For the past 10 years Vietnam has been a hot spot for offshore IT development, with big hopes that some day it could at least challenge India’s supremacy, if not surpass it. Its software workforce was estimated at a little over 100,000 active workers in 2015, growing steadily by 10% a year.

ASOCIO has challenged to make NTM to become

MFN for cross border of IT talent mobility

1. Common IT skill standard for the economies’ references

– Common element skills may be set for the economies’ comparison/references

– The supply side of economies’ accrediting of IT talent individual for referencing will help IT talent

free flow of cross border mobility

2. Immigration_ Special visa issuance for IT talent individual

– Economies’ recognition of IT high priority of skill requirements

– Quick turn around of visa issuance

– Incentive for attracting of IT priority skill

3. Labor control_ Work permit approval should be MFN (most favored nation) equivalence

– Balance country security vs business needs

– Digital Economy (DE) development need of IT talents

• DE world and existing old rules for work permits approval must be reviewed & enhanced

• Presence of talent individual in the approval process, in some economies, shall be revised

– Compensation schedule of talent individual review should not be part of the approval process.

but should be left within the project cost of the demand side of the economies.

4. Cultural awareness of each economies

– Recognition of basic believes and impressions of each economies

– Observation of manners and gestures of respect of individual/ political views /religions

– Avoidance of improper dress code / distinguish aroma (Smell Perfume Odor, some fruits)

Note: NTM=Non Tariff Measurement MFN= Most Favored Nation
