststates. This hasnt exactly worked out, partly because the G7has much better organisational resources supporting it, partlybecause of the different economic trajectories taken by themember states of the G20.

Since the Great Recession of 2008-9 the key zones ofadvanced capitalismthe US, the European Union, andJapanhave, at best, stagnated.

Meanwhile, the leading economies of the global South haverecovered relatively strongly. Initially, this was because theChinese government ordered a massive programme of bank-financed investment.

This revived not only China but also those countriessupplying it with energy, raw materials, and complexmanufactured goods.

This pulled up the other emerging market economiesbut also Germany, which specialises in exporting high-endmanufactures. But a second factor soon came into play.

This was the policy of quantitative easing (QE). The USFederal Reserve Board embarked on this policy, followed bythe Bank of England and, more recently, the Japanese centralbank.

This involves central banks buying government andcorporate bonds with money specially created for the purpose.

ReservesThe idea was that QE would, by pumping money into theeconomy, encourage companies to borrow and invest. Thisdidnt workbig corporations are sitting on huge cashreserves that they are not investing.

So much of the new money was used to make speculativeinvestments in the bigger economies of the global South,encouraging relatively rapid economic growth.

Now this is unravelling. The Chinese authorities aredesperately trying to slow down an economy that has beendriven by the accumulation of vast quantities of unmanageabledebt. And the influx of capital elsewhere created morespeculative bubbles that are now deflating in countries such asIndia, Indonesia, and Turkey.

Add to this the fact that some Western economiesnotablythe US and Britainhave finally begun to grow a bit. This hasprompted financial markets to start betting that the FederalReserve and other central banks will end QE and allow interestrates to rise much earlier than they are claiming they will.

This is a self-fulfilling prophecy that is already pushing upinterest rates. And this in turn is attracting speculative moneyto shun the South and return to the US and Europe.

Just before the G20 summit the International MonetaryFund admitted that it had got it wrong yet again. Theemerging market economies have not, as it had predicted,become the driver of global growth, and momentum isprojected to come mainly from advanced economies.

Tensions about US plans to taper QE surfaced at theG20 summit, though they were papered over it in the finalcommuniqu. But St Petersburg confirmed the disharmonyamong the leading capitalist states is as much economic as it isgeopolitical.

A stylish story of struggles,

but revolution is a backdropNew TV series Peaky Blinders gives a glimpse of the revolutionary mood thatgripped Britain in 1919 but puts family dramas first, says Anntt Mackin

The Russian Revolution two yearsearlier had inspired people. Massstrikes by workers and mutinies bysoldiers and sailors left the British

state reeling.Peaky Blinders, a new six-part TV

drama, is set in Birmingham in 1919during this period of militancy.

In the first episode were intro-duced to Tommy Shelby, played byCillian Murphy.

Tommy is a war veteran and headof a notorious crime family. Theyrenamed the Peaky Blinders becausethey sew razor blades into the peaksof their caps.

The antagonisms of the time,between worker and capitalist, areplayed out between Tommy and hisformer best friend Freddie Thorpe.

Freddie is presented as a Bolshevikwhile the Peaky Blinders run protec-tion and robbery rackets, and offtrack betting.

We first see Tommy trickingdesperately poor people in aBirmingham slum into gambling ona horse he knows will lose.

We are then introduced to Freddieaddressing a strike meeting of angry

workers.

GsA botched raid by the Peaky Blindersfinds them in possession of a crateof guns.

Secretary of state WinstonChurchill sends in brutal Belfastpolice inspector Campbell, playedby Sam Neill. He is to find the

weapons and deal wi th gang s,revolutionaries and the IRAthenfighting a war of independenceagainst Britian.

The problem with Peaky Blindersis that it takes on a lot of issues butfails to focus on any of them properly.

R e v o l u t i o n a r i e s , g a n g -sters, the IRA, and even poetBenjamin Zephaniahplaying anevangelical street preacherall jostlefor space.

The real Peaky Blinders emerged inBirmingham in the late 1890s. Seriescreator Steven Knight doesnt gain

much from placing them in 1919.In fact, the far more interesting

class struggles of the time are pushedaside to make way for the personalstruggles of the gang.

So, when Freddie is addressing thestrike meeting the workers only get tocheer, nod and pat him on the back.

Its unclear if the constant fore-grounding of Freddie is to presenthim as an insincere, vain activist oran inspirational revolutionary.

Its possible that the trade unionsellouts of the militancy of 1919 couldbe played out through the weaknesses

of Freddies character. Yet it seemsmore likely that the mass struggles of1919 are just a vague backdrop.

Peaky Blinders is expertly crafted,with fine attention to period detail.

Its very stylish and reminiscent ofUS shows such as Boardwalk Empireand Deadwood.

As its set in a highly politic isedmoment its worth a watcheven ifit doesnt live up to its promises.

But as SocialistWorkers sisterpublication InternationalSocialism said at thetime, All the elementsnecessary for such amovement were presentin Chile: the occupationof the factories, the fightof the peasantry forland, the preparation ofat least some sectionsof the workers forarmed struggle.

Those who thoughtthat UP had gone toofar took a pessimisticview of the potentialfor socialist progress.The disastrous idea ofthe labour movementin Italy making ahistoric compromisecame from this mood.

As did the rise ofEurocommunism thateffectively said thereis no alternative tocapitalism and the leftmust make its peacewith the system.

But all of theseignored the fact a

real alternative wasworkers overthrowingcapitalism altogether.

Tory lobbying bill targets

Te Tories are promising to rewritete Lobbying, Non-party Campaigningand Trade Union Administration Bill.

After a wave of outrage at attackson carities ability to organise (seebox, below left), te Lib Dems andte Tories are promising fundamental

amendments.Te bill isnt about stopping corpo-

rate lobbyists.It plans to bring in a register of

lobbyistsbut if you work directlylobbying for a firm, you wont ave to

join it (see box, below rigt).It proposes tat any organisa-

tion tat spends more tan 5,000and engages in political campaign-ing will be forced to register wit teElectoral Commission.

If tey dont, tey could be sutdown.

Registering wit te ElectoralCommission will impose a seriesof rules and regulations on groups,and put obstacles in te way ofcampaigning.

Watever amendments are made,te main purpose of te bill willremain. It is primarily intended as anassault on trade union funding.

SpenderSo te largest spender in 2010 tat

would be affected by te legislationwas te Unison union.

Te legislation is a pre-electiongift to Tory candidates wo avelong complained about union-fundedpone banks, leaflets and adverts toback Labour.

According to Cloe Smit, min-ister for constitutional and political

reform, Controlled expenditure bya recognised tird party would nowinclude expenditure on a broaderrange of activities suc as marketresearc, rallies, press conferencesor transport.

Tis is to ensure all relevant cam-paigning activity is caugt.

Te bill will reduce te total capon campaigning expenditure in te

year before a general election from989,000 to 390,000.

It broadens te definition of spend-ing to include staff time and officecosts.

Te TUC as warned tat it could

be forced to cancel its 2014 annualcongress and any national demon-strations in te year before te nextelection.

Oterwise, it could breac tespending limit.

A union will be permitted to spendup to 319,800 in England, 35,400in Scotland and 24,000 in Wales.

Te Bill also proposes tat nomore tan 9,750 can be spent ineac constituency in England in te

year before te elec tion on 7 May2015.

Tis is intended to stop campaignsagainst specific ministers.

And te Bill inc ludes te conceptof targeted expenditure, wic isa subset of controlled expenditure.

So wile unions individually canspend 319,800 in England on con-trolled expenditure, tey can onlyspend 31,980 on expenditure tar-geted at a particular political party.

Te Bill is suc a mess tat it willnow likely pass only wit significantamendments.
