Exploration Incentive Scheme
• Funded from Royalties for Regions
• 6 programs aimed at encouraging
exploration in WA, including a
drilling subsidy
• Pre-competitive information
reduces technical and financial
risks in exploration
• Enhances perceptions about WA’s
mineral and petroleum prospectivity

Why approvals reform?
Thus - approvals reform became a major part
of the Western Australian government policy
• Approval times for Government to process
applications for mining activities had
become complex and unclear
• Impacting on the sovereign risk profile the
State’s reputation as a secure place to
invest
• Delay adds costs and complexity to projects

The challenge!
Government has charged DMP, as the lead agency
for the resources sector, with improving approvals
processes
• Significant progress has been made
• Need to continue the reform process, embrace
compliance, and when necessary, reform our regulations
• Significant issues remain, e.g. continually changing
community expectations

DMP’s role in approval reform
Investment attracting high levels of high-risk, private sector,
investment by demonstrating the resource potential
for exploration and development
Mineral tenements an equitable, efficient and secure titles system
Regulation high safety, health and environmental
standards that reflect community expectations
Community benefits efficient assessment and collection of royalties
Decision-making good policies and decisions, up-to-date
legislation
Community support high level of community support for
resources sector

Approval Timeline Performance Measures
• Efficient and timely determination/approval
process for mining and petroleum projects is
essential for guaranteeing the sustainability of the
resources sector and the State’s future prosperity.
• The need for a more
transparent system in which
agencies measure and report
on timelines for key approvals
processes is considered to be
an important aspect of
reforming the current system.

Future reform is focussed
• Online Systems for improved access
and efficiency
• Risk-based and proportionate
regulation to streamline approvals
and compliance management with
Government
• Outcomes focused to promote
compliance by industry
• Accountable and trusted regulator for
industry and community confidence
• Increased transparency

Community engagement
Government and industry need to
engage with the community to provide a
honest picture of impacts and
opportunities
– Openness and transparency helps build
confidence
– DMP must build trust in its capacity to
regulate
– Strong emphasis on compliance
– Clear and accurate information on the
DMP website
