Purpose of Report

The report advises of representations received on the consultation proposals for polling districts and polling places within North Lanarkshire and submits, for consideration, final recommendations.

Background

The Committee, at its meeting on 16 June 201 1, noted the Council's statutory obligation to conduct a review of polling districts and polling places within North Lanarkshire and, at its meeting on 8 September, approved proposals for formal consultation.

Consultation Arrangements

The review was advertised in the local press in the week beginning 19 September with an invitation to bring to the attention of the Council any information relevant to the review including suggestions for alternative polling places. In addition a copy of the consultation document was sent to all members of the Council, to all local MPs, to all local constituency MSPs and to all MSPs for Central Scotland Region. The closing date for receipt of submissions was 28 October 201 1.

In addition a copy of the consultation document was provided to both the North Lanarkshire Disability Access Panel and the Lanarkshire Deaf Forum. A meeting was held with representatives of the North Lanarkshire Disability Access Panel in the course of which there was detailed discussion of the proposals.

Consultation Responses and Recommendations

Attached, as the appendix to this report, are the consultation proposals together with, in the case of each proposal, a note of the Returning Officer's representations, a summary of responses received and the recommendation for consideration by the Committee.

In each case the recommendation has been formulated after account has been taken of representations received, and in a number of cases has been altered in line with representations. In others, however - principally in relation to NL3; NL51; NL52; NL130; NL147; and NL150 - the recommendation is to adhere to the consultation proposal. Additionally, with regard to polling district NL62, it will be noted that the recommendation is a determination of whether the polling place should be Caldercruix Hall or Glengowan and St. Mary's Primary Schools.

Coatbridge and Chryston It is proposed that all areas to the west of the centre line of Stoneyetts Road be removed and be incorporated in current polling district CB68.

It is proposed, also, that there be removed from current polling district CB67 and incorporated in this polling district the area bounded on the north by Cumbernauld Road: on the east by Avenuehead Road; and on the south west and west by a track leading from the west and south sides of Bedlay Cemetery to join Avenuehead Road.

With the recent No comments or Approval of reconciliation of the representations received. consultation electoral registers proposals. with the polling district boundaries, a number of voters who traditionally voted in Glenmanor Primary School required to poll in St. Michael's Pnmary School. The opportunity of this review should be taken to rectify that.

In addition a number of voters to the south of Cumbernauld Road and east of Bedlay Cemetery, who currently poll in St. Barbara's Pnmary School could, more conveniently, poll in St. Michael's Primary School. Consideration should be given to altering the polling district boundaries to achieve this.

It is proposed also that there be included in polling district CBI6 that part of current polling district CBI7 lying to the west of the centre line of Hillcrest Avenue, to the south of the centre line of Muiryhall Street, to the west of the centre line of Lavelle Drive, to the south of the centre line of Kildonan Street, to the east of the centre line of Park Street, to the south of the centre line of Muiryhall Street and to the east of the centre line of Jackson Street and the continuation of that line to Main Street.

Comments as above in relation to the boundary between polling districts CBI6 and CB11.

In addition it is considered that voters in the western part of polling district CBI7 could, more conveniently, poll in St. Patrick's Primary School. It is accordingly suggested that the opportunity be taken to adjust the boundaries of polling districts CBI6 and CBI7 to effect that change.

An alternative suggestion has been made that the polling district - as extended by the proposed inclusion of the area from polling district CBI 7 - be divided along the centre line of Muiryhall Street with the area to the south of Muiryhall Street polling in Dunbeth Nursery Centre.

It is normal practice to attempt to avoid the closure of nursery centres unless there is no other acceptable polling place. In this case it is considered that St. Patrick's Pnmary School is an acceptable and appropriate polling place and it is recommended that the consultation proposals be approved
