Key government officials of the province headed by Albay Governor Joey Sarte Salceda, represented by Tourism Officer Dorothy Colle, and Legazpi City Mayor Noel Rosal warmly welcomed the participants coming from the 17 regions in the country. Highlighting Albay’s cultural heritage, the arena became a visual spectacle as replicas of the
province’s iconic landmarks, the Mayon Volcano and Cagsawa Ruins, were used as inspiration for the stage setup. In his welcome remarks, Rosal emphasized the importance of the festival in preserving the cultural heritage of the country. He said this festival not only provides an avenue for each region to showcase their cultural identity, but
also cultivates and nurtures the sub-cultures that each region has. “I would like to commend the preservers of the country’s cultural arts for they not only benefit this generation but the generations to come. This olympics for cultural arts reflect the history and soul that the Filipinos have as a whole,” Rosal said. Colle also commended PASUC and even emphasized the need for greater quality education in pursuing acquisition of knowledge for culture and arts among the Filipino students. “Ang inaasahan

In an interview with The BUzzette, PASUC President Dr. Ricardo Rotoras bared that unlike in the previous years the organizing committees of the 2015 festival placed more importance on the presence of almost all of the state universities and colleges throughout the 17 regions. He also expressed his excitement to explore
NCR dominates first day of PASUC tilt
National Capital Region (NCR), 2014’s overall defending champion, asserted its dominance in the opening
day of the 7th Philippine Association of State Universities and Colleges (PASUC) National Culture and the Arts Festival held on December 1, 2015. With a total score of 20 points, NCR secured its top post, winning in all three events as of 5:00 p.m. The region bagged the first prize in the Folk Dance, second in Contemporary Dance and fourth in the Radio Drama competitions respectively. Region XII came in second with 13 points, winning first place in
Contemporary Dance and placing fourth in Folk Dance. With 10 points, Region IX clinched the third spot, placing first in the Radio Drama. Meanwhile, Regions VI and V are in a tight race, occupying the fourth and fifth spots with eight and seven points respectively. The competitions are expected to heat up tomorrow as the student-participants from the 17 regions battle it out in the remaining socio-cultural events. (Suzene Cajegas and John Cyril Yee)

Wearing a crown, even just for a day has been every child’s dream. But for BU alumna Kemica Barcelona, this dream did not simply remain a dream. She was able to turn her dream into reality when she was
crowned Ms. PASUC in 2014. “The pageant was one of the table turners in my life,” Barcelona said. In an interview with The BUzzette, she revealed that after winning the coveted title, her life was never the same again. She said she learned that her title afforded her the power of influence, and that while winning the
crown was a great privilege, it also came with a thousandfold responsibilities. “Being Miss PASUC should not be confined to aesthetics, Barcelona said. She revealed that while every pageant is a celebration of beauty, it is more of uplifting and empowering women. It is being of service to others. For what it’s worth, a title is just a title if it doesn’t have a purpose,” she said. What drove Barcelona to stand out in the pageant was her determination, motivation and high regard for culture and the arts. And as she prepares to pass on her crown to her successor tomorrow at the Albay Astrodome, Barcelona advised this year’s candidates to simply enjoy the moment. “After all, it is a pageant laid on the foundation of sportsmanship and camaraderie,” she said. the province, adding that “Albay is now becoming the country’s capital of conferences.” In a symbolic display of humility and hospitality, Bicol University President Dr. Arnulfo Mascariñas, acted as an ice cream vendor in a production number, offering the delegates a taste of sili and pili ice cream—Albay’s signature dessert. “This entire festival is a venue for us to showcase our God-given talents, a way for us to find the best people to represent the country in the outside world and international competitions, and an opportunity to develop greater love for the country,” Mascariñas said. With the theme, “Transforming the Landscape of Culture and the Arts in the Public Higher Education Institutions,” this year’s festival aims to encourage participation from among the 17 regions, and to promote the culture of peace through the spirit of sportsmanship, camaraderie, fair play and respect for others.
