    INTRODUCTIONToday it is necessary to take care of the

    environment. Many changes havehappened since the industrial age.Progress and the use of natural resourceswithout control have degraded theenvironment.

    In big cities cars, factories and consumeractivity produce a lot of pollutants in air,

    water and the soil.Cars and industries produce atmosphericpollutants like carbon monoxide, sulphurdioxide, oxides and particulates.

    The water is contaminated by organicmatter, detergent, and metals that areused in homes and factories.

    The garbage produced mainly byinhabitants in the cities is a big problem todispose of in adequate places.

    The residue, paper, plastics, wood, glass and metals, are possibleto be recycled. Actually in Mexico only 30% of the residues arerecycled, the other 70% are disposed of without controlproducing contaminated soil. One of the residues that is a big

    problem is used tires because people who dont use the tireanymore, throw them away on the street, in rivers and otherplaces. Some people accumulate tires and many times they areburned producing pollution. A better way to reduce the tires is toburn them in cement kilns but that produces many pollutants toounless it has an adequate emission control.

    The responsibility for this problem, should beshared by inhabitants and the authorities. Thegovernment has the responsibility to give to thepeople public services; one of them is the collection

    of waste. Therefore, cleaning the cities and handlingsolid waste is a worry the authorities have to solve.The crowding in urban areas and the change ofconsumer habits are increasing the waste.

    In the Guadalajara Metropolitan Zone there are four

    big landfills for the deposit of garbage (paper,plastic, metals, organic residues and others) thatthe population has generated. These landfills do notadequately meet the requirements for appropriatelycontrolling the garbage.

    In general, the strategy to follow, to reach anadequate handling of waste, involves the participation

    of government, industry, commerce, but first societyshould have information that permits them to knowthe alternatives available to reduce the impact ofwaste on the environment.

    The major problems about industrialpollution are the generation of emissions

    into the atmosphere produced by theincomplete combustion of used oil,solvents, and other caustic materials. Thetype of activity in the factories is important.Foundries produce a large quantity of

    pollutants because of the need to use a lotof fuel in the smelting process. Anotherexample is the cement industry. The kilnsconsume huge amounts of combustiblematerials such as used tires (this is1,000,000 per kiln per year and basically

    this means just 20% of the total fuel) ,used oil and other toxic material. Whenthey dont have efficient emission controls,they release pollutants harmful to health.

    Air pollution has significantly declined overall inurban areas during the last ten years. There isevidence of a reduction of acute respiratorydiseases in children under five.

    Jalisco has adopted air quality managementprogrames that address pollution by the industry,service and transport sectors as well as

    environmental recovery.

    Reducing the lead and sulphur content of motorvehicle fuels contributed to the reduction of someemissions from mobile sources.

    Significant efforts have been made toimprove hazardous waste management inMexico. Treatment and disposal capacity isincreasing steadily and rapidly.

    A system to monitor hazardous wastegeneration, treatment and disposal has beenestablished and its coverage is expanding.

    Its important to know about the authority here in Jaliscoresponsable for taking care of the environment: the bodyin charge for any ecological problem is SEMADES, itsmission is to establish public policies in order to preventand control pollution levels

    SEMADES has 4 principal objectives:

    Lobbying for state commitment Ecological regulation and preservation

    With this information it is obvious that Jaliscosprincipal problems are:

    Population

    Land and water

    In 1985 due to the earthquake that Mexico citysuffered, many people from there decided to cometo Guadalajara and the population explosion wasfelt immediately.

    Even though this is just a little part of the hugeproblem, nowadays we can see how theGuadalajara Metropolitan Zone has grown withoutany control.

    How many times have we seen new colonieseverywhere? They are suddenly built and theworst thing is that sometimes those newneighbourhoods dont even have services likeaccess roads, so that produces bottle necks duringrush hours increasing pollution.

    ACTION PLAN

    We can find a publication on November13 in the Jaliscos Official Newspaperabout the winter plan which is focusedon the preventive actions to improve airquality in Miravalle zone (which is by no

    means one of the most damaged zonesin GMZ).

    This plan is going to be applied from

    Nov 15 to March 15,2008 and we willmention just the principal actions inevery area:

    Transport Synchronizing traffic lightsalong principal Avenues inMiravalle

    Eliminating unnecesary orunauthorized speed bumps.

    Creating and promoting carpooling

    Health Working on a vaccinecampaign oriented to themost vulnerable sectors(children and elderly)

    schedules (they shouldmodify break times after11:00 am)

    Based on this information we might think thatour environment is just a governmentalresponsability but we must all shoulder theburden and realize that weve been damagingthe place we live in.

    It isnt too late to start taking actions byourselves if we really want to.
