JOINT BASE ANACOSTIA-BOLLING (JBAB)

Joint Base Anacostia-Bolling (JBAB) is comprised of theformer Naval Support Facility Anacostia, the former Bolling AirForce Base and the Bellevue Housing Area. The propertiesmerged in October 2010 as a result of the Base Realignment andClosure (BRAC), 2005.

It is a 1018 acre military installation, located in SoutheastD.C., situated between the Potomac and Anacostia rivers andInterstate 295, in the Anacostia and Congress Heights areas.

The installation is the center of Air Force and Navy

ceremonial support, among other missions performed by thenearly 50 military and federal agencies on the installation. Itsservice to the country, active-duty, reserve, retired and visitingmilitary, as well as personnel deployed around the world, is animportant one.

Many of JBAB's over 16,000 military and civilian personnel,also contribute countless hours performing community serviceand helping enrich the lives of adults and children in thesurrounding neighborhoods, communities and schools duringtheir time away from work.

Getting Here

Joint Base Anacostia-Bolling, located along the Potomac Riveradjacent to I-295, is accessible from I-95, I-395 and I-495, and iswithin the Washington, D.C., city limits. If you plan to drive,you might consider arriving during non-rush hours; between 10a.m. and 3 p.m. weekdays.

If your plans include air travel, there are three airports servingthe Washington area — Reagan National (DCA), DullesInternational (IAD) and Baltimore-Washington InternationalThurgood Marshall (BWI). Reagan National Airport is in NorthernVirginia just across the Potomac River from JBAB and about 15minutes from the base during non-rush hours. Dulles, also inNorthern Virginia, is farther away and during non-rush hours isabout a 50-minute drive. BWI, is located north of the base inMaryland, and is about a 40-minute drive during non-rushhours. If you have the option, flying into Reagan National is themost convenient.

Reporting Procedures

All newly reporting personnel should report to their commandfirst. Once you check into your command and they endorse yourorders, Navy personnel will then report to PSD, located inEnterprise Hall, and Air Force personnel will report to MPF,located in Bldg. 16.

Base Access

Joint Base Anacostia-Bolling has three entrances: the FirthSterling gate, Arnold (main) gate and the South gate. The Southgate, also known as the “visitor’s gate,” is the only locationwhere visitors without ID cards may access the base. Personnelassigned to the Pentagon should try to arrive during non-rushhours. The Pentagon is located in Virginia adjacent to I-395 andjust across the Potomac River from downtown D.C. It is easilyaccessible by both Metrobus and Metrorail (subway). In fact,Metrorail has an underground stop at the Pentagon on the Blueand Yellow lines.

Housing Managment Office

The Housing Management Office (HMO) is ready to supportyou in the transition to your new home and community. Theycan provide resources to help you become familiar with thehousing options and support services available to you.

When you arrive at Joint Base Anacostia Bolling, you mustvisit the HMO to receive counseling and guidance beforeentering into any written lease or rental/sales contract forhousing. It is beneficial for you to contact the HMO as soon asyou know you are moving to the National Capital Region. Thegovernment housing team will provide you with the latestinformation about housing on the installation and on the localeconomy. The HMO will also update you on any base specific

policies regarding residing in privatized housing and assist youwith any housing question you may have.

Bolling Family Housing:

Bolling Family Housing (BFH) features over 700 enlisted andofficer housing conveniently nestled in between many majorgovernment agencies in the National Capital Region (NCR) toinclude the Pentagon, the Navy Yard, Andrews AFB and othergovernment agencies. BFH currently offers housing to all activeduty members assigned to the National Capital Region.However, there is some criteria that is considered whendetermining what type of house and in which community youwould be eligible for and therefore it is imperative that youcontact the Housing Management Office to obtain your referralfor base housing with BFH when submitting your applicationand supporting documents. Supporting documents include acopy of your most recent LES, official orders to the NCR and therequired Sex Offender Form. Once the referral is received fromthe JBAB Housing Management Office, and the bedroom sizeand rank requirements have been established, the Bolling FamilyHousing Office will add the service member to the appropriatewait list.

Off-Base Housing Referral:

Living in the Washington, D.C. metropolitan area can be anexciting adventure, however, be prepared for high rents. Asecurity deposit equal to one month's rent is often required inadvance, along with the first month's rent. People can alsoexpect a credit check fee when applying to move into anapartment.

Prior to signing a rental agreement, it is crucial that militarymembers ensure that they have a clause in their leasesprotecting them if they are forced to break their leases early due

to permanent change of station, deployment or a temporaryduty assignment.

Housing or the legal office can provide people with a copy of anEarly Termination of Rental Agreement for use as an addendumto their leases. In addition, the legal office can provide assistanceif people have any concerns regarding a lease before they sign it.

Deposits may be required when contracting for telephone, gas,electricity and cable television services.

Joint Base Anacostia-Bolling established a "Rental Partnership"program, which is designed to combat the high cost of living inthe D.C. metropolitan area. This program waives securitydeposits, application fees, credit checks and incomerequirements. Additionally, there is a 5-percent discount off theoriginal rent at most apartment homes. To qualify, you must be amilitary member assigned to the area and be willing to set up anallotment to pay your rent. For a "Rental Partnership" list ofapartments and an application, stop by the JBAB Housing Officeupon your arrival or you may request one be sent to you bycalling the JBAB Housing Management Office at 202.404.1840or 202.685.1187.

On-base Housing

Once assigned to Joint Base Anacostia-Bolling or the Pentagon,members who have applied for military family housing will beprovided by JBAB’s housing office staff. Members may also applyfor housing upon arrival and privatized housing options.

Furnari Hall

Front Desk: (202) 433-2667Building Manager: (202) 685-6539Central check-in for all permanent-party residents. Front deskoperates 24 hours a day. Building 417, located on Joint BaseAnacostia-Bolling, Furnari Hall, is a 250-room facility, designed tohouse the Navy’s Ceremonial Guard. The building is utilized tosupport other personnel from Naval Support Activity Washingtonand other commands.

Enterprise Hall

Building Manager: (202) 433-0960Located at Joint Base Anacostia-Bolling, building 72, EnterpriseHall, is an 86-room facility. There are two lounges with cable TVand a full kitchen that all residents share on the second deck.

Blanchard Barracks

Building Manager: (202) 767-8636 Desk operates from 7:30 a.m. to 4:00 p.m., Monday throughFriday.Located on Joint Base Anacostia-Bolling, this is a Navy/Air Force-owned facility, which provides 376 rooms for single militarypersonnel, E-4 and below. This is a Navy 1+1 facility with shared,full kitchens and baths.

Bellevue Housing

Bellevue Housing is located at the site of the Naval Research

Laboratory, off South Capitol Street in Southwest Washington,D.C. Built in 1996 for enlisted personnel only, there are 66 two-bedroom, two-level townhouses, measuring approximately 1,025square feet; and four two-bedroom single level handicapadaptable units measuring approximately 950 square feet. Alltwo-bedroom units have one and one-half baths.

There are 112 three-bedroom, two-level townhouses, measuringapproximately 1,188 square feet, and six three-bedroom single levelhandicap adaptable units, measuring approximately 1,205 squarefeet. All three-bedroom townhouse units have two and one-halfbaths. The single level units have two full baths.

All units come with a large one-car garage attached. Other amenitiesinclude wall-to-wall carpeting, eat-in kitchen with skylight, frost-freerefrigerator, gas range, dishwasher, garbage disposal and spaciouslaundry room with hook-ups for washer and dryer.

The community is equipped with one tennis court and one basketballcourt, a jogging trail, baseball field exclusively for Bellevue residents,lots of playground and picnic areas, and a large community centerwith a meeting room for parties and town hall meetings. Schoolbuses will take children to Washington, D.C., public schools andsome private schools. The pet policy allows two pets, no weight limit.

The nearest full-service military installation is Joint Base Anacostia-Bolling, located adjacent to Bellevue.

Temporary Lodging

Gateway Inns & Suites- JBAB Temporary Lodging At present,JBAB GI&S has 260 guest rooms including 100 temporarylodging units. TLF units are equipped with a full kitchen, diningarea, two bedrooms and a sleeper sofa. The units are primarilyused for those in permanent-change-of station status travelingwith dependents. These units are usually full during the peakmoving season, May through September, so members areencouraged to make reservations at least 30 days in advance.Single suites with or without kitchenettes are also available toDOD employees and family members and can be utilized forofficial travelers or leisure. Limited guest rooms are available fortravelers with pets, however commercial pet boarding facilitiesare available in the local area and can be provided by thelodging office.

Until Your Things Arrive

If you need to set up house while you're waiting for yourpersonal items to arrive, family services has a variety of items andinformation that may help you. Located with the Military andFamily Support Center on Brookley Avenue, family services haseverything you may need to borrow: kitchen dish packs, irons,ironing boards, futon mattresses, card tables and chairs,playpens, small lamps, linens, toasters, coffee pots and clockradios. Volunteers assist arriving and departing members of thecommunity in coordination with the relocation assistanceprogram.

First Term Airmen Center

The FTAC was established to transition first term Airmen frombasic training and technical school training to a mission-orientedenvironment with a solid foundation of base training programsand briefings. The FTAC creates an environment for Airmen todevelop a warrior spirit, expeditionary mindset, andindoctrination to the National Capital Region and Joint BaseAnacostia-Bolling way of life through self-discipline, teamwork,and core values.

Household Goods

Before you get a permanent home, check the status of yourhousehold goods shipment by contacting the Joint PersonalProperty Shipping Office at Fort Belvoir, Va. The JPPSO needs toknow your plans as soon as possible to better serve you andyour family. You should arrange delivery as early as possible tohelp cut down on costly in-transient storage, potential damagedue to extra handling, and delivery delays. Normally three- tofive-days’ notice is required for delivery; however, during peakmoving periods, especially May through September, it may takeup to 10 days or more.

Personnel who do not have a place to move immediately uponarrival are authorized temporary storage at government expensefor up to 90 days. An additional 90 days may be requestedthrough the JPPSO.

For those who have completed a do-it-yourself move, paperworkcan be hand-carried to the Joint Base Anacostia-Bolling TrafficManagement Office for certification. For your convenience, ifyou are assigned to the Pentagon, the Pentagon TMO can alsocertify your DITY move.

For more information concerning household goods and storage,visit JBAB's TMO office in bldg 520, located on Brookley Ave.

Financial Services

The Financial Service Office employs more than 40 personnel andis responsible for providing world-class financial service such asmilitary pay, civilian pay, retired pay and travel pay to personnelin the National Capital Region. In addition, the unit deliversfinancial analysis, budget and accounting support to units andtenants located on JBAB. Important pay and travel informationis provided to newly arrived personnel during centralized in-processing briefings at the Military and Family Services Center.The Air Force financial services office is located on the secondfloor of building P-20 on Joint Base Anacostia-Bolling andprovides walk-in customer service. Navy personnel requiringfinancial services should contact the PSD office.

Tobacco-free Policy

Joint Base Anacostia-Bolling has been a tobacco-free installationfor years. Tobacco use may only occur on base in designatedareas.

Medical Services

The 579th Medical Group provides premier medical and dentalcare for enrolled beneficiaries in the National Capital Region. TheJBAB Clinic is located on the first floor of building 1300 and hasa staff of providers specializing in family medicine and flightmedicine. Services include well-baby appointments, pediatrics,women’s health, optometry, family advocacy, substance abusecontrol programs, force health protection, immunizations, healthpromotions, public health, laboratory, radiology and pharmacy.

Other military medical facilities in the area include Walter ReedArmy Medical Center in Washington, D.C., the Naval Hospital inBethesda, Md., the DeWitt Army Hospital at Fort Belvoir, Va., the79th Medical Group’s Malcolm Grow Medical Center at JointBase Andrews-NAF Washington, Fort McNair’s Health Clinic inWashington, D.C., Andrew Rader Health Clinic at Joint Base Ft.Myer-Henderson Hall, and the medical facility at Marine CorpsBase Quantico, Va. A TRICARE Service Center is also located inBuilding 1300. Staff members there can answer questionsregarding enrollment and eligibility.

Dental Services

The 579th Dental Squadron, located on the second floor ofbuilding 1300, provides comprehensive dental care for activeduty personnel assigned to JBAB and the Washington area.

Dental sick call for urgent or acute care is made by appointment.On holidays and after-duty hours, emergency care is availablethrough the 79th Medical Wing at Joint Base Andrews-NAFWashington.

Dental care for all non-active duty beneficiaries is extremelylimited; therefore, all non-active duty patients should select acivilian dentist to provide ongoing dental care. Active-duty familymembers may participate in the TRICARE active duty familymember dental plan, which now provides expanded benefits forcomprehensive and specialty care by participating civiliandentists.

JOINT BASE SPECIAL STAFFCommand Section

The command section provides a wide variety of functions topersonnel assigned to JBAB. Those services include equalopportunity, public affairs, protocol, safety and chaplaincy.

Equal Opportunity

The Equal Opportunity office is located in Building 4 on the secondfloor. Its two primary functions are military equal opportunity andcivilian equal employment opportunity. The DOD has a “zero”tolerance policy regarding discrimination.

The EO office processes equal opportunity complaints, educatesmembers on DOD policies regarding discrimination and humanrelations and acts as a referral agency to make sure problems areresolved by the appropriate agency and at the lowest level.

Public Affairs Office

Joint Base Anacostia-Bolling Public Affairs is the central point ofcontact for all communications-related activities within andoutside the base to include media and community relations andsecurity and policy review. The JBAB Public Affairs Office,located in P-20, Suite 219, is also home for the base’sMultimedia Center, providing complete photo and graphicssupport. Additionally, the public affairs staff maintains the base’sprimary news source, and public Web sites. For moreinformation, call the Public Affairs office at (202) 767-4781.

Protocol

The chief of protocol provides protocol and ceremonial support forthe JBAB. This includes itineraries for distinguished visitors,hospitality assistance for office calls, seating and parking forconferences and special events. Ceremonial support for the baseincludes changes of command, retirements and promotions,

annual awards banquet, monthly promotion and quarterly awardsceremonies, commander’s calls and monthly observances. Adviceand guidance provided by protocol includes script reviews,programs and seating plans, RSVPs, flags, invitations, entryauthorization lists and parking.

Safety Office

The Safety office manages the Commander’s Mishap PreventionProgram for the National Capital Region. Program elementsinclude, but not limited to: advising the commander, functionalmanagers, and supervisors on safety and health matters;managing on- and off-duty safety programs; providing mishapprevention data and safety education material to allorganizations; processing hazard reports and managing theinstallation master hazard abatement program; reviewing civiliancompensation claims involving occupational injuries and hospitaltreatment records to ensure mishaps were properly investigatedand reported in accordance with applicable OSHA and DODdirectives; conducting safety education programs; providingsupervisors assistance with job safety training; ensuring allmishaps are investigated properly and reported according to AFI91-204; establishing a proactive mishap prevention program thatincorporates reasonable risk management and hazard eliminationand reduction features.

Chaplaincy

The chapel provides pastoral care to the units, base tenants, thePentagon, and the National Capital Region through unitvisitation, counseling, worship services and religious education.The chapel staff is comprised of chaplains, chaplain assistants,civilian personnel and volunteers working together to provide ahost of support services for families and singles. Chaplains alsoprovide invocations and benedictions, officiate at weddings, andperform funerals throughout the region.

THE 11TH OPERATIONS GROUPThe Air Force's 11th Operations Group, a mission unit at JointBase Anacostia-Bolling, is part of the historic 11th Wing. The11th OG supervises the operations and scheduling of the AirForce's premier ceremonial, musical, and chaplain units.

The United States Air Force Band

The United States Air Force Band is the premier musicalorganization of the U.S. Air Force. Stationed on Joint BaseAnacostia-Bolling at historic Hangar II, The USAF Band's officialmilitary life began Sept. 24, 1941, with the formation of theBolling Army Air Forces Band.

Through numerous international concert tours withperformances in more than 50 countries and 42 world capitals,the Band has come to be known as "America's InternationalMusical Ambassadors." Also, the Band entertains troopsdeployed overseas and presents concerts from coast to coastthrough local performances and national concert tours. TheUSAF Band's ensembles include the Air Force Strings, Airmen ofNote, Ceremonial Brass, Concert Band, Max Impact and SingingSergeants. Collectively, these groups present more than 2,000live performances annually.

• The highly acclaimed Guest Artist Series is held on Sundayafternoons in February and March at the 3,700-seat Daughtersof the American Revolution Constitution Hall in Washington,D.C.

• The Band's popular Summer Concert Series is held regularlyduring June, July and August at the Air Force Memorial and atother locations in the National Capital Region. The Jazz Heritage

Series, presented each fall, features the Airmen of Note inconcert with the world's foremost jazz artists.

• Annual Holiday Concerts are presented the first weekend eachDecember.

In addition to regular programs in the National Capital Region,the USAF Band can be heard in performances at area highschools, colleges, universities and concert halls. All performances

Chaplaincy at Arlington National Cemetery

Paying final respects to departed heroes, Air Force chaplains andchaplain assistants provide spiritual care and guidance to familiesas they commemorate their departed family members. They help

provide the "final tribute on behalf of a grateful nation" in over1,000 chapel and graveside funeral services annually at thenation's premier military shrine.

The United States Air Force Honor Guard

The United States Air Force Honor Guard is home to more than200 men and women directly responsible for providing finalmilitary funeral honors at Arlington National Cemetery. "Sharp,crisp, and motionless," the members of the USAF Honor Guardare also called upon to train other Air Force base honor guards,and to support State Funeral plans any where they may occur.Members of the Air Force Honor Guard represent the Air Forcein a variety of military and civilian ceremonies conductedthroughout Washington, D.C., including events at the WhiteHouse, Pentagon, Arlington National Cemetery and the Tomb ofthe Unknowns.

The Honor Guard also operates the Air Force's only precision drillteam, which is dedicated to inspiring Air Force awareness amongmilitary and civilian audiences. Through its complex drill routines,the drill team attempts to personify the integrity, discipline,teamwork, and professionalism of every military mission.

579th Medical Group

The 579th Medical Group has a proud history and enjoys areputation of being an indisputable leader in quality medical anddental care. The group provides health care services supportingJBAB, Headquarters Air Force, the Defense Intelligence Agency,Headquarters Air Force District of Washington, three wings and233 geographically separated units in 126 countries.

The group delivers medical and dental care to 20,000 tri-servicebeneficiaries assigned to the National Capital Region, includingSECDEF, SECAF and CSAF. The group also directs an AdvancedEducation General Dentistry Residency Program, and plans, trainsand deploys to support worldwide contingencies.

The 579th Medical group consists of three squadrons:

579th Medical Operations Squadron

579th Medical Support Squadron

The 579th Medical Support Squadron supports Joint BaseAnacostia-Bolling along with the eligible beneficiary population,Air Force District of Washington, the Department of Defense,and our nation's security by providing health support for the fullrange of militarydeployments and sustainingthe health of members ofthe armed forces, theirfamilies, and others toadvance our nationalsecurity interests. The 579thMedical Support Squadronprovides the higheststandard of direct medicalcare and medicaladministrative services toJBAB units. These areas ofexpertise include pharmacyservices, diagnostic imagingand clinical laboratorysupport. Superior logisticaland administrative support isalso provided throughinformation systemmanagement, facilitymanagement, medicalequipment and supplyprocessing, orderly room,resource management,patient administration,TRICARE services, medicalreadiness and referral management.

579th Dental Squadron

The 579th Dental Squadron provides comprehensive dental carefor active duty personnel assigned to Joint Base Anacostia-Bollling and the Washington metropolitan area, includingrestorative and preventive dentistry, endodontics (root canaltherapy), periodontics, prosthodontics (tooth replacement),orthodontics, pediatric dentistry and oral surgery. The dentalsquadron is one of 13 in the Air Force that has an AdvancedEducation in General Dentistry residency program, and is one ofthe largest Air Force implant centers on the East Coast.

744th Communications Squadron

The 744th Communications Squadron provides networkoperations for Joint Base Andrews-NAF Washington and JointBase Anacostia-Bolling, to include a help desk, networkmanagement, small computer support, and informationprotection. The squadron also provides administrative

communications and customer training, technical and systemssupport for communications and computer systems includingground radio (land mobile radio, cellular phones and frequencymanagement), telephone and client computer systems.

Air Force Office of Special Investigations, 7FIS-OLA

The Air Force Office of Special Investigations, 7FIS-OLA is a fieldoperating agency under the 7th Field Investigations SquadronWashington Field Office at Joint Base Andrews-NAF Washington.

The 7FIS-OLA is responsiblefor providing independent,professional, criminal, fraudand counterintelligenceinvestigative services to theAir Force and specifiedDefense Departmentelements within the NationalCapital Region.

The 7FIS-OLA consists ofspecial agents who work touncover facts surroundingfelony crimes includingrobbery, sexual assault,homicide, narcotics andfraud. 7FIS-OLA focuses onidentifying, investigating andneutralizing espionage andterrorist activities thatthreaten Air Force andDefense Departmentresources.

Defense IntelligenceAgency

The Defense IntelligenceAgency is a Department of Defense combat support agency andan important member of the United States IntelligenceCommunity. With more than 16,500 military and civilianemployees worldwide, DIA is a major producer and manager offoreign military intelligence. They provide military intelligence towarfighters, defense policymakers and force planners, in theDepartment of Defense and the Intelligence Community, insupport of U.S. military planning and operations and weaponsystems acquisition.

Air Force Departmental Publishing Office Located in Bldg. 94, AFDPO is the publishing manager for theAir Force secretariat and Air Force staff. AFDPO providespublishing products and services for administrative publicationsand forms to customers worldwide. AFDPO assists the office ofprimary responsibility with formatting and coordinationrequirements for publications and designing headquarters forms.AFDPO also manages the Air Force Publishing DistributionCenter (AFPDC), located in Essex, Md., which is the central

And, it manages thecentral tagging operation that prepares all publications fromheadquarters to wing level for digital dissemination.

AFDPO is responsible for providing and maintaining the officialsoftware used for designing and filling out “standard” Air Forceforms and assisting functional communities in developinginteractive applications with more intelligent forms.

U.S. Coast Guard

Coast Guard Station Washington is located at Joint BaseAnacostia-Bolling’s Capital Cove Marina. It’s an operational unitresponsible for ensuring the maritime safety and security of theNational Capital Region.

Civil Air Patrol

Joint Base Anacostia-Bolling is home to Civil Air Patrol's NationalCapital Wing headquarters and Challenger 1 Cadet Squadronlocated at 200 McChord St., Suite 111.

The National Capital Wing is the primary point of contact for allCAP activities and Air Force support missions in the Washington,D.C., metro area. The wing currently has six subordinatesquadrons, including the Challenger 1 Cadet Squadron - thesister squadron to the Air Force Honor Guard.

CAP's National Capital Wing encompasses the greaterWashington, D.C., metro area and has approximately 223volunteer officers and senior members and 162 cadets. Civil Air Patrol, the official auxiliary of the U.S. Air Force, is anonprofit organization with 61,000 members nationwide. Navy Ceremonial Guard

Established in 1931, The Navy Ceremonial Guard Is the OfficialHonor Guard of the United States Navy, With the PrimaryMission of Representing the Navy in Presidential, Joint ArmedServices, Navy And Public Ceremonies In The Nation’s Capital,Across The Country And Around The World.

The Ceremonial Guard is comprised of approximately 200 juniorNavy enlisted men and women. Guardsmen are hand selectedfrom the Navy’s Great Lakes Recruiting Command based onstringent physical and ethical standards. Only the tallest (aminimum 6'0" for men and 5'10" for females), fittest and mostmotivated seamen recruits are picked to serve alongside theNavy’s finest junior sailors.

Upon reporting to the command, guard recruits embark on anintensive 10 week training program, which is designed to test theirresolve, commitment, and endurance. Guardsmen are trained tomaintain stoic, motionless military tightness for extended periodsof time, so that they will be prepared to hold their bearingthrough the entirety of the longest of Military Ceremonies. Onlythe strongest willed sailors persevere. They are trained in theareas of rifle drill manual and marching as well as the daily laborof maintaining the rigorous physical and uniform standardsdemanded of Ceremonial Guardsmen. Guardsmen and traineesalike spend hours every day pressing their uniforms and shiningtheir shoes and belt brass. Meticulous inspections are performedprior to every ceremony. Once recruits graduate training andbecome Ceremonial Guardsmen, they are required to join one ofthe Guard’s specialized platoons, including the Ceremonial DrillTeam, Color Guard, Firing Party, and Casket Bearer Platoons.

Guardsmen perform in a myriad of high visibility Navy and JointService Ceremonies. Navy elements have marched in PresidentialInauguration Parades, State Funeral Processions, and numerousannual celebrations. Full Honors Presidential Arrivals at the WhiteHouse, Navy and Joint Service Wreath Laying Ceremonies at the NavyMemorial and the Tomb of the Unknown Soldier, and Chief of NavalOperations Arrivals at the Washington Navy Yard are among themany events that the Ceremonial Guard executes routinely withunparalleled military bearing and accuracy. The Guard’s most somberduty is the delivering of funeral honors at every Navy funeral serviceconducted in Arlington National Cemetery. This honor is performedby the Guard’s casket bearers, firing party and marching elements ona daily basis and over twenty times every week.

The Navy Ceremonial Guard is the face of the Navy and publiclypersonifies our Navy core values, maintaining the higheststandards of personal and professional conduct. These youngsailors represent the best and brightest of today as well as thefuture leaders of the Navy.

Education Services Centers – Centersfor Adult and Continuing EducationThe Education Services Centers arelocated in building 11 on Joint BaseAnacostia-Bolling. They provide membersof Joint Base Anacostia-Bolling and theirfamilies opportunities to achieve theirindividual educational goals. Both servicecenters provide educational andvocational counseling and other supportservices which may also be accessed fromthe Air Force Virtual Education CenterBolling and through the outreacheducation programs. Counselors andspecialists are available to assist withcommissioning programs and degreeplanning.

Education Centers are the contact pointfor distance learning for Air Force Instituteof Technology courses and professionalmilitary education courses such asSquadron Officer School, Air Command &Staff College, Air War College and SeniorNoncommissioned Officer Academy. DLversions include correspondence, internet,CD, video and seminar. Testing servicesare available on a regular basis at bothcenters and include The Defense Activityfor Non-Traditional Education Services,certification exams, PME end-of-courseexams and proctoring for college distancelearning exams. Learning Labs areavailable to help members sharpen theirknowledge and build their skills in manyareas to prepare them for college coursesor DANTES exams. Military personnelmay access their own personal educationrecord through the AFVEC to reviewgoals, degree status and must apply fortuition assistance from their personalAFVEC account. Tuition assistance isprovided for more than 350 institutionsworldwide. Webster University, University ofMaryland-University College and CentralTexas College administrative offices are

co-located in the Bolling Center. Thesecolleges and universities offer classes atJoint Base Anacostia-Bolling Mondaythrough Saturday as well as a fullschedule of DL courses/programs.Representatives of Old DominionUniversity, Stratford University, and StrayerUniversity hold monthly office hours.Commanders are encouraged to use theseresources to bring all educational servicesinto their organizations.

Military and Family Support CenterThe Joint Base Anacostia-Bolling Militaryand Family Support Center (MFSC) islocated in building 13, 202-767-0450, onBrookley Avenue and Building 72, 202-433-6151, located in Enterprise Hall.Members who are relocating to Joint BaseAnacostia-Bolling can access the MilitaryHomeFront database online atwww.militaryinstallations.dod.mil forinformation about the base andsurrounding communities as well aseducation, housing and employmentissues.

The MFSC provides a broad spectrum ofservices designed both to assistnewcomers as well as support familiesthroughout their tour of duty in theNational Capital Region. Relocationassistance, spouse employment, volunteeropportunities and information and referralservices are especially helpful to newarrivals. Other services include personalfinancial management, family lifeeducation, deployment assistance,personal and family readiness andcomprehensive transition assistanceservices.

Family Services, located at the MFSC, hasa loan locker available for families movinginto or out of the area.

The MFSC plays a vital role in the militaryfamily life cycle, helping both baseleadership and military families supportthe Air Force and Navy missions andenhance the quality of joint base MarineCorp, Coast Guard, Army, Air Force andNavy lives.

Banking ServicesThere are two financial institution officeslocated on Joint Base Anacostia-Bolling.Pentagon Federal Credit Union is located

between the Base Exchange and the BaseYouth Center. The credit union offersshare-draft accounts, individual retirementaccounts, loans and other financialservices. Bank of America operates insidethe commissary and also provides fullbanking services. There are eightautomatic teller machines on JBAB. Naval Criminal Investigative ServiceWashington DCThe NCIS is responsible for providingindependent, professional, criminal, fraudand counterintelligence investigativeservices to the Navy, Marine Corps, andspecified Defense Department elementswithin the National Capital Region. TheNCIS consists of special agents who workto uncover facts surrounding felonycrimes including robbery, sexual assault,homicide, narcotics and fraud. The NCISfocuses on identifying, investigating andneutralizing espionage and terroristactivities that threaten Navy, MarineCorps, and Defense Departmentresources. The NCIS mission is toinvestigate and defeat criminal, terrorist,and foreign intelligence threats to theUnited States Navy and Marine Corps,wherever they operate, ashore or afloat.

The Young Marines unit,one of over 300 in thecountry, meets on Saturdaysat JBAB to help keep youth

alcohol, tobacco and other negativeinfluences, while instilling the values ofleadership, discipline and teamwork.

The Young Marines is a federallyrecognized, non-profit educational youthdevelopment and community serviceprogram that promotes the mental, moraland physical development of its members,while providing outdoor and educationaladventures and fun.

Although chartered by Congress andthe focal point for the Marine Corps’youth drug demand reduction efforts, theYoung Marines is not a military recruitingprogram and does not teach war-fightingskills.

Marines unit emphasizes a Joint Servicefocus, engaging with personnel andparticipating in training and activities withall five of the military services, all ofwhom are well-represented at JBAB aswell.

Membership is open to males andfemales, age 8 to graduation from HighSchool and adult volunteers age 18 andolder, from throughout the NationalCapital Region.

Membership for youth and adultvolunteers is $25 per year, which includesaccidental injury insurance coverage,some uniform items and printed materialsneeded for advancement within theprogram.

Outdoor Activities; BDU uniformsand travel

Guided by adult volunteers, all ofwhom are background checked andrequired to complete an applicationpackage before they are able to interactwith the youth, the youth spend one ortwo Saturdays per month learning skills togain promotions and awards and theother Saturday or two, participating inother activities, designed to be fun or ofcommunity service value.

Youth belonging to JBAB’sWashington, DC Young Marines unit wearBDU (Battle Dress Utility) uniforms; get aYoung Marines ID card and have theopportunity to learn outdoor adventureskills including, boating; camping; hiking;orienteering; rafting; archery andmarksmanship; land and water safety andsurvival; first aid and CPR and more,Lavoie stated.

With enough adult volunteers to leadand supervise, youth will also participatein Honor Guard; Drill Team; Drum & BugleCorps; Public Safety, Still and Video

Imagery; Public Speaking; Journalism andSpecial Events. Members also have anopportunity to travel across the country tospecialized training opportunities andevents.

Adult volunteers needed –Military, civilian, contractor, retired,reserve, spouse, parent

To ensure the program operatesproperly, adult volunteers are needed tobe good role models; plan and supervisefun activities and serve as chaperones forJBAB’s Washington, DC Young Marinesunit.

Adults, age 18 and older, are neededto provide the positive influence and helpneeded by the youth. Male and femalevolunteers are asked to give just one ortwo Saturdays per month. Militaryexperience is not required.

A variety of adults are needed to helpteach the youth how to march (part ofteaching them leadership, teamwork anddiscipline and instilling a sense of prideand self-confidence); military customs andcourtesies; lead physical fitness periods;drive a van to transport youth to andfrom activities and more.

Adult volunteers are not expected toknow or do it all. A variety of adultvolunteers; each with different skills isneeded and wanted. Together, theycomprise a great team for the benefit ofthe youth, according to a unit spokesman.

OTHER YOUTH GROUPS AT JBAB

JBAB is also home to Boy Scout, GirlScout and Civil Air Patrol youth programs.Each has its own focus and following andwill continue to receive support fromJBAB. Adults wishing to volunteer to helpyouth are also encouraged to alsoconsider these worthwhile organizations.

Bolling Club

The Bolling Club houses a lavish diningroom, ballroom, party and meeting roomsand two lounges within the club’s 83,000square feet. It is one of the largest andmost prestigious clubs operated in theDoD. A hot lunch buffet is served Tuesdaythrough Friday as well as a variety ofdining and lounge specials. Whether it’s aseafood buffet, a champagne Sundaybrunch, dining and dancing or amembership night, there’s alwayssomething happening at the club. Baltimore was thethird largest city in the nation by 1860 andtoday is the 18th largest. With a world port,government offices, significant medical andeducational institutions, and major touristattractions, Baltimore is one of the mostimportant cities on the East Coast.

Neighborhoods in Baltimore includeFederal Hill, Fells Point, Little Italy and MountVernon Place. The popular neighborhood ofFederal Hill was named for a huge celebrationthe residents held in honor of the ratificationof the federal Constitution. This design,often described as brilliant, allowed forgrowth; however L’Enfant could not haveforeseen the advent of automobiles in a nationof more than 230 million people.
