1 INTRODUCTION
This is the annual report for the ITE Manitoba Section, covering the period from January 1, 2013 to
December 31st, 2013.
2 SECTION EXECUTIVE
The Executive members of the ITE Manitoba Section for 2013 were as follows:

3 SECTION MEMBERSHIP
According to the ITE membership database as of February 21, 2014, the Manitoba Section has 98
members (down from 102 in 2012) consisting of the following:

Section dues are $10 for Members and Fellows. Students, Life, and Honorary members are $0.
4 FINANCIAL REPORT
2013 expenses outstrip 2013 revenue mainly because of some payments for the 2012 CITE conference
that were only reconciled in early 2013. This was a one-time only expense and was budgeted for in
2012. 2013 Section activities and their expenditures are otherwise in balance with revenue.
This is the first year on recent record where a budget has been prepared for the upcoming fiscal year
(which matches the calendar year). Financially, the Section is stable. We have one main fundraising
event, the Annual Golf Tournament which continues to be successful.

5 SECTION ACTIVITIES
Website 5.1
The ITE Manitoba section maintains a website at
http://www.itemanitoba.ca to keep our members informed
about ongoing activities throughout the year. The website
contains information about the section, contacts, and
notices for upcoming events.
Newly added this year is the Section’s (draft) charter, by-
laws, and annual budgets. The website is an ideal location
to provide this information to our members and visitors to
the site and increases transparency in the organization. We
are also using the site to display past Annual Reports.
Section Charter and By-Laws Update 5.2
The Section executive undertook a complete review and update of the existing charter and by-laws. The
existing documents were not on file with the CITE District and the versions the section held were
deemed outdated. Utilizing other Section documents recommended as templates, the Executive
updated the charter and by-laws and presented them for a vote of acceptance at the Section’s annual
meeting on December 12, 2013. At the time of this report, both documents are awaiting the final
approval of the District.
Monthly Lunch Meetings 5.3
The ITE Manitoba Section endeavors to hold monthly meetings where all of the members can network,
enjoy a lunch together and take in engaging, relevant transportation engineering topics. There were
eight lunch meetings in 2013.
These meetings offer an excellent opportunity for all members to keep abreast of what is going on in the
profession in Manitoba and beyond. Student members are strongly encouraged to attend and are
charged a discounted rate. Each presenter receives a gift for their generous donation of time, and their
lunch is also paid for by the Section.

Crossing Control Guidelines for Canada.

Kean Lew Memorial Student Paper and Presentation
Competition Winner

Our presenter was Mark Reimer, the winner of the Kean Lew
Memorial Student Paper and Presentation Competition.
Details of the award are described in Section 5.4 of this
annual report.
Mark Reimer is currently enrolled as a graduate student in
transportation engineering at the University of Manitoba,
pursuing a Master of Science degree. His research focuses
on freight movement and the transportation systems serving
specific industries, namely the petroleum and agriculture
industries.

Mark’s presentation was titled “A Hybrid Approach for Clustering Vehicle Classification Data to Support
Regional Implementation of the Mechanistic-Empirical Pavement Design Guide”. The hybrid approach is
unique in that it enables analysts to receive the joint benefits of analytical rigor and industry-oriented
pragmatism. Benefits of such an approach on regional datasets include: improved statistical strength,
datasets that reflect the diversity of truck traffic in a given region, and an improved ability to capture
future shifts in truck traffic characteristics.

Winnipeg’s first Roundabout Corridor – Almost – Bison Drive in Waverley West

The April 2013 presentation highlighted some of the considerations in the design development, approval
process and detailed features for the first roundabouts on a City of Winnipeg Arterial street, the first
two lane roundabout in Winnipeg and the median centered staged construction of two lanes of a four
lane divided street. This resulted in the soon to be opened Bison Corridor in Waverley West.

ITE Manitoba Summer BBQ
ITE Manitoba moved outdoors for our final event before a summer break. Members and their families
came to Crescent Drive Park to enjoy the sunshine and roast some hotdogs and marshmallows. A great
way to launch into the summer holiday season!

Safety Aspects of Proper Signage and Pavement Markings

Diane’s presentation included the safety benefits of durable
sign sheeting and matched components for traffic control
and work zones. It included technology and environmental
design used to improve road safety, the difference in
classifications of reflective sheeting, factors affecting sign
performance and ideas from other jurisdictions across
Canada.

Transit Oriented Development and the Winnipeg Context

Our presenter this month was David Marsh, AICP MCIP. Mr. Marsh is a Planner with Dillon Consulting in
their Winnipeg office. David is member of the Canadian Institute of Planners and the American Institute
of Certified Planners with a Master’s degree in Urban Planning from McGill University.
David presented on “Transit Oriented Development and the Winnipeg Context: Key Considerations for
Transportation and Planning Professionals”. The presentation provided an overview of what TOD is, the
Winnipeg TOD Handbook project, and its relationship with the City’s new development plan
OurWinnipeg.

Meeting with CITE President
The President of CITE, Peter Truch, P.Eng. PTOE, FITE was in town to meet with the ITE Manitoba
Executive. An invitation was extended to all Manitoba members to participate in a discussion on the
future of CITE, what we are doing right, and what we can improve on.
This meeting was undertaken in addition to the regular scheduled monthly luncheons that focus on a
technical topic.

Development of Guidelines for School Area Traffic Safety in Manitoba (and Annual Business Meeting)

Jennifer is a Professional Engineer with the Traffic Engineering Branch at Manitoba Infrastructure and
Transportation. She is the current Treasurer for the ITE Manitoba Section and also sits on a working
group committee for the Green Action Centre`s Active and Safe Routes to School Program.
Jennifer`s presentation was entitled, “The Development of Guidelines for School Area Traffic Safety in
Manitoba”. This recently-completed Guideline was undertaken for MIT by MMM Group. The
presentation gave an overview of the Guideline document, which consists of a procedural manual and
toolkit and provides direction for both transportation authorities and school divisions to effectively and
consistently address traffic safety issues within Manitoba school areas. The Guideline is applicable to
rural, urban and suburban school areas.

Annual Business Meeting
Following the technical presentation the annual business meeting was held. Presented were the budget
for 2014 and the draft Section Charter and Bylaws described in Section 5.2 of this report. After
discussion and some minor amendments, all were approved by the membership.
There were no open positions for the Section executive, so no voting took place. The next annual
business meeting is scheduled for December 2014.
4th Annual ITE Manitoba Golf Tournament 5.4
Jointly organized by the Manitoba Section and the University of Manitoba ITE Student Chapter, the 4th
Annual ITE Manitoba Golf Tournament was held on September 10, 2013. Technically the word “annual”
is a stretch, as no tournament was held in 2012 due to hosting duties for the 2012 CITE conference.
However, after letting the volunteers rest, we once again put on a great day in 2013!
The tournament was held at River Oaks Golf Course south of the City of Winnipeg. Foursomes played
Texas Scramble and it was fun opportunity to reacquaint after the summer, followed with a delicious
BBQ dinner. There were prizes for longest drive and longest putt, and best score.
6 STUDENT CHAPTER ACTIVITIES
The University of Manitoba is the host of the local student chapter to the ITE Manitoba Section. They
continue to be one of the most active chapters in ITE, with regular participation at CITE conferences and
the international ITE meetings, including the Collegiate Traffic Bowls.

7 SECTION AWARDS
Kean Lew Memorial Student Paper and Presentation Prize 7.1
The Manitoba Section gave out its annual student paper and presentation prize at the March meeting.
Beginning in 2010, the award was renamed the Kean Lew Memorial Student Paper Prize after Mr. Kean
Lew, P.Eng. a graduate of the University of Manitoba and former member of the ITE Manitoba Section.
He was a friend of many of the members and tragically lost his life in 2009.
Requests for papers from students in the Civil Engineering program at the University of Manitoba are
made at the beginning of the calendar year. Submitted papers are reviewed and scored by the ITE
Manitoba executive, and the top three are asked to present at a Section luncheon. The presentations
are graded by volunteer Section members and final scores are tallied. The winner is eligible for entry
into the CITE Student Presentation Competition.
Mark Reimer was the winner of the award. He is currently enrolled as a graduate student in
transportation engineering at the University of Manitoba, pursuing a Master of Science degree.

awarded $300 for his excellent work. Runners up were Mr. Garry Enns and Ms. Maryam Moshiri.

8 SUMMARY
The ITE Manitoba Section Executive facilitated a full year of activities, anchored by our monthly
technical luncheons. These luncheons are an invaluable networking and information sharing
opportunity within Manitoba’s transportation engineering community. Also of note this year is getting
our “house in order” with the formalized Section Charter, By-Laws, and a budget.
We appreciate the ongoing support of ITE members with volunteering for presentations, on the golf
tournament organizing committee, and with participation in our events. We are looking forward to
continued Section health in 2014.
