DESCRIPTION:

This item shall be measured for payment on a lump sum basis for the work completed inaccordance with the Contract Documents and as directed by the Engineer.

BASIS OF PAYMENT

The lump sum price bid shall include the cost of furnishing all labor, material, equipment andappliances necessary to complete the work as indicated on the plans, and as specified under thisitem.

SECTIONS

Monthly or semi-monthly payments will be made for this item in proportion to the total amountof work completed.

Before the first payment estimate is issued for work under this item, the Contractor shall furnishto the Engineer, a detailed estimate of quantities and prices of all materials and labor includedunder this item, which shall aggregate the contract lump sum price bid for this item. Thisestimate shall be made out in such form as required and, if requested, supported by suchevidence of its correctness as the Engineer may direct. This evidence shall include certifiedcopies of subcontracts.

The Contractor agrees that this detailed estimate shall not become effective until it has beenapproved by the Engineer. The Engineer shall have the right to revise the estimate as, in theEngineer’s judgment, may be required to make the various subdivisions of work conform to theirtrue value. The approved detail estimate shall be used as a basis for monthly or semi-monthlypayments for work completed under this item. The proportionate share for bond premiums forthis item shall not be listed as a separate item but its cost shall be distributed pro rate throughoutthe estimate for this item.

DIVISION 15: PLUMBING

1.0 GENERAL

The intent of these Specifications is to set forth requirements for the furnishing and installing ofnew plumbing equipment in the Shed Building. The Shed work shall be included in threeseparate contracts namely General Construction Work; Electrical Work; and Plumbing Work.These General Provisions are applicable to the plumbing work.

Items not specifically covered in these Specifications shall be governed by the applicablesections of the New York State Department of Transportation Standard Specifications andcurrent Addenda.

2.0 PROJECT SCOPE

The scope of each Contract is described in the description specified in this Contract Document.This Contract includes one lump sum for Plumbing Work; as indicated on the Bid Schedule.

3.0 WORK INCLUDED IN THIS CONTRACT

The Shed Plumbing Work shall include all necessary and required work, as indicated on thePlans and in the Specifications. The work shall include all piping, installation of domestic water,sanitary drainage, and vent piping, for the toilet fixtures and service sink, exhaust fan and allother work specified in the Plans and Specifications.

Also included in the work is the coordination with the contractors responsible for the GeneralConstruction Work and the Electrical Work, and all other work in the Shed which will beperformed under different contracts.

4.0 DEFINITION OF TERMS

The following list defines the terms and abbreviations used in these Specifications and plans, andthe organizations whose standards and recommendations are invoked in the Specifications.

Standards listed above shall be observed where applicable. If a conflict exists among standards,

the most stringent standard will be invoked. These Specifications have the highest priority for allsystem requirements.

5.0 VISIT TO SITE

All prospective bidders shall visit site to familiarize themselves with the site and to review theexisting conditions which might affect the work required under this Contract. The bidder isstrictly responsible for taking all measurements and ascertain the existing conditions andlimitations, all the work performed under this Contract and the work of all subcontractorsregarding site preparations, installation, and the supplying of all materials and labor necessary tocomplete this Contract. In submitting a bid for this Project, the Contractor acknowledges thathe/she has visited the job site.

6.0 TIME

All work described in these Specifications shall be accomplished within the time allowed by theProject schedule. Prior to beginning work the Contractor shall provide a schedule that details thetime sequence of all of the Contractor's operations and activities in relation to other work thatwill be performed by other Contractors. The Contractor shall coordinate with the otherContractors in developing a combined schedule for review and approval by the Engineer.

Within 15 days after Authorization to Proceed, the Contractor shall provide ten copies of aproposed sequence of construction of the entire Project and a Project schedule covering all itemsof work. This schedule shall clearly indicate the interrelation of individual tasks. The scheduleshall be divided into logical stages with scheduling of equipment design, tests, delivery ofequipment, installation dates and completion dates of work items clearly indicated.

Also submitted within 15 days shall be a list of model numbers and manufacturers cut sheets forall materials and equipment. The submission shall indicate the Contract item number, themanufacturer and model which is being submitted for approval. Ten copies shall be submitted.

Once approved by the Engineer, the schedule and sequence of work shall constitute theconstruction procedure for this Project. No change will be permitted except as approved by theEngineer in writing.

7.0 COORDINATION WITH OTHER CONTRACTORS

The Shed is being built under three separate contracts. General Construction Work, ElectricalWork, and Plumbing Work. These three contracts essentially will be performed simultaneously.

Because of the nature of the work involved for the three contracts, it is paramount and requiredthat the Contractor coordinate efforts and plans with all other contractors such that no conflictoccurs. The Contractor shall further coordinate all timing and scheduling of work according toEngineer's directions and instructions, and shall keep all records as required by the Engineer. Aseries of coordination meetings of all contractors performing work in the Shed shall be requiredby the Engineer when necessary. In addition, several contracts with work in the Shed will also

be on-going. The Contractor shall also coordinate scheduling of work with these Contractors toavoid conflicts.

8.0 CONTRACT EQUIPMENT LIST, DRAWINGS, AND MANUALS

The Contractor shall note that approval by the Engineer is required before ordering or installingany material and equipment that is to be used for this Contract.

The Contractor shall submit seven copies of a complete Project material list within 15 days ofthe notice to proceed. The Project material list shall state all relevant information regardingmaterials and equipment to enable the State to be able to procure exact replacements of any or allitems on the Project. To be acceptable, the material list shall be complete and contain all itemssupplied on the Project by the Contractor. The Engineer reserves the right to reject anincomplete or unclear material list submittal.

The materials on the list shall be identified by the Contract Project number, bid item numbers,catalog part numbers, catalog cuts, shop drawings, trade names, and schedules for other pertinentinformation. The materials from any catalog cuts shall be clearly indicated by the Contractor.Any material designation used in the Contract shall be so noted on the materials list. TheContractor shall submit manufacturer shop drawings, including complete interconnectionschematics, for review and approval.

The Contractor shall also review for coordination purposes all submittals from the contractorsresponsible for their work, and shall be responsible for insuring that their work can fit seamlesslyand accurately into the work of this Contract.

The Contractor shall clearly indicate all options and features to be provided on the equipment.Any feature or option which is not specifically noted as "Not Supplied" (or crossed out by theContractor) shall be provided at no additional cost.

There shall be no substitutions for any of the materials on the list submitted without prior writtenapproval by the Engineer. Changes to approved materials list shall be submitted in writing to theEngineer. If requested by the Engineer, the Contractor shall submit samples of the proposedmaterial for inspection and/or testing.

Where the Contractor's submittal includes a deviation from the Specifications, the Contractorshall specifically note the deviation(s) and request that approval of the change be granted.Approval of the submittal by the Engineer does not constitute approval of any exceptions ordeviations to the Specifications unless specifically noted. Failure on the part of the Engineer todiscover areas of non-compliant construction or operation does not constitute approval of suchnon-compliance.

Any discrepancy between the Specifications and the Plans on any work required in the Contract,the Contractor shall assume for the greater scope of work.

The Contractor shall provide offset quality copies of user instruction, maintenance, setup, and

operation manuals for each item of equipment to be provided as part of this Contract. Themanuals shall provide as a minimum, sufficient detail to operate and maintain the equipmentincluding schematic, wiring and interconnect diagrams; complete instructions for properinstallation including equipment outlines, mounting, weight, and power requirements; acomplete parts list including generic part numbers, and a list of recommended spare parts. Finalcopies of all manuals shall be delivered to the Engineer coincident with acceptance of initialequipment installations.

9.0 POST-BID SUBMITTALS

Because of the requirement that the Contractor assume full responsibility for successfullycompleting the Contract, the apparent low bidder shall be required to submit within 15 days afterthe bid letting of the Contract, the following materials. These materials shall be used todetermine if the Contract is to be awarded to the apparent low bidder. In any event that anymaterial or equipment is not listed or specified in the submittal, it is assumed that only the bestmaterial is to be used.

1. Evidence of meeting the qualifications described in these Specifications.

2. A schedule showing the dates of the different activities to be performed in thefacility, and the dates that equipment will be installed or provided in thisContract. This schedule shall also show the dates of activities required by theContract for the Plumbing Contract, and how the Contractor’s activities will becoordinated with those of the other contractors.

3. A list of material and equipment manufacturers, material and equipment modelnumbers, material and equipment cut sheets, and other descriptive information ofthe material and equipment that the Contractor proposes to furnish and or installfor this Contract. This information shall be in sufficient detail to demonstrate thatthe Contractor fully understands the material and equipment requirements and thenature of the work to be performed under this Contract. This information shall besubject to review by the Engineer. All the information shall be complete andshall be submitted at the same time. All material and equipment shall be of highquality and is subject for approval by the Engineer.

4. All submittals of catalog cuts shall be certified by the original manufacturers andshall not be altered (i.e. by white out or other means) by the Contractor. Further,this material shall not be construed as the submittals of the shop drawings andmanuals described elsewhere.

10.0 QUALIFICATION

The Contractor shall have on staff and assigned to the Project fully licensed tradesmen,technicians, engineers and supervisors with demonstrated successful experience on projects thatwere similar in nature and that had equal or larger scope than this Contract. The Contractor shallassure that all the Contractor’s forces assigned to the Project, are expert in their field and shall

work under the supervision of a master tradespersom with at least ten years experience. TheContractor shall warrant that sufficient manpower will be assigned to the Project, so that thework may be performed in an expeditious manner. The Contractor shall submit to the Engineerfor approval within fifteen days of the letting, resumes of key personnel including managers,engineers, supervisors, and foremen who will be assigned to work on this Project. TheContractor shall also submit to the Engineer, a description of their experience on similar projects.The Engineer reserves the right to inspect other similar projects that the Contractor hascompleted and used to support these statements.

11.0 RELATED SPECIFICATIONS AND STANDARDS

All equipment and materials furnished, installed, and delivered shall be new, unless theSpecifications provide for the reuse and/or relocation of existing equipment. The equipment,materials, and installation of said equipment shall conform to the Building Code of the City ofNew York, the Electrical Code of the City of New York, and applicable ordinances of the Cityand State, unless stated otherwise.

The equipment, materials, and installation shall conform to the applicable requirements of theUnderwriters Laboratories Incorporated (UL), the Electronic Industries Association (EIA), theNational Electrical Code (NEC), National Electrical Safety Code (NESC), the American Societyof Testing and Materials (ASTM), the Insulated Power Cable Engineers Association (IPCEA),Illuminating Engineering Society of North America (IES), the Institute of TransportationEngineers (ITE), the American National Standards Institute (ANSI), the U.S. RuralElectrification Administration (REA), the Federal Communications Commission (FCC), and theNational Electrical Manufacturers Association (NEMA).

12.0 INTERPRETATION OF APPARENT OMISSIONS

The apparent silence of the Specifications as to any detail, or the apparent omission from them ofa detailed description concerning any work to be done and materials to be furnished, shall beregarded as meaning that only the best general practice is to prevail and that only the bestmaterial and workmanship is to be used. Interpretation of these Specifications shall be madeupon that basis. In the event that the drawings are indicating any conflict, the Specifications andthe judgment of the Engineer shall prevail.

13.0 WARRANTIES AND GUARANTEES

The Contractor shall provide warranties and guarantees to the State of New York Department ofTransportation in accordance with Article 104-08 of the Standard Specifications.

14.0 PERMIT

The Contractor shall obtain all necessary permits from the Building Department, and from allother agencies having jurisdiction and shall provide copies of same to the Engineer. All workshall be in full conformity of applicable codes and prevailing standards of the City and other

agencies. The Contractor shall secure and pay all fees for permits, inspections, and licenseswhich may be required for the performance of this Contract.

15.0 CLEANING UP

Upon the completion of the daily work at each location, the Contractor shall remove allremaining material and shall leave the area which may have been affected by constructionoperations clean and in a neat condition. No debris shall be left on site under any circumstances.

The Contractor shall keep material at the Contractor’s facility and shall deliver only materialneeded at a given time to the Shed, and the material shall be delivered in a coordinated manner.

16.0 NOTICE REQUIRED FOR INSPECTION

The Contractor shall keep the Engineer informed a reasonable period in advance of the time andplace at which work is to be done in order that proper arrangement may be made for inspection.

17.0 CORRECTION OF WORK

The Engineer shall be the sole judge as to the acceptability of the work and shall inspect thecompleted work, informing the Contractor of any faulty methods or unsatisfactory results. Itshall be at the Contractor's responsibility and own expense to correct the work upon notification.

SECTION 15010 B MECHANICAL GENERAL REQUIREMENTS

15010-1 DESCRIPTION

15010-1.01 General

1. The work shall consist of general requirements for installation of mechanicalwork as shown on the Plans and as specified in other sections of Division 15.

2. All work shall be done in accordance with the NYSDOT Standard Specificationswith current Addenda.

3. Plans:

a. The Plans are generally diagrammatic and are intended to convey thescope of work and indicate general arrangement of equipment, ducts,conduits, piping, and fixtures.

b. The locations of all items shown on the Plans or called for in theSpecifications that are not definitely fixed by dimensions areapproximately only. The exact locations necessary to secure the bestconditions and results must be determined at the Project and shall have theapproval of the Engineer before being installed. Do not scale Plans.

c. Follow Plans in laying out work and check Plans of other trades to verifyspaces in which work will be installed. Maintain maximum headroom andspace conditions at all points. Where headroom and space conditionsappear inadequate, Engineer shall be notified before proceeding withinstallation.

d. If directed by the Engineer, without extra charge, make reasonablemodifications in the layout as needed to prevent conflict with work ofother trades or for proper execution of the work.

e. Piping or ductwork connected to equipment may require different sizeconnection than that indicated on the Plans. The Contractor shall providetransition pieces as required at the equipment.

15010-1.02 References

In each of the standards referred to, the advisory provisions shall be considered tobe mandatory, as though the word, “shall” had been substituted for “should”wherever it appears. Reference in these standards to the “authority”, havingjurisdiction, or words of similar meaning, shall be interpreted to mean thedesignated representative of the NYSDOT.

15010-1.03 Submittals

1. In accordance with NYSDOT Standard Specifications Section 106 B Control ofMaterial.

2. General: Submit shop drawings, manufacturers data and certificates forequipment, motors, materials and finish, and pertinent details for each system asspecified in each individual section, and have them approved by the Engineerbefore procurement, fabrication, or delivery of the items to the job site. Partialsubmittals shall not be acceptable and shall be returned without review.Submittals shall include the manufacturer’s name, trade name, catalog model ornumber, nameplate data, size, layout dimensions, capacity, project specificationand paragraph reference, applicable industry and technical society publicationreferences, and other information necessary to establish Contract compliance ofeach item the Contractor proposes to provide.

3. Shop Drawings: Shop drawings shall be a minimum of 216-mm by 279-mm insize, except as specified otherwise. Ductwork, piping and conduit layoutdrawings shall not be less than 1:20 in scale. Shop drawings shall include floorplans, sectional views, wiring diagrams, and installation details of equipment; andequipment spaces identifying and indicating proposed location, layout andarrangement of items of equipment, control panels, accessories, piping, pipehangers, anchors, guides, ductwork, and other items that must be shown to assure

a coordinated installation. Existing conditions shall be field measured andchecked and shown on the shop drawings. Wiring diagrams shall identify circuitterminals, and indicate the internal wiring for each item of equipment and theinterconnection between each item of equipment.

4. Submittals for each manufactured item shall consist of manufacturer’s descriptiveliterature of cataloged products, equipment drawings, diagrams, performance andcharacteristic curves, and catalog cuts.

5. Certificates of Compliance:

a. When materials or equipment must conform to the standards oforganizations such as ANSI, ASTM, NEMA, and UL, proof of suchconformance shall be submitted to the Engineer for approval. If anorganization uses a label or listing to indicate compliance with a particularstandard, the label or listing shall be acceptable evidence, unless otherwisespecified in the individual sections. In lieu of the label or listing, theContractor shall submit a certificate from an independent testingorganization, which is competent to perform acceptable tests and isapproved by the Engineer. The certificate shall state that the item hasbeen tested in accordance with the specified organization’s test methodsand that the items conforms to the specified organization’s standards. Formaterials and equipment whose compliance with organizational standardsor specifications is not regulated by an organization using its own listingor label as proof of compliance, a certificate of compliance from themanufacturer shall be submitted for approval. The certificate shallidentify the manufacturer, the product, and the referenced standard andshall state that the manufacturer certifies that the product conforms to allrequirements of the project specification and of the referenced standardslisted.

b. Submit certification from the manufacturer attesting that materials andequipment to be furnished for this project comply with the requirements ofthis specification and of the reference publications. Approval ofequipment will not be given without manufacturer’s certification. Pre-printed certifications shall not be acceptable; certifications shall be in theoriginal. The certification shall not contain statements that could beinterpreted to imply that the product does not meet all requirementsspecified, such as “as good as”; “achieve the same end use and results asmaterials formulated in accordance with the referenced publications”;“equal or exceed the service and performance of the specified material”.The certification shall state that the product conforms to the requirementsspecified.

Equipment and materials shall be carefully handled, properly stored, andadequately protected to prevent damage before and during installation, inaccordance with the manufacturer’s recommendations and as approved by theEngineer. Damaged or defective items, in the opinion of the Engineer, shall bereplaced.

15010-2 MATERIALS

A. General

1. Only new materials may be used unless otherwise indicated on Drawings.

2. Iron and steel work of any kind shall be of American manufacture.

B. Piping shall conform to the following:

1. Cast-iron Pipe:

a. Evenly coated, cylindrical, smooth, free from all defects, ofuniform thickness and of the weights required by the New YorkCity rules governing Plumbing and Drainage, and shall be of thegrade known in commerce as “extra heavy”. Each length of pipeand each fitting shall be plainly marked with the manufacturer’sinitials or registered trademark and with the letters “XH” toindicate “Extra-Heavy”. The marking may be cast, stenciled, orotherwise applied on the pipe so as to be clear and legible at thetime of installation. The marking shall be cast on fittings and shallbe located away from the spigot end so as not to interfere withproper joining upon installation. Cast-iron soil pipe and fittingsshall comply with ASTM A74, latest edition.

b. No-Hub cast iron pipe shall be evenly coated, cylindrical, smooth,free from all defects, of uniform thickness and of the weightsrequired by the New York City rules governing Plumbing anddrainage. Each length of pipe and each fitting shall be plainlymarked with the manufacturer’s initials or registered trademark. The marking may be cast, stenciled, or otherwise applied on thepipe so as to be clear and legible at the time of installation. Cast-iron soil pipe and fittings for hubless cast iron sanitary systemshall comply with CISPI Standard 301, and ASTM A888, latestedition.

3. Brass Pipe:

a. Pipe to bethreaded on both ends with NPT (Taper Pipe Threads) conformingto ANSI B2.1. The maker’s name shall be stamped at intervals oneach length of pipe and the pipe shall be color-coded White inaccordance with The Copper and Brass Research Associationstandards. Before any brass pipe is delivered at the site, theContractor shall file with the Authority a notarized affidavit intriplicate stating that all of the brass pipe to be installed in thiswork is made from the alloy specified above. The Contractor shallsubmit the name of the manufacturers of the proposed pipe, forapproval by the Authority.

b. Material used for Hub and Spigot calked joints shall be moltenlead and packed oakum.

2. Cast-iron No-Hub Piping (Mechanical Joint)

a. Service weight cast iron No-Hub pipe fittings shall be made up tocomply with CISPI Standard 301 and ASTM A888. No-Hubcoupling gaskets shall conform to ASTM C564. Each approvedcoupling shall be permanently marked on its external surface with:manufacturer’s name or trade mark, nominal pipe size, and ratedpressure in PSI.

b. Stainless steel couplings shall be heavy duty with shield of 24gauge 304, 18-8 chromium nickel stainless steel, neoprene gasketand stainless steel bolts and bands.

Couplings shall be HI-Torque 125 by Clamp-all Corp., with two(2) clamps for pipe sizes up to and including 102 mm and fourclamps for pipe 127 mm to 254 mm or Husky SD-4000 by HuskyTechnologies Division of Anaheim Foundry with four (4) clamps

Fittings for screwed vent piping shall be galvanized cast ironrecessed and threaded drainage fittings.

3. Fittings for brass water supply piping shall be cast bronze threadedfittings, Class 125 working steam pressure, conforming to ANSI B16.15. They shall be made of cast bronze containing not less than eighty-fivepercent (85%) copper and five percent (5%) each of lead, tin and zinc. Allconnecting threads of pipes and fittings shall be NPT conforming to therequirements of ANSI B2.1. Exposed fittings for fixture connections shallbe rough, plain, polished or chromium plated as specified.

4. Fittings for Type “K” copper tubing shall be cast bronze solder jointfittings suitable for brazing and shall be in accordance with ANSI Std.B16.18-1973. Fittings for Type “L” copper tubing shall be wroughtcopper solder joint fittings suitable for brazing and shall be in accordancewith ANSI B16.22-1973. Type “K” and type “L” fittings shall have aminimum working water pressure of 1034 kPa and shall be asmanufactured by Nibco Inc., or Stanley G. Flagg & Co.

a. Flux for brazing shall be equal to “Handy Flux” and shall complywith Navy Dept. Spec. 51F 4a.

b. The silver brazing alloy for brazed joints shall be similar to Handy& Harmon Sil-Fos brazing alloy having a silver content of not lessthan 15% and a flow point of 704° C.

5. Pipe Nipples

a. All pipe nipples shall be of the same materials as the connectingpiping. All nipple 152 mm or less in length shall be extra strong.

b. The use of closed nipples is prohibited.

6. Unions

a. Unions 51 mm and smaller shall be threaded. Unions 63 mm andlarger shall be flanged.

b. Threaded unions on copper or brass pipe shall be brass, groundjoint suitable for 136 kg W.S.P.

E. Cleanouts and Cleaning Screw Plugs

1. Where cleanouts occur in floors they shall conform to the features of thecleanouts indicated in the cleanout schedule below.

2. Cleanout plugs shall be bronze and countersunk type with taper screwthreads.

3. Cleanouts for cast iron pipe and galvanized steel pipe in exposedhorizontal runs and accessible hung ceilings shall be as follows:

a. For cast iron pipe, the cleanout hub opening of the drainage fittingshall be furnished with a cast iron ferrule with cast bronze taperthread plug, Jay R. Smith Fig. 4420, Josam Co. and ZurnIndustries Inc.

b. For galvanized steel pipe, the female threaded cleanout pipe sizeopening of the drainage fitting shall be furnished with a castbronze taper thread plug, Jay R. Smith Fig. 4470, Josam Co. andZurn Industries Inc.

4. Cleanouts shall conform to the features of the cleanouts contained in theschedule below. The manufacturer’s numbers are for the purpose of typeonly. The contractor shall submit manufacturer product technical data foreach type required before installation for approval.

I. Drain Bibbs

1. Drain Bibbs shall be 13 mm heavy brass compression faucets with plainend.

2. Drain Bibbs in the supply connections under the lavatories and wash sinksshall have lock shields and loose keys. Exposed drain bibbs and lockshields shall be chrome plated.

3. Approved models are Chicago No. 4-LK, or T & S Brass and Bronze B-703 modified with B-127 lockshield and key.

J. Hose bibbs shall be 19 mm brass with integral vacuum breakers and nickel platedfinish and shall be Woodford Manufacturing Co. Model 24.

K. Chromium: All metal parts including tubular shapes, castings, etc., shall be finelyground and polished to a smooth satin finish. Every particle of scale, rough orforeign matter shall be removed. All pieces must be throughly and chemicallycleaned before plating. Copper plating shall be applied as a first step, thenproperly buffed and polished, then a heavy deposit of nickel plating meeting therequirements of the ASMT specifications shall be applied and buffed and polishedto a bright finish. The final treatment shall be the application of the chromiumcoatings, and the buffing and polishing of the surfaces to yield the desired finish.

EXECUTION

INSTALLATION

Piping (General)

The run and arrangements of all pipes shall be approximately as shown on drawings orspecified and as directed during installation, and shall be as straight and direct aspossible, forming right angles or parallel lines with building walls and other pipes, andneatly spaced. No pipe shall be installed where the headroom will be interfered withunless the conditions are such that it is unavoidable and permission is obtained from the

Authority. Offsets will be permitted where walls reduce in thickness or beams interferewith direct runs; offsets shall be made at an angle of 45° to the vertical; in no case shallthe space between each subcontractor installing equipment, and of the localrepresentatives for each item of equipment. The parts list for equipment shall indicatethe source of supply, recommended spare parts, and the service organizations which arereasonably convenient to the project site. The manual shall be complete in all respectsfor equipment, controls, accessories, and associated appurtenances provided.

15010-2.03 Cataloged Products

Materials and equipment shall be cataloged products of manufacturers regularly engagedin production of such materials of equipment and shall be manufacturer’s latest designthat complies with the specification requirements. Materials and equipment shallduplicate items that have been in satisfactory commercial or industrial use at least fiveyear prior to bid opening. Where two or more items of the same class of equipment arerequired, these items shall be products of a single manufacturer; however, the componentparts of the items need not be the products of the same manufacturer. Each item ofequipment shall have the manufacturer’s name, address, model number, and serialnumber on the nameplate securely affixed in conspicuous place; the nameplate of thedistributing agent will not be acceptable.

15010-3 CONSTRUCTION METHODS

15010-3.01 General

1. Manufacturer’s Installation Recommendations: Install all materials andequipment in accordance with the manufacturer’s instructions andrecommendations: Furnish and install complete systems, auxiliary piping, waterseals, valves, electric connections, and similar items, recommended by themanufacturer or required for proper operations. Printed copies of manufacturersrecommendations shall be furnished to the Engineer prior to installation. Installation of the item shall not be allowed to proceed until the recommendationsare received. Failure to furnish these recommendations can be cause for rejectionof the material.

1. Tests

Test, adjust and balance all equipment provided and demonstrate its properoperation and that it meets all operating and design criteria specified. Provide testreports with certified test data which demonstrates compliance with projectrequirements.

3. Coordination:

a. Coordinate all work of the different trades so that:

1. Interferences between mechanical, electrical, architectural,and structural work, including existing services shall beavoided.

2. Within the limits indicated, the maximum practicable spacefor operation, repair, removal, and testing of mechanical,electrical and other equipment shall be provided.

b. Pipes, ducts, and similar items, shall be kept close as possible to ceiling,roof steel, walls and columns and beams, unless otherwise noted, to takeup a minimum amount of space. They shall be located so that they shallnot interfere with the intended use of the structure or other equipment. Unless otherwise indicated, mechanical and electrical items shall not beused for attachment or support or other equipment, piping or ductwork etc.

c. Furnish and install all offsets, fittings and similar items necessary toaccomplish the requirements of coordination without additional Contractcost.

d. Before submitting shop drawings for piping, ductwork, sleeves, inserts, orany mechanical or electrical equipment foundations, the Contractor shallprepare composite coordination drawings for all areas in which work oftwo or more trades or subcontractors shall be installed, indicating locationof piping and ductwork with dimensions. The Contractor shall give atransparent copy of this drawing to the Electrical Contractor to indicate alllight fixtures and conduits. Then the Electrical Contractor shall give thetransparent copy to the Plumbing Contractor to indicate all plumbing. TheContractor shall arrange a coordination. The coordinated shop drawingsshall be submitted to the Engineer for review and resolving all conflictsnot resolved by the Contractor.

e. Any work installed prior to approval of shop drawings and other specifiedsubmittals shall be at the Contractors risk. Subsequent relocationsrequired to avoid interferences shall be made without additional Contractcost. In case of interferences, the Engineer shall decide which work shallbe relocated, regardless of which was installed first and direct theContractor to relocate the equipment in accordance with the specifications.

7. At all points of support, a galvanized steel shield shall be providedbetween the hanger and pipe insulation. Grinnell Fig. 167,Carpenter & Paterson Fig. 265P.

B. Expansion bolts for use in existing reinforced concrete slabs shall be asfollows:

Inserts shall have NYC Board of Standards and Appeals or Materials andEquipment Acceptance Approval and shall be “Red Head Steel DeckInserts” as manufactured by Phillips Drill Co.

E. Piping and conduits shall be run parallel with the lines of the buildingunless otherwise noted on the Plans. Water supply pipes, wherepracticable, shall be placed at same elevation and hung on separatehangers. Electric conduits shall not be hung on hangers with any otherservice and shall be hung above other service pipes. The different servicepipes shall be so installed that after the covering is applied there shall benot less than 13-mm clear space between the finished covering and otherwork and between the finished covering of parallel adjacent pipes. Valves, fittings, and similar specialty piping items shall be so installed,including covering where required, that they are accessible for operationand sufficient space is provided for access for maintenance, repair and/orreplacement. Hangers on different service lines running close to andparallel with each other shall be in line with each other and parallel to thelines of the building. Exact location of electric outlets, piping, ducts, andthe like shall be coordinated to avoid interferences between lightingfixtures, piping, duct, and similar items. Unless otherwise specified orindicated, piping and conduit shall be supported as specified below.

F. Approved type hangers shall be provided as required at concrete beams,columns and walls for securing mechanical and electrical pipes, conduits,and equipment. The hangers and hardware shall be, unless otherwiseindicated, zinc-electroplated. Electroplated coating shall be treated withchromic acid, immediately after coating, in such a manner that the coatingshall withstand salt spray cabinet test for average time of 120 hourswithout formation of a white deposit or signs of corrosion on the surface.

G. Wire or perforated strapping shall not be used for hanging pipe or conduit.

H. Provide pipe guides in order to maintain alignment of piping. Guides andlocation shall be approved by the Engineer prior to installation.

15010-3.03 Unions

No union shall be placed in a location which will be inaccessible after completion of thework under this Contract. Unless otherwise specified or indicated, a union shall beinstalled on each side of each valve regulator and similar items.

15010-3.04 Electrical Requirements

1. General: Electrical components of mechanical equipment and systems such asmotors, starters, and controls, shall be provided as specified and as necessary forcomplete and operable systems. Extended voltage range motors shall not bepermitted. All flexible conduit shall have watertight connections. Interconnecting wiring for components of packaged equipment shall be providedas an integral part of the equipment. Unless otherwise specified, electricalequipment, wiring, conduit, etc., shall be as specified in the Electrical WorkContract, Division 16. In case of a conflict between Division 15 and Division 16specifications, the more stringent specification shall govern.

2. Motors: Motor construction shall be as specified as required for a particular application, motors shall conform to the following requirements:

3. Each motor shall have sufficient capacity to start and operate the machine itdrives without exceeding the motor nameplate rating at the speed specified or atany speed or load which may be obtained by the drive actually furnished. Eachmotor shall have a service factor not less than 1.15.

4. Each motor that is provided with automatic control shall also be capable ofmaking as frequent starts as the control device may demand. Motors not providedwith automatic control shall be capable of making not less than four starts perhour.

5. Each direct connected motor shall be securely mounted in accurate alignment. The drive must be free from both angular and parallel misalignment when bothmotor and driven machine are operating at normal temperatures.

6. No shop test of motors shall be required, but the insulation resistance and generaloperating characteristics shall be determined at the site at the time of finalinspection.

7. The wattages of motors specified or indicated are those estimated to be required,and have been used to determine the electric feeder sizes. Actual wattages ofmotors furnished shall be as herein before specified. If the actual wattagerequired for any equipment to be furnished differs form that specified, or shownon the Plans, the matter must be referred to the Engineer for adjustment beforeinstallation.

15010-3.05 Motor Starter

Where interlocking or sequence starting of motors is specified, indicated on the Plans, orrequired for the proper operation of equipment specified, it shall be done in a mannerwhich, when the main switch or breaker or any starter is open, no part of the starter shall

be left live. Provide all equipment such as relays or auxiliary contacts on breakers ordisconnect switches, necessary to accomplish the above.

15010-3.06 Terminal Connections for Motors and Starters:

1. Three phase motors shall have terminal boxes and provisions for flexible conduitconnections. Flexible conduit connection shall be bridged by separate groundwires or integral bonding conductors.

2. Terminal boxes shall be of the oversize type, large enough for the size andnumber of connections required.

3. Termination of circuit conductors at motors and starters shall be by solderlesspressure connectors, FS W-S-610E.

4. Separately mounted starters and motors with terminal boxes shall be providedwith solderless pressure connectors for ground wires.

5. Unless otherwise specified, electrical connections, to and between switches,motors, starters, control equipment, and similar items, shall be as specified in theElectrical Work Contract, Division 16.

15010-3.07 Packaged Equipment

1. Where packaged, factory assembled mechanical and electrical equipment isprovided, a certificate shall be included with the submission of shop drawings orcatalog data stating that the equipment complies with the NEC and applicable ULstandards in respect to motor protection, grounding and protection againsthazards.

2. Control circuits which do not extend beyond the packaged equipment may havecontrol voltage other than 120 volts. Packaged equipment shall include a controltransformer, as required.

15010-3.08 Painting and Finishing

1. In accordance with NYSDOT Standard Specifications Section 740 B PaintingProcedures and as specified herein.

2. Factory priming and finishing and special protective coatings are specified in theindividual sections. Where not specified, equipment shall be prime coated andfinish painted with manufacturer’s standard finish for service required under thisContract.

3. Where factory finishes are provided on equipment and no additional field paintingis specified, all marred or damaged surfaces shall be touched up or refinished to

4. Color Coding for Piping Systems:

a. Color coding shall be in accordance with ANSI A13.1 and shall be used inthe identification of various piping systems and access panelidentification. Colors shall be visible from eye level and be able to standout from the rest of the piping and surroundings. Also, valves, flanges andcouplings shall be painted to identify contents. Sprinkler heads shallnever be painted. Identification shall also include arrows indicatingdirection of flow.

b. Materials and methods of painting are specified in the GeneralConstruction Work Contract.

15010-3.09 Equipment Pads and Bases

Unless otherwise indicated, all motors, pumps and fan equipment shall be placed onspring type vibration isolation units and bolted to a steel framing or bolted to a concretepad.

15010-3.10 Manufacturers

MATERIAL

A. Maximum content of lead permitted in materials used in the manufacture ofvalves shall be 5%.

B. All valves shall be designed for packing under pressure with valve open or closed.

C. Valves 51 mm and under shall be all bronze. Valves 64 mm and over shall haveiron bodies with bronze mountings (IBBM), and with outside screw and yoke(OS&Y), unless space conditions prevent the use of O.S.& Y. valves, in whichcase non-rising stem valves may be used.

D. All gate valves shall be of the solid wedge disk type.

E. All valves up to 51 mm in diameter shall have threaded or solder ends, 64 mm indiameter and over shall have flanged ends.

QUALITY ASSURANCE

A. Regulatory Requirements

All insulation, vapor barriers, as well as the adhesives and finishing facings orjackets used without evidence of continued progressive combustion, and shallhave a smoke developed rating not higher than 50. Flame spread rating andsmoke developed rating shall be as defined in the NYC Building Code. Allmaterials installed shall have composite fire and smoke hazard ratings to meetrequirements of that Code. All insulation shall comply with New York StateEnergy Code Standard and shall have MEA numbers as required.

B. Asbestos Prohibition

All products provided under this Section shall be asbestos free.

Adhesives manufactured by Benjamin Foster Co., EpoluxManufacturing Corp., or Insul-Coustic (Division of Birma Products Corp.), complyingwith the requirements of the specifications will be approved. Pre-molded fiberglassfittings as manufactured by Hamfab Inc., complying with the requirements of thespecification will be approved.

MATERIALS

A. All piping insulation shall be one-piece molded sectional fiberglass having anominal 1.8 kg density. Its thermal conductivity shall not exceed 0.23 at 24° C.mean temperature. It shall be suitable for use on piping up to 188° C.

B. Insulation and accessories for valves, fittings, etc. for hot water piping, cold waterpiping, drainage and vent piping shall include the following:

15101-3 CONSTRUCTION METHODS

15101-3.01 Preparation

Do not apply insulation until surfaces to be covered have been leak tested, have ad rustand scale removed, and have been cleaned, dried, and inspected.

15101-3.02 Nameplates and Access Plates

Do not insulate name plates or ASME labels. Bevel insulation around all nameplates andASME stamps. Seal cut insulation with vapor barrier cement.

15101-3.03 Application

Insulation shall be clean and dry when installed and kept dry during finish application. Wet insulation will not be approved for installation. Install materials neatly with smoothand even surfaces with; jackets drawn tight and smoothly cemented down on longitudinaland end laps. Scrap pieces shall not be used where a full-length section will fit. Surfacefinishes shall be extended to protect all surfaces, ends, and raw edges of insulation. Coatings and adhesives shall be applied at the manufacturer’s recommended coverage perliter.

15080-3.06 Ductwork Insulation

A. For Outdoor Air Intake Ductwork:

B. Use 51 mm thick, 2.7 kg density of specified board from fiberglass insulationwith vapor barrier jacket. Apply insulation to duct and as per manufacturer’srecommendation generally applying proper full surface adhesives to both duct andsheet surfaces using compressive joint technique and covering all standing ductseams to the equal specified thickness.

C. To prevent condensation on exhaust ductwork, provide nominal 38 mm thick, 0.5kg density fiberglass insulation with vapor barrier all services jacket. Lap alljoints with 100 mm vapor barrier duct tape. Insulation shall be sectional pipeinsulation with AK@ factor of 0.23 at 24° C mean temperature. Extendinsulation 6 m upstream of exhaust fan connection measured in a horizontal plane.

D. Provide nominal 38 mm thick, 0.7 kg density sound absorbing fiberglass lining oninterior of supply and return air ductwork. Lining shall be neoprene matte facedsuitable for a velocity of 1,220 m per minute without erosion. Interior face oflining shall be covered with perforated metal panel secured to ductwork. Extendlining inside of duct twenty five feet down stream of fan cabinet discharge. Alldimensions shown on drawing are clear internal dimensions. Apply insulation tosurface of sheet metal duct with adhesive applied to 100 percent of contactsurface. In addition, add welded stick clips not more than 305 mm on center. Seal all edges and butt all joints with approved adhesive material supplied byinsulation manufacturer. Provide sheet metal channel on all four leading edges oflining. Channel flanges shall cover leading edges of lining with not less thank 25mm overlap. Secure channels to leading edge of sheet metal duct by sheet metalscrews not less than 150 mm on center.

E. Supply air ductwork conveying air conditioned air passing through non-conditioned areas shall be insulated with nominal 38 mm thick, 0.5 kg density,fiberglass insulation with vapor barrier reinforced factory all purpose jacket. Overlap all joints and seams with 100 mm vapor barrier jackets and seal withapproved vapor barrier adhesive.

15400-1 DESCRIPTION

15400-1.01 General

1. The work shall consist of providing all required labor, materials, equipment,permits, certificates, inspection, testing, and other services necessary for completesafe installation of work in full conformity with the requirements of NYCBuilding Code and all authorities having jurisdiction, as indicated on the Plansand as specified herein.

A. Provide new plumbing fixtures in the new toilet room where shown onPlans. Connect to existing piping.

B. Provide electric domestic water heaters, where shown on Plans.

D. Hangers and supports.

E. Rough cutting and patching.

J. Pipe stenciling.

K. All require permits, inspections, fees.

2. Work not included in this Section includes finish painting, and furnishing andinstalling of toilet accessories.

3. Plans are diagrammatic and indicate general arrangement. Before submittingproposal Contractor shall verify all governing dimensions in the building,carefully examine existing conditions and coordinate all work to minimizeinterference with existing facility and services.

4. Submission of proposal will be construed as evidence that required examinationof field conditions and Plans has been made. Later claims for extra labor,equipment and materials required due to difficulties which could have beenforeseen, will not be recognized.

5. All materials and equipment used shall be manufactured in the United States inaccordance with NYSDOT Standard Specifications Section 110 B MiscellaneousRequirements. Compliance with this requirements shall be indicated on shopdrawing submittal.

6. Provide workmanship of the highest grade. Install all piping and equipment inconformance with manufacturers recommendations, requirements of all applicablecodes and good engineering practice. Entire system as installed shall meetrequirements of the authorities having jurisdiction and receive approvals of samebefore the final payment.

7. Connections to the existing work shall be done in a neat and approved manner. Restore existing piping disturbed in making such connections to perfectconditions.

15400-1.04 Quality Assurance

All work and materials shall comply with the New York City Building Code,hereinafter referred to as “NYC Building Code”. All materials and equipmentused for the installation shall have an MEA (NYC Mechanical EquipmentApproval) number, i.e., must be approved for the use in New York City.

15400-2 MATERIALS

15400-2.01 Piping

1. Sanitary Drainage and Vent Piping: Cast iron no-hub pipe with approvedstainless steel couplings, or galvanized steel pipe with threaded cast iron ormalleable iron fittings.

1. Domestic Water Piping: Copper pipe Type “L” and wrought copper, or castbronze fittings with 95-5 soldered joints. All exposed water piping to plumbingfixtures shall be chrome plated.

3. Ductile Iron Pipe for Domestic & Fire Service on Site

Provide ductile iron pipe centrifugally cast in accordance with the latest revisionof AWWA C-151.

4. Ductile iron pipe used with threaded or flanged connections shall be thicknessClass 53 (minimum).

5. Ductile iron pipe used with compression-type push-on connections shall bethickness Class 51 (minimum).

15400-2.02 Joints

Provide all pipe with joints of the type and size shown on construction drawings.

2. Provide and install push-on type connections in accordance with the latestrevision of AWWA C-111.

The interior surfaces of all ductile iron pipe shall be coal tar lined a minimum thicknessof 254 µ (dry) in accordance with appropriate requirements of the latest revision ofAWWA C104. The exterior surface of all ductile iron pipe shall be coated with coal taror asphaltic base bituminous materials to a minimum dry thickness of 30 µ.

Provide pipe fittings of the size and joint end combination shown on the constructiondrawings.

For use with ductile iron pipe, provide ductile iron fittings manufactured inaccordance with the latest revision of AWWA C10 and C111.

Provide all fittings with the same lining and coating as required above for the pipe thatthey connect.

Mechanical Joint Fittings: Provide 68 kg mechanical joint fittings conforming to ANSIA-21.11 (AWWA C-110). Mechanical joint bolts shall be stainless steel.

15400-2.03 Gaskets

Boltless Gasketed Fittings: Provide 68 kg boltless gasketed “0-ring” type fittingsconforming to ANSI A-21.11 (AWWA C-110).

1. Escutcheons: Provide exposed piping both bare and covered, with chromeplated cast brass escutcheons on both sides where passing throughceilings, walls or partitions.

2. Sleeves: Provide No. 22 USSG galvanized iron sleeves extended throughconstruction in ceilings, walls and partitions. Sleeves for insulated pipingshall be sized to allow insulation to pass through the sleeve. Minimum 13mm space shall be provided between the pipe or insulation and the sleeve. All sleeves shall be sealed in accordance with the building coderequirements. Seals in fire rated walls and partitions shall be of the ULlisted type and material with at least the same rating.

3. Water Hammer Arrestors: Provide air chambers, 305 mm high, onindividual hot and cold water branches to fixtures.

4. Provide vacuum breaker on cold water connection to coffee maker asindicated on the Plans.

1. Provide tags on all control valves. Tags shall be 51 mm square, 18 BSgauge aluminum with stamped numbers and letters filled in with blackpaint.

2. Fasten tags to valves with brass hooks and chain.

3. Provide valve tag chart indicating valve number, system, type, size,location and function for all valves. Mount the chart in aluminum frameand glass and fasten permanently with four screws where directed.

4. Eccentric Plug Valves: Valves shall be non-lubricated eccentric plugvalves with simi-steel body and simi-steel resilient face plug. Equipburied valves with extended waterproof gear operators. Provide DeZurikeccentric Fig. 118 valves with stainless bushings or approved equal.

Details andspecifications, for which standard manufactured products are available,are representative guides for requirements of these items. Standardmanufactured products conforming to these general requirements will beacceptable if details of construction and installation are approved byEngineer.

15400-2.05 Plumbing Fixtures and Trim

1. General: provide new white vitreous china fixtures, except as noted, best of theirkind, with polished chrome plated trim.

2. All fixtures and trim shall comply with requirements for low flow fixtures.

3. Exposed pipe, fittings, traps, valves, valve handles and accessories above andbelow the fixtures shall be polished chrome plated brass with matchingescutcheons.

15400-3 CONSTRUCTION METHODS

15400-3.01 Installation

A. Install piping approximately as indicated. Provide additional offsets, fittings,valves, drains etc. where required by the construction and work of other trades.

B. Changes in direction in drainage piping shall be made with the use of 45° wyes,long sweeps, short sweeps, sixth, quarter, eighth or sixteenth bends, or by acombination of these or equivalent fittings.

C. Slope horizontal drainage piping 76 mm and smaller at 20 mm per meterminimum, 100 mm and larger piping at 10 mm per meter minimum. Slope ventpiping to drain out the condensation.

D. Locate drainage cleanouts at all changes of piping directions. For horizontalstraight runs of piping provide cleanouts for every 15 m of run for piping 100 mmand smaller.

E. Support piping from the structure at the distances as required by code. Chainstraps, perforated bars ad wire hangers will not be permitted for the pipe support. Piping shall not be supported from pipes or ducts.

15400-3.02 Pipe Stenciling

TAGS

A. All controlling valves on hot water, circulation, cold water and gas supply pipesthroughout the building, except those at fixtures, shall be furnished with heavybrass tags 51 mm in diameter, with numbers and the words “Hot” “Circ.” “Cold”or “Gas” thereon. The numbers and letters shall be of the block type, indentedand filled with durable black compound. The letters shall be 6 mm high and thenumbers shall be 51 mm high. The tags on circulation (Circ) pipe valves shall benumbered the same as the hot water valve controlling the riser or branch to whichthe circulation pipe is connected.

B. Each standpipe riser control valve shall be conspicuously marked with thenumber assigned to it on the riser diagram for the standpipe system. The markingshall be in white figures, 31 mm high, on a 51 mm square engraved anodizedaluminum tag with a red background.

CHARTS AND FRAMES

A. The numbers on valves for hot, cold shall be arranged in the following manner:

In the first story commencing with No. 100

B. The number of each of every valve throughout the building shall be plainly typedon approved heavy paper. Opposite each number shall be set the location of thevalve bearing that number, also the fixture or fixtures controlled by that valve. The charts shall be framed in an approved glazed frame. The frames shall bemade of 25 mm wide oak picture molding with wood back, and shall be finishedwith natural color varnish with screw-eyes and wire for hanging same, and shallbe submitted to the Authority for approval before installation.

PIPELINE IDENTIFICATION

A. Identification shall be in accordance with “Scheme for Identification of PipingSystem ANSI A13.1 and OSHA safety color regulation.

B. Markers shall be snap-on type as manufactured by Seton Nameplate Corp., NewHaven, Conn., (Setmark System); or by EMED Co., Inc. Buffalo, NY. Markersshall completely encircle the pipe with a substantial overlap. No adhesive shallbe used. They shall be manufactured of U.L. approved, self-extinguishing plastic. When the pipe including insulation (if any) is 152 mm and larger, markers shallbe strap on type.

C. Provide identification for piping, and equipment.

D. Pipe shall be lettered in accordance with the schedule below. Lettering shall belocated at the supply side of each valve and branch connection and at intervals ofnot over 3.048 m on straight runs of pipe. Provide flow arrows for all piping ateach marker. Adjacent to the legend, stencil the size of the pipe. Background andletter colors are as follows: Yellow with black letters, green with white letters,blue with white letters and red with white letters.

EXECUTION

PIPING SYSTEM TESTS - GENERAL

A. All new piping and equipment shall be tested prior to application of insulation,painting, concealing or placing of backfill. Testing as stipulated herein shall beconsidered minimum, and where tests stipulated by authorities having legaljurisdiction exceed these requirements, such more stringent tests shall beperformed.

B. The work of this Contractor shall include the furnishing of all labor, testinginstruments, gauges, pumps, smoke machines, and other equipment required ornecessary for tests, required by law, rules, regulations and as specified.

C. Provide all other tests required by local inspectors and all other authorities havingjurisdiction.

D. All appurtenances shall be operated after installation to determine whether or notthey meet the requirements of the Specifications.

E. Where controls and accessories are not designed to withstand pipe test pressures,they shall be removed or otherwise properly protected against damage duringsuch test. After approval of such tests, controls and accessories shall be installedand tested with operating medium to operating pressures.

F. If in any tests leaks are observed, the defective work or material shall be replaced. No caulking of screwed joints or holes will be acceptable. Peening of welds isprohibited. Repetition of the entire test will be required as many times as leakscan be observed form the tests, until no leaks result in successful completion ofthe test.

G. All tests shall be made in th presence and to the satisfaction of a representative ofthe Authority, and of the A/E, or their representatives, ad the local authoritieshaving legal jurisdiction over the work to be tested, and as may be directed; and atleast 72 hours notice shall be given to all parties in advance of all tests.

H. All piping which is to be enclosed in partitions or hung ceilings shall be testedand made tight when directed by the Construction Supervisor representative ofthe Authority and in adequate time to permit the installation of partitions andceilings. When necessary, the Contractor shall drain the piping and/or take suchprecautions as required to prevent damage by freezing.

TESTING OF AUTOMATIC CONTROLS

In cooperation with control manufacturer’s representative, adjust controls tooperate as specified. Testing personnel shall check all controls for propercalibrations and list all controls requiring adjustment by control installers.

DOMESTIC WATER SYSTEM STERILIZATION

The potable water system shall be disinfected prior to use. Samples shall be takenas required by the Department of Health. The method to be followed shall be thatas prescribed by the Department of Health, of the State of New York.

DRAINAGE AND VENT PIPING INSIDE BUILDING

A. Rough Plumbing: The piping of plumbing drainage and venting systemshall be verified as to material and shall be tested upon completion o therough piping installation and proven to be watertight. The representativeof the local agency having jurisdiction may require the removal of anycleanout plugs to ascertain that the prescribed pressure has been reachedin all parts of the system.

A water test shall be applied to the drainage system which includessoil, waste, leader and vent piping either in its entirety or insections after rough piping has been installed. If applied to theentire system, all openings in the piping, except the highestopening, shall be tightly closed and the system filled with water tothe point of overflow. If the system is tested in section, eachopening. Except the highest opening of the sections under test,shall be tightly plugged and each section filled with water. Nosection shall be tested with less than a 3.050 m, head of water. Intesting successive sections, at least the upper 3.050 m, of thefollowing section shall be tested, so that no joint or pipe in tebuilding (except the uppermost 3.050 m, of the system) shall havebeen submitted to a test of less than 3.050 m, head of water. Thewater shall be kept in the system or in the portion under the test forat least 15 minutes before inspection starts; the system shall thenbe tight at all points.

B. Finished Plumbing: After the plumbing fixtures have been set and their trapsfilled with water the entire drainage system shall be verified as to materials andshall be tested and proven gas tight by smoke test.

Smoke Test:

The smoke test shall be made by filling all traps with water andthen introducing into the entire system a pungent thick smokeproduced by one or more smoke machines. When the smokeappears at stack openings of the roof, these opening shall be closedand a pressure equivalent to a 25 mm water column shall bemaintained for the period of inspection.

POTABLE WATER SUPPLY TEST

A. When the water supply pipes are in place and the branches for the fixturesroughed in, the Contractor shall close all openings and test entire system under apressure of 1034 kPa for at least on hour as shown upon an approved test gage.

B. The Contractor shall close all openings and the piping system shall be filled withwater, taking care to bleed all entrapped air in the process. The pressure shall beslowly built up to 1.5 times operation pressure but not less than 862 kPa for atleast on hour. The piping shall be inspected in its entirety while the 862 kPapressure is maintained. Where leaks or damage of any kind are discovered, theyshall be properly repaired and the line shall be re-tested.

C. For piping installed underground, it may be necessary to partially backfill the linebefore testing in order to hold the line in place. Where such is the case, the partialbackfill shall cover only the body of the pipe sections leaving all joints and

connections uncovered for inspection purposes. It shall be demonstrated bytesting that the piping system will function properly at a pressure of 862 kPa. Ator below design pressure rating, the delivery or water shall be steady and thereshall be no leaks or damage to the piping system and no water hammer.

PRELIMINARY OPERATING TEST, ETC.

After the system of water supply (hot & cold) is in place, all fixtures set, withheaters, etc., connected and ready for operation and before the coverings are inplace, the interior parts of faucets, flushometers, check valves, gate valves,balancing valves, reducing valves, relief and safety valves, and of all pumps, shallbe removed and the system as a whole washed clean of oil, dirt, etc., and then theinteriors shall be replaced. The system or systems shall be operated for a periodof not less than 6 days in order to assure the authority that a circulation of hotwater can be maintained through the heaters, reservoirs, hot mains, branches andrisers at one and the same time.

DAILY EMPTYING OF SYSTEM, ETC.

During the preliminary operation the entire system or systems of piping shall becompletely emptied each day. The interiors of pressure reducing valves, reliefand safety valves shall be removed, cleaned and replaced at the end of theoperating period.

ADJUSTMENTS

During the preliminary operation, the manufacturers of the different apparatusinstalled, including the starting and stopping devices, shall make adjustments asmay be necessary.

FIXTURE TEST

Fixtures shall be tested for soundness, stability of support, and satisfactoryoperation of all parts. All water-closet floor flanges must be tested and approvedbefore water-closets are set.

FINAL OPERATING TEST

After the completion of the entire work, the Contractor shall operate the entireinstallation of plumbing and drainage in the presence of the Authority’sRepresentative and of the representatives of the manufacturers of the differentapparatus and appliances installed.

The Authority and all Departments and Bureaus interested, who must witness andapprove the different tests, also the manufacturers of the apparatus to be tested,shall be notified in writing by the Contractor at least 72 hours in advance of thetime set for the different tests, so that their representatives may be present at thetests.

FUEL, MATERIAL, AND LABOR FOR TESTS, ETC.

The Contractor shall furnish all fuel, apparatus, material and labor required forpreliminary and final operations, cleaning, testing and adjusting, including thenecessary oil, electric current and the services of competent mechanics.

FINAL TEST OF FIXTURES

After all the fixtures are set and connected, Contractor shall turn water on at allfixtures, traps, etc. The proper working of all shall be demonstrated by theContractor to the satisfaction of the Authority.

INSPECTION

The Authority reserves the right to order the Contractor to disassemble or takeapart any or all material and equipment called for in order that it may be inspectedto see that it has been constructed in strict accordance with the plans,specifications and details. If after inspection, it is found to fully comply, then theContractor shall properly reassemble all such material and equipment.

Any material or equipment that does not fully comply with the requirements ofthe plans, details and specifications will be rejected and shall be at once removedfrom the premises and shall be replaced with new material and equipment thatcomplies fully with the requirements of the plans, details and specifications.

15810-2 MATERIALS

15810-2.01 Ductwork

A. Supply and Return Air Systems B Galvanized Sheet Metal Ductwork: Lowpressure system suitable for 51 mm water gauge. Galvanized steel sheet, of lockforming quality zinc coated by the hot-dip process conforming to ASTM A653,coating designation G210, having galvanized coating of 0.76 kg per square meter(total coating on both surfaces). All duct connections shall be made withpreformed manufacturer flanges bolted together and sealed with gasket tape andmastic sealer. Flanges shall be provided with metal clips and corner pieces. Allseams and joints shall be sealed with seal Class AA: used for higher pressure than51 mm water gauge.

B. Hangers and Supports: Horizontal ducts less than 910 mm wide shall besupported form the overhead by means of 25 mm by 18 gauge bent galvanizedsteel straps held in place by metal screws at the side of the duct with 38 mm of thehanger turned back under the ducts in each case. Hangers shall be spaced notmore than 2.4 m center to center. Horizontal ducts 910 mm or larger in widthshall be supported by means of vertical rods and horizontal angles or channelsbelow ducts. Vertical ducts shall be supported by means of two horizontal anglesfastened to each side of the duct resting on rough slab or floor construction.Where ductwork is supported form the overhead steel, fasten hangers to steel withapproved clamps based on Grinnell Figure 131 with welded eye rod Figure 27B.

C. Dampers and Duct Turns:

Hand Operated Dampers: Where “splitter” dampers are indicated or arerequired, they shall be constructed of 20 gauge galvanized metal and 10-mm square rod with locking quadrant. Where “volume” dampers areindicated, they shall be multi-leaf opposed blade type for rectangularductwork and butterfly type for round.

D. Access Doors: Access doors, not less than 0.06 sqm, shall be provided under thisSection as required to provide access to all dampers, coils, controls, valves, etc.,which are located above hung ceilings. Access doors shall be hinged, fullygusseted and provided with sash locks. Provide ceiling access door at each ductaccess door located above plaster or inaccessible ceiling.

E. Flexible Connections: Provide a flexible connection between ductwork and anyfan unit. Connection shall be glass cloth 4 mm neoprene, or heavy non-asbestoscloth for hot exhaust application. Secure connections with 25 mm by 3 mmgalvanized draw-bands, or other approved means.

15810-3 CONSTRUCTION DETAILS

15810-3.01 Installation

A. Sizes and approximate locations of all ducts are shown on the Plans. Checkcarefully with Plans showing work of other trades to make sure that there will beno conflict between these trades and the ducts. Ducts shall be offset as requiredto clear structural members, and if it is necessary to alter dimensions of the duct,this may be done provided the cross-sectional area is in no case reduced.Dimensions of all ducts shown on the Plans are the clear inside dimensions of theduct after the lining has been installed. All longitudinal seams in ductwork shallbe made with a Pittsburgh Lock Type (L-1). Transverse joints shall be made witha Pocket Lock Type (T-17).

B. Install duct liner with Bentham Foster 85-20 spark-safe adhesive, or approvedequal, with 100 percent coverage in contact area and mechanical fasteners on notmore than 305 mm centers, not less than two fasteners in any one duct side.

C. All butting edges of acoustic lining shall be caulked with Benjamin Foster 30-36Sulfas, or approved equal, and all exposed upstream edges shall be installed withsheet metal channel type nosing.

D. Install louver in accordance with manufacturer’s instructions.

A. The work shall consist of furnishing and installing exhaust fans as shown on thePlans and as specified herein. All fans shall be AMCA rated.

15830-2.01 Cabinet In-Line Exhaust Fan

Duct mounted exhaust fan shall be of the centrifugal type. The fan housing shall beconstructed of heavy gauge galvanized steel. The housing interior shall be lined with 13

mm thick acoustical insulation. The access for wiring shall be external. The motordisconnect shall be internal and of the plug-in type. The motor shall be mounted onvibration isolators. The fan shall have a forward curved centrifugal wheel. All fans shallbe licensed to bear the AMCA seal for air and sound performance.

15830-2.02 In-Line Fans

One side of the housing shall be equipped with a hinge able service door assemblysupporting the motor, dries, wheel, and inlet cone. The door assembly must swing out forcleaning, inspection or service without dismantling the fan in any way.

15830-3 CONSTRUCTION METHODS

15830-3.01 Installation: Install fans in accordance with manufacturer’s installationprocedures and recognized industry practices. Coordinate all trades to ensure that theinstallation of fans is not in conflict with the work performed by other trades. Verify thatelectrical wiring installation is in accordance with manufacturer’s Submittals and inaccordance with installation requirements of the Electrical Work Contract. Ensure thatrotation is in direction indicated and intended for proper performance.

15830-3.02 Field Tests: Provide a qualified technical representative of themanufacturer to advise on field tests. Start-up, test and adjust fans in presence ofmanufacturer’s authorized representative.

SECTION 15850 B AIR OUTLETS AND INLETS

15850-1 DESCRIPTION

15850-1.01 General

The work shall consist of furnishing and installing all air outlets and inlets complete withvolume dampers baked enamel finish and equalizing deflectors.

Install air outlets and inlets in accordance with manufacturer’s installation procedures asshown on Plans. Coordinate all trades to ensure that the installation of air outlets andinlets is not in conflict with the work performed by other trades.

SECTION 15950 B TESTING, ADJUSTING AND BALANCING

15950-1 DESCRIPTION

15950-1.01 General

A. The work shall consist of providing the services of an independent qualifiedTesting, Adjusting and Balancing (TAB) firm as approved by the Engineer. TheTAB Contractor shall be certified by ABC.

B. Contractor shall be responsible for all testing, adjusting and balancing work of airand hydronic systems. Prior to testing, adjusting and balancing, the Contractorshall verify that the systems have been installed and are operating as specified.

C. Prior to starting any system determine if lubrication is necessary and lubricatingall fans and motor bearings.

D. The testing and balancing specialist shall review the Contractor’s work with therespective manufacturers of the equipment and devices involved, and shallcoordinate and schedule all work. Work shall be performed in accordance withmanufacturer’s instructions.

15950-1.02 Submittals

A. In accordance with the NYSDOT Standard Specifications Section 106 B Controlof Material.

B. The TAB firm shall submit evidence to substantiate that it has been engaged inthis type of service for a minimum of five years and that it has balanced similartype systems of comparable size and complexity as specified for this project.

C. Submit certified test reports, signed by the authorized representative of the testingand balancing specialist. Include identification and types of instruments used,and their most recent calibration date with submission of final report.Recommendations which the testing and balancing specialist deems necessary forthe proper operation of the system shall be submitted in writing by the Contractorto the Engineer.

15950-2 MATERIALS

15950-2.01 Patching Materials

Unless otherwise shown on the Plans, use same type of products as originally installedfor patching holes in insulation, ductwork and housings which have been cut or drilledfor test purposes, including access for test instruments, attaching jigs, and similarpurposes.

15950-3 CONSTRUCTION METHODS

15950-3.01 Performance

A. Testing and balancing specialist shall perform tests and compile test data for allair systems.

B. Data shall include a schematic diagram locating the air inlets, outlets, fans,equipment, dampers and regulating devices for air systems.

C. All instruments used shall be accurately calibrated and maintained in goodworking order.

General Balancing Methods:

In addition to the requirements for specific systems, flows in piping, coils andother hydronic systems components shall be balanced using a flow meter,equipment pressure drop or pump curve methods in accordance with theapplicable provisions of the design standard. Pressure taps on all pumps shall bemade at factory suction and discharge tappings where available. All flows shallbe recorded before and after each adjustment.
