St. Clair Public School’s recently completed audit for the past fiscal year shows an increase in the District’s unreserved, undesignated general fund balance. This balance is generally regarded to be an indicator of a school district’s overall financial health. While it is still a good thing to have this number reflect a stable or slightly increasing amount, the news this year is not quite as positive. There are three primary reasons for the increase in the general fund balance. First, the number reflects the first year of revenue from the operating referendum that was passed in November 2008. This revenue will be available until the referendum expires in July of 2014. The second source of increased revenue is the result of one-time federal stimulus funding for schools. These funds were made available for use the last two years, but will be gone after this year. The third source of the increased revenues is from the Federal Rural Education Achievement Program Grant. St. Clair qualified for this program for the first time last year. Next year will be the last year of the three-year funding cycle for this grant. When the temporary nature of these three revenue sources is linked with the State of Minnesota’s projected $6.2 billion budget deficit over the next biennium, it is easy to see why the news of an increase in our fund balance for last year is bittersweet. Our district, like all school districts in Minnesota, needs an adequate and predictable source of revenue in order to provide the educational programs that will make our students successful and enable them to compete in a global economy. The quality of life for all of us is dependent upon the ability of our students, our future workforce, to produce and drive economic growth as well as lead advancements in all fields of work and study. The State of Minnesota’s responsibility is to provide adequate and predictable revenues to local school districts that will allow us to create and maintain programs that result in student success and achievement. In recent years, Minnesota has backed away from that responsibility, creating large funding disparities between school districts and creating the need for local districts to ask their residents to provide what the State no longer does. Politicians may claim that they haven’t raised taxes, but a closer inspection of our local levy documents suggests otherwise. A number of revenue categories that flow to the district through the local levy process are, in reality, a mix of state aids and local taxes. St. Clair Public School’s recently completed audit for the past fiscal year shows an increase in the District’s unreserved, undesignated general fund balance. St. Clair Student Council wishes to thank EVERYONE for their generous donations of toys and money collected for the Toys for Tots Program. St. Clair School collected over 1,100 toys!

The opportunity to give included the elementary classes this year in addition to the high school classes. It was wonderful to witness some of the students bring in the crumpled bills they had in their pockets; maybe this was for their snack later, but instead it became a donation. There was truly a spirit of giving to others.

We also received a letter from Bernard D. Thompson, the Mankato Toys for Tots Coordinator, thanking the students and faculty for our amazing donation. Our contribution will help serve many underprivileged children in our area during the holiday season.

Coming to St. Clair from sunny and warm Chile, South America, is Antonia. In Antonia’s

words, “Chile is large and thin, like spaghetti. We have the Pacific Ocean on one side and the

Los Andes Mountains on the other.”

Antonia’s host family in St. Clair are Brian and Shelly Loeffler. Her family in Chile consists of

her mother and father, sisters Belen (15), Jaunta (14), Celeste (10) and the youngest and only

boy, Agustin (7). She chose to come to the United States because she wanted to improve

her English. (Spanish is the official language in Chile and is the primary language used by

nearly all residents.) She also wants to share her talents and abilities with people from a

different culture as well as learn about daily life in St. Clair, Minnesota.

In Chile, Antonia likes to hang out with her friends and her family and meet new people. In the

summer she likes going to the beach with friends and watching movies. She also likes to

going “to the farm in the south” to ride horses, sail, fish, go rafting and whatever!

Some of Antonia’s goals while in St. Clair are to make new

friends and to learn to manage things on her own. Things she

likes about the United States, particularly St. Clair, are the

COOKIES, the language, the people, and almost everything.

She loves her host family and has already had a good time

hanging out with them. She likes the fact that she can come to

class with “normal clothes.” At home in Santiago, Chile,

Antonia attends a private Catholic school where she has to

wear a uniform and has many different rules.

Antonia will be leaving St. Clair at the end of December. We

are thankful for the opportunity to have her share part of her life

with us and wish her great success in her future!

For the past eleven years, Mark Frahm and Laura Linde have served our district as school board members. They have been very active members with a strong dedication to ensuring education excellence for our students.

Mark and Laura were both elected to the school board in November 1999 and took office in January of 2000. They have spent countless hours attending training sessions and seminars and serving on committees, so they

could be informed of the latest trends in education. They took their responsibility as representatives of the community very seriously and were diligent in finding solutions to issues both large and small. They combined their individual strengths to work toward a common goal of success.

We thank Laura and Mark for all their efforts toward making St. Clair School the best it can be! We wish you the best!

The performance of Iktomi is based on the local Native American Lakota stories of the spider-trickster spirit. A symbol of chaos in the Lakota culture, generations of children delight in the retelling of Iktomi's outrageous adventures and inventions. Incorporating live music and controlled audience interaction, the production will perform modern interpretations of some familiar Iktomi tales, such as "Iktomi and the Ducks," "Iktomi and the Buzzard" and "Iktomi and the Buffalo Skull." Iktomi's stories provoke laughter and head shaking in Lakota culture because he never learns his lesson, leaving the listeners to interpret the moral on their own. This performance will be presented to students in grades K-6 in the small gym on Tuesday, January 25, 2011 at 1:00 p.m. Also, on January 5 - McRooney Entertainment will present Bully Buster with Ronald McDonald® The public is welcome to attend these events.

Paying for life after high school

NOW is the time to begin the Financial Aid Process!

Happy New Year! I hope that you had a wonderful holiday season. I am writing to remind you that if your child is going to college next year, it is time to begin thinking about financial aid. Yikes! I know this is a scary process for a lot of people. However, I wanted to let you know that on January 1st the Free Application for

Federal Student Aid (FAFSA) becomes available, and as soon as you have your taxes done you will be able to fill out an application. Most post secondary schools determine their financial aid packages using FAFSA, so be sure to apply even if you think you will not qualify. This must be done online at www.fafsa.ed.gov. The first step is to apply for a PIN (www.pin.ed.gov). More information can be found online or in the counseling office or at the upcoming informational meeting.

St. Clair Financial Aid Night: Official dates are not set, but in early January be looking for a date online and in the announcements about a financial aid night at St. Clair High School. The evening will be filled with tips for navigating the financial aid process. It can be overwhelming at times, especially if this is the first time going through the process! So if you are a parent of an 11th or 12th grader or if you are in 11th or 12th grade, I hope you will be able to make it!

S c h o l a r s h i p Reminder FAFSA isn’t the only way to get money for college! There is a list of scholarships posted on my bulletin board, which is located outside the district office. I update my board each week with any new information I receive. Right now there are even a few for underclassmen to take a look at! If you are not in the building that’s okay too-I also put the list of scholarships (also updated weekly) on my school website! Take a look!

Everyone Try your hand at acting without the fear of getting up in front a crowd of people. Through improvisation, readings, monologues and skits, learn the basic techniques of acting and stage craft and have a lot of fun. Taught by Cyclone Theatre director Abby Butzer Ireland. Watch Me Draw Classes Open to Grades K-6

“An Adventure in Drawing”

Watch Me Draw! offers FUN lessons that uniquely combine traditional and contempo-rary approaches to Art Education. We believe in teaching actual techniques through guided lessons while encouraging personal expres-sion, creativity and confidence. Each week students will bring home a beautiful finished masterpiece! In our winter session, we will work with rubbing plates to texture our draw-ings, work with oil pastels and create sea-sonal drawings using a variety of subject matter. A completed project taken home each week and new lessons every session! Noth-ing to bring or buy; all supplies included.

Please dress in art friendly clothing! All levels are welcome!

Come and join our Cyclone Girls and Boys Basketball team for a few hours of basketball. Participants will be taught the basic fundamentals of dribbling, passing and shooting. Fee includes T-Shirt, Ball and Admission to a Boys or Girls Cyclone Basketball Game. No T-Shirts or Balls to late registrations. Dates: Sat. YOGA - Workout “Start your week out right with a sensible style of yoga that is physically possible re-gardless of age and fitness or flexibility level. Yoga is the perfect workout to bring your mind into your muscles; while you learn to focus and relax. You might want to consult a doctor, if starting a new exercise program.

Please bring your own mat to class. If you have any questions, you can call Lisa Johnson at 245-3166 or 340-5125. There is a class limit of 15. Our St. Clair Youth Wrestling Program will again be working with our St. Clair Youth Wres-tling Association and will be offering a jump start to our season!

Our Head Wrestling Coach—Troy Stehr, along with his team, will be offering a St. Clair Youth Wrestling Clinic for all registered participants on December 6th and 13th from 3:15—5:00 pm in the St. Clair Wrestling Room.

It is important that your son or daughter attend the clinics as well as the coaches practices throughout the season!

Our official season will start with a parent meeting on Monday, Jan. 3rd at 6:00 pm in the St. Clair School Commons area. Practices and tournaments will continue through mid April. Weekend tournament fees are the responsibility of the individual wrestler.

If you are interested in finding out about pre-season tournaments please contact: Brian Loef-fler at 245-3526.

Uniforms are available in child and adult sizes – extra small, small, medium, and large, and will be distributed at the first practice. Please indi-cate grade, weight, and uniform size on the registration form.

The St. Clair Wrestling Association will look at having a few practices in late November and early December, but the details are not available at this time.

Need to add a little FITNESS to your life? We are opening up the school to help you with your walking fitness goals! You are able to use our walking trails during the following times:

Monday to Friday 6:00 – 7:20 am

Locker Rooms are available. Please bring your own lock and towel. Lock must be removed each day. We will be closed during Home Sporting Events.

What is Life Lines?

Life Lines is an adult educational program designed for busy people. Classes are offered at flexible times and days to meet your hectic sched-ule. Life Lines is an academic pro-gram intended to provide you with meaningful learning opportunities. What Classes Are Available? Basic Skills Training: Improve your reading, writing, or math skills. Learn how to use computers, fill out job applications, manage your finances, and many other real life skills. General Educational Develop-ment: The nationally recognize GED is a five part, high school equivalency exam. Prepare for the GED by accessing our books, com-puter software, videotapes, and the GED practice test. Diploma Completion Program: Earn your High School Diploma through an Independent Study Pro-gram. You must be 16 years old to participate. Job Skills: Learn how to prepare yourself for employment including: filling out applications, interview-ing, creating your resume and cover letter, and getting ahead on the job. Instruction is available individually or in small groups. What Services Are Available? Tutoring: Confidential, private tu-toring is available to program par-ticipants.

GED Testing: Take your tests at the SCC (Sept. – May) on Wednes-day evenings from 6:00 – 10:00 pm. Call 345-5222 or 625-3441 ext. 222 for more information. Transportation: Door-to-door transportation is available to pro-gram participants on a limited ba-sis. Child Care: Bring your children to school, too! Complete a registration form for each individual registering All registrations must be made in person or by mail. NO PHONE RESERVATIONS. Make checks payable to: St. Clair Community Education Classes are filled on a first-come, first-serve basis. Class Confirmation: There will not be a confirmation of registration. You are enrolled in the program

once you have submitted your registration fee to the Community Education Office. You will receive a letter or phone call if the class is filled or cancelled.

Refund Policy: A request for a class refund must be made a minimum of one week prior to the starting date. Otherwise fees are refunded only if a class or trip is cancelled due to insufficient registrations.
