Introduction

• Operating Procedure No.6 (OP-6) is being revised to:– Establish a separation of System Restoration concepts and

responsibilities (OP-6 revision 11) from the System Restoration Plan and technical data (new Master/Local Control Center document suite M/LCC 18)

– Reflect changes in the application of present and future resources to prioritize and support regional restoration

• NERC Reliability Standard EOP-005-2 and EOP-006-2, effective 1 July, 2013, establish new Requirements that need articulation in the stated objectives

• Document changes are intended to consolidate information, instructions and forms

• Technical data is relocated from OP-6 and populated in a newly created M/LCC 18– Consolidation of technical data sources for ease of System Operator use/access

when required – OP-6 document suite public information remains public in transition to M/LCC 18

• Identify the restoration objectives from the Reliability Coordinator (RC) perspective to NERC Reliability Standards requirements

• Add language that articulates completion of RC restoration objectives and ongoing ISO responsibility to coordinate LCC recovery actions

• Update and enhance responsibilities for ISO, LCC and Market Participants

• OP-6A – System Restoration Guidelines becomes:– M/LCC 18 System Restoration Plan

• OP-6B – Restoration Sequence for Establishing a 345kV Backbone after a Total System Blackout (Confidential) becomes:– M/LCC 18 Attachment A – System Restoration Flowchart (text)– M/LCC 18 Attachment B – System Restoration One-Line Diagram (graphic)

• Both M/LCC Attachments A & B Confidential and represent the Primary restoration plan

• OP-6C through F become:– M/LCC 18 Attachments C through F

• Direct transfer of the same content with same document accessibility• 345kV Line charging, Inter-LCC and Inter-Area Ties, Control Center phone

• OP-6G – 345kV Restoration Event Log becomes:– M/LCC 18 Attachment G – Restoration Strategies

• Retains all current content and add a “Rules of Thumb” checklist for ease of use• Document classification is no longer Confidential

• Additional information not previously captured in OP-6 Appendices:– M/LCC 18 Attachments H through M

• LCC Alternatives, documents Alternate restoration plans to achieve restoration objectives if Primary plan compromised, all Confidential

– M/LCC 18 Attachment N – Synchronizing Checklist• Provides guidance on content retired from NPCC Directory 8, Appendix B

– M/LCC 18 Attachment O – Additional Designated Blackstart Resources that Support Restoration Strategies (Confidential)

– M/LCC 18 Attachment P – Restoration Voltage Limits
