RED Grant job boost for Mid-West

Seven Mid-West projects to receive more than $800,000 to stimulate regional economicdevelopmentMcGowan Government investing in industry expansion and tourism in regional centres

Projects supporting industry expansion and bringing new tourism experiences to the Mid-Westhave received funding through the McGowan Government s Regional Economic Development(RED) grants.

Seven projects across the Mid-West re ion will share in $813,121 through Round 2 of the REDgrants program.

The McGowan Government has committed $28.8 million over five years for RED grants toback projects that will directly benefit regional communities.

The Shire of Cue will use its $135,000 to construct a new six-unit building to expand itsindustrial area to meet demand for more facilities, particularly with two new mine sites due toopen in the area in 2020, and create local job opportunities.

Fresh produce bus ness 4 Ways Pty Ltd will receive $111,000 for an innovative project to buildthe resilience of the region’s horticultural industry. The project will test a dam evaporation andrenewable energy system for horticultural production. The system has the potential tosignificantly reduce valuable rainwater losses and support the businesses’ production areaexpansion within two years.

Southerlys has been allocated $110,000 to bring a new food and beverage tourism experienceto the Dongara/Port Denison area, through the installation of a microbrewery and live lobstertank at the venue. The project is set to create up to seven new local jobs.

The Vision 2020 Property investment Partnership will direct $250,000 towards the constructionof a 300-person conference facility in the Geraldton central business district to host regionalconferences to attract more people into the town, providing wider economic benefits to localbusinesses such as accommodation providers, restaurants and cafes.

New chairperson to drive port growth, diversification

Noel Hart appointed as new Mid West Ports Authority chairpersonPeter Creek appointed to the Ports Authority Board

The McGowan Government has appointed Noel Hart as chairperson of the Mid West PortsAuthority (MWPA) Board to drive job-creating growth in the region over coming years.

Mr Hart brings significant maritime and shipping experience to the role, having previously beena General Manager for North West Shelf Shipping Service Company, a Director of numerousmaritime companies, and holding his Master Mariner Class 1.

He was formerly Commissioner of the Australian Transport Safety Bureau - whose function isto improve safety and public confidence in aviation, marine and rail transport; and formerchairperson for Maritime Industry Australia Limited - Australia s peak shipping body.

In addition, Mr Hart spent 25 years in senior management of BP Shipping.

Mr Hart s appointment takes place on February 1,2020.

Geraldton resident Peter Creek, a former partner in a Mid-West accountancy practice, hasbeen appointed as a Director of the MWPA Board effective February 1, 2020.

Another Geraldton resident, Kate Watson, has been reappointed as a Director of the MWPABoard for a further three-year term.

Comments attributed to Ports Minister Alannah MacTiernan:

Mr Hart was appointed to the Board as a Director in July 2019 bringing a wealth of maritimeand shipping knowledge with his extensive industry experience.

“Noel has proven to be an invaluable contributor to Board discussion and decision making, andpossesses the experience to drive diversification at Mid West Ports to ensure a sustainabletrade and tourism business model.

We very much thank outgoing Chair John Elkington for his leadership of the Mid West PortAuthority during his tenure, and acknowledge his significant role in overseeing thedevelopment of the Geraldton Draft Port Master Plan.

Mr Creek comes to the Board with a lifetime of experience as a chartered accountant and as aGeraldton resident with extensive community connections through his involvement on anumber of boards.

“Mid West Ports is well placed to take advantage of a number of projects looking to comeonline in the Mid-West over the next five to ten years, helping to drive local jobs in Geraldtonand across the region.

BRIEFING OTE FOR THE MINISTER FOR REGIONAL DEVELOPMENT;AGRICULTURE A D FOOD

TITLE: Mhunga Whalla Shearing and Wool Handling Camp, 6 to 17 January 2020

ISSUE

The Mhunga Whalla Shearing and Wool Handling Camp is scheduled to take place atIngavale Farm Northampton, in partnership with local organisation Mhunga Whalla,Farmer s Greg and Jane Teakle, and Bobby Pepper, State Barrier Fence PanelContractor.

The Shearing Camp will inform the potential for establishing future Aboriginal focusedShearer Training Hubs, potentially one in the Midwest and one in the South.

Background

In July 2019, your office requested the Aboriginal Economic Development unitinvestigate the potential for establishing Aboriginal focused Shearer Training Hubs inthe Midwest and in the South.

Hubs will have ready access to a supply of trainees through the Department of Primaryindustries and Regional Development s (DPIRD) State Aboriginal Contractorsworkforce, which is well placed to take up increased seasonal shearing employmentopportunity.

There is a strong alignment with objective of establishing Aborig nal focused ShearingHubs and the need for additional Shearers to enter the Shear n Industry. At present,there is high demand for new shearers with a current workforce of 476 full timeshearers who service the 14.2 million sheep in Western Australia.

A 10 day Aboriginal focussed Shearing Camp is now ready to take place at IngavaleFarm, Northampton between 6 and 17 January 2020. Mhunga Whalla is theresponsible body for the trial, with project management assistance provided by AshleyTalbot of the AED unit. Mhunga Whalla, will select the group of at risk kids toparticipate.

Mhunga Whalla is a new partnership between several organisations in Geraldton,including the Department of Justice, Shire of Greater Geraldton and Aboriginal elders,including Bobby Pepper.

Th s trial will received financial support from Australian Wool Innovation (AWI) who willcoverin cost to run the camp, which includes alltraining and accommodation costs for the accredited trainers.

Additional financial support from at least six local organisations has reduced the gap funding required from DPIRD to $13,000, DPIRD funds will be tar eted at the costs ofcartage and feed for 570 Ewes and the costs of Shed Hire for the trial.

If the Aboriginal trainees show ability and aptitude during the ca p, that there ispotential to achieve a 100 per cent outcome through employment or further training.

A I and the WA Shearers Contractors Association have been most supportive of thiscamp and will assist with securing employment and further skills training for theparticipants after the camp,

A graduation is planned for Friday, 17 January 2020 at the Ingavale Farm Northamptonand you are invited to attend,

A second camp is in the early sta es of planning for the Brookton area to take place inMarch/April 2020.

First Aboriginal trainees graduate from Mid-West shearing camp

Aboriginal trainees graduate from shearing camp run by State Government andMhungaWhallaSuccess of camp to pave the way for new Aboriginal-focused training hubs in Mid-Westand other parts of the State

The first trainees today graduated from a Mid-West training camp that may serve as aprototype for creating both Aboriginal economic development and new shearing labour.

The Geraldton-based Mhunga Whalla group and the Department of Primary Industries andRegional Development organised the camp at a Northampton farm.

Participants aged 16 to 29 completed a two-week course facilitated by accredited trainers andare now looking to gain work in the State s shearing industry.

The McGowan Government is supporting a similar shearing camp in Brookton, and has plansto further expand the model in conjunction with the WA Shearing Industry Association. MhungaWhalla is considering developing a permanent training facility in the Mid-West.

The Mid-West camp attracted strong financial and.logistical support from Australian WoolInnovation and many local businesses and individuals.

A riculture and Food Minister Alannah MacTiernan congratulated the camp graduates.Jamaine Narrier; Clinton Harrier; Taharna Mitchell; Leeson Flanagan; Brentley Comeagain;Rob Ronan; Kahsan Stack; Edward Ponta; and Robbie Speight.

With wool prices on the rebound, demand is gro ing for shearers.

Many young Aboriginal people today had grandparents in the industry - and they live in sheepgrowing regions. It makes sense to offer this employment opportunity for young Aboriginalpeople across our regions and particularly in the Mid-West.

This program responds to the projected 10 per cent per annum growth in demand for shearinglabour to meet the increases in wool production.

“Congratulations and thank you to Bobby Pepper and the Mhunga Whalla team, the Teaklefamily from Northampton for hosting the camp, and the dedicated departmental staff for theirefforts.

This is the first step towards realising the Government s vision of creating permanent Aboriginal-focused shearing training hubs in the Mid-West and other parts of the State.
