The Speaker of the House of Com-mons
¬
When he presents himself at thebar of the House of Lords for the approval of her Majestys commissionerswears a court dress but no gowneither of stuff or silk On his return tothe Lower House he assunies a fullbottomed wig and a silk gown Theofficial full dress of the first commonerin England is that of a Queens coun-sel
¬
minus the bands worn when plead-ing
¬
in the House pf Lords or on ap-pearing
¬
on occasions on state Thefirst Speaker was Monsieur Thomas deHungerford 1377 in the reien of Edward II and he wore no wig Neitherdid Sir Thomas More who wasSpeaker in the fourteenth year ofHenry VIII The first to do so wasprobably Sir Harbottle Grimstone whowore tf periwig in the first year ofCharles II The first full bottomedwig of the Queens counsel pattern wasworn by Robert Harley who bossedthe Commons in 1701 under goodQueen Anne The question nowarises Why is a wig worn in 1886 inpreference to a ruff or helmet a skull-cap
¬
a cocked hat or a bonnet andfeathers People do not respect theSpeaker for looking like what the smallboy called a horse hair judge ErnestDuke of Cumberland to the contrarynotwithstanding This sapient Dukedeclared that the decline of Englanddated from the day when the bench ofbishops ceased to wear wigs like birdsnests and when the footmen were nolonger arrayed in purple liveries TheSpeaker of the Assembly in Queens-land
¬
wears a most portentous fullbottomed wig although he cannot tellwhy any more than little Titwillow cantell why he died and the Queenslandjudges all don wigs for the same goodreason although the climate is as hotthere in summer as it is in India Butin India the judges wear gowns but nowigs The truth is that the wig wasprobably adopted by some medievaldude who was ignorant of tall collarsand monoculars but who wanted toput on style Or perhaps he was baldand vain like Ctesar who wore hislaurel crown because it was becomingand replaced the lost hair BostonGlobe
A new game at Newport this year iscalled ancestors It is played byseven people one of whom must befrom Philadelphia The Philadelphiais placed in the - center of a circleformed by the other six players andtells stories about his family Theothers try to believe him and the firstone who believes wins the game

SATURDAY OCTOBER 2 1886
OPIUM
The three Ministers present in theAssembly yesterday Messrs GibsonCreighton and Kanoa have placedthemselves on record as not being op ¬
posed to inflicting a legalized opiumtraftic on the country What do theycare for the clearest and most unim-
peachable
¬
evidence that licensed opium
in a former period increased crimeand misery in a fearful degree Whatis it to them that the great majorityof respectable people in the Kingdomarc deadly opposed to legalizing opiumand that all the session petitions havebeen rolling into the House against thethreatened infliction The supportersof license have only two arguments tobring forward One is that licensewould increase the revenue the otherthat it would stop smuggling Neitheris worthy of any consideration Re-
duced
¬
to their logical conclusions theysimply mean first that money is betterthan morals health and life andsecondly that a pound of opiumsmuggled is worse than a ton of thedrug paying duty and license For in
regard to the latter who is so
silly as to suppose that theheavy penalties against
topium
smuggling were devised simpy to pro-
tect
¬
the integrity of Hawaiian law
Those severe punishments were ratherdesigned to make the traffic as rare as
burglary for instance and were pie- -
scribed by those who knew the suscep-
tibility
¬
of the Chinese to the opium
habit the liability of the native Ha-
waiian
¬
race to be seized by the samedestructive ngent and the appallingeffects of the drug on Chinese Hawaiians and people of ether nationali-
ties when it was easily procurable herebefore under license There is no usehowever in going into the merits ofthe question Common sense truthand right have nothing to doN with
Ministerial action these days TheMinisters are consenting to a greatoutrage on the community not from
want of knowledge but from want ofprinciple It is extremely doubtfulthat they are committing this crimeagainst society even for the sake of therevenue or of preserving the publicconscience from the stain of smug-
gling
¬
Judging by their course uponthis and other questions during thepast three months the Ministers areassisting in this foul conspiracy againstthe health and morals of the com--muhit- y
simply because truckling for
the sake of office is the sum and sub-
stance of their statecraft
A VALUABLE INVENTION
It is not often that the Scientific
American shows such enthusiasm overa new invention as it does in the case of
what is called Macadamsfins afterthe inventor John McAdams of NewYork This is a contrivance for almostinstantly stopping vessels even when
going at full speed The inventionconsists in an attachment of fins orside rudders to the vessel on eitherside just forward of the stern Theylie close to the hull when not in use
ready to be released and catch the
water at a moments notice Very full
experimentation with the Macadamsfins has been had attached to thesteamer Florence in New York harborWith the engines stopped the vesselwas brought up in twenty two secondsReversing the engines the vessel was
stopped in twelve seconds and in a
space of thirty five feet Uy operating
one wing of the brake as an
afd to the rudder the steamer was
turned in a circle of isoyards dia
Kt ivinrw
BUS
meter changed her course ninetydegrees in fifty seconds and made acomplete circle in three minutes andforty seven seconds Without hebrake the circle was 250 yards in dia-
meter¬
the course changed ninety de ¬
grees in forty two seconds and thecircle made in three minutes andtwenty seconds The velocity with thebrake on was of course retarded Itwas ascertained that the crushingpower or momentum was overcome in
about ten seconds after the triggeroperating the fins was pulled or thatthe vessel stopped in less distance thanshe traveled in one second The ex ¬
periments wire watched by a board ofthree engineers of the United StatesNavy who reported favorably on theinvention to the commandant on theNew York station Citing statistics ofthe appalling loss of life from marinecollisions every year the ScientificAmerican believes that the Macadamsfins would have prevented a majorityof those casualties rar

Two Excolout Dogs
A Georgia dog was lying in the yardwhen a negro girl rushed out of thehouse with her dress burning Thedng sprang at the girl and tore awaypart of the burning clothing Shebroke away but the dog again caughtner and continued his efforts until allher clothing was torn off That thegirl though much burnt still lives isdue to the dog whose mouth and forefeet wete badly burned in his efforts tosave her

¬
Mr Dole said the vessel waswanted as a toy for the King but theMinister had not the courage to sayso The Minister had been orderedto move for this item and only did ittn save his office Mr Gibson beingsuddenly taken with a twinge ofeconomy moved to cut down theippropriation for road damages Hav-ing

Sleeping With iho Hond Low
Few persons we suppose sleepwithout a pillow or a rest of some sortto elevate the head a little above thelevel of the body and very few if anywould think of habitually going to restwith the feet raised higher than thehead Yet if we arc to believe a writerof an article in Pflugers Irclitv Nos7and 8 188G the latter is the onlyrational and proper position duringsleep Dr Mcuh Hilty is the advocateof this plan He was engaged in study-ing
¬
the physiological effects of such areversal of the normal position of thebody and found among other resultsthat the circumference of the neck wasincreased nearly two inches by reasonchiefly of a swelling of the thyroidgland He frequently fell asleep whilein this position and occupied in bisstudies and found that he alwaysawoke earlier in the morning feltgreatly refreshed and was capable ofmuch better work during the day thanafter a nights rest taken in the usualway He has now slept with his feethigher than his head for the past fouryears and his experience leads him tocommend the method most highlyHe says in this way the brain receivesa more plentilul bloou suppiy anu isconsequently better nourished whilethere is no danger ol so much bloodpassing to the cerebral structure as tocause congestion This danger is ob-
viated¬
by the enlargement of the thy-
roid¬
gland which holds back a certainportion of the blood in its dilated ves-
sels
¬
and which also acts as a regulatorof the cerebral circulation by exertingpressure upon the carotids and thusdiminishing their caliber Anotheradvantage Which Dr Meuli Hiltyclaims for his method is that it is pro-
phylactic¬
against pulmonary phthisisThe apices of the lungs being depen-dent
¬
receive a more plentiful blood- -
supply and are thus rendered strongeranu less liable to become the point oforigin of tubercular disease I hewriters assertions may be correct andhis method may as he claims be theonly rational one but it is likely to bea long time before he can induce man-
kind¬
to regard pillows as a useless andharmful part of the bed furnitureMedical Record
Sloaiuslitpt of tlio Future- -
The ship of the next century neednot be as Prof Thurston forstalls ita naval Babylonian tower but it wllbe one of rational dimensions as thehuman race can properly master andcontrol but the ship of the next cen-

¬
will first apply its motive powerin a more rational method than thepropeller screw represents The crank-
shaft¬
will be done away with Thewater to be moved from head to sternin order to produce relative motion will
be conducted not on a circuit aroundthe good ships body but right throughit lengthwise in a straight line and thewater rejected at the stern will steerthe vessel
And the propelling power will beapplied to the screw at its circumfer-
ence¬
in place of its center if a screwbe used at all And in consequencethe weight of machinery for exercisingthe same propelling power will be ma-
terially
¬
less And the resistance of thewater at the stern oeing lesseneu tnesame amount of power will producegreater speed Thus not a Levia-

American shows such enthusiasm overa new invention as it does in the case of
what is called Macadamsfins afterthe inventor John McAdams of NewYork This is a contrivance for almostinstantly stopping vessels even when
going at full speed The inventionconsists in an attachment of fins orside rudders to the vessel on eitherside just forward of the stern Theylie close to the hull when not in use
ready to be released and catch the
water at a moments notice Very full
experimentation with the Macadamsfins has been had attached to thesteamer Florence in New York harborWith the engines stopped the vesselwas brought up in twenty two secondsReversing the engines the vessel was
stopped in twelve seconds and in a
space of thirty five feet Uy operating
one wing of the brake as an
afd to the rudder the steamer was
turned in a circle of isoyards dia

meter changed her course ninetydegrees in fifty seconds and made acomplete circle in three minutes andforty seven seconds Without hebrake the circle was 250 yards in dia-
meter¬
the course changed ninety de ¬
grees in forty two seconds and thecircle made in three minutes andtwenty seconds The velocity with thebrake on was of course retarded Itwas ascertained that the crushingpower or momentum was overcome in
about ten seconds after the triggeroperating the fins was pulled or thatthe vessel stopped in less distance thanshe traveled in one second The ex ¬
periments wire watched by a board ofthree engineers of the United StatesNavy who reported favorably on theinvention to the commandant on theNew York station Citing statistics ofthe appalling loss of life from marinecollisions every year the ScientificAmerican believes that the Macadamsfins would have prevented a majorityof those casualties rar

The ship of the next century neednot be as Prof Thurston forstalls ita naval Babylonian tower but it wllbe one of rational dimensions as thehuman race can properly master andcontrol but the ship of the next cen-

be conducted not on a circuit aroundthe good ships body but right throughit lengthwise in a straight line and thewater rejected at the stern will steerthe vessel
And the propelling power will beapplied to the screw at its circumfer-
