CHILD HEALTH & IMMUNIZATION DIVISION I MINISTRY OF HEALTH & FAMILY WELFARE GOVERNMENT OF INDIAI
Immunization Technical Support Unit (ITSU) is strategic arm of Ministry of Health and Family Welfare (MoHFW) that works
towards strengthening of Universal Immunization Program (UIP).
Program Operation & Monitoring (PO & M) division of ITSU reviews the reported data on Child Immunization (service
delivery) that captured in Health Management Information System (HMIS) and Mother and Child Tracking System (MCTS).
PO &M division of ITSU develops immunization dashboards and provide state specific feedback on monthly basis by
analyzing the data. Dashboards provides state wise performance on various immunization component (timeliness,
coverage, AEFI, training, VPD cases, etc.) and concurrent feedback regarding reported Immunization data to MoHFW,
partner organizations and immunization program managers at state level. Additionally these dashboards collate data
provided by WHO-NPSP (World Health Organisation – National Polio Surveillance Project) and NCCVMRC- NIHFW
(National Cold Chain & Vaccine Management Resource Center – National Institute of Health & Family Welfare) related to
concurrent monitoring and Immunization trainings.
The PO&M division adheres to the fixed timeline (after 20th of every month) for reviewing the immunization data uploaded
onto the HMIS, and MCTS portals. As per the HMIS guidelines, it's mandatory for all the states to upload monthly data of the
preceding month on or before the 20th of each month. Thus 20th is considered the threshold for ensuring timely reporting
within the HMIS. On a monthly basis, a group of states receives detailed feedback on Immunization coverage and data
quality issues. The following table explains the framework for categorization of states and union territories that the PO&M
division at ITSU follows for providing the feedback.
This feedback cycle is repeated on quarterly basis :
Note :
First month : Assam, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Odisha, Rajasthan, Uttar Pradesh &
Uttarakhand.
Second Month : Andhra Pradesh, Arunachal Pradesh, Delhi, Haryana, Gujarat, Jammu & Kashmir, Manipur,
Meghalaya, Mizoram, Nagaland, Tripura and West Bengal.
Third Month : Andaman & Nicobar Island, Chandigarh, Dadra & Nagar Haveli, Daman & Diu, Goa,
Himachal Pradesh, Karnataka, Kerala, Lakshadweep, Maharashtra, Puducherry, Punjab,
Sikkim and Tamil Nadu.
Immunization dashboards aim to improve quality and use of reported data on immunization for concrete programmatic
action for addressing the challenges in strengthening UIP.
Your suggestions for improving these dashboards are always welcome and encouraged.
Till November 2014, the nation's full immunization coverage (FIC) was 57.4% against the
expected figure of 66.6% for 8 months. The national coverage for BCG, DPT3, Penta3,
MCV1, JE1 were 60.1%, 56.6%, 58.0%, 58.0% and 37.4% respectively.
Hep B birth dose is given within 24 hours of birth and is mandatory for all institutional
deliveries; however, in only 64.6% of institutional deliveries Hep B birth dose is given in
the country. Andhra Pradesh reported more than 126.4% coverage while Manipur
(28.5%), Kerala (29.8%) and Mizoram (34.8%) are three lowest reporting states / UTs.
States / UTs that reported FIC more than the expected 66.6% are Telangana (82.5%),
Mizoram (69.3%) and Punjab (68.2%); Arunachal Pradesh reported 40.1% coverage,
which was the lowest in the country.
States / UTs that have reported BCG coverage more than the expected 66.6% are
Puducherry (116.3%), Chandigarh (101.0%), Mizoram (87.2%), Meghalaya (81.5%),
Manipur (77.9%), West Bengal (70.7%), Telangana (70.2%), Punjab (69.7%), Tripura (67.9%),
Andhra Pradesh (66.8%), Maharashtra (66.8%) and Karnataka (66.7%) while
Lakshadweep (41.6%) and Daman & Diu (46.0%) are the two lowest reporting states / UTs.
States / UTs that have reported DPT3/Penta3 coverage more than the expected 66.6%
are Mizoram (75.7%), Meghalaya (73.2%), Manipur (71.7%), Tripura (68.6%) and
Telangana (67.8%) while Puducherry reported only 40.1% Penta3 coverage and
Arunachal Pradesh reported 40.9% DPT3 coverage.
Most JE-endemics states / UTs reported very low coverage of JE-1st dose, such as Kerala
(6.9%), Telangana (7.4%), Jharkhand (9.8%), Arunachal Pradesh (13.2%), Andhra
Pradesh (22.0%), Maharashtra (32.9%), Manipur (33.5%), Uttar Pradesh (34.2%), Assam
(43.0%), Nagaland (44.6%) and West Bengal (48.9%) have coverage even less than
50%.
States / UTs that reported MCV1 coverage more than the expected (66.6%) coverage
were Lakshadweep (74.7%), Mizoram (71.2%), Tripura (70.2%), Delhi (70.1%), Telangana
(69.8%), Goa (69.5%), Meghalaya (69.2%), Punjab (68.9%), West Bengal (68.5%),
Manipur (68.2%), and Arunachal Pradesh reported lowest MCV1 coverage (42.4%).

Till November 2014, the national drop-out rate for DPT1/Penta1 – DPT3/Penta3 was -
3.4%. In states/ UTs using Pentavalent, drop-out rate between the first and the third dose
is 4.5% whereas this rate in states/ UTs using DPT is 1.8%.
States / UTs that reported negative drop-out are Andhra Pradesh, D & N Haveli, Daman
& Diu, Goa, Lakshadweep, Madhya Pradesh, Telangana and Rajasthan.
12– 23 Months Vaccination

Till November 2014, the national coverage for MCV2 was only 37.1% against the
expected 66.6%, while the coverage for DPT booster and JE second dose (in JE-
endemic districts) for the same period was 48.5%, and 40.7% respectively.
Kerala reported 1.6% coverage for MCV2 and Arunachal Pradesh reported the lowest
DPT booster coverage at 28.8%. Jharkhand reported lowest (4.9%) JE 2nd dose
coverage from JE-endemic districts.

The country continues to be polio free for more than three years; however, the HMIS
data pertaining to polio case reporting remains an issue and needs immediate
attention at all levels. In India 14 polio cases (13 from Tamil Nadu and 1 from Madhya
Pradesh) were reported till November 2014 in HMIS data.
Other feedback
Lowest percentage of children fully immunized: Maharashtra (53.4%).
State with high percentage of planned immunization sessions not held: Haryana (12.0%).
State with high percentage of immunization sessions where due list was not available:
Punjab (46.5%) and Uttarakhand (44.1%).
State with high percentage of immunization sessions where all vaccines were not
available: Tamil Nadu (81.8%), Kerala (61.5%) and Rajasthan (53.4%).

Only 60.7% of data entry for infant was done for the year 2014–15 on pro-rata basis at MCTS
portal as on 29th December 2014, with lowest 31.36% being in Arunachal Pradesh.
Percentage of villages not mapped with any facility at MCTS portal: Total of 34.92%
villages were not mapped in India. Rajasthan (100.0%) and Puducherry (97.6%) have
the highest percentage of villages not mapped at MCTS portal.
All-India coverage for FIC is just 1.35%. Only Rajasthan, Karnataka, Chhattisgarh, Tripura
and Tamil Nadu reported more than 1% coverage.
Antigen-wise all-India coverage against registered children in 2014–15:
• Hep B birth dose: 38.29% (Assam, Meghalaya, Gujarat, Manipur, Chhattisgarh and
Uttar Pradesh reported less than 20% coverage)
• BCG: 69.4% (Bihar, Assam, Rajasthan and Uttar Pradesh reported less than 60%).
• DPT3: 18.38% (Delhi, Goa, Gujarat, Haryana, J&K, Kerala and Puducherry reported
less than 1% coverage)
• Measles 1st dose coverage is just 1.52%. Only Rajasthan, Tamil Nadu, Tripura,
Chhattisgarh, Karnataka, Arunachal Pradesh and Jammu and Kashmir reported
more than 1% coverage.

Only 56% of health staff are trained for routine immunization in India, with the lowest in
Himachal Pradesh (6.0%) and West Bengal (6.0%).

Over reporting of Hep B birth Dose (126.4%) against institutional deliveries.
Low coverage of Measles second dose (28.7%), JE First Dose (22.0%), JE-second dose
(31.9%) against expected (66.6%).
DPT1-DPT3 dropout rate is negative (-1.8%). Total 12 districts reported negative drop out
mainly from Vishakhapatnam (-6.4%), Kurnool (-4.3%), Nellore (-3.0%), Srikakulam (-2.7%)
and Guntur (-2.5%). Negative drop out means that the reported DPT3 coverage is higher
than the DPT 1 coverage.
As compared to Oct'14, the cumulative number of 'planned immunization sessions not
held' has more than doubled in Nov'14 which indicates sudden increase of 'planned
sessions not held' in Nov'14.
State reported 721 cases of diphtheria which is second highest in the Country and 2675
cases of Pertussis and 2663 cases of Tetanus neonatarum which is highest in the Country.
State is reporting the immunization data on MMR (47518 doses) till Nov 2014 though MMR is
not a part of UIP program in the state.
Arunachal Pradesh
Only One District (Kurung Kumey) Out of 16 districts did not report for the month of Nov
2014.
Low coverage of Hep B0 (52.4%) against institutional delivery, DPT1 (47.9%), DPT3 (40.9%),
Hep B3 (40.3%), Measles first dose (42.4%),Measles Second dose (18.0%), Full Immunization
(40.1%), DPT Booster (28.8%), JE First Dose (13.2%), JE second dose (11.4%) against
expected (66.6%).
DPT1-DPT3 dropout rate is (14.5%). Mainly from Anjaw (37.1%), East Kameng (29.6%), Kurung
Kumey (28.8%), Lower Dibang Valley (21.7%), Dibang Valley (19.7%), Papum Pare (19.1%),
Changlang (18.7%), Lohit (15.5%), East Siang (11.6%) and West Kameng (10.4%).

Low coverage of HepB birth dose (67.5%) against institutional delivery.
Low coverage of DPT3 (47.0%), Hep B3 (45.7%), Measles first dose (46.5%), Measles second
dose (31.8%), Full immunization (43.6%), DPT Booster (36.6%), JE 1st dose (44.6%), JE 2nd
Dose (51.0%) against expected (66.6%).
DPT1-DPT3 dropout rate is (13.3%). Mainly from Peren (22.5%), Tuensang (19.8%),
Zunheboto (19.6%), Mon (17.1%), Phek (15.0%) & Dimapur (14.3%).
State is reporting the immunization data on MMR (227 doses) till Nov 2014, though MMR is
not a part of UIP program in the state.
Telangana
Low coverage of HepB birth dose (74.9%) against institutional delivery, Measles second
dose (23.1%), against expected (66.6%).
Over reporting on BCG (70.2%), DPT 1 (67.1%), DPT3 (67.8%), Hep B3 (67.4%), Measles first
dose (69.8%), Fully Immunized (82.5%), JE 1st Dose (7.4%), and JE 2nd dose (20.9%).
DPT1-DPT3 dropout rate is negative (-1.0%). Total 4 districts reported negative drop out
mainly from Khammam (-5.0%), Adilabad (-3.8%) and Rangareddy (-3.7%). Negative drop
out means that the reported DPT3 coverage is higher than the DPT 1 coverage.
State has reported 310 cases of Diptheria which is third highest on the Country.
State is also reporting the immunization data on MMR (69721 doses) till Nov 2014, though
MMR is not a part of UIP program in the state.
West Bengal
Low coverage of HepB birth dose (66.1%) against institutional delivery, JE first dose (48.9%)
JE second dose (41.1%) against expected (66.6%).
Over reporting on BCG (70.7%), Measles first dose (68.5%).
State reported 11108 cases of measles which is second highest in the Country.
State is also reporting the immunization data on MMR (2126 doses) till Nov 2014, though
MMR is not a part of UIP program in the state.
