PRELIMINARIES
BUILDING AGREEMENT AND PRELIMINARIES
The JBCC Series 2000 Principal Building Agreement (July 2007 Edition 5) prepared by the Joint Building Contracts Committee,
shall be the agreement, amended as hereinafter described.
The Preliminaries for use with the JBCC Series 2000 Principal Building Agreement (May 2005 Edition) prepared by the Joint
Building Contracts Committee, shall be deemed to be incorporated in these Bills of Quantities.
Tenderers are referred to the above-mentioned documents for the full intent and meaning of each clause thereof.
These clauses are hereinafter referred to by clause number and heading only. Where standard clauses or alternatives are not
entirely applicable to this contract such modifications, corrections or supplements as will apply are given under each relevant
clause heading and such modifications, corrections or supplements shall take precedence notwithstanding anything contrary
contained in the above-mentioned documents.
Where any item is not relevant to this specific contract such item is marked N/A, signifying "not applicable".
PREAMBLES FOR TRADES
The Model Preambles for Trades (2008 Edition) as published by the Association of South African Quantity Surveyors shall be
deemed to be incorporated in these Bills of Quantities and no claim arising from brevity of description of items fully described in
the said Model Preambles for Trades will be entertained.
Supplementary preambles to the Model Preambles covering clauses of a general nature, clauses pertaining to specific
materials and amendments to clauses in the Model Preambles are incorporated in these Bills of Quantities to satisfy the
requirements of this project.
The Tenderers prices for all items throughout these Bills of Quantities must take account of and include for all of the
obligations, requirements and specifications as given in the Model Preambles and in any supplementary preambles attached
herewith.
PRICING OF CLAUSES
Tenderers shall allow opposite each clause for any cost involved with complying with such clause. Any clauses left unpriced
shall be deemed to be covered by rates and prices elsewhere incorporated throughout these Bills of Quantities.
PAYMENT CATEGORIES
If Alternative A as set out in Clause B10.3 hereinafter is to be used for the adjustment of the Preliminaries, each item priced is
to be allocated to one or more of the three categories "F", "T" or "V" as the case may be below such item, where "F" denotes a
fixed amount (amount not to be varied), "T" denotes an amount variable in proportion to time and "V" denotes an amount
variable in proportion to value.

The following is added to Clause 4.3 ...thereof [29.0]: The Contractor shall submit shop drawings to the Principal Agent
for approval within ten (10) working days of the information being requested. The Contractor shall commence with
manufacture only after written approval and acceptance has been issued by the Principal Agent.

The following new clause is hereby added: Clause 7.3 Without limiting the generality of the provision of Clause 7.0 of
the Agreement, the Contractors attention is drawn to the provisions of the Construction Regulations, 2003 issued in
terms of the Occupational Health and Safety Act, 1993 in which it is specifically stated that the Employer shall prepare
a documented health and safety specification for the works and that the Employer shall ensure that the contractor has
made provision for the cost of health and safety measures during the execution of the works. The Principal Agent
shall, on behalf of the Employer, issue such health and safety specification and the Contractor shall price opposite
this item for compliance with the Act and the Regulations and the provisions of the afore mentioned health and safety
specification, provided such provisions are reasonable in terms of the Act and the Regulations.
8 Clause 8.0 - Works risk Item 1 -
Clause 8.5 is hereby amended by the following: Addition of the wording "only if such making good of physical loss
and repairs have been approved in writing by the Employer." at the end of the sentence - Sentence should read: "The
Contractor shall not be liable for the cost of making good physical loss and repairing damage to the works where this
results from any of the following circumstances only if such making good of physical loss and repairs have been
approved in writing by the Employer:"
9 Clause 9.0 - Indemnities Item 1 -
Clause 9.2.2 shall be deleted.
10 Clause 10.0 - General insurances Item 1 -
Clause 10.1 is hereby amended by the following: The wording "joint names of the parties" shall be deemed to be
deleted and replaced with "name of the Contractor" - Sentence should read: "The following general insurances are
required to be effected in the name of the Contractor in terms of this agreement:" NOTE: The Public Investment
Corporation has insurance cover for its entire portfolio and does not take out insurance on project basis.
11 Clause 11.0 - Special insurances Item 1 -
12 Clause 12.0 - Effecting insurances Item 1 -
Clause 12.2 shall be deleted and replaced by the following: The Contractor responsible for effecting the insurances
shall make available to the Employer, before commencement of the construction period, documentary evidence that
insurances have been effected. A copy of the insurance policies shall be provided to the other party within thirty (30)
calender days of commencement of the construction period. Approval by the other party shall be deemed unless a
reasonable objection is lodged within fourteen (14) calender days of receipt of such policies. Where required, the
Contractor shall provide evidence of renewal to the other party before the expiry of the current period of insurance.
Clause 12.3 is hereby amended by the following: The first and last sentence of the clause shall be deleted - Clause
should read: "Where the Employer effects such insurances, consequent on the Contractor's default, the Employer may
recover expense and loss resulting therefrom [33.0]." Clause 12.5 shall be deleted.
13 Clause 13.0 - Assignment Item 1 -
Clause 14.0 - Security Clause 14.8 shall be deleted. Clause 14.0 is hereby further amended by the addition of the
following clauses: Clause 14.9 The construction guarantee recommended by the Joint Building Contracts Committee,
March 2014 edition, is the construction guarantee to be used. The construction guarantee shall be obtained from an
approved financial institution, whom shall be provided with a copy of the Preliminaries to these Bills of Quantities to
enable them to acquaint themselves with any and all amendments to the standard documentation. The construction
guarantee shall be accompanied by signing power of authority issued on the Guarantor's letterhead. In addition, the
construction guarantee document shall be stamped with the Guarantor's official stamp. Clause 14.10 In the event that
the value of the works inclusive of tax but excluding adjustments in terms of CPAP) were to increase during the
course of the contract by an amount of fifteen percent (15%) or more of the contract sum, the Contractor shall, upon
written request from the Principal Agent, immediately arrange to have the construction guarantee (guaranteed sum)
increased accordingly, the verified cost of which shall be added to the contract sum [17.0].
EXECUTION
14 Clause 15.0 - Preparation for and execution of the works Item 1 -
Clause 15.6.1 is hereby amended by the addition of the following thereto: The order in which the works are to be
carried out and the programme of construction shall be subject to the approval of the Principal Agent, which approval
shall not be unreasonably withheld.

The Contractor shall deliver to the Principal Agent, a realistic programme showing the order of procedure, the duration
of activities making up the programme and method which he proposes to use in carrying out the works in order to
meet the practical and works Completion dates. When required by the Principal Agent, the Contractor shall, within a
reasonable time, also deliver to the Principal Agent documents in support of the programme and particulars in writing
of the Contractors resources planning, including: - the Contractors arrangements for and method of carrying out the
works, and - the construction equipment and other resources which the Contractor intends to supply and use for the
purpose of the contract, and - rates of progress for the various parts of the works taking account of design,
procurement, construction, testing, time risk and float, and - a revised detailed cash flow forecast The programme and
the cash flow forecast shall be subject to review and approved with a contract instruction and, if so instructed by the
Principal Agent, shall be [15.7] adjusted by the Contractor on a regular fortnightly basis, or at such intervals as
circumstances may require, or when a specific probable future event or circumstance may increase the contract price
or delay the execution of the works. The submission to and approval by the Principal Agent of such programme or its
adjustment, or the delivery of any relevant particulars, shall not relieve the contractor of any of his duties or
responsibilities under the contract. Clause 15.8 is deemed to be amended by the addition of the following thereto: The
Principal Agent may if, at any time the rate of progress of the works or any part thereof has fallen behind the
programme delivered in terms of Clause 15.6.1, notify the Contractor in writing, with specific reference to the Clause,
and the Contractor shall there upon, subject to the approval of the Principal Agent which approval shall not be
unreasonably withheld, take such steps as are necessary to expidite progress so as to complete the works or the said
part thereof by the practical and works completion dates. The Principal Agent may instruct the Contractor to submit a
revised programme accommodating the agreed steps to meet the practical and works completion dates. In respect of
any action arising from the above mentioned, if the work is not being carried out during working hours, but after hours
and weekends and the Contractor request permission to work after hours and weekends then, if the Principal Agent
grants permission, the Contractor shall not be entitled to any additional payment for after hours and weekend work
and all such work shall be carried out without unreasonable noise and disturbance. In such an event the Contractor
shall pay the additional attendance cost incurred by the Principal Agent or the Employer in acceding to the
Contractor's request. The Contractor hereby indemnifies the Employer against any liability resulting from noise or
other disturbance created as a result of carrying out work after hours. No instructions by the Principal Agent to the
Contractor to accelerate his rate of progress will be the subject of the payment of any additional compensation unless
such instruction is in writing, states explicitly that the Contractor will be entitled to additional compensation, and gives

Clause 16.5 is hereby amended by the addition of the following thereto: The Contractor shall take full responsibility
and accordingly indemnify the Employer in respect of any failure by the Contractor to adequately inspect the site and
no claims by the Contractor shall be entertained resulting from such failure.
16 Clause 17.0 - Contract instructions Item 1 -
17 Clause 18.0 - Setting out of the works Item 1 -
The following new clauses are hereby added: Clause 18.3.1 The Contractor shall take all necessary steps to ensure the
building is built accurately according to the plans.
Clause 18.3.2 The Employer may at any time during construction appoint a Land Surveyor, at his own expense, to
measure and verify the accuracy of the setting out by the Contractor. Clause 18.5 The Contractor shall notify the
Principal Agent if any encroachments of adjoining foundations, buildings, structures, pavements, boundaries, etc
exist in order that the necessary arrangements may be made for the rectification of any such encroachments. Clause
18.6 The Contractor shall provide proof of correctness of setting out by issue of an official certificate by a registered
Land Surveyor.
18 Clause 19.0 - Temporary works and plant Item 1 -
Clause 19.0 is hereby amended by the addition of the following: Clause 19.4 The term scaffolding shall mean all
scaffolfing including special scaffolfing internally and externally required for the execution of the works, mobile
scaffolds and all external swing and/or pipe scaffolding to all facades of the works required. Scaffolding is to be
erected so that all face work and finishes will be built from front of scaffold and no overhand work will be allowed. The
Contractor shall provide, erect, maintain, dismantle, re-erect and dismantle as necessary all scaffolding required for
the execution of the work and to the external facade of the building and for dismantling and removing upon
completion.
19 Clause 20.0 - Nominated subcontractors Item 1 -
Clause 20.0 is hereby amended by the additional of the following: Clause 20.11 The Contractor shall, at any time on
being requested to do so by the Principal Agent, furnish a signed copy of the JBCC N/S Agreement of the appointed
Subcontractor to the Employer, within five (5) working days of such request.
20 Clause 21.0 - Selected subcontractors Item 1 -
Clause 21.0 is hereby amended by the addition of the following clauses: Clause 21.11 The Contractor is to satisfy
himself and give notice to the Principal Agent to such effect that tenderers to be appointed as selected subcontractors
can fulfil the provisions of Clause 21.2.1 and 21.2.2 prior to the opening of the selected subcontract tenders. Clause
21.12: The Contractor shall, at any time on being requested to do so by the Principal Agent, furnish a signed copy of
the JBCC N/S Subcontract Agreement of the appointed subcontractor to the Employer, within five (5) working days of
such a request.
21 Clause 22.0 - Employer's direct contractors Item 1 -
The following new clause is hereby added: Clause 22.6 No financial allowance will be made to the Contractor (Except
as specifically allowed for in these Bills of Quantities) on account of the presence of any direct contractors other than
reasonable costs actually incurred and approved by the Principal Agent. The Contractor must take full responsibility
for security of equipment of direct contractors from the date delivered to the site until the date of works completion.

COMPLETION
23 Clause 24.0 - Practical completion Item 1 -
Clause 24.0 is hereby amended by the addition of the following: Practical completion will only be certified should the
outstanding snags be of a minor nature and not more than Forty (40) in number. No general snags or items will be
permitted.
24 Clause 25.0 - Works completion Item 1 -
Clause 25.4 shall be deleted and replaced by the following: Works completion to occur within twenty (20) working days
of practical completion. Should this not occur, the penalty will apply mutatis mutandis as for practical completion and
the Contractor shall not be entitled to compensatory interest [31.10] on the value of outstanding work so listed.
25 Clause 26.0 - Final completion Item 1 -
The following new clause is hereby added: Clause 26.8 The Contractor shall attend to defects during the defects
liability period on a progressive basis, to the satisfaction of the Principal Agent, and will not be permitted to wait until
the end of the defects liability period or until the amount of defects accumulates in order to attend to a comprehensive
list of defects.
26 Clause 27.0 - Latent defects liability period Item 1 -
Clause 27.2.2 shall be deleted.
27 Clause 28.0 - Sectional completion Item 1 -
28 Clause 29.0 - Revision of date for practical completion Item 1 -
Clause 29.1.1 shall be deleted and substituted by the following clause: Clause 29.1.1 Exceptional inclement weather,
which shall only relate to weather with a degree of inclemency which is materially greater than or is materially beyond
the average inclemency experienced in the past five years and/or recorded, at or for the area in which the site is
situated, for the period(s) in question. Any revision of the date of practical completion for inclement weather as
described in clause 29.1.1 above, will be allowed. The Contractor is therefor to make an allowance for normal vagaries
of the weather.
Clause 29.2.1 shall be deleted. The contract value shall not be adjusted if possession of the site is given within thirty
(30) days from the date stated in the schedule. Clause 29.2.10 shall be deleted.
Clause 29.4.3 is hereby amended by changing the following: Change from twenty (20) working days to ten (10) working
days.
Clause 29.5 is hereby amended by changing the following: The wording "forty (40) working days" shall be deleted and
replaced by "twenty (20) working days."

Clause 29.0 is further amended by the addition of the following clauses: Clause 29.9 A revision of the date for practical
completion in terms of this clause will only be considered when work on the critical path of the programme for the works is
affected. Clause 29.10 The actual number of working days lost due to exceptional inclement weather during the construction
period shall be determined monthly by the Principal Agent. Clause 29.11 The removal and placement of materials and/or
workmanship that do not conform to specification or drawings shall not constitute grounds for revision of the date for practical
completion not for any adjustment to the contract value.

30 Clause 30.0 - Penalty for late or noncompletion Item 1 -
Clause 30 shall be deemed to be revised to include for mutatis mutandis penalty application should the outstanding
works and defects as listed on the works completion list not be completed or rectified within twenty (20) working days
of the date of the certificate of practical completion.
PAYMENT
31 Clause 31.0 - Interim payment Item 1 -
Clause 31.9 shall be deleted and substituted by the following: Clause 31.9.1 The Employer shall pay the amount
certified in an interim payment Certificate by the last calender day of the month, provided that the Employer receives
the interim payment certificate from the Consultant on or before the 5th calender day of the month for which the
services are being rendered, failing which the invoices will be paid by the last calender of the following month.

Clause 31.9.2 Should the 5th calender day of the month fall on a weekend or public holiday, documentation should be
provided by the first working day subsequent to the 5th calender day. Clause 31.9.3 Furthermore, the Contractor will
ensure that a statement accompanies all interim payment certificates requested for payment. Where the nature of the
invoice pertains to a sale of goods, the Consultant will ensure that a delivery note is attached to the invoice. Clause
31.9.4 No payment will be effected if Client is not in possession of a valid Tax Clearance Certificate issued by the
South African Revenue Services.
Clause 31.10 shall be deemed to be deleted.
Clause 31.16.1 shall be deleted.
32 Clause 32.0 - Adjustment to the contract value Item 1 -
Where prices are submitted by the Contractor or nominated / selected subcontractors during the progress of the
works in respect of contract instructions, or in regard to a claim under the terms of the contract and notwithstanding
the fact that such prices may be used in an Interim payment certificate, there is to be no presumption of acceptance.
Should the Principal Agent wish to accept any such prices prior to the issue of the final certificate, it will be in writing.
Clause 32.4 shall be deleted. Clause 32.6 is hereby amended by the following: The wording "forty (40) working days"
shall be deleted and replaced by "twenty (20) working days."
33 Clause 33.0 - Recovery of expense and loss Item 1 -

Clause 34.10 shall be deleted and replaced by the following: Clause 34.10.1 The Employer shall pay the amount certified in the
final payment certificate by the last calender day of the month, provided that the employer receives the final payment certificate
from the Consultant on or before the 5th calender day of the month for which the services are being rendered, failing which the
invoices will be paid by the last calender day of the following month. Clause 34.10.2 Should the 5th calender day of the month
fall on a weekend or public holiday, documentation should be provided by the first working day subsequent to the 5th calender
day. Clause 34.10.3 Furthermore, the Contractor will ensure that a statement accompanies all final payment certificates
requested for payment. Where the nature of the invoice pertains to a sale of goods, the consultant will ensure that a delivery
note is attached to the invoice. Clause 34.10.4 No payment will be effected if Client is not in possession of a valid Tax
Clearance Certificate issued by the South African Revenue Services.

Clause 34.0 shall be further amended by the addition of the following clause: Clause 34.15 The Employer shall not pay
any interest on amounts payable to the Contractor for one hundred and twenty (120) working days after the date of
issue of the certification for practical completion. The Employer shall, however, pay interest to the Contractor at the
rate stipulated in Clause 34.11 on any amounts payable to the Contractor more than one hundred and twenty (120)
working days after the date of issue of the certificate for practical completion, but only for such period as the
settlement of the final account is delayed by the non-performance of the Principal Agent or the Employer or his
Agents.

In evaluating non-performance for the purpose of this clause, a resonable time shall be allowed by the Principal Agent to the
Employer or his Agents to respond to any matter brought to his/their attention and which may affect the settlement of the final
account.

38 Clause 36.0 - Termination by employer - contractor's default Item 1 -
Clause 36.0 shall be amended by the addition of the following clause: Clause 36.1.3 Fails to proceed with due diligence
with proper execution of the works to such an extent that the Principal Agent assesses that the progress of the works
has fallen behind in excess of 20 working days as measured against the programme of the works [15.6.1] taken
revision of the date of practical completion [29.0] into consideration.

Clause 37.3.8 is hereby amended by the following: The clause reference numbering "[27.2.2]" shall be deleted and

SECTION D - SPECIFIC PRELIMINARIES
Proprietary branded products
The Contractor shall take delivery of, handle, store, use, apply and/or fix all proprietary branded products in strict
accordance with the manufacturers' instructions after consultation with the manufacturer's authorised representative.
As-built drawings
The position of construction breaks and the extent of individual concrete pours are to be recorded by the contractor
on the Structural Engineer's drawings and are to be submitted to the Principal Agent and the Structural Engineer for
their records.
Contract instructions
Contract instructions issued on site are to be recorded in triplicate in a contract instruction book which is to be
supplied and maintained on site by the Contractor.
Labour record
At the end of each week the Contractor shall provide the Principal Agent with a written record, in schedule form,
reflecting the number and descriptions of tradesmen and labourers employed by him and all subcontractors on the
works each day of that week.
Plant record
At the end of each week the contractor shall provide the Principal Agent with a written record, in schedule form,
reflecting the number, type and capacity of all plant, excluding hand tools used on the works each day of that week.
Programme record
The Contractor shall revise and confirm fortnightly the actual start date, the actual finish date and the actual duration
for each of the construction activities.
Guarantees
Where guarantees are called for, the Contractor shall obtain a written guarantee, addressed to the Employer, from the
firm supplying the materials and/or doing the work and shall deliver same to the Principal Agent on the certified
completion of the contract. The guarantee shall state that workmanship, materials and installation are guaranteed for a
specified period from the date of certified completion of the contract, and that any defects that may arise during the
specified period shall be made good at the expense of the firm supplying the materials and/or doing the work, upon
written notice from the Principal Agent to do so. This guarantee will not be enforced if the work is damaged by defects
in the construction of the building in which case the responsibility for replacement shall rest entirely with the
Contractor. The Principal Agent shall be the sole judge of the cause responsible for defects in the work and his
decision shall be final and binding in terms of clause 40.2 of the agreement.
The Employer reserves the right to omit such work without compensation to the Contractor for any loss which may be
incurred as a result of such omission. Should the Contractor be instructed to do so he shall execute this work under
the conditions pertaining to this contract on the basis that a separate amount for Preliminaries appurtenant to this
work (if applicable) is agreed to between the Contractor and the Principal Agent and on condition that instructions to
proceed with such work is given to him within a period of three (3) calendar months after date of practical completion
of the works.
Overtime
Should overtime be required to be worked for any reason whatsoever, the costs of such overtime are to be borne by
the Contractor unless the Principal Agent has specifically authorised, in writing, prior to execution thereof, that costs
for such overtime are to be borne by the Employer. Also, the Contractor is take cognisance of the local bylaws which
may restrict the Contractor from performing noisy operations outside standard business hours.
Health and safety
Occupational health and Safety Act and Construction Regulations 2003: The tenderers attention is specifically
brought to the abovementioned Construction Regulations. The Tenderer is instructed to obtain a copy of the
regulations and familiarize himself with the contents thereof prior to submitting a tender. In terms of these regulations
the Employer is required to prepare a Health and Safety Specification for the construction work. All tenderers are to
submit a OHS Plan prior to the commencement of the works and a full consolidated copy of such plan at the
completion of construction work inclusive of a record of all drawings, designs, material used and other similar
information concerning the completed structure. Audits of such safety plan will be carried out by the Employers
agents during the construction period. The Contractor must register this project with the Compensation Fund or FEM
before the commencement of the works. The Contractor must include in his OHS Plan a Provision of Risk Assessment
of the works. The Contractor must appoint a fulltime competent employee of the contractor as his construction safety
supervisor for the duration of the works. The Contractor must provide the Representatives/Agent with minutes of all
Safety Meetings as requested by the OHS Safety Act and all incident investigations. The Contractor must allow in his
tender for all costs which he deems he will incur as a result of having to conform to the requirements of Regulation
No. 1010 of the Construction Regulations of the Department of Labours Occupational Health and Safety Act (Act No 85
of 1993), as promulgated on 18 July 2003 in Government Regulation Gazette No 7721 (Vol 456 - No 25207).

Costs of tests
The costs of making, storing and testing of concrete test cubes as required under clause 7 "Tests" of SABS 1200 G shall
include the cost of providing cube moulds necessary for the purpose, for testing costs and for submitting reports on the tests to
the Engineer. The testing shall be undertaken by an independent firm or institution nominated by the contractor and to the
approval of the Engineer. (Test cubes are measured separately)
Formwork
Descriptions of formwork shall be deemed to include use and waste only (except where described as "left in" or "permanent"),
for fitting together in the required forms, wedging, plumbing and fixing to true angles and surfaces as necessary to ensure easy
release during stripping and for reconditioning as necessary before re-use.
The vertical strutting shall be carried down to such construction as is sufficiently strong to afford the required support without
damage and shall remain in position until the newly constructed work is able to support itself.

The scope of work comprises the fabrication, supply, delivery and complete installation of glazed aluminium windows and
doors, glazed aluminium entrance doors, aluminium weather louvres including all fixing, ironmongery, fixtures, glazing, sealing
and gaskets etc.
Tenderers are referred to architect's door, window and shopfront schedules annexed to these bills of quantities/accompanying
these bills of quantities for tender purposes.
No Glazed Architectural Aluminium products should be installed on site before relevant AAAMSA Performance Test Certificates
for the products have been provided.
A warranty is to be provided, prior to installation on site by the manufacturer of the laminated safety glass which warrants the
products against delaminating and colour degradation for a period of not less than 5 (five) years
A Certificate of Compliance is to be provided, prior to site installation, that all powder coating supplied meet with SANS 999
requirements in all respects
A guarantee of no less than 15 (fifteen) years is to be provided, prior to site installation, against peeling and discolouration of all
powder coating.
The Architect must be issued with shop drawings of all windows, shopfronts and doors for aesthetic approval prior to
manufacture.
A sample window must be provided on site for approval by the Architect.
Final measurement of openings are to be taken on site prior to manufacture and ordering.
Rates for aluminium works are to include for the supply and fixing of all necessary ironmongery and fixing accessories as
specified on Architect's ironmongery schedule
Glazing is to be carried out in strict accordance with the SABS 0137 - 0400 Code of Practice: 'Installation of Glazing in Building'
and where required, safety glazing materials must conform to SABS 1263.
All windows need to be weatherproofed and sealed inside and outside with an approved silicone sealant
All windows and shopfronts are to include for all necessary angle fixing as shown on Architect's detail sections where
applicable.
All aluminium windows and doors are to be anodised unless otherwise stated, colour reference: to be confirmed
The contractor is to allow for plaster inside and outside where applicable as well as making good afterwards.

Preparation of surfaces
Surfaces shall be dry and clean, free of dust, sand, grit and flaking particles, laitance and loose matter, contaminants such as oil,
grease, etc. Surfaces shall have a moisture content not exceeding 4%. All free standing water to be removed prior to application
of primers or compounds. Absorbent surfaces to be thoroughly pre-soaked in fresh water. Oil, grease, animal fats, etc. to be
removed with suitable 'Ivory Chemicals' product to be applied in strict accordance with the manufacturer's instructions. Once
clean, surfaces to be profiled mechanically (scrabbling, blasting, scarifying, chipping or grinding) or by means of acid etching
(one part 'Ivory Concrete Etchant' thinned with two parts water applied at the rate of 2m²/1 litre in strict accordance with the
manufacturer's instructions).
Generally substrate surfaces to have good wood float, steel trowel or power floated finish conforming in evenness and level to
required tolerance with minimum compressive strength of 20MPa or above 25 N/mm² compressive strength. Screeded surfaces
to be minimum 30mm thick.

This trade is measured provisionally and will be subject to remeasurement on completion.
SUPPLEMENTARY PREAMBLES
Nature of ground
The tenderer is to visit the site and ascertain for himself the exact nature of the ground to be
excavated.
Rates for excavation is to include for all contingent work such as forming to falls, slopes, curves, etc.,
trimming sides, stepping, levelling and mechanically consolidating bottoms, wheeling and depositing in
temporary spoil heaps and part returning, filling in and carting from site and including keeping all
excavations free from water by any means possible.
No allowance has been made for increase in bulk to excavated material and the tenderer is to include
in his rates for any additional cost thereby involved in respect of handling, etc.
Rates for filling and backfilling shall include for carting from temporary spoil heaps adjacent to the
works for compacting (unless otherwise stated).
Backfilling shall mean backfilling with material arising from the excavations unless otherwise described
and rates are to include for selecting excavated material to be used for backfilling.
Carting away of excavated material
Descriptions of carting away of excavated material shall be deemed to include loading excavated
material onto trucks directly from the excavations or, alternatively, from stock piles situated on the
building site and disposing at the nearest municipal dumping site
Filling
Notwithstanding the reference to prescribed multiple handling in clause 1 page 8 of the Standard
System of Measuring Building Work, prices for filling and backfilling shall include for all selection and
any multiple handling of material.
