ProClimate (Issue-II) April-2019 A Quarterly Newsletter by Centre for Climate Change, Bankers Institute of Rural Development, Lucknow India Message of Director, BIRD As we move from the inaugural to the second issue of the ProClimate, impact of evolution is being felt. Public awareness and public education for climate change adaptation enables communities to identify hazards, act to reduce their vulnerability and empowers them to participate in reducing future risks by turning available knowledge into specific local action. BIRD is committed to strengthening its public awareness and education outreach on climate change adaptation as an economic and lasting investment, at scale, to reduce climate risks and vulnerability. We at BIRD also believe that networking is the key to solutions in Climate Change Action. This newsletter will create an atmosphere of mutual learning to help us on our way to fulfil our mandate and achieve our goals and objectives. Mrs. T.S. RAJI GAIN Director Centre for Climate Change - Journey so far Since launching in July 2018, 317 participants attended 13 training programmes conducted by CCC on climate change project formulation, green financing, environmental and social impact assessment and gender mainstreaming etc. The participants included government departments, NGOs and banks. An international programme on climate change project formulation was conducted by CCC which was attended by 25 participants from 18 countries. Another interesting development is conduct of capacity development workshop on preparation of GCF concept note-with special focus on Noyyal river basin in Tamil Nadu and further mentoring support in finalizing the Project Concept Note (PCN). The PCN draft is in final stages. Development of new training modules: The stakeholder specific training need assessment was carried out by BIRD/AIZ/GIZ during July 2018 and different modules are being prepared. These are expected to be ready by April-May 2019. E-learning module: CCC has developed an e-learning module on “Basics of Climate Change” and hosted on BIRD’s e-learning site. First Advisory Committee Meeting The first meeting of the Advisory Committee constituted to review and guide the functioning of the Centre for Climate Change was convened on 01 March 2019 at BIRD, Lucknow. The Meeting was chaired by Shri H R Dave, DMD, NABARD and attended by the Director BIRD Lucknow, Director CRIDA, Hyderabad, representative from UN Environment, India, CGM- FSPD NABARD, Program Director, GIZ New Delhi and CCC team. The committee reviewed the progress made by the Centre since inception and the action plan proposed for the year 2019-20. Write Shop on “Project Formulation:

Climate Change Adaptation and Mitigation

A five days write-shop on GCF project formulation was organized from 04-08 February 2019 at Jaipur, Rajasthan. The workshop was organized to develop the capacity of the participants on Green Climate Fund (GCF) concept note development to access the climate finance. A total of 27 participants from government departments including watershed, soil conservation, animal husbandry and forest department and academic institutions took part, with representation from Lakshadweep, Meghalaya, Gujarat and Rajasthan.

A Regional Dialogue on the role of Climate Proofing

Growth and Development to achieve the SDGs: Past

and Future were organized during 04 – 06 March

2019 at Bangkok, Thailand by DFID. Mrs. T.S. Raji

Gain, Director, BIRD participated in the event as a

guest speaker. She discussed about the NABARD’s

and BIRD’s role, including various aspects of

Climate Finance in India.

The key objective of the regional event was to

strengthen implementation of the 2030 Agenda for

SDGs in the Asia-Pacific, by bringing together

national and subnational governmental,

multilateral, bilateral and civil society partners.

Climate Finance Network (CFN) was also launched

on 08th March 2019. CFN is a multi-partner

initiative to scale up reforms across the Asia Pacific

region that leverage greater financial flows for

climate change and the 2030 Agenda for

Sustainable Development.

Visit of Mr. Sonam Wangchuk to the CCC,

BIRD

Shri Sonam Wangchuk, from Ladakh, the winner of

the prestigious Ramon Magsaysay Award for the

year 2018 for his outstanding contributions in

harnessing nature, culture and education for

community progress visited CCC and BIRD on 11

April 2019. He had interactions with Team – CCC

and BIRD. The climate change induced problems

faced by Ladakh and possibilities for rejuvenating

drying streams and efficient irrigation

management through Ice Stupas in Ladakh through

climate finance were discussed.

Writeshop on Adaptation Planning and

Implementation for Himalayan States

under National Mission for Himalayan Eco

System (NMSHE) in collaboration with

NABCONS

CCC-BIRD in collaboration with NABCONS

conducted a 3-day writeshop from 17-19 February

2019 on adaptation planning and implementation

for the participants from Himalayan States

supported by Swiss Agency for Development and

Cooperation, Government of Switzerland, for

institutional and individual capacity building for

adaptation to Climate Change. It was attended by

participants from Jammu and Kashmir, Manipur

and Mizoram. The objective was to strengthen the

capacities of State Government officials for

responding to climate change risks and to create a

pool of Master Trainers.

Collaboration with Union Bank of India and

CCC BIRD for Greening of Bank Portfolio

A meeting with Mr. M Venkatesh, General

Manager, Union Bank of India was organized to

discuss the process of development of tools for

screening Union Bank of India’s business portfolio

for green elements and to provide

recommendations for greening of the portfolio with

following objectives-

1. Screening the portfolio of the Union Bank to identify and quantify the green elements in the bank business portfolio

2. To suggest measures to enhance the green elements in the bank’s portfolio

3. Design a framework for the bank to assess green element in their portfolio

Two days Kick – off meeting and co-

workshop on Module Development

Kick-off meeting and co-workshop on module

development was organized with the support of

Adelphi, a Germany based consulting organization,

on 14th -15th Feb 2019.

The main objective of the workshop was to develop

a demand-based training programme, discuss with

BIRD and NABARD officials on empathy map &

needs assessment, review of training concept &

outline training goals and training tool prototyping.

Visit of Representatives of Museum Manufactory, a France based agency, for discussion Learning Lab contents, design and Prototypes

Representatives from Museum Manufactory a

French based architect firm and ABRD Architect

Firm, New Delhi, visited BIRD, Lucknow during

14th – 16th February 2019 for discussion on learning

lab design. A detailed presentation on modules

related to competence field proposed for learning

lab was made by Museum Manufactory.

National Adaptation Fund for Climate

Change (NAFCC): The National Adaptation

Fund for Climate Change (NAFCC) is a Government

of India initiative which was set up in the year 2015-

16. The overall aim of NAFCC is to support concrete

adaptation activities which mitigate the adverse

effects of climate change. The activities under this

scheme are implemented in a project mode. The

projects related to adaptation in sectors such as

agriculture, animal husbandry, water, forestry,

tourism etc. are eligible for funding under NAFCC.

National Bank for Agriculture and Rural

Development (NABARD) is the National

Implementing Entity (NIE).

The States/UTs are required to prepare the project

proposal in consultation with NIE i.e. NABARD.

The project proposals are required to be approved

by the State Steering Committee on Climate Change

to be eligible for consideration under NAFCC. It is

the discretion of the State Government to engage

any organization to assist in project preparation, as

per their requirement. So far, 27 projects have been

sanctioned with a commitment of Rs. 6607.20

million.

Climate Change Adaptation and Private

Sector- A new report from NAP Global

Network

A new report finds that for National Adaptation

Plans (NAPs) to be successfully implemented and

climate resilience strengthened, private sector

actors will need to be involved.

This latest study from the NAP Global Network,

Engaging the Private Sector in National Adaptation

Planning Processes, was launched during NAP

Expo in South Korea during 08th April to 12th

April, 2019 at Songdo, Republic of Korea. It reveals

that the private sector will be relied on to create the

jobs needed to support adaptation, to develop the

products and services needed for societies to

become more climate resilient, and to finance –

either directly or indirectly – many adaptation

actions. The strategic inclusion of the private sector

in climate change adaptation planning must be a

key part of countries’ efforts since they will be

partners in the design, financing and

implementation of adaptation priorities.
