We request your cooperation in allowing a one-time samp~ing of two State wells for our National Water-Quality Assessment (NAWQA). NAWQA is a U.$. Geological Survey (USGS) program that seeks to define the quality of the nation's streams an~ aquifers (see enclosed Fact Sheet and our web page at http://hi.water.usgs.gov/nawqaJindex.htm~). Several of your staff are members of our interagency NAWQA Liaison Committee. !
We plan to sample fifteen central Oahu monitoring ~ells in Spring and Summer 2001 to supplement thirty drinking-water wells sampled last ye~ Samples will be analyzed for a broad spectrum of constituents being tested nationwide, includ~ng major ions, nutrients, trace metals, volatile organic compounds, and pesticides. We will alsolbe employing water-dating methods to determine the age of recharge to each well. Results ~ill be released after quality-assurance checking, and will be published in USGS reports at a laten date.

The objective of this year's sampling is to characterize Sh.llow ground water near the water table, often called the "irrigation-return layer." Monitoring wells are open to this layer whereas most drinking-water wells are cased through it. We plan to loter a small diameter, portable sampling pump down the wells and conduct "micro-purge" sampling near the top of the open interval. The pump and cable will be cleaned thoroughly with deterge~t, methanol, and ultrapure water before each sampling to prevent cross-contamination from well tp well.
If you grant permission to sample, please reply in writi~g and designate a point of contact for further arrangements. We will need to visit the wells lahead of sampling to determine what preparations are required. I

Nov. 8, 1999 Received a phone call from U.S.G.S. personnel. One side of the 15 ft. double swing gate is missing. Apparently someone tried to steal the gate, this has happened before. The gate couplings were welded to the fence post the previous time to discourage this from happening, but gate is damaged beyond repair.
Mar. 28, 2000 Received a phone call from Honolulu BWS personnel. Well structure has been broken into. Contacted Police and met an officer out at the well site. Our Geophysical Logging equipment is missing. Police made a report and dusted for fmgerprints.
Mar. 31,2000 Contacted Tropical Key and Safe to repair structure door. Completed that day.
April 4, 2000 Getting estimates from 3 Fencing Contractors.
April 26, 2000 Gave go ahead to David's Fencing to extend fence to road and install double swing gate.
June 28, 2000 Fence and gate completed. Inspection O.K.
July 6, 2000 Contacted 3 landscape Contractors for clean-up estimates.
July 12,2000 Met Contractors at Well site and explained scope of work to be performed.
July 18,2000 Notified Imua Landscape Co. to go ahead with work. (Low estimate).
July 25,26 Imua Landscape Co. cut ,cleared trees to fence line and hauled all trash away.

The above referenced well came to our attention last week when there was a break-in at the site and subsequent repairs were required. Upon review of the fIles, we apparently have no legal document conveying this site from Castle & Cooke to the State of Hawaii.
As this is one of your assigned PSF's, please fInalize the acquisition as soon as possible. I have attached information obtained from CWRM and Engineering Branch.
Looking at the bigger picture, I made a cursory review of the PSF's reassigned from Tom Wong to you on August 19, 1999. The ones that I arbitrarily chose showed no action or comment by you. It is quite alarming that in the last seven months, you have not gone through these requests, at a minimum, to review the fIle and assess what needs to be done (and noted as such on the PSF). The PSF system was specifically developed to allow us to work proactively on requests and not have to wait for a crisis to occur before we pick up a fIle and work on it.
Please provide me a response as to the steps you will take to ensure the PSF's assigned to you are properly followed up on in a timely manner, including reviewing Tom Wong's acquisition requests. Also provide a timeline for implementation of these steps.

It may be possible to extend the fencing and gate out towards the roadway but there are several things we need to consider:
1. Traffic safety may' be a concern particularly since I believe the area has no street lights. Even if we load the fence with reflectors, etc., people have a tendency to speed in the area and if the fencing and gate are located to close to the road, we may have a lawsuit on our hands;
2. I'm not sure who owns the road and how wide a right-of-way is established so can't tell how close to the road our fencing and gate can get; and
3. If I recall correctly, there may be a type of swale or dip to our entrance road which may actually be some sort of drainage swale. Depending on how close to the ground we install the fencing, it may affect the drainage at that point with the fence acting as a debris collector. If we install the fencing to allow enough clearance to allow for proper drainage, we may be defeating our purpose of trying to secure our well site whereby people may be able to crawl under our fence.
I'm not trying to sound like a kill-joy but the above pOints needs to be looked into by Andy's gang if we ask them to check it out. ThiS would be a great exercise for a junior engineer.

Linnel, this is an ongoing problem. Our Waipio-Mauka deep monitor well is located along the access road to Mililani Cemetary. Usually people throw garbage into the driveway before the gate and fence. The prisoners from the Waipio Minimum Security facility remove the garbage from the access from time-to-time. If the fence is gone our monitor well becomes vunerable to vandalism. Perhaps we should have Andy Monden's group design a more secure type of fence and extend it out to the road to alleviate the garbage problem. Thanks, Glenn

Got a call from U S G S personnel this afternoon, they say that the chain link fence (gate portion) has been removed, stolen, ripped off. It's the same thing that happened a few years ago, they also dumped some trash on site. Will check it out some time this week.

SUBJECT: VANDALISM AT W AIPIO-MAUKA MONITOR WELL (2659-01).
On Monday Nov. 8, 1999 I received a call from U. S. G. S. personnel notifying us of a situation at our Waipio-Mauka Monitor well site. Apparently someone tried to remove the 14.5 ft. X 6 ft. double swing chain link fence doors. This has happened before (8/92), precautions were taken to discourage this by welding the couplings to the fence pole. The welding of couplings had some success because only one gate was sheared off, lock is gone. Still the site is open to dumping and is already littered with junk (see attached). A better design is needed, one that will address the persistent problems such as:
1) Constant dumping of rubbish at the entrance to site.
2) Overgrowth of vegetation.

On a recent visit to the Waipio-Mauka Monitor Well located at Waiawa Correctional Facility (see attached maps), my staff noticed the inmates engaged in grounds maintenance in the vicinity of our well site. We would like to take this opportunity to express our appreciation for work done by the inmates at the access gate and surrounding areas.
Would it be possible to have the inmates also do maintenance (ie. cut the grass and small trees) inside the access gate? We can provide you with a copy of the key to the Master Lock that secures the 80' x 1 OO~ chain link fence surrounding the well.
Drinking water is the most important natural resource in the State of Hawaii. The monitoring, protection, preservation, and use of this precious resource is directly linked to the health, welfare, and quality of like for all residents of the state. Your assistance in helping us to keep our water resources "Earth's Best" would be greatly appreciated.
If it is possible to have the inmates maintain the well site, please have one of your staff contact Mitchell Ohye at for a copy of the key. Thank you for your consideration of this request.

Thank you for your letter of November 23, 1994. We would be happy to allow you access to our Waiawa Monitor Well (Well No. 2659-01) to conduct water sampling; however, please indicate to us what chemical constituents you will be sampling for, the method for obtaining samples, and depth of sampling. We appreciate your offer to share your results with us.
Our staff also monitors this well on a quarterly basis. We either collect thief samples at various depths to measure chloride concentrations or measure fluid resistivity down the well bore. Our operation, as well as yours, will probably alter the water column. Therefore, your quarterly sampling program should be offset from our monitoring program by at least one month, preferably six weeks.
Please call us to schedule a site visit and to brief us on your schedule and method of sampling prior to the start of your operation. The key to this facility must remain in our custody. However, we will loan it to you for the period of sampling.
All sampling and results of your operation should be coordinated through our geologist, Glenn Bauer at

Oceanit Laboratories, Inc. has been retained by Mililani Group, Inc. , owners of Mililani Cemetery, to conduct groundwater monitoring in the vicinity of Mililani Cemetery.
Our research indicates that the Commission on Water Resource Management owns an existing groundwater well identified as well no. 2659-01. The well is in a location which would help us determine if cemetery operations are affecting groundwater supplies in the vicinity. Oceanit Laboratories, Inc. respectfully requests access to the aforementioned well to conduct water sampling operations.
Testing of the wells would be done entirely by Oceanit Laboratories, Inc. at no cost to the State. We would like to be able to test the wells on a quarterly basis for as long as possible. We would be happy to share our test results with the Commission if you are interested.
Monitoring operations would require technicians from our office visiting each well and drawing water samples from the well. We will need to coordinate this operation with your staff to assure clean samples from adequately purged wells and accurate level measurements. Arrangements would need to be made for access to the well location through gates or accessways.

The U.S. Department of the Army, in cooperation with the U.S. Environmental Protection Agency (EPA), requests permission for continued access to your water well(s) as part of an ongoing investigation at Schofield Barracks and the surrounding area to characterize groundwater conditions in Central Oahu.
During the next year, the Army would like to measure water levels from your well(s) four times. The Army anticipates these measurements will be performed on a quarterly basis starting at the end of January 1995. The Army would also like to collect water samples one time from your well(s). We anticipate that water sampling will need to be performed in February or March 1995.
The following is(are) the well number(s) the Army requests permission for water level measurements. (If no wells are listed access is not needed for water level measurements) . 3-2659-01 (dba Waipio-Mauka)

groundwater to return to levels representative of nonpumping conditions. The water sampling will not require the welles) to be shut off, the pumps are operating during sampling.
The Army has contracted with the engineering firm of Harding Lawson Associates (HLA) to measure the water levels and collect water samples. Therefore, the Army requests your permission for the Army and HLA to have access to your well(s). When the Army has received your permission, an HLA representative will contact you to make arrangements. The HLA firm will plan and coordinate the water level measuring and water sampling with you in a manner that will minimize any inconveniences these activities may present.

MEMORANDUM FOR THE RECORD

SUBJECf: Waipio-Mauka Monitor Well, Oahu " Gate and Site Inspection"
Arrived on site at 2:00 p.m .. Found an abandoned green Chevy ClIO truck license #
530-TCD full of rubbish and partially blocking the driveway to the well site. The truck has the
the date 10-29-92 written on the tires in chalk. I don't know if the police or the person(s) who
abandoned the vehicle had marked the tires. The site looks like some additional rubbish had
been dumped recently, right after the initial discovery of the missing chain link gate and the
illegally dumped rubbish. I took some photos and installed padlock (B-1-11). Mr. Amando
Pascual, estimator for American Fence Co. called on 10-29-92 and informed me that the chain
link gate had been installed and work completed on the evening of 10-29-92.
FOLLOW-UP: 11-4-92 I met with 2 landscaping contractors to show them the Waipio-Mauka
Well site and to explain the work we want done. The description of work includes 1) Clearing
of lot (Vegtation & small trees to fence line) 2) Trash clean up & disposal. I also instructed
them to include a cost breakdown when submitting estimate.

As you know, the State of Hawaii had constructed permanent improvements on the subject site; paved A.C. driveway, chain link fence, and concrete shed housing scientific monitoring equipment are in place on the site. water data is periodically obtained by the USGS for the use of the Commission of water Resource Management, State of Hawaii.
Over the last few years, we have been negotiating with you to transfer the title of the property to us. Now, we would like to request, formall~ to have Castle & Cooke Land Company transfer the property to the State based on mutually agreeable terms and conditions.

With regards to the Waipio-Mauka monitor well site and its roadway easement, we are presently processing an exchange of easements by a quitclaim deed involving the USA, State of Hawaii and Castle and Cooke, Inc. in which the roadway easement of the Waipio-Mauka monitor well site will be conveyed to us gratis. The easement right in favor of the USA, granted by Castle and Cooke previously, will be quitclaimed to the State of Hawaii. In view of the Situation, would Castle and Cooke, Inc. consider donating the site to the State? We would like to hear from you on the matter.
The State of Hawaii, by and through its Department of Land and Natural Resources will prepare and process the necessary documentations concerning any conveyance of the well site. If subdivision of the land is necessary, we will do it.

MEMORANDUM FOR THE RECORD

SUBJECT: Clearing of Mililani Mauka Monitor Well Site
The clearing of the Mililani Mauka Monitor Well site was conducted on June 13 to June 22, 1990. The removal involved clearing of brush, trees, and debris in this project. Assisting in this project were Darryl Fernandes, Michael Ng, Keith Yoshimoto, and Marcus Boland.
The site was overgrown with California grass, Wylandia, and various trees. Objects including roofing material, a sofa, various car parts, a refrigerator, and carpeting were discarded in the driveway. Tools were borrowed from Divisions of Forestry and State Parks in order to expedite clearing of the site. Clearing of the site took eight days to complete.
Attached are photographs of "before" and "after" clearings.
