As t h e r e s u l t o f a B r i t i s h i n i t i a t i v e t h e U n i t e d S t a t e s and Canadian Governments a g r e e d t h a t t h i s p r o j e c t s h o u l d b e e x p l o r e d on an o f f i c i a l l e v e l b y r e p r e s e n t a t i v e s o f t h e U n i t e d " S t a t e s , Canada and t h e B r u s s e l s P o w e r s . A f t e r n e g o t i a t i o n s i n F / a s h i n g t o n , a document l a y i n g down t h e l i n e s o f a N o r t h A t l a n t i c T r e a t y was p r o d u c e d on 10th Sep tember and was s u b m i t t e d t o e a c h o f t h e Governments c o n c e r n e d . T h i s p a p e r , under c o v e r o f a meraorajadum from m y s e l f ( D . 0 . ( 4 8 ) 6 4 ) , was c o n s i d e r e d and g e n e r a l l y a p p r o v e d b y t h e D e f e n c e Committee on 7 th O c t o b e r ( D . 0 . ( 4 8 ) 17th M e e t i n g , Minute 1 ) . The Canadian Government s i g n i f i e d t h e i r a p p r o v a l o f t h e p r o j e c t on 1 7 t h O c t o b e r .

( a ) Whether t h e B r u s s e l s T r e a t y P o w e r s a r e i n p r i n c i p l e p r e p a r e d t o c o n c l u d e an A t l a n t i c P a c t ;

( b ) I f s o , wh ich c o u n t r i e s s h o u l d b e i n v i t e d t o a t t e n d a c o n f e r e n c e ;

( c ) Which c o u n t r y s h o u l d i s s u e t h e i n v i t a t i o n s t o s u c h a c o n f e r e n c e .

I e x p l a i n e d t h a t I f a v o u r e d some form of r e g i o n a l p a c t c o v e r i n g t h e A t l a n t i c , and t h a t an American a s s u r a n c e o f s u p p o r t f o r t h e B r u s s e l s T r e a t y was n o t enough . What was r e q u i r e d was some form of t r e a t y a r r a n g e m e n t w i t h t h e U n i t e d S t a t e s and w i t h Canada, who had a l r e a d y s i g n i f i e d t h a t t h e y w e r e w i l l i n g t o meet t h e W e s t e r n P o w e r s f o r t h e p u r p o s e o f c o n c l u d i n g a t r e a t y . The who le q u e s t i o n o f a t r e a t y was 0 d e l i c a t e m a t t e r , s i n c e i t would n o t n e c e s s a r i l y b e e a s y t o r e c o n c i l e t h e v i e w s o f t h e Western Powers w i t h t h o s e o f t h e U n i t e d S t a t e s and Canada. I f e l t t h a t t h e problem s h o u l d b e a p p r o a c h e d i n t h e same s p i r i t a s t h e M a r s h a l l P l a n had b e e n , i n o t h e r w o r d s , on a b a s i s o f s e l f - h e l p b y t h e B r u s s e l s T r e a t y

P o w e r s . The i d e a s h o u l d h e t o c r e a t e some coherent- d e f e n c e s y s t e m s o t h a t t h e f i v e Powers w o u l d n o t o n l y s t a n d on t h e i r own f e e t m i l i t a r i l y , b u t wou ld m a i n t a i n t h e i r i n d e p e n d e n c e and p r e s t i g e . I n a d d i t i o n , a s f a r a s we o u r s e l v e s w e r e c o n c e r n e d , i t w o u l d b e , o f c o u r s e , n e c e s s a r y f o r us t o m a i n t a i n e x i / t i n g o b l i g a t i o n s t o w a r d s t h e Commonwealth. The o b j e c t i v e s h o u l d b e t o m o b i l i s e t h e w e a l t h and p r o d u c t i v e c a p a c i t y o f t h e N o r t h American C o n t i n e n t f o r t h e d e f e n c e o f W e s t e r n Europe. The Amer icans had a l r e a d y p a s s e d t h e S e l e c t i v e S e r v i c e Act and t h e S e n a t e had a p p r o v e d t h e Vandehberg R e s o l u t i o n . I t had b e e n s u g g e s t e d t h a t a P r e s i d e n t i a l D e c l a r a t i o n i n s u p p o r t of- Western Europe m i g h t meet t h e n e e d s o f Western European d e f e n c e . I d i d n o t t h i n k t h a t t h i s was s o , f o r t h e r e a s o n t h a t such a d e c l a r a t i o n was n o t c o n s t i t u t i o n a l l y b i n d i n g and was o n l y v a l i d f o r t h e P r e s i d e n t s p e r i o d of o f f i c e . In any c a s e n o t h i n g c o u l d b e e x p e c t e d u n t i l t h e American e l e c t i o n s had b e e n h e l d . In t h e meant ime t h e B r u s s e l s Powers must p r o g r e s s r e s o l u t e l y i n b u i l d i n g up t h e r e g i o n a l d e f e n c e a r r a n g e m e n t as a d e t e r r e n t a g a i n s t p o s s i b l e a g g r e s s i o n .

5* I f i t were a g r e e d . t h a t a t r e a t y were n e c e s s a r y , t h e C o n s u l t a t i v e C o u n c i l n e e d n o t go i n t o d e t a i l s a t o n c e , b u t b e f o r e n e g o t i a t i o n s s t a r t e d e x p e r t s o f e a c h o f t h e Wes tern European c o u n t r i e s c o n c e r n e d s h o u l d c o n s i d e r t h e Annex t o t h e Wash ington document and d e c i d e how i t s h o u l d b e i n t e r p r e t e d , and what m o d i f i c a t i o n s , e x c i s i o n s o r a d d i t i o n s were, d e s i r a b l e . Our o b j e c t i v e s must b e c l e a r l y d e f i n e d b e f o r e c o n v e r s a t i o n s w i t h t h e U n i t e d S t a t e s c o u l d s t a r t . In t h i s c o n n e c t i o n , i t s h o u l d b e b o r n e i n mind t h a t , a l t h o u g h t h e European Powers m u s t ' n e c e s s a r i l y h o l d t h e f r o n t i n c a s e o f a g g r e s s i o n , i t was n o t p o s s i b l e f o r Great B r i t a i n t o r e p e a t t h e r o l e t h a t s h e had p l a y e d i n 191L, and 19)40. In 1911+ s h e hod, t o g e t h e r w i t h her A l l i e s , h e l p e d t o h o l d t h e f r o n t , and i n 19I+O s h e hod s t o o d a l o n e . But w i t h modern a i r f o r c e s and weapons t h e r e was a s t r o n g p o s s i b i l i t y t h a t G r e a t B r i t a i n m i g h t b e i m m o b i l i s e d by a i r and p r o j e c t i l e a t t a c k . F o r t h e s e r e a s o n s i t was e s s e n t i a l t h a t e v e r y b o d y s h o u l d b e b r o u g h t i n t o t h e war a t t h e same moment. The s e c u r i t y o f Vtfestern Europe r e q u i r e d a r e g i o n a l p a c t w h i c h c o m m i t t e d t h e t r a n s - A t l a n t i c a s w e l l a s t h e c o n t i n e n t a l P o w e r s . E v e r y b o d y must a c t a s one and r e s i s t t o g e t h e r . I f t h i s were known, p o t e n t i a l a g g r e s s o r s m i g h t b e g i v e n pause and t h e n e c e s s a r y b a s i s f o r d i s c u s s i o n s f o r t h e . m a i n t e n a n c e of p e a c e m i g h t b e c r e a t e d .

6 . H i t h e r t o - t h e Powers o f 1 W e s t e r n Europe had b e e n d i s u n i t e d , n o t s o much i n s p i r i t b u t i n t h e i r e conomic and d e f e n c e a r r a n g e m e n t s . T h i s had l e d S o v i e t R u s s i a t o assume t h a t her p o t e n t i a l a d v e r s a r i e s c o u l d b e d e a l t vi/ith one a t a t i m e . The b a s i s o f e f f e c t i v e d e f e n c e of Vilestern c i v i l i s a t i o n was f o r t h e r e s o u r c e s o f a l l t h e d e f e n d e r s t o b e put i n t h e p o o l , e c o n o m i c a l l y as. w e l l a s m i l i t a r i l y .

7, So f a r a s t h e Commonwealth was c o n c e r n e d , t h e p o s i t i o n had been d i s c u s s e d d u r i n g t h e r e c e n t c o n f e r e n c e i n London; t h e Commonwealth c o u n t r i e s , e x c e p t Canada, w e r e n o t d i r e c t l y c o m m i t t e d o r i n v o l v e d , b u t t h e y u n d e r s t o o d t h e n e c e s s i t y o f t h e Western European Powers drawing c l o s e r t o g e t h e r . There had b e e n i n d e e d a g r e a t f e e l i n g of u n a n i m i t y and a g e n e r a l a c k n o w l e d g m e n t o f t h e r e a l menace w h i c h t h r e a t e n e d u s i n t h e e a s t and w e s t . I t was t h e r e f o r e n e c e s s a r y f o r Great B r i t a i n t o keep a l l t h e Commonwealth c o u n t r i e s i n f o r m e d of what a r r a n g e m e n t s t h e y wer*e making f o r t h e i n t e g r a t i o n and d e f e n c e o f Wes tern Europe . In g e n e r a l . i t c o u l d be s a i d t h a t t h e Commonwealth s u p p o r t e d t h e i d e a of a N o r t h A t l a n t i c . P a c t .

I s h o u l d p e r h a p s a t t h i s p o i n t a d d t h a t t h e D a n i s h , N o r w e g i a n a n d P o r t u g u e s e G o v e r n m e n t s h a v e b e e n a p p r i s e d i n c o n f i d e n c e o f t h e r e s u l t of t h e W a s h i n g t o n c o n v e r s a t i o n s so t h a t on i n v i t a t i o n t o p a r t i c i p a t e w o u l d n o t t a k e them b y s u r p r i s e . The P o r t u g u e s e r e a c t i o n was c a u t i o u s b u t n o t u n f a v o u r a b l e ; t h e D a n i s h a n d N o r w e g i a n G o v e r n m e n t s , h o w e v e r , e x p r e s s e d a d e s i r e f o r d e l a y on t h e g r o u n d s m e n t i o n e d a b o v e .

America and Canada. Without such a t r a n s - A t l a n t i c commitment,

W e s t e r n Europe w o u l d r i s k h a v i n g f o r t h e t h i r d t i m e t o

c o n f r o n t an a g g r e s s o r w h i l s t t h e U n i t e d S t a t e s were s l o w l y

g i r d i n g t h e m s e l v e s f o r t h e f r a y . Moreover , w i t h o u t a t r e a t y

i t w o u l d b e d i f f i c u l t i f n o t i m p o s s i b l e t o s e c u r e t h e

d e l i v e r i e s o f arms o r t o a r r a n g e t h e a d v a n c e m i l i t a r y p l a n n i n g

i n p e a c e - t i m e w h i c h a r e e s s e n t i a l t o W e s t e r n s e c u r i t y .

The U n i t e d S t a t e s and Canadian Governments seem t o f a v o u r i n c l u d i n g i n t h e t r e a t y p r o v i s i o n s f o r e c o n o m i c , s o c i a l and c u l t u r a l c o l l a b o r a t i o n . I t w o u l d i n my v i e w b e a m i s t a k e t o r i s k d u p l i c a t i n g t h e work of t h e O r g a n i s a t i o n f o r European Economic C o - o p e r a t i o n and t h e B r u s s e l s T r e a t y m a c h i n e r y , which i s b e g i n n i n g t o work; w e l l . The p o i n t , h o w e v e r , d o e s n o t seem o f c a p i t a l i m p o r t a n c e , and i f l a t e r our a t t i t u d e i s v i o l e n t l y o p p o s e d b y t h e U n i t e d S t a t e s and Canadian Governments , i t may b e n e c e s s a r y t o go some way t o meet thenu p r o v i d e d t h a t n o t h i n g i s d o n e t o weaken t h e e x i s t i n g m a c h i n e r y o f t h e O r g a n i s a t i o n f o r European Economic C o - o p e r a t i o n and t h e B r u s s e l s T r e a t y .

17 The A m e r i c a n s and C a n a d i a n s , w i t h some r e a s o n , a t t a c h g r e a t i m p o r t a n c e t o t h e p a r t i c i p a t i o n o f Norway and Denmark and, p e r h a p s t o a l e s s e r d e g r e e , o f I c e l a n d , E i r e and P o r t u g a l . I f a l l o r any of t h e s e . c o u n t r i e s prove w i l l i n g t o p a r t i c i p a t e , i t w o u l d b e d i f f i c u l t t o f i n d good g r o u n d s f o r o p p o s i n g t h e i r i n c l u s i o n .
