Approval of ITU-T Recommendations
A.1 By TSB Circular 171 of 24 June 2003, it was announced that the following amendment to ITU-T Recommendation was approved, in accordance with the procedures outlined in Resolution 1, Section 9, of the WTSA (Montreal, 2000):
– ITU-T Recommendation D.140 (2002) Amendment 2 (20/06/2003): Revised Annex E – Guidelines for bilateral negotiations of transitional arrangements towards cost-orientation, 1999 to 2001
The conditions governing the approval of ITU-T Recommendations were met and 55 Member States participating in the last meeting of Study Group 3 approved the text of this amendment during the Plenary session held on 20 June 2003.

Telegram Service
Indonesia
Communication of 26.VI.2003:
Cessation of telegram service
PT. Indosat (Persero) Tbk., Jakarta, announces that it no longer provides the international telegram service to and from Indonesia since 22 May 2003 and that, since that date, it has not been responsible for any international accounting settlement.
Furthermore, owing to the closure of the international telegram service in Indonesia, the telegram destination indicator “IA”, allocated to Indonesia and the office codes used in the telegram retransmission system, have been deleted on 22 May 2003, at 0000 hours UTC.
The List of Telegram Destination Indicators, published in accordance with ITU-T Recommendation F. 32, will be updated accordingly*.

Bulgaria (country code +359)
Communication of 26.VI.2003:
The Communications Regulation Commission (CRC), Sofia, announces that a twelve-digit international format numbering plan will be implemented for mobile operators in Bulgaria.
The new Numbering Plan (NP) will convert all existing Public Land Mobile Network (PLMN) numbers from a maximum eight-digit format to a maximum nine-digit format, introducing digit “8” as the first digit of the National (Significant) Number [N(S)N]. The existing Public Switched Telephone Network (PSTN) numbers will not be affected and will remain the same – maximum eight digits in the national format.
The need to expand the numbering capacity for mobile operators is imposed by the recent full liberalization of the telecommunication market, which has led to substantial increase in the demand for numbering resources.
At present, the mobile operators in Bulgaria use the following National Destination Codes (NDC):
“MOBILTEL”: 87, 88, 89 “COSMO BULGARIA MOBILE”: 98, 99 “RADIOTELECOMMUNICATION COMPANY”: 48
with maximum six-digit Subscriber Number (SN).

The implementation of the new Numbering Plan (NP) will be realized in two stages:
– The first stage will be in effect from 20 July 2003 (0000 hours UTC+3). – The second stage will be implemented in July 2004.
This is the final date of the implementation of changes. The details of the second stage will be presented in a later announcement.
Details for the first stage – Mobile telephony numbers
During the first stage only the mobile telephony numbers of “MOBILTEL” will be affected. The maximum eleven-digit numbers of “MOBILTEL” will be converted to maximum twelve digits with the addition of digit “8”.
