BACKGROUND OF JAWAHARNAVODAYA VIDYALAYA The Government of India has launched a scheme to
establish on an average, one JawaharNavodayaVidyalaya
(JNV) in each district in the country, with the following
objectives.
To provide good quality moderneducation including a strong
component of culture, values, environment awareness
and
physical education
to talented children in rural
areas without regard to their
familys socio-economic condition.

To ensure that all students of Navodaya
Vidyalaya attain a reasonable level of competence
in three languages as envisaged in the three-language formula.
To serve in each district, as focal points for
improvement in the quality of school education
through sharing of experiences and facilities.
In keeping with the objectives of
providing a progressive & forward
looking School System in the
rural areas, the NVS scheme
provides education to talented
rural area children, specially
the children of S.C. & S.T.,
Communities
& Girl Children.

MISSION OF NAVODAYA
VIDYALAYAS
Navodaya Vidyalayas are schools with a mission and
philosophy.
They are founded on the belief that education is
intrinsic to human development.
Fostering excellence with equity are the precepts
through which Navodaya Vidyalaya seek to fulfill a
major objective of Independent India: education on a
equal footing to girls, children of SC and ST
communities and rural children

Setting and sharing the pace and goal excellence in
rural area school education are among the importantgoals of Navodaya Vidyalayas.
Integration with the immediate neighborhood through
pace setting activities and integration with regions other
than ones own are some of the other goals on the
charter of NavodayaVidyalayas.
Development of leadership qualities, personality
development, promotion of team spirit, understanding
and appreciation of Indias composite culture and
heritage,
Adventure, sports, scouts and guides and NCC, as also,art education activities and computer education are
important facets of education in NavodayaVidyalaya.

ORGANISATIONAL STRUCTURE
NavodayaVidyalayas are run by the
NavodayaVidyalayaSamiti, an autonomous Organization
under the Ministry of Human Resource Development,Department of Secondary & Higher Secondary
Education.
For each Vidyalaya there is a Vidyalaya Advisory
Committee and Vidyalaya Management Committee.
District magistrate of the concerned district is the
Chairperson of the Vidyalaya level committee

The Minister of HRD is the Chairman of the Samiti and
the Ministry of State (Education) is the Vice-Chairman.
The Samiti functions through and executive committee
under the Chairmanship of Honble Minister of HRD.
The Executive Head of the administrative Pyramid is
the Commissioner who executes the policies laid down
by the Samitis Executive Committee.He / She is
assisted at the Headquarters by Joint Commissioners,
Deputy Directors and Asst. Commissioners.
The Samiti has established 8 Regional offices for the
Administration and Monitoring of NavodayaVidyalayaunder their jurisdiction.

SALIENT FEATURESlJNVST : Entrance on the basis of Merit
NavodayaVidyalayas draw their student strength from
talented children, selected on the basis of a merit test, called
the JawaharNavodayaVidyalaya Selection Test, designed,
developed and conducted by NCERT initially and now, by the
CBSE. The test is held annually on All India basis and at block
and district levels. It is objective, class neutral and is sodesigned as to ensure that rural children are not at
disadvantage.
lReservation for Rural, S.C., S.T. and Girl StudentsAdmissions in JawaharNovodayaVidyalayas primarily for
children from the rural areas, with provision of 75% seats for
rural children. Seats are reserved for children from the SCand ST communities in proportion to their population in the
district but not less than the national average. 1/3 of the seats
are for girl students. 3% of the seats are for disabled
children.

lCo-educational Residential Schools with FreeEducation
NavodayaVidyalayas offer free education to talented
children from Class-VI to XII. Navodaya Vidyalayas are
affiliated to the CBSE. Entry to a NavodayaVidyalaya is
in Class-VI only along with lateral entry into Class IX &
XI. Each NavodayaVidyalaya is a co-educational
residential institution providing free boarding andlodging, expenses on uniforms, text books, stationery,
to and from rail and bus fare. However, a nominal fee
@ Rs. 200/- per month is charged from students
of Class IX to XII for VidyalayaVikasNidhi. The
students belonging to SC, ST, categories, girls
disabled students and children of the families belowpoverty line are exempted from this fee.

lAdherence to Three Language FormulaThe Regional Language is generally the medium of
instruction from Class-VI to VIII and from Class- IX onwards,
it is English for Science and Mathematics and Hindi forHumanities subjects.
lPromotion of National IntegrationNavodayaVidyalayas aim at inculcating values of national
integration through migration scheme though which the inter
regional exchange of students between Hindi and Non-Hindispeaking States and vice-versa takes place for one academic
year. Efforts are made to promote better understanding of
the unity in diversity and cultural heritage through various
activities.
lLocation of JawaharNavodayaVidyalayasNavodayaVidyalayas are located in rural areas across the
country. The State Govt. is to offer cost free land and rent
free temporary buildings for the setting up of a
NavodayaVidyalaya.
