As this is the summer edition, we’ve focusedon what we think will matter to you. We havefeatures on dealing with ‘thermal discomfort’ –hot weather to you and me, and a look at theUK’s landscaping market and how TravisPerkins Hire can help you to complete thoselandscaping jobs this summer (pages 4 and 5).

We also have to tell you about thegovernment’s new Waste Electrical andElectronic Equipment (WEEE) Regulations andthe measures we’ve put in place to ensure allof the electrical equipment you purchasefrom Travis Perkins gets back to themanufacturer for recycling (see page 6).

Safety will always be one of our mainpriorities. As a result we are re-stating oursafety policies and procedures on this page(Safety First) and are extending our productrange to include more materials handlingequipment, which is key to reducing work-related injuries in the construction industry.In the future we plan to use the ‘Safety First’feature to keep you up to date on anychanges to government regulations in thisarea that you need to know about.

With regular or excessive exposurevibrations can lead to a serious condition called HandArm Vibration Syndrome (HAVS), also sometimes knownas White Finger Disease.

The traffic lights, developed in partnership with the Healthand Safety Executive, indicate when a piece of equipmenthas a maximum 8-hour use (Green), 2-hour dailymaximum use without assessment (Amber) or is HighVibration Risk requiring a supervisor to assess (Red).

WEEEandTPThe 2007 Waste Electrical and ElectronicEquipment Regulations aim to increase theamount of electrical equipment which getsrecycled and to improve electrical equipmentdesign,making products easier to recycle andremoving hazardous materials.

All electrical productscoveredbythe Regulations - including thepower tools which you can nowpurchase from Travis PerkinsHire - carry theWEEE symbol.

To meet our obligation to ourcustomers, Travis Perkins has joined theWEEE ‘Distributor Takeback Scheme’ (run byValpak). This provides a recycling network forhouseholders and installers of householdWEEE.

If you are a Business Installer of householdelectrical items you can take WEEE (electricshowers, fridges, ovens, power tools etc.) toone of the recycling points in the ‘installerrecycling network’. To locate your nearestrecycling facility and to arrange for deliverycall Valpak on 08450 682 572 and ask for a‘Regulation 32 Household WEEE Disposal.’

Valpak will ask for details on the products tobe recycled and contact the treatment facilityto schedule delivery. Please note that onlyhousehold WEEE can be disposed of via thissystem, not business wastes. As much as we all look forward to the warm summerweather, working in conditions where it’s too warm isnever a good idea.When conditions lead to ‘heat stress’the result is low morale, increased absenteeism, poorconcentration and productivity and, in extreme cases,collapse. Excess heat also has an impact on materials,sometimes making them more difficult to work with.Add to that the fact that the Health and Safety Executive(HSE) advises that “It is the responsibility ofmanagement to ensure that a company adapts asnecessary to reduce or eliminate the risk of thermaldiscomfort amongst the employees.” Clearly beingaware of ‘thermal discomfort’ is important.

Thermal discomfortBut what exactly is ‘thermal discomfort’? According tothe HSE it’s a combination of factors: air temperatureitself; radiant temperature, meaning the heat thatradiates from warm objects; air velocity, meaning thespeed of air moving across the worker - moving airincreases human heat loss without any change in airtemperature; and humidity. High humidity environmentshave a lot of vapour in the air, which prevents theevaporation of sweat from the skin – the main methodof heat regulation in humans.

An additional factor in thermal discomfort is work rate –the harder we work physically the higher our metabolicheat rises. And lastly clothes have a big impact. Forinstance, when vapour-impermeable Personal ProtectiveEquipment (PPE) is worn, the humidity inside thegarment increases as you sweat because the sweatcan’t evaporate. SolutionsSo what are the solutions? The HSE suggests notworking in the heat of the day, but accepts that this isnearly always impractical or expensive. The alternativeis controlling the environment, and according to theHSE: “…it has been found that the implementation costis often offset by the resulting improvements toproduction and decrease in downtime, with reducedabsenteeism and improved motivation.” In hot weather,control methods boil down to: increasing air movementwith fans; air conditioning and evaporative cooling.

Air conditioners work like a fridge: hot air from the roomis drawn in, cooled by passing over condenser coils andblown back into the work space. The heat generatedfrom the process is taken out of the room in one of twoways, either blown through a tube to the outside or
