‘Give a little. Change a lot’ was the theme for National Volunteer Week 2018
which ran from the 21-27th May and celebrated 600,000 Australians who made
a positive impact in their communities by volunteering.
The Department of Communities held two WA Volunteer Service Awards
ceremonies at Observation City which celebrated 113 of the 1600 volunteers
who were awarded for their dedication to community service organisations in
Western Australia.
Three of our local residents of Quairading received state recognition for their
volunteering service and were awarded for their 25 years and over of service to
their association and we congratulate
Eileen Hadlow, Red Cross member of the Yoting Pantapin Red Cross;
Pip Hall, Justice of the Peace for 25 years; and
Shirley Stacey, Justice of the Peace for 33 years,
for their time and commitment they have made over these years. Sometimes
our information is limited and if we have missed anyone please let us know on
9645 2400.
As the Quairading CRC stated in their recently published “Volunteers Groups
of Quairading” handbook, here in Quairading we have an incredible sense of
community spirit and pride of place which has provided us with a strong social
bond and strengthened our community on so many levels. Pick up a copy
from the CRC and know that by joining in you will receive as much back as you
will be giving.
On behalf of the Quairading Council and the Community, we would like to
thank everyone for their volunteering efforts and encourage you all to
continue “to give a little, to change a lot”.
WA Volunteer Service Awards
Roadworks Progress
Quairading Earthmoving have completed repairs on
the Quairading Corrigin Road (Salt River Section),
Solomon Road Sheeting, Solomon South Road
Sheeting , Wamenusking East, Clemens and Karrakin
Road.
They also completed sealing and pavement repair
works on the at Blechynden Road floodway, Lake
Mears floodway, Quairading Cunderdin Road
pavement repair, Cubbine Road pavement repair and
the Bridge on Badjaling South Road 5.4 Kms south of
Badjaling.
Next on their program is Taylor Road and Taylor
North West Road.
Bridges/Culverts/Floodways
Avon Concrete have undertaken repairs to a culvert on
Thomson Road. Low water levels have provided good
conditions for them to repair structural scours at a
bridge on Mt Stirling Road near Visa Road, a bridge
over the Salt River on Dangin Mears Road near Blake
Road, and three bridges on the Quairading Corrigin
Road.
The crew are currently working on the floodway over
Homajelly Creek on Solomon Road. After this they will
be repairing another minor floodway on Solomon
Road then the floodway just north of Cubbine Road on
the Quairading Cunderdin Road.

Of course this has come about following recent sad
news, CEO Graeme Fardon’s wife Sue, passing after a
long illness. We offer our most sincere condolences to
Graeme and his family.
QARRAS Annual Quiz Night
Recently I had the honour of addressing QARRAS, our
seniors group in town at their Annual Quiz Day. The
community building was packed with locals and
seniors from several nearby communities and it was
fabulous to see the support this organisation has
generated.
Works Depot
Following the recent opening of the Shire’s New Works
Depot coupled with the fit-out of office space within
the building to a modern, standard design, Staff have
now settled into the facility. The office space is being
utilised by the Manager of Works & Services, the
Community Emergency Services Manager, the
Electrician and Technical Officer who manages the
reception desk for all Works related issues.
Road Projects
Cunderdin Road Project — A Project to the value of
$7.1 million dollars over several years, this is the
second largest project in the state to ever be
undertaken by a Local Council. There has been some
issues, however, I’m pleased to report that this Project
is nearing completion and I will be following-up with a
more detailed report when facts and figures have been
finalised.
Other roads that have had significant upgrades are:-
Yoting/Kellerberrin Road, Badjaling South Road,
Bullyee Road , Dangin Mears Road and resealing of
several town streets and footpaths (Suburban Road
Harris Street and the Medical Practice carpark).
Green Energy
We have also installed solar panels on the CRC , Shire
Administration Office and the Medical Practice. The
Medical Practice has achieved a 42% reduction on its
first power bill when compared to the same period
last year. So on that basis, it would take around 5
years for cost recovery.
Future Projects
Future Projects may include a community park, walk
trails, Audio visual upgrade to the Hall, Town Hall
carpark, recreation sporting precinct upgrade, Old
School Building site development project, community
street art just to name a few, but much of it depends
on community support and external funding
opportunities which with the current finances with the
state government at the moment grant opportunities
seem to be harder and harder to access.
Council
At a council level we now are currently working on the
2018/2019 budget. After completing 2 workshops
things are progressing well, this budget will be
finalised and adopted in the July council meeting .
As always public are welcome to our monthly
meetings with our next being on Thursday 28th June
at 2 pm. Please don’t hesitate to call me or any one of

The Shire President
Rural Road Maintenance
The Works and Services crews have been busy winter
grading in the south west area of the Shire.
Roads that have been graded include Harris Road,
Manning Road, Dulbelling South Road, Ellen Road,
Dulbelling West Road, Yacklin Road, Dangin South
Road, Johnson Road, Old Beverley West Road, Ham-
monds Hill Road and currently on Quairading South
Road.
Roadside pruning has been completed on Blake Road,
Tregenza Road, Caroling South Road, Andrews Road,
Burrows Road, Church Road, Wamenusking Road to
Bond Road and Wishart Road and is currently on
Pantapin South East Road.
Roadside spraying has been completed on the
Kellerberrin – Yoting Road, Bulyee – Quairading Road
and have commenced on Badjaling South Road.
Town Road Maintenance
The Harris Street and Suburban Road up grading of
kerb, footpath and asphalt has been completed with
back filling ongoing on Suburban Road.
Rubbish Recycling
Council is encouraging the use of Yellow Top Bins at
their place of residence (Townsite) and the Recycling
Bulk Bins that are located at the Waste & Recycling
Facility, and East of the Shire Depot to participate in
reducing the amount of waste material sent to landfill
which will extend the life of the Landfill Site.

instead of a disposable one, you can avoid
creating 1kg of plastic waste a year!

This will be the final EDPO’s Corner!
As of the next Newsletter we will be presenting
ourselves as the Grants and Community
Development Team.
With the restructuring of the Shire Workforce Plan,
the former EDPO’s Corner will now capture
Community, Social and Economic Development
programs and is manned by the Grants and Project
Officer (Jen Green), the Youth Engagement and
Inclusion Officer (Daniel Marzocchi) and myself as
the IPR and Strategic Projects Officer. Jen will be
temporarily standing back whilst she’s on maternity
leave, but a standby, Sarah Caporn, has been
recruited who is eminently well qualified. We are
looking forward to her coming on-board.
Exciting and challenging times ahead!
Imminent Projects
Funding has been received from the Federal
Government through the Safer Community Program
for the establishment of a CCTV security network
within the town.
The GPO has just received notification that the
LotteryWest grant application for the project has been
approved, and we can now start to move forward on
the upgrade from the outdated and fast failing
analogue system to a state of the art digital system.
Over the next few years, the Community will see the
Youth Centre engage in longer term program
activities.
First of which is the “Centre Permaculture Garden”.

This will commence in 2018/19 with the enclosure of
the project area and the establishment of the initial
gardens, but will come to include poultry, a small
aquaponics program and later fruit trees. And
marketing of produce!
Great opportunity for the Youth to develop a multitude
of life skills in a hands-on environment!
Future Project
Substantial amount of preliminary ground work has
been conducted by dedicated members of the
community for both the Playground and the Nature
Park over the past few years.
This has progressed to a community consultation
phase which has been conducted over the past two
months with an online and hardcopy survey followed
by a Focus Group Workshop. Over 150 members of
the community responded to the survey, of which 30
volunteered their time to participate in the Workshop.
Scheduling of the workshop was such that only
fourteen were able to attend.
The Workshop, facilitated by Caroline Robinson of
WBN was held on the 18th June, and revisited the
findings of the survey. The Workshop has provided
direction to the Working Group to progress to the
next stage of developing concept and design.

EMERGENCY COMMUNICATIONS
CONFERENCE 2018
Emergency Media and Public Affairs WA Disaster &
Emergency Communications Conference took place
from the 6th — 8th June in Perth. During this
conference keynote speakers from around the world
spoke about communications during the four
phases of the PPRR Risk Management Model
(Prevention, Preparedness, Response and Recovery).
The aim of the conference was to share frameworks
and lessons learned - to stimulate thinking,
encourage conversation and create change.
The need for more community engagement
during and the development of Empowerment
(part of the Community Engagement Model)
within the community. This Empowerment allows
community members to fully aware of what risks
an incident poses to them and the larger
community and more importantly to be self-reliant
able to deal with the risks in a timely, efficient and
safe manner.
The need for a full time media officer in an
Emergency. During the 80’s news needed to
updated every 24 hours (Print media) in the 90’s
news was updated every 8 hours (TV and news
Programs) in the 00’s news was updated every
hour (Internet) and today’s news is updated every
minute (Social Media).
How media needs to be directed towards all
groups. Language, ability and platforms need to
be assessed and adapted. An example of this was
demonstrated in an ‘age vs media’ graph. This
showed among other items that the main source
of information for people in their 60’s was still
print media while anyone in their 20’s was social
media.

That the community and greater community like to
stay informed, information needs to be delivered
through various mediums with a ‘one message’
approach by all Media authorities otherwise
misunderstandings and problems can arise. It
should be noted that this has arisen because of
social media and the advent of misinformation and
fake news. Never believe everything you read and
always look for official sources!
Communications in recovery and during the
incident need to be both relevant and
compassionate.

ASSISTANT TOWN GARDENER
Applications are invited from interested people for
the abovementioned position which operate from
Council’s Works Depot in the Quairading townsite.
The successful applicants will work with a team that
engages in a variety of tasks involving the general
upkeep, improvement and maintenance of the
Town’s Parks, Public areas and Facilities.
The position of Assistant Town Gardener is required
to hold a C drivers license.
Applicants must address the selection criteria and
provide details on previous work experience,
relevant personal details together with the name
and telephone numbers of two recent referees.
Applications are to be addressed and marked
“ASSISTANT TOWN GARDENER” to the
undersigned.

DELIGHTFUL TOWN AND CARAVAN PARK LAST WEEK-
END. PLEASE CONVEY OUR THANKS TO ALL
CONCERNED, THE FACILITIES IN THE PARK AND THE
CARETAKER MADE OUR STAY VERY PLEASANT, HAVING
THE FIREPIT AND WOOD WAS A BONUS, THE FACILITIES
WERE SPOTLESS. THE TOWN FOLK WERE EXTREMELY
FRIENDLY AND WELCOMING. WE HAD A MEAL AT THE
COUNTRY CLUB COFFEE ETC AT THE CAFE BOTH WHICH
HAD GREAT FOOD AND ATMOSTPHERE. SOME EVEN
TACKLED THE GOLF COURSE. THE SHOP OWNERS, WERE
VERY HELPFUL IN PROVIDING US INFO FOR THINGS WE
SHOULD SEE AND DO WHILE WE STAYED IN YOUR
TOWN. SOME WENT TO THE MUSEUM AND OTHERS
WENT TO KWOLYIN WHICH WAS RECOMMENDED.
AGAIN THANK YOU QUAIRADING, IT WAS A
WONDERFUL STAY AND YOU CERTAINLY PUT THE
WEATHER ON FOR US. WE WILL LET OTHERS KNOW OF
OUR GREAT EXPERIENCE!!! PS FORGOT TO THANK THE
STAFF AT THE SHIRE OFFICE, AGAIN VERY PLEASANT
AND HELPFUL.
And let us not forget the great contribution Peter
