Said lumber were supposed to be transported to Tacloban City. It was also gathered that on the same day, three (3) motorcycles loaded with contraband Lauaan lumber were apprehended in Carigara, Leyte. The first motorcycle was apprehended at Barangay Punong, Carigara, Leyte; the second at Barangay Baruguhay; and the third at Barangay Punong, also. 35 Yolanda-displaced families in Tacloban to transfer to govt-built bunkhouses this weekT he concern about Yolanda

displaced families remaining at tent cities or evacuation centers is starting to be resolved. The Tacloban City Government said it has already identified 35 Yolanda-displaced families who are now staying in evacuation center at Tacloban Astrodome as among the first batch of families who will be transferred to the temporary homes or bunkhouses built by the national government for them. The 35 families from Barangay 88 in San Jose District will start occupying the bunkhouses at Maharlika Highway Motocross at Barangay Caibaan over the weekend, it was learned. May Tejano during the briefing held on Wednesday said families with five to six members will be allotted two units for them to l ive more comfortably. During the weekly meeting of the Regional Disaster Risk Reduction and Management Council, the Department of Public Works and Highways Assistant Regional Director Edgar Tabucon informed the body that at the Motocross, 22 out of the 26 bunkhouses have been completed and turned over. He added that out of the 50 bunkhouses for Tacloban City, 41 have already been completed and 30 have been turned over already. I t was also learned that the bunkhouses have electrical installations ready to be tapped.

I t was gathered that the Department of Social Welfare and Development will shoulder the electrical consumptions of the bunkhouses for six months. I t was also gathered that the DSWD is the agency assigned to identify who will stay at the temporary shelters. This will depend on the situation of the families: whether their houses were washed out, and if their houses are located in the 40-meter no build zone. Moreover, the Tzu chi foundation pledges a total of 280 temporary houses to be constructed also at the EVRGC. All temporary shelters are expected to be turned over by the end of the January, it was learned. (PIA 8)

PENR Officer Ranulfo Arbiol of Leyte, encouraged those who want to utilize fallen trees in their respective areas and lands to go to the nearest DENR CENRO to facilitate legal use of the same. The fallen trees and even coconut trees that can be used to reconstruct houses are more than enough, so we need to protect our standing trees in pursuit of the objectives of the National Greening Program, RED Sibbaluca said. The Basa Pilipinas is USAID/Philippines’ flagship basic education project in support of the Philippine Government’s early grade reading program. Implemented in close collaboration with the Department of Education (DepEd), Basa Pilipinas aims to improve the reading skills for at least one million early grade students in Filipino, English and selected mother tongues. This will be achieved by improving reading instruction, reading delivery systems, and access to quality reading materials. The project commenced in January 2013 and will be implemented for four years (2013-2016). Basa is being implemented in selected areas, namely: La Union, Ilocos Norte, Ilocos Sur, Cebu Province, Bohol, and Maguindanao. Jail Officer in Leyte calls escapees to return

The Bureau of Jail Management and Penology (BJMP) has called on all

detainees who escaped from different jails in the region at the height of super typhoon Yolanda to return to avoid the consequences of being charged of evasion of sentence. Jail Chief Inspector Rill F. Sonon, Jailwarden of the Tacloban City Jail has reiterated during the Regional Disaster Risk Reduction and Management Council (RDRRMC) meeting held recently at the Leyte Sports Development Center (LSDC), in this city, that out of 182 escapees in the region, 43 remain at large. The forty three (43) detainees are being hunted down by the authorities for failure to return after Yolanda struck the region in November. Thirty Nine (39) from Tacloban City Jail, 1 from Guiuan Municipal Jail and 3 from Palo Municipal Jail. The law provides that a prisoner who leaves the penal establishment and fails to give himself up to the authorities within 48 hours following the issuance of a proclamation by the Chief Executive announcing the passing way of the calamity could be liable for evasion. Under the Revised Penal Code, what gives rise to the crime is the failure to return or to give himself up within 48 hours. If the prisoner returns within 48 hours, he is given a deduction of 1/5 of his original sentence for loyalty. If he fails to return, his penalty is 1/5 of the remaining sentence but not to exceed 6 months. Those who did not escape are not given any deduction. More than a hundred prisoners had escaped when winds ripped off the roofs of prisons brought about by Yolanda, one of the strongest typhoon in the country that flattened dozens of towns across the islands of Leyte and Samar on November 8. DENR delineates 20 and 40 meters easement of coast lines affected by YolandaT he Department of Environment

and Natural Resources said that the delineation of the 20 and 40 meters easement along Palo, Leyte to San Juanico Bridge, Tacloban City coastlines covering an estimated length of 35.2 k ilometers per marching orders from Environment Secretary Ramon Paje. Regional Technical Director Ramon S. Unay of the Land Management Bureau Service of DENR disclosed that in compliance to the said order, four teams composed of Geodetic Engineers from the DENR 8 and private sector were created to conduct the survey. Team 1 was assigned to survey from MacArthur Shrine to Palo Leyte. Team 2 surveyed the Area from MacArthur Shrine to Fisherman’s Vil lage, San Jose, Tacloban City. Team 3 surveyed the area from San Juanico Bridge

to Anibong, Tacloban City. Team 4 surveyed the area from Rawis Anibong to Fisherman’s Vil lage, San Jose. RTD Unay said the objective of delineating the easement of the said coastlines is to enable the local government units covering the said areas to properly plan out the establishment of infrastructure s that are best suited to these calamity torn areas. The delineated easement shall be marked by the Department of Public Works and Highways. The Philippine National Police was also requested to provide security in the conduct of the survey. The Local Chief executives in Tacloban and Palo, Mayors Alfred Romualdez and Remedios L. Petil la, respectively, both expressed their all- out support to the project. The delineation of easement
