Although as of this writing the snow has come and gone it looks like we will have an abundance of the white fluff to entertain us through the next few months. Looking around the community you can see that the Boat Club project is close to completion. The fall weather was very cooperative and enabled the work to get completed ahead of schedule. Landscaping and the finish coat of pavement will be completed in the spring and a new facility will be ready for the begin- ning of next season. I also want to thank everyone who was involved with the gate repairs. It was a challenge coordi- nating the vendors and the required computer programing but after a lengthy process it was fi- nally completed and is working well. Thank you all for your patience. Once again this year the pond on the green belt will be maintained for recreational skating use. Please follow the rules posted and skate only in the designated areas. There are a number of activities scheduled for 2020. Please check the SDRA web- site, Town Square for information and surveys in the coming months. We all look forward to a safe, successful and entertaining 2020. Enjoy your holiday season and have a safe winter. Bob Iafrate . SOUTH DOWN NEWSLETTER Letter from the President

Now that fall has so quickly turned into winter the excitement of winter activities and

the holiday season is in full bloom. Although as of this writing the snow has come and

gone it looks like we will have an abundance of the white fluff to entertain us

through the next few months.

Looking around the community you can see that the Boat Club project is close to completion. The fall

weather was very cooperative and enabled the work to get completed ahead of schedule. Landscaping and

the finish coat of pavement will be completed in the spring and a new facility will be ready for the begin-

ning of next season.

I also want to thank everyone who was involved with the gate repairs. It was a challenge coordi-

nating the vendors and the required computer programing but after a lengthy process it was fi-

LONG BAY NEWSLETTER Letter from the President

As you read the first Newsletter of the new year, we hope that everyone is enjoying the start of 2020. For those of us that have remained in Long Bay for the winter, the snow con-ditions at Gunstock have been allowing for an early ski season that started the 1st week of December. We envy those of you that have escaped to warm destinations and look for-ward to seeing you again in April/May when activity returns to our area.

Below is an update of the projects we are working on, as well as some important topics that impact Long Bay that you may be interested in learning about. Moorings: We received a letter from the NH DOT that they have started the review on our request for additional wa-ter frontage for our requested 20 new moorings. They have started the internal process and have also reached out to the Dept of Natural and Cultural Resources – Trail Bureau, The Plymouth & Lincoln Railroad, and the City of Laconia. If no objections are received, they will then commence the Surplus Property Pro-cess, and then we can start the Mooring Application with the Department of Safety.

Clubhouse:

A lot of progress has been made on the Clubhouse renovation project planning with our Contrac-tor. The demolition work to have the room at it’s planned size with support braces for the roof and walls, will be completed in Feb/Mar. Electrical, Plumbing and and Drywall will be completed in April/May and Nancy Washburn and Susan Piotrowski are coordinating on selections for the new

cabinets, kitchen appliances, and flooring. So far, our plan to have the clubhouse fully operational by the Memorial Day holiday is still in place. Selections for new furniture and a TV will be presented at the Annual Meeting in August and will be budgeted for 2021.

Culverts Update:

We have made progress in getting the remaining culvert work completed on the initial stretch of Long Bay Drive. Eastern Pipe Services has a new product for lining approximately 250’ of current culverts starting at the intersection with Outerbridge Road. This can now be done without exca-vation work. The remaining 110’ across 2 homes will require excavation work. Here new PVC pipe will be laid over the existing piping that had collapsed and the drain at the end will be replaced. The work on this final stretch will be conducted by Busby Construction, but the timing will be dependent on work they are completing with the City first. We will have a better update on this in late Spring.

Entrance Lights:

The old lights have been removed, the underground electric has been installed, and the new concrete ba-ses are installed and ready for the new light poles. We are still reviewing the lights to be installed, so we have temporarily installed some inexpensive temporary light poles on the bases until the new poles can be purchased. This may take a month or two to complete with the holidays upon us, but the temporary lighting is already a big improvement.

City Zoning: The City has created a new zoning for the Weirs. This new zone is Shorefront Residential (SFR). The purpose of this zone is to give the Weirs which primarily commercial the right to set their own policies for Short Term Rentals and to provide for their own enforcement. They had intended to vote to change Long Bay and South Down to this same (SFR) Zoning, at the City Council Meeting

that took place on Nov 25th. We were able to give testimony prior to that vote and based on that testimo-ny, Mayor Engler noted that this vote to change our zoning would not take place. We will remain Residen-tial Single Family (RS) and Short-Term Rentals will continue to be banned in our two associations.

Short Term Rentals: The City of Laconia is adopting new laws and procedures involving Short Term Rentals. For instance, an owner must occupy their residence at least 150 days a year to be eligible to rent their residence. The rental will involve a yearly permitting process that involves a home inspection. As noted above this will not im-pact Long Bay as rentals in our association will remain banned.

WOW Trail: Thanks to the letters, emails, facebook, and public outcry to the intention of the City Council to vote at their Nov 25th meeting, on a referendum to remove the railroad tracks, to make way for the WOW Trail. This meeting was standing room only with 2 RR Owners, RR Employees, Snowmobile Association members, and many owners from Long Bay and South Down. Many of us were able to give testimony against this vote, and we assured the Council we would be working with them in the new year to find an alternative route for the WOW Trail. Ben Clark from the Hobo RR also agreed to provide the Council with the details of the Stone Consulting Study which shows that the RR is a major economic contributor to the lakes region already providing more than is projected from the WOW Trail. Since that meeting the State of NH has re-leased $950k to renovate the train tracks. This is the first major investment in infrastructure since the tak-ing in 1976, and a further commitment to the preservation of the Railroads in NH.

Pool: We will be replacing all of the Pool furniture this Spring and in time for the pool opening for the Memorial Day holiday.

Beaches: We will be replacing beach sand that was last done 6 years ago. This will occur sometime between Memo-rial Day and the 4th of July. Additionally, we had the diver that pulled up about 80% of the milfoil in 2018, return to concentrate on the shallow water areas closer to shore. Now we will be able to keep the milfoil growth under control with a regular maintenance plan.

Golf Carts: Based on the discussions we had at the Annual Meeting, our owners have asked for better golf cart identi-fication and a review of our rules & regulations for golf carts, in light of increasing underage driving. Addi-tionally, it has always been a regulation in Long Bay that golf carts are insured, but this has never been en-forced. For 2020, we will publish new rules & regulations, require an insurance policy with registration, and have ordered new emblems for golf carts for the back and front of golf carts to make them more read-ily identifiable. There will also be a new fine structure for those that violate the rules we have for golf carts. We will be sending out an email blast in February as a reminder of what actions must be taken for golf cart registration this year.

Recreation Trails – Trails will not be groomed this season. SD Skating Pond – Beware, use of the skating pond is always at your own risk. The ice thickness is not checked by SDRA. Winter Parking Ban – Please remember that there is a winter parking ban on all SDRA and LBHOA roads effective Novem-ber 1st through April 1st. Christmas Tree Pick Up for South Down and Long Bay - Will be collecting and disposing of Christmas trees for all residents at no cost. For those wishing to take advantage of this opportunity, please leave your tree at the end of the driveway next to the curb. Trees will be picked up beginning 2 January 2020 until the 10th of January 2020. Please feel free to email Lin-da Hersey at lherseyevergreenmgt.com if you have left a tree out for collection so we may ensure its removal. If you wish to dispose of a tree before or after these dates, it may be disposed of at the Laconia Transfer Station. Winter Advisory - Turning off your unit water when you leave for 24 hours or more can greatly reduce the possibility of damage, especially during power outages. If your unit is unattended, it is a good idea to leave your key with a neighbor for emergency access and to have them periodically check the unit during your absence. Beach House - We are currently booking the SDRA & LBHOA Beach Houses for the 2020 Village Annual Meetings on a first come first serve basis. Call us to ensure a date is available for your meeting. New Owners – All new owner are required to come to the Evergreen Management Office to register; obtain gate access and owner directory; register golf carts; sign up for canoe/kayak racks and learn about the community. The cost of each new RFID tags is $10. Six Ton Road Weight Limit Reminder – As a reminder, please plan accordingly as the 6 Ton SDRA and LBHOA Road Weight Ban goes into effect. Depending on the weather and temperatures the roads will be posted in early March to approxi-mately April 15th. As the time approaches additional information will be sent by email to all residents.
