ITEM 3, COMMUNICATION NO. S Kelsey Rogers From: Sent: To: Subject: I CAUTION: External Sender Katherine Murphy-Quinn < [email protected]> Monday, June 21, 202112:27 PM city clerk Affordable Housing Plan Hello Councilmembers, My name is Katie, I live in Sausalito. I am writing in support of the Affordable Housing Plan on the agenda for 6/21/21 . Marin County is the most segregated county in the Bay Area, and Mill Valley is included in its top ten most segregated cities. Mill valley has a history of racist covenants that barred people of color from living in the town. Many of these redlining tactics are still in deeds of these houses today. Mill Valley's population is 88.8% white, with 93% of residential land zoned for single-family homes (SF Chronicle, Dec 2020). Affordable housing is the first step in making Mill Valley a more inclusive place. Many studies have been conducted that prove there is not a correlation between low-income housing and surrounding property value. (see: Does Affordable Housing Negatively Impact Nearby Property Values?). Previous public comments have suggested that affordable housing will attract "drug dealing, theft to support habitual drug use, and an increase in violent crime." These statements are unsubstantiated. This kind of rhetoric is thinly veiled prejudice and a complete closed-mindedness to new people entering our town does not bode well for our future. For a mathematical breakdown of the correlation between housing and crime, see https:/Ipaa2011.princeton.edu/papers/110122. If Mill Valley cannot get their act together and approve affordable housing, we will never be a welcome place to people of all backgrounds. With continual rejection of housing plans, our town has not been able to meet that goal. As a community, we have to ask ourselves what matters more: a living place for everyone, or a parking lot with a car charger. Please councilmembers, make the right choice. Support affordable housing in Mill Valley. Thank you for your time and consideration. From, Katie Murphy-Quinn 1

ITEM 3, COMMUNICATION NO. SO~

I feel this plan is grossly inappropriate for the following reasons: #1 it will create a dangerous walking and bikingsituation and is near an area where many children are in the park.#2. It is very hazardous since police and fire vehicleswill have difficulty getting out in an emergency due to traffic and the ridiculous proposal of a 2way street. (It is currently1way).#3there are no plans for parking and bathroom facilities.#4 this appears to be a rush through plan with littletransparency.#5 the city has no plans for water or traffic impact. Why is this even being considered for this area??? Havethis developer find a more suitable area. Pleasetake into account my concerns. Beverly Scibetta4332 shelter bay Ave mill valley Ca 94941 Sent from my iPhone

As a 45 year resident who works locally (as does my husband) this housing proposal poses a negative impact on ourcommunity. This past frio At 1:00 pm I could not exit town!! E. Blithdale was a parking lot from hwy. well back to town, and miller, backed up from hwy. to tam high!!! I waited on Miller for over an hour b4 attempting. This is not that unusual;, adding 40 units in such close proximity to one of only 2 major outlets is a bad idea. Emergencyvehicles WILL be impeded, reasonable congestion made even more impossible. Vote no!!!

ITEM 3, COMMUNICATION NO. 50 €b

I strongly oppose this ridiculous ill conceived idea to destroy Hauke park.

The City has justified this site selection with the patronizing view that low-income residents will have fewer cars thanother Mill Valley residents, and will therefore walk everywhere. This is an unrealistic representation of how people goabout their daily lives. The neighborhood's current walkability score is 39 (Car-Dependent: Most errands require a car).

The City-endorsed "consultant's" report is completely silent on traffic problems that will be caused for Park users, 600+households in surrounding neighborhoods, and emergency vehicles. People who access and rely on Hauke Parkunderstand the surrounding roads are not equipped to take on additional traffic. what would happen in a fire? Howmany lives would this endanger?

This is reckless and being fo isted under cover to Mill VAlley residents. little debate or rational thought has gone intothis .

I am contacting you to express my extreme opposition to the proposeddevelopment on Hamilton Drive adjoining Hauke Park.

I will endeavor to be brief as I am sure that you have receivedsubstantial correspondence on this issue .

This, or any other proposal that creates additional traffic to KiplingDrive, Longfellow Road or Roque Moreas Drive represents a malevolentviolation of the fiduciary trust placed in it by the citizens of this areaof Mill Valley.

I firmly suggest that you reject the Hamilton Drive project and reexamineother potential sites, specifically 411 Miller Ave and 500 block of EastBlithedale Avenue (Boyle Park) which are far more appropriates locationsfor a development of this size.

ITEM 3, COMMUNICATION NO. S 1t1

I have seen a few signs in my neighborhood that say "Save Hauke Park from High-Density Development." Mywife, daughter, and I live within walking distance of Hauke Park. Our two-year-old daughter loves the swingsand the slide at the Hauke Park playground, and we frequently take walks at the Bayfront Meadow. In myopinion, Hauke Park does not need to be "saved" from affordable housing. There is nothing about a four-storybuilding providing affordable housing that is inconsistent with a great public park. Furthermore, ourneighborhood definitely does not need to be "saved" from the type of people who might rent affordableapartments. We should strive to be a more inclusive community, and this decision will show whether or not MillValley is serious about that goal.

Eileen Fisher <[email protected]>Monday, June 21, 20211:27 PMcity clerk; John McCauley; Urban Carmel; Sashi McEntee; Tricia Ossa;Jim Wickham - MillValley mailPetition in support of affordable housing in mill valley

Dear Mayor McCauley and Council Members,

Please see attached petition, created by MVCAN, in support of affordable housing at 1 Hamilton Dr. We urgeyou to vote to approve the recommendations put forth by the HAC. You have the support of the community!

https://www.change.org/MillValley For AffordableHollsing

Verbiage from petition:

Mill Valley has a critical housing issue where 90% of our teachers, fire fighters, nursing aides, etc. have tocommute--causing unnecessary traffic and pollution. Mill Valley's population has not increased significantly inthe last 30 years, but traffic has!

Mill Valley's population is 87% white and the biggest block to greater diversity is lack of affordable housing.

The proposal being put forth by the city's Housing Advisory Committee for 1 Hamilton Dr is our best option tobuild affordable housing in Mill Valley. The proposal has put forth 50 public parking spots to replace the 35 onsite in addition to parking for all residents on site.

At this juncture, the HAC needs the council to vote to proceed to the next step, which is to solicit interest in anonprofit builder (no builder has been selected). All citizens will be able to participate in every step of thislong process. There is no current plan for any specific structure.

The Mill Valley City Council should:

1. Vote to support the current findings of the Housing Advisory Committee.

2. Preserve our small town character by keeping Mill Valley workers in Mill Valley.

3. Be more environmentally conscious by building affordable housing, which will reduce commuting andpollution.

Let's keep Mill Valley a vibrant and compassionate community!

If you are interested in learning more about supporting affordable housing send an emailto: [email protected] . And attend the council meeting on June 21.

Best,

Eileen Fisher

IrEM 3, COMMUNICATION NQ <;;"/~

Dear Mill Valley City Councilmembers,

I am heartened and encouraged to hear of your proposed housing plan in the Enchanted Knollsneighborhood. The location has good access to public transportation, stores and parks, and will show the restof Marin that Mill Valley is serious about being inclusive , diverse and welcoming.

However, that said, change isn't easy, and everyone isn't going to get everything they want. What bothers meis that there has been such a strong disinformation campaign by the opposition forces here in town and we'rehearing wildly inaccurate claims about what the city is planning, 'rushing the process through', not listening toany community input, etc. It's all patently untrue . I would hope that we could all listen to the proposal firstbefore we take sides and dig our heels in. I mean, isn't that the definition of a good compromise: No one iscompletely happy?

I have been involved in the MV Girls Softball League and Marin Girls Softball for many many years . Wealways encouraged families, and sometimes required that they carpool , walk or bike, and that they drop off forpractices and not stay and park. Why is this? Because the sports leagues create much of the traffic andparking issues in the Hauke area. It feels a bit disingenuous for one of the soccer leagues, for example, to saythey are only trying to support the Friends of Hauke Park, when the parking affects them more than anyone. The over 900 local housing units in the neighborhood are not the problem , and adding a small percentageincrease in additional units with parking spaces is not going to have a significant effect on the neighborhoodparking. I would hope that the local leagues would realize all the benefits that can come from increasing theavailable housing units in the neighborhood, including the general benefit to all of having a more diversecommunity, more people who live AND work here, ideally less traffic, more sustainability and a neighborhoodwhere players can walk to practice. We are all going to have to work together for the greater good, and Ibelieve this will be much greater!

Best,Lisa ScarsellaStadium Ave, Mill Valley415-302-9080

Dear City Council Members,

I support the efforts to build affordable housing at 1 Hamilton Dr. in Mill Valley.

I am a Mill Valley resident at The Redwoods. I moved to Mill Valley in1967 and raised threechildren here. It is a wonderful town, and I love the town, but it is an unrealistic place to raisechildren. I chose to live in San Rafael, in the Canal District for the years to be able to be involvedin a more integrated city.

My son has recently chosen to live in Mill Valley, and is raising a boy he adopted fromEthiopia. It's hard for my grandson to feel at home here because almost everyone is white.

Thank you,
