COLLEGE AT A GLANCE

With dreams of ‘GOAL OF LAW IS JUSTICE’ deep infused in institution’s

hallmark, Jarbom Gamlin Government Law College, Jote, (JGGLC) has embarked

upon giving finest legal exposition to academia and students of law. A legal

institute being the first line of defence against injustice to uninformed citizenry,

JGGLC hopes to be the flag bearer of better tomorrow.

Jarbom Gamlin Government Law College was established in the year 2019.

The college is approved by Bar Council of India and is affiliated to Rajiv Gandhi

University, Rono Hills, Doimukh, Arunachal Pradesh. It is the first Government law

college of Arunachal Pradesh. The college is stretched across 19-acre land amidst

pristine mountain slopes, in the banks of river Poma at Jote, Papumpare District at

a distance of around 21 km from the capital city Itanagar.

The college campus comprises of Academic Block with more than 20

Classrooms and Administrative Block consist of Principal’s Office, Faculty Rooms,

Library, Legal Aid Cells, Research Cells, Establishment Branch, etc. and a separate

dedicated Moot Court building. The college provides hostel accommodation for

both boys and girls students with 34seating capacity respectively.

Presently the college offers unitary Three Years LL.B course only. Admission

to the college is strictly based on the performance of candidates in the Jarbom

Gamlin Government Law College Entrance Test (JGGLCET). With only 120 seats

the selection process is highly competitive. The College in its admission process

adheres to the rules and guidelines promulgated by Bar Council of India/ State

Government/Rajiv Gandhi University and other authorities concerning to

admission.

JARBOM GAMLIN GOVERNMENT LAW COLLEGE ENTRANCE TEST (JGGLCET)

Jarbom Gamlin Government Law College Entrance Test (JGGLCET) is a state

level entrance examination for admission to candidates in undergraduate (UG) law

course offered in the college. The examination is conducted by the Admission

Committee headed by the Principal of the college at notified centre, Itanagar,

Arunachal Pradesh.

Course: Bachelor in Law (LL.B.)

Duration of Course: Three Years

Intake Capacity: 120

ELIGIBILITY FOR ADMISSION

To appear in the JGGLCET, candidates are required to fulfil the eligibility

criteria as under:

1. An applicant who has graduated in any discipline or has appeared the final

examination of graduation (the result of which is likely to be declared before

the selection of candidates) from any of the recognized Indian Universities.

2. A candidate should have following minimum aggregate percentage in degree

level examinations (Graduation) for admission into LL.B. Course in addition

to qualifying in the JGGLCET:

a. General candidate : 45%

b. OBC candidate : 42%

c. SC/ST candidate (including APST) : 40%

3. There is no age bar to appear Jarbom Gamlin Government Law College

Entrance Test or to pursue three years LL.B Course.

DISTRIBUTION OF SEATS

The distribution of the seats will be as under:

1. The distribution of seats will be as per the Reservation Policy of the State

Government for admission to professional institutions as may be notified

and/or amended from time to time that is 80 % of seats are reserved for

APST and 20 % of seats are unreserved.

2. There will be 3% reservation of seats for differently-abled candidate as per

the reservation policy of the State Government notified from time to time.

Such candidates should produce the requisite certificate from a competent

authority at the time of admission. Further, the candidate should be capable

of undergoing the course with his/her physical condition.

SCHEME OF EXAMINATION

The question paper of the JGGLCET will be in English only. The question

paper will contain 100 Multiple Choice Questions (MCQs). Each question will carry

4(Four) marks for a correct response. For each incorrect answer to a question,

1(one) mark will be deducted. There shall be no deduction for un-attempted

question.

The distribution of marks and duration of examination will be as follows:

ENTRANCE TEST FEE

To complete the application process of entrance exam, candidates need to pay the

application fee in online mode using Credit Card, Debit Card or Net Banking. The

application fee payable for the respective categories is as under:

ADMIT CARD:

Admit card for Jarbom Gamlin Govt. Law College Entrance Test (JGGLCET)

will be send to the applicant’s email on acceptance of an application for entrance

test.

NOTE: The Admit Card shall also be required at the time of admission of the

candidate in the institution and should therefore be preserved carefully.

EXAMINATION CENTRES

Examination on the scheduled and notified dates will be conducted at

JGGLC, Jote or other selected centre in Itanagar/Naharlagun depending on the

number of applicants.

EXAMINATION PROCEDURE

1. Candidate must report to the Examination Centre at least 30 minutes before

commencement of the examination and occupy his/her seat at least 15

minutes before examination.

2. Candidate must bring his/her own Blue/Black Ball Point Pen only at the

time of examination. No other items shall be allowed inside the

Examination Hall.

3. Admit Card and Identity Card (such as Voters ID, Aadhaar Card,

Driving License, Pan Card, etc.) must be brought along on the date of

examination. No candidate shall be allowed to sit in the examination

hall in case they fail to produce the same.

4. At the time of examination, candidate shall be provided with an OMR Answer

Sheet along with the Question Paper.

5. Candidate should thoroughly read the instructions published in the question

paper before attempting any question.

6. Candidate should answer by darkening the appropriate bubble (only one) in

the OMR Answer sheet with Ball Point Pen as instructed in the Question

paper.

7. Possession of mobile phone, pager, calculator, digital watch and other

objectionable materials is not allowed inside the examination hall.

All the rules and regulations regarding behavior of candidates in the

examination hall shall be same as that of CBSE and University examinations.

DECLARATION OF RESULT

The result of JGGLCET will be declared as per the performance of the

candidate and the MERIT LIST will displayed/uploaded accordingly in the college

notice board/college website respectively as per the scheduled date.

Two or more candidates securing same mark in the LET will be placed in the

same rank. However, their inter-se merit shall be determined on the basis of the

percentage of marks secured in the qualifying University Examination.

Result once declared will be final and no request for re-examination of

answer sheets shall be entertained.

SYLLABUS FOR ENTRANCE TEST

The question paper will be based on Legal Awareness and Aptitude, English

Language, General Knowledge, Current Affairs and Analytical Ability. Each section

of JGGLCET question paper will be as under:

1. Legal Awareness (50%)

Legal Awareness is to test the candidate’s common knowledge of law and

inclination towards study of law. Question asked under this section will comprise

of legal propositions/principles and set of facts or scenarios involving legal matters

to which said proposition/principle has to be applied to arrive at a reasonable

conclusion.

Question will be broadly based on the followings:

Indian Constitution

Indian Penal Code

Law of Torts

Indian Contract Act

Notable Supreme Court Judgments

Legal General Knowledge

Legal Maxims and Terms

2. English Comprehension (20 %)

3. Reasoning (20 %)

4. General Knowledge and Current Affairs (10 %)

ADMISSION OF CANDIDATES

The admission of candidates shall be made strictly on the basis of the

MERIT i.e., marks secured in the Jarbom Gamlin Govt. Law College Entrance

Test (JGGLCET).

The date of Counseling cum Admission shall be notified in the official

website of the college (www.jgglc.ac.in) as per the academic calendar of RGU.

If any candidate does not join or admit him/herself in the Institution during

the notified period, he/she shall not be allowed to take admission and their seats

will be deemed to be forfeited whatsoever the reason may be.

A second MERIT LIST will be displayed for filling up any vacant seat fallen.

The list shall contain names of candidates more than the accrual seats to be filled

and therefore the admission of candidate attending the counseling will be subject

to availability of seats.

The College Authority reserved the right of nomination of eligible candidates

if the situation so demands.

At the time of Counselling cum Admission, the candidates will have to

produce one photo copy of the following:

1. Class X Mark Sheet and Pass Certificate.

2. Mark-sheet and Pass Certificate of the Qualifying Examination.

3. College Leaving/Transfer Certificate from the institution last attended.

4. Migration Certificate (from Universities other than RGU).

5. SC/ST/OBC Certificate.

6. Physically Challenged Certificate from the Competent Authorities in case

of candidate with Physical Disable.

7. Admit Card of Jarbom Gamlin Govt. Law College Entrance Test-2020.

8. Gapping Affidavit, if applicable.

9. Character/ Conduct Certificate from the institution last attended or from

any other competent authority for those having more than six months

gap.

10. Two recent passport size photographs printed with name and date.

11. Undertaking of Attendance.

12. Non- Objection Certificate for employed candidates.

13. University Registration Card.

NOTE:

i. Originals of all the above mentioned documents are to be produce at

the time of admission, for verification only.

ii. If the candidate is unable to submit the requisite documents by the

required date, whatever be the reason, his/her admission will

automatically stand cancelled.

MALPRACTICE

Malpractice is an activity that allows a candidate to gain an unfair advantage

over other candidates. It includes, but is not limited to:

a. Having in possession of papers, books, notes, electronic devices or any other

material or information relevant to the examination concerned;

b. Paying someone to appear for examination(impersonation) or prepare

material;

c. Breaching examination rules;

d. Assisting another candidate to engage in malpractice or attempting to do so;

e. Contacting or communicating or trying to do so with any person, other

than the Examination Staff, during the examination time in the examination

hall;

f. Threatening any of the officials connected with the conduct of the

examination or threatening any of the candidates;

g. Using or attempting to use any other undesirable method or means in

connection with the examination;

h. Manipulation & fabrication in online documents viz. Admit card, Allotment

letter, Data sheet etc;

i. Forceful entry in Examination Hall with malafide intentions;

j. Possession of Calculators, Log Tables, Electronic Digital Watches with

facilities of calculators, mobile phones, pagers or any other electronic gadget

which are not allowed inside the Examination Hall;

k. Uploading of fabricated photograph in the online application form;

If any candidate is found to indulge in any of the malpractice activities or

similar practices, during the course of Entrance Examination before or later

shall be deemed to have committed malpractice at the Entrance Examination

and his/her candidature will be cancelled.

Such candidates shall also be debarred from appearing the Entrance

Examination conducted by Admissions Committee, JGGLC for two years or

more as per gravity of act and decision of the Admission Committee chaired by

Principal in this regard shall be final. Barcode tampering will also be treated as

an act of Malpractice.

IMPERSONATION

During the Entrance Examination or at any stage of admission process, if it is

found that candidates have committed impersonation, he/she shall be dealt as

per the provision of Indian Penal Code (45 of 1860) as cheating by

impersonation.

The matter shall be reported to the Principal by Superintendent in writing. Such

candidates will be debarred permanently from appearing for the Entrance

Examination conducted by JGGLC in future in addition to the cancellation of

his/her candidature.

SAVING CLAUSE

The Admission Committee or the Chairperson of the Committee for Entrance

Test will not entertain any request for change of the date of Entrance

Examination.

Any other items not specifically covered in this manual will be decided by the

Convenor, Admissions Committee in consultation with members and the

Chairperson and his decision shall be final.

GUIDELINES TO CONVENOR, ADMISSION COMMITTEE

In the event of any act of malpractice in the examination hall by a candidate,

the admit card of such candidate along with materials in possession shall be

confiscated and reported to the Principal with a report signed by the Invigilator,

Superintendent and Observer in a sealed cover. The candidate shall not be allowed

to continue to attend the examination whatsoever.

Note:- Conduct of Entrance Test is subject to Governments directives

prevailing at the period of entrance and accordingly the College reserves the

right to modify the mode of Admission to the College.
