Dear Tubman Friends and Advocates, Each year brings unique challenges and difficulties, and fiscal year 2011 was no exception.

Key among them were a state shutdown and a fire at our Hill Home shelter — both in the

fourth quarter of the year!

nonprofits across the state began planning for the shutdown. Given that we didn’t know

how long it would last or if reimbursement was possible, we assumed the worst — loss of

most of our client grant support (50 to 70 percent, depending on the program). We began

a restructure well beyond any merger we have undertaken. then, in the middle of the process,

Hill Home was lost to fire and water damage. We could not recoup all the losses through

insurance or staff furloughs (80 percent in our residential division). However, the deficit was

small and we achieved remarkable work and learnings over the course of the experience.

Without a doubt, the services before these events and the terrific response during and after

them were an incredible testament to our exceptional staff and dedicated volunteers, not to

mention the human resources and financial support of so many people and companies in our

own metropolitan community. Legislators brought and served meals; nurses helped clients

name and replace medications; staff offered to volunteer.

and, in the end, all the regular work of the agency continued — serving, reporting to the

various donors, informing and educating the public, and engaging with faith and civic

communities to help our clients and teach non-violent healthy living.

plus, we achieved two other major accomplishments:

• We moved our clients into our two remaining shelters by converting support space

to bedrooms, which allowed us to complete all the necessary operation integrations

for our future move to tubman center East earlier than expected.

• We merged with Eldercare Rights alliance, enhancing our approach to the seniors

and vulnerable adults we serve in the senior community. this merger may be our most

important undertaking yet. amazing staff, volunteers, board members and community

experts in minnesota clearly are the most generous anywhere.

so please accept our great, great thanks for the part that you played in supporting tubman’s

work. you made the impossible possible for thousands of children, adults and seniors who

need a supportive arm to grasp. you let us do what we all do in our own families, and that is

what saving lives and families is all about.

our name honors Harriet tubman, an american hero who led slaves on

the journey north to freedom. navigating by the north star and following

the rivers, Harriet inspired her sojourners with the words we have made

our motto: “Keep going.”

For the second consecutive year, tubman faced a record number of requests for services. the still-struggling economy continued to force people into unemployment and placed unexpected burdens on their shoulders. In addition, tubman was faced with a tragedy: on June 16, 2011, tubman’s Hill Home shelter caught fire, forcing all residents to immediately evacuate and relocate to other tubman shelters. thankfully, no one was injured, but many lost prized personal possessions and all had to deal with the stress of escaping and moving to a different shelter.

Despite the loss of an entire building, our incredible army of staff, board members and volunteers came together to turn this tragedy into a livable situation for our residents. It was amazing to see what passionate people are capable of, and it proved what we already knew: tubman is here to stay.

on top of our already overflowing population of residents at Harriet tubman center West, we received over 500 walk-ins in 2011. Harriet tubman center East also began to receive walk-ins, even though the building isn’t set to be home to clients until spring 2012.

our legal department expanded its reach exponentially in 2011. the lethality Assessment project, which began in the fall of 2010, is a partnership between tubman and the criminal justice system agencies of Washington county. the original plan was to pilot the project for six to 12 months with two police departments (oakdale Police and Washington county sheriff’s Department) and then begin training law enforcement from the other cities in 2012. the trainings were so successful that six months into the project, police chiefs from the other Washington county police departments began contacting tubman to request training for their officers.

Participation by volunteer attorneys nearly quadrupled in 2011. We recognized these attorneys, as well as 50 legal interns, at a luncheon at Dorsey & Whitney LLP in fall 2011. award recipients included: Sarah Hudleston, Family Law attorney of the year; thomas Gilligan, safety Project attorney of the year; Dorsey & Whitney, Firm of the year; Stephanie Bates Wiersma, Legal Intern of the year.

since 2009, tubman has led a systems and service integration Legal think tank that is a collaboration among criminal justice system partners who serve victims of domestic violence in suburban Ramsey and Washington counties. this group comprises law enforcement, prosecutors, probation, judges and court administrators and continues to thrive in its third year of existence. In 2011, it spent a great deal of time identifying some of the issues that exist within the legal system that can negatively impact the services and support provided to victims of domestic abuse.

the Legal think tank’s primary focus is to identify system issues, plan collaborative solutions to improve the system’s response to victims, and design a joint Ramsey and Washington county Domestic abuse service center to be housed at Harriet tubman center East.

Results to date:

• cases are resolved much quicker

• new processes to share informationbetween systems are leading to stronger cases

• Partners are better educated about the role of each system and understand why some processes are in place

• In January 2011, tubman’s legal advocates began providing services for felony domestic assault cases

We know that comprehensive intervention services for victims of domestic abuse are critical in order to keep families safe and that systems change is equally important. tubman will continue to lead this collaborative effort to make the appropriate changes within the legal systems to better serve victims.

PAssAGe to PeAce AwArD

the Passage to Peace award recognizes innovation, improvement, learning and leadership in changing systems. tubman presented the 2011 Passage to Peace award to Mercy Adams and Gerald McIntyre for their work on the Washington county Lethality assessment Project. the inscription on the award reads: “today probation officers, police, prosecutors, judges, and advocates reduce offender recidivism and the number of domestic violence-related deaths.”

tubman’s Chrysalis Center continued in 2011 with three signature services (co-occurring, Dialectical behavior therapy, Holistic counseling), as well as an array of other groups and classes.

tubman’s Co-occurring Disorders program (CoD) is a state-licensed, non-traditional, gender-specificprogram for women. a person is diagnosed with a co-occurring disorder when they suffer from chemical dependency and mental health issues at the same time. because these two issues are often interconnected, tubman’s coD is designed to address both aspects. tubman is the only domestic violence agency treating women with co-occurring disorders. staff use evidence-based motivational interviewing and other integrated dual diagnosis treatment techniques, which are critical in motivating and engaging clients to actively participate in their own care.

tubman began providing intensive outpatient Dialectical Behavior therapy (DBt) in 1997 and since then has continually reviewed and improved the program. Dbt is a cognitive behavioral form of treatment focused on helping women develop new skills to improve lives. In 2011, tubman was certified by the state as a Dbt intensive outpatient program with qualified staff delivering acomprehensive model of Dbt.

tubman also offers Holistic Counseling, an innovative, therapeutic, nationally recognized approach to help men and women who have behaved abusively embrace new attitudes and gain skills to enable them to engage in healthy relationships with their families and children.

In 2011 we underwent an official merger with elderCare Rights Alliance (eCRA), creating a leg of sustainability services focused on elder abuse prevention and education. the merger took effect in July, although merged program operations weren’t introduced until January 2012. EcRa provides a wide array of resources and services to seniors across minnesota and has been a stabilizing force in the elder community since 1972. services are based out of the new Elder care and Rights center at Harriet tubman center East in maplewood.

With the missions and values of the two organizations aligned so perfectly, the merger was a logical move that will benefit all stakeholders involved. In response to economic fluctuation and ever-depleting funding sources, tubman has undertaken similar mergers and consolidations over the past decade to sustain or expand services while reducing overhead.

In 2011 we collaborated for the first time with the Link’s Youth and Young Adults program (YAYA). this program is funded by a grant awarded by the office on Violence Against Women and comes after three years of tracking trends of youth and young adult needs in the twin cities. yaya’s goal is to help underserved youth and young adults live safe, stable and violence-free lives.

tubman’s Voices in Prevention Program (VIP) continued to serve Hennepin, Ramsey and Washington county junior and senior high schools with its six-week in-school violence prevention curriculum. VIP educators taught a total of 772 classes in 2011 and reached a total of 8,586 students.

the movement for Violence prevention program (MVp) continued to expand in 2011, with the total number of certified “youth educators” reaching over 100. mVP courses arm teens with violence-prevention strategies and provide them with the tools to spread the word to their peers.

additionally, we continue to offer trauma-informed services to youth living in our shelters who have been exposed to family violence.

over the past year, tubman increased its presence in the digital space dramatically through social media, QR codes leading to tubman.org, e-blasts to donors and youths, givemn.org fundraising, and a new mobile platform formydefinition.org to be easily accessed by teens on their smartphones.

our social media community (Facebook and twitter) nearly doubled, which played a significant role in receiving an $84,000 grant from American express partners in preservation, a partnership of the national trust for Historic Preservation and the american Express Foundation. the final grants awarded were based largely on Facebook users voting for their favorite historic site, one of which was Harriet tubman center East.

our touchdowns for tubman program awarded tubman a donation for every Vikings touchdown and included a full-page ad in the Vikings Playbook, which is a complimentary program for fans at home games. Each ad included a QR code (scannable by a smartphone), which directed users to a specific page on tubman.org, increasing Web traffic by upward of 60 percent during a game.

tubman’s sustainability services help individuals stabilize their lives and become more self-sufficient. services focus on helping clients build work readiness, adjust to job transitions, gain financial and life skills, and find and maintain safe, stable housing. Delivery is customized and strength-based. clients can identify individual goals and choose services most suited to their needs.

there is a wide array of workshops and groups available to anyone in need, including financial literacy, career, housing, health and wellness, and support groups for clients to connect with others experiencing similar challenges.

clients can also visit Harriet’s Closet to get clothing for an interview or personal use, or use tubman’s computer centers to work toward their goals.

New & NoteworthySupport

Harriet tubman center East — not only beautifully built, but built to last — will make minnesota a safer, smarter and healthier place to live by combining high-level security for those in shelter and openness for community members using our multitude of other services, classes and groups. this site will be home to numerous collaborations, through which tubman will leverage resources to better serve the community and educate professionals both on-site and off-site.

by moving into tubman East, tubman will save $15,000 per month ($180,000 per year) in public safety dollars while increasing services and number of people served. once completed, the necessary safety, accessibility and code-required upgrades (toddler-proofing, sprinklers, elevators, roof repairs) will ensure that the estimated 35,000 - 40,000 people served annually through tubman East receive the best care available in a building that is completely safe and up to code.
