lthough Bangladesh Securities and Exchange Commission (BSEC) has formulated a draft Code of Corporate

Governance (CCG), it will finally incorporate the rational suggestions in the draft Code proposed by the different trade and corporate bodies and professional institutes’, Dr. Swapan Kumar Bala, Commissioner, BSEC said at a conference on 24 April 2018.

The Institute of Chartered Accountants of Bangladesh (ICAB) organized a Members’ Conference on ‘Code of Corporate Governance’ at its auditorium where Dr. Swapan Kumar Bala FCMA, Commissioner, Bangladesh Securities and Exchange Commission was present as the chief guest. ICAB President Dewan Nurul Islam FCA delivered welcome speech and Member Council & Past President Md. Humayun Kabir FCA conducted the conference as Session Chairman. ICAB fellow member Snehasish Barua FCA, Partner, Snehasish Mahmud & Co., Chartered Accountants presented the keynote paper. ICAB organized the conference to seek the opinions from the members of the Institute

on the draft CCG. It will submit its recommendations on proposed CCG very soon as requested by the BSEC.

It would not be overburdened with the huge compliances, Mr Bala said. He informed that BSEC has plan to make all its activities virtual through digitalization of its functions. In this aspect BSEC will try to formulate the CCG so that it could easily remove the conflicting provisions from the guidelines. He also made clarification of some queries which came from the audience regarding the CCG.

ICAB President Dewan Nurul lslam FCA said Corporate Governance Guideline was introduced in 2006 for better functioning of the capital market. Modifications were brought by BSEC in the guideline in 2012, and in 2017 BSEC again brought modifications in the guideline. The country is moving towards middle income country. In this transition of the economy he urged the authority to formulate the Code taking into consideration of the dynamics of economy. We require a practical corporate

ICAB President said, it is necessary to maintain coordination between the guidelines pronounced by the Bangladesh Bank and the BSEC. Otherwise, it will create confusion among the stakeholders and the users. Talking

about the appointment of independent director in the Board, Mr. Islam said the Board of Directors of a company should be free from nepotism and political biasness.

The Institute of Chartered Accountants of Bangladesh (ICAB) organised a Members’ Conference on ‘Knowledge Management: A Strategic and Dynamic Tool for Success’ on 5 April 2018 at the ICAB Auditorium. As the Chief Guest Prof. Md. Helal Uddin Nizami, Commissioner, Bangladesh Securities and Exchange Commission spoke in the

Conference while ICAB President Dewan Nurul Islam FCA, Council Member & Past President Md Humayun Kabir FCA, Vice President Mahmudul Hasan Khusru FCA and Paper presenter Dr. Md. Salim Uddin FCA, FCMA, Professor, Department of Accounting, University of Chittagong were seen on the dais.

Assalamualaikum and greetings to you all.This issue of the bulletin bears the testimony of events the Institute have successfully finished in the month of April. It has passed a busy schedule of events taking place, among them are training programmes, workshops, courtesy visits to the Planning Minister, Deputy Governor of Bangladesh Bank, etc. The Institute has intuitive notion to support the government. It has submitted its views on the propose draft of Companies Act 2017 and proposed Trade Organisation Act 2017 to the ministry of commerce. We expect government will give due importance to the Institute’s submissions. ICAB’s training wing ICPE always puts efforts to explore concurrent issues in professional arena and offers trainings on these issues to our stakeholders. Worth mentioning that ICPE is receiving good response from these stakeholders, who are showing interest to receive training. Thus as a training wing ICEP has earned reputation over the years.ICAB is continuously trying to attract brilliant students in CA Profession. On 23 April ICAB arranged a Career Excellence Seminar named ‘Chartered Accountancy: Pathway to business Leadership’ in North South University, Dhaka. It was a wonderful arrangement with participation of 200 students who were being motivated through speeches by our learned scholar & President Mr. Dewan Nurul Islam FCA, among others. We celebrated the first day of Bangla Calendar year- Pohela Boishakh warmly and amid much festivities, irrespective of race, colour and religion. People from all walks of life adoring colourful dress welcomed the Bangla New Year 1425 by singing traditional song. The celebrations of Pohela Boishakh become an integral part of Bangali lives. On behalf of the Institute and the Editorial Board I wish a warm 'Shuvo Noboborsho' to you all and hope a more exciting, happy year ahead.With warm regards to you all.

ICAB Career Counselling Seminar at NSU





he Institute of Chartered Accountants of Bangladesh (ICAB) organized a career

counselling seminar titled Career Excellence Chartered Accountancy: Pathway to Business Leadership at the North South University(NSU) on Monday, 23 April 2018 where ICAB President Dewan Nurul Islam FCA,Vice President Mahmudul Hasan Khusru FCA and Secretary Major General Muhammad Imrul Quayes, ndc, psc(Retd.) were present. The seminar was also graced by Dean, School of Business & Economics Faculty, NSU Professor Md. Mahbubur Rahman and Chairman of department of Accounting & Finance Associate Professor Dr. Mohammad Riaz Uddin. Students from different departments of School of Business & Economics Faculty attended the seminar.

Underscoring the need for professional accountants in Bangladesh economy, ICAB President Dewan Nurul Islam FCA said that ICAB’s members maintain highly technical and ethical standards which helps to grow up as corporate head and CEO. About 200 members of ICAB are currently working in lofty positions of different multinational organizations abroad, he added. According to FTSE one-fourth CEOs are

Chartered Accountants in UK, he mentioned. He said pursuing chartered accountancy could open enormous job opportunities for them which fulfills the needs for better life.

Dean, School of Business & Economics Faculty, NSU, Md Mahbubur Rahman expressed his deep concerns over the job market in the country. He said Chartered Accountancy is a specialized professional degree which teaches technical aspects of accounting. He urged the students to make proper use of this opportunity.

ICAB Vice President Mahmudul Hasan Khusru FCA describing the job market for Chartered Accountants, said

Bangladesh is advancing towards middle income country and the economy of the country is expanding gradually. In this situation Chartered Accountancy could help understand the economy as well as the accounting of the business. It will add value to career, family and the society.

ICAB associate member Shah Md Mohin Uddin made a presentation on how to pursue CA. An Audio Visual on ICAB was also shown to the audience.

At the end, Chairman, Dhaka Regional Committee-ICAB Md. Ali Akther Rezvi FCA and member Muhammad Aminul Hoque FCA conducted a quiz competition among the students.

President’s Communication April 2018

Dear Fellow Members,

Assalamu Alaikum and Greetings to you all,

Bangla New year that comes in April is

always an occasion to celebrate our

glorious traditions, culture & heritage on 14

April. The whole Nation celebrated Pohela

Boishakh in deep fervor & festivity

according to Bengali custom & tradition. It is

not merely a celebration and is regarded to

have renewed commitment to promote our

own culture & heritage also.

I exchanged warm greetings with all the

members and the employees of ICAB on

this very day. Celebration of Pohela

Boishakh rejuvenated us to deploy our best

efforts to promote the image of the

Chartered Accountancy profession. We

firmly believe that our efforts are paying off

results that would leave a remarkable trace

of progress of the Institute.

Now, I am updating you about our activities

in the month of April 2018.

Members’ Conference on ‘Code of Corporate Governance (CCG)’ was held

presentation on how to pursue CA. An

Two-day long Workshop on Advanced Excel and Financial Modeling was

started on 20 April 2018 at ICPE training

room where a total number of 40

members participated in. Mr. Md Anower

Hossain Fakir, A. Z. M. Akhlaqur

Rahman and Mr. Placid Gomes ACA

were the resource persons.

Mr. Golam Hafiz Ahmed, Executive

Director, Islami Bank Foundation

attended the concluding session as the

Chief Guest on 21 April 2018. Thanks to

Mr. Ahmed for giving us his precious

time.

on 15 April 2018 to discuss about

various professional matters including

bi-lateral issues including professional

matters. My special thanks to Planning

Minister for giving his valuable time.

Discussion meeting with CFO and Head of Finance in Banking Institutions was held on 17 April at

ICAB Council Hall. The meeting

discussed about BRPD Circular issued

by Bangladesh Bank. I and most of the

Council Members of the Institute were

present in the meeting.

flourish business of the country.

I as the President of the Institute

conveyed greetings to all Members of

irreparable loss to the Institute.

the bereaved family of Mr. Chowdhury.

Announcement(Classes of Next Session)

The New Session of Pre- examination Classes (June- August-18) for the Students of Certificate Level (1st Batch) will start from Sunday, 03 June 2018 at ICAB- Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka- 1215. A Notice has already been issued in this matter and all the concerned students are advised to enroll for the classes by 31 May 2018 and to join the session accordingly.

ICAB Academic Campus NewsThe Pre-examination Classes for Professional Stage-Knowledge Level (17th Batch, Sections: G-I), Application Level & Advanced Stage which started from 11 March 2018 will now be concluded on 31 May 2018. There are 467 students joining with 73 teachers in these courses. All the students are the fresh examinees for Session: May-June 2018.

As a result, the cumulative number of participated students in classes of ICAB under new curriculum has come to 14244, till April 30, 2018.

On the other hand, Day Time Classes for Knowledge Level (2nd Batch) which commenced on 10 March 2018 would presently be closed by 12 May 2018. By issuing a-special notice, all practicing members of the Institute entitled to train articled students have been requested to kindly allow them to attend at the day shift classes as per schedule and complete the course in the interest of the CA Profession.

The regular session for the students of Certificate Level (1st Batch) will begin from Sunday, 3 June 2018 at ICAB- Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215. A Notice has already been issued in this regard and all the concerned students are advised to enroll for the classes by 31 May 2018, and adhere the session accordingly.

Moreover, the Mock Exams on "Assurance, Accounting & Taxation-1" for Professional Stage-Knowledge Level and "Audit & Assurance and Financial Accounting" of Application Level students had been held on 3- Friday viz. 13, 20 & 27 April 2018 at 3:00pm to 5:00pm and 3:00pm to 6:00pm at ICAB Academic Campus, under the guidance

of Dhaka Regional Committee (DRC)-ICAB.

The Feedback Session of DRC-Mock Exam on KL-Assurance and AL-Audit & Assurance ensued for the examinees on Friday, 27 April 2018 at ICAB-Academic Campus. Actually, the omissions and errors find in answers script further means and ways for doing well in the final exams etc matters and techniques were forecasted there, by a-group of high potential resource persons. The concerned examinees, teachers, office bearers and members' council of Institute were invited and joined in the session to make the programme effective at Campus.

Meanwhile, 8- Saturdays' scheduled a- short course on English Language (2nd Batch) had been started from 24 March at 3:00pm to 6:00pm for the CA students at ICAB-Academic Campus under the guidance of Bangladesh Chartered Accountancy Chatra Parishad (BCACP) and financed by the Dhaka Regional Committee (DRC)-ICAB. The course would be completed by May 2018.

In the month of April 2018, the Vice President (Education & Training) - ICAB, Mahmudul Hasan Khusru FCA, visited the Academic Campus on 06, 13, 20, 27 & 30 April 2018, during the class-hour in the evening shift and day time session. He met with the students and faculty members to know about the areas needed to improve with a view to make the campus e n v i r o n m e n t , services and activities more congenial for study. He advised all the concerned for proper implementation of the outcomes of his visits as well.

Besides, the

refurbishments of ICAB-Academic Campus at 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215, have mostly done, and the rest of works will be consummated by May 2018.

ACNABIN Students Participate in International CA Students’ Conference-2018 in Nepal

epal Chartered Accountancy Students Association (NCASA) organized the 1st International

CA Students’ Conference in Kathmandu, Nepal recently in collaboration with the Institute of Chartered Accountants of Nepal (ICAN). Two delegates namely, Mahneel Musa and Md. Erfanul Haque, articled students from ACNABIN Chartered Accountants, were selected by ICAB to participate in the conference. In addition to the Bangladeshi delegates, 3 delegates from the ICA India and 2 delegates from ICAN also participated and presented technical papers in the conference.

The conference was inaugurated by Dr. Yuba Raj Khatiwada, Finance Minister of Nepal and CA Prakash Jung Thapa, President of ICAN along with other dignitaries of the ICAN. The first session of the conference was on the topic “Ensuring ethics in the era of digitalization” being chaired by FCA Madhu Bir Pande, past President of ICAN. In this session, one delegate each from Bangladesh, India and Nepal presented their papers on “Ensuring ethics in the era of digitalization” for 20 minutes each. Following the presentation, questions were taken from the audience, which constituted primarily of CA final students and members of ICAN, subsequently Mr. Pande gave his closing remarks where he discussed about the importance of ethics in the fast-paced age of technology and expressed gratitude and appreciation for the international delegates from Bangladesh and India.

The second session was on “Role of professional accountants in economic

development” which was chaired by FCA Sunir Kumar Dhungel. Technical papers on “Role of professional accountants in economic development” were presented by one delegate each from the participating nation namely Bangladesh, India and Nepal. Mr. Dhungel gave his closing remarks after the technical papers were presented.

In the third session, special papers on “CAs as Management Leader” and “Ethics and Spirituality in Accounting Profession” were presented by CA Krishna Prasad Acharya and CA Shashi Satyal respectively.

In the closing session, students of NCASA put on a mesmerizing show representing the culture, heritage and diversity of Nepal via traditional musical drama, ramp walks and synchronized classical dance performances.

The international delegates were taken for a daylong sightseeing tour on the following day by the representative of NCASA. The sightseeing tour comprised visits to the aesthetic beauty of Chandragiri hills on the outskirt of

Kathmandu and Pashupatinath temple, which is a world heritage site declared by UNESCO.

The representatives of ICAB, Mahneel Musa and Erfanul Haque, have expressed their awe and admiration for Kathmandu and have cited this experience as life-changing. The presentation of technical papers in a foreign land in front of a large audience has helped the students to gain confidence and self-assurance. The opportunity to communicate and learn from the leading chartered accountants of Nepal have been a blessing for our delegates that they will cherish. In addition, the ability to build up a professional and social network with CA students from Nepal and India will help ICAB students to uphold the legacy of SAARC and SAFA in the future. It is hoped that the CA students from Bangladesh will have like opportunities in the future to present technical papers where the scope to acquire knowledge and experience is immense.

Adieu to AK ChowdhuryWe are heart broken and deeply sadden by the sudden demise of our beloved and veteran Chartered Accountant Abul Khair Chowdhury FCA (Enrolment No. 52), a valiant Freedom Fighter & Adviser to the Interim Mujib Nagar Government in 1971, Founder Council Member & Past President of the Institute of Chartered Accountants of Bangladesh (ICAB) and Managing Partner of Hoda Vasi Chowdhury & Co. who breathed his last on Saturday, 12 May 2018 at Apollo Hospital, Dhaka (Innalillahe .... Rajeun). He was 78.

He served the Government in exile in Mujib Nagar in 1971 (April-December) as a lone Financial Advisor from the Private-Sector. He served in different capacities of Bangladesh Government and the Financial Institutes which included among others, Co-founder & founder Vice President of Chittagong Stock Exchange (CSE) in 1995-2000, and Ex-Officio Member of Bangladesh Securities & Exchange Commission (BSEC) Advisory Board in 2000, one of honorary member of NBR’s Advisory Committee in Chittagong during 1973-97.

Famous for social work, Mr. Chowdhury was a Rotarian, permanent Member of Chittagong Club, Life Member of Diabetic Association (Feni & Chittagong), Kidney Foundation, Cancer Foundation and Bangladesh National Society for the Blind (BNSB) of Chittagong left behind his wife, one son, one daughter and a host of relatives, friends and a fleet of Chartered Accountants to mourn his death.

Council Members, Past Presidents, Members and Students of ICAB and a vast number of his well wishers attended his Namaje Janaja held at Gulshan-2 Society Mosque. He was laid on eternal rest at his village home Gutuma, Feni.

The death news of Mr. Chowdhury was extensively covered by the country’s national dailies like, Prothom Alo, Daily Star, The Financial Express, Bonik Barta, Daily Somokal and the Independent.

Meeting re Proposed Companies Act 2017

ICAB Council Member Md. Shahadat Hossain FCA and Director Technical Mahbub Ahmed Sidique FCA participated in a meeting summoned by the Ministry of Commerce, GoB on 4 April 2018 at Bangladesh Secretariat to present the views of ICAB on the proposed Companies Act 2017.

Earlier, a series of meetings were held at the ministry with a view to formulating a pragmatic Act which could help to flourish business of the country. ICAB being proactive participated in all the meetings under the guidence of ICAB President Dewan Nurul Islam FCA.

ICAB-Chittagong Regional Committee (CRC) organised Pohela Baishakh get-together 1425 on 19 April 2018 at Village Restaurant, Finlay, Agrabad Commercial Area, Chittagong.

To mark the celebration, cultural programme and recitation of poetry were organised with participation of the children of members. Latter a raffle draw followed by Dinner was hosted by CRC.

Programme to Celebrate Pohela Boishakh 1425

A Day with Channel-i Young Leaders

Celebrating the Bangla New Year 1425 on 14 April 2018, President of the Institute of the Chartered Accountants of Bangladesh (ICAB) Dewan Nurul Islam FCA conveyed greetings to all Members of the Institute. On the eve of the day he had sent a token of gifts to distinguished Members, Past Presidents and Council Members of this Institute.

Besides, ICAB President and Secretary Maj Gen Muhammad Imrul Quayes, ndc, psc (Retd.) celebrated Banglad New Year with all Employees of ICAB.

On the day Dhaka Regional Committee (DRC)-ICAB organized a colorful programme to celebrate Pohela Boishakh at its auditorium on Saturday.

On a field trip a group of Young Cheerful Leaders of the Channel-i Young Leaders programme visited ICAB to share views with the Officer Bearers and Employees of the Institute on 24 April 2018. Fifteen young leaders who are students participated in this view exchange meeting. ICAB President
