Section 1

Introduction:

1.1.0 Purpose:

1.1 Jett Pro, a certificated Repair Station under 14CFR145, has an approved

training program required by Part 145.163. This training program is to insure

that each employee is properly trained to perform assigned job functions as

required by 14CFR 145.163.

1.2.0 Scope:

2.1 This manual includes a description of the policies and procedures that will be

used by this Repair Station to meet the training requirements of Part 145.

2.2 The information contained in this manual explains the systems used by the

Repair Station to comply with the required training.

1.3.0 Responsibility:

3.1 It is the responsibility of each Air Carrier to provide current and accurate

technical data as required to accomplish or record a particular operation.

Examples of approved Air Carrier‟s technical instructions for continued

airworthiness include but are not limited to:

3.1.1 Maintenance Repair Manuals

3.1.2 SRM, WDM,

3.1.3 Task Cards.

3.1.4 Other data/documents provided by the Air Carrier acceptable to or

approved by the FAA.

3.2 The Jett Pro Director of Maintenance has responsibility for the development of

the in house training program.

3.3 The individual Jett Pro Station Managers have responsibility for the

administering the training program at their respective station and the retention

of training records.

1.4.0 Procedure:

4.1 Maintenance training records will be maintained at each station either in a file

named for the airline providing training or in each individuals personnel file.

4.2 The Jett Pro Training Matrix will also be used to document all training

received. The Matrix is an electronic summary of all airlines and company

training received.

4.3 The Station Manager will ensure the matrix is maintained up to date. Email the

matrix to the Quality Assurance and General Manager monthly. Quality

Assurance will maintain a master copy of company and airline provided

training.

Section 2

Manual Revision and Control:

2.1.0 Purpose:

1.0 The purpose of this document is to describe procedures for controlling the

Training Program Manual as required by FAR 145.209 and FAR 145.211.

Jett Pro will maintain and distribute the manual electronically, only.

2.2.0 Scope:

2.1 Manual upkeep and revisions will be controlled and administered by the Quality

Assurance/Accountable Manager. The manual and revisions will be available to

all employees and authorized access holders through electronic media.

2.2 Unauthorized reproduction or unofficial release of any portion of this manual is

strictly prohibited.

2.3.0 Responsibility:

3.1 The Accountability Manager is responsible for coordinating all revisions to this

manual with the Primary Maintenance Inspector (PMI), Flight Standards District

office (FSDO) Oakland, CA.

3.2 Any Jett Pro employee can submit suggested changes to this, or any other,

company manual using the Document Change Request, form SOP7

(see 2.5.0 below).

3.3 The Accountability Manager shall maintain an electronic master copy and a

hardcopy.

3.4 The Accountability Manager shall distribute the manual including the latest

revisions to all Jett Pro employees and authorized access holders via the

Company web based site JETTS (Jett Pro Electronic Terminal and Tracking

System) located at www.insidejettpro.com. Manual revision notification to all

employees will be:

3.4.1 via email

3.4.2 A highlight sheet will be at the front of the manual to advise viewers of

changes embodied in the manual.

3.4.3 The company‟s web based site, JETTS, home page will have a specific

link titled “Recent Uploads” which will bring up the most recent manual

change.

2.4.0 Procedure:

4.1 A copy of the manual changes will be submitted to the FAA office 30 days prior

to the issuance date for comment. If comments are received from the PMI,

they will be reviewed and changes made where needed. If no comments are

received within 30 days the manual is considered to be accepted.

The Accountability Manager will digitally sign the List of Effective pages and

distribute copies to all manual holders in electronic format. PMI signature is

per current FAR policy.

4.2 If at any time the FAA finds any portion of this manual unacceptable due to non

compliance with an enumerated FAR, Jett Pro shall initiate the manual change

within 15 days of written notification of the non compliance. The change shall

be distributed to all manual holders as noted above.

4.3 If at any time an FAA inspector or airline auditor requests a copy of a portion

of the manual or where portions of the manual are needed for training

purposes and using a computer for viewing is impracticable, JETTS will

automatically stamp each copied page “For Reference Only.”

4.4 Complete manual requests must be authorized first by a member of upper

management.

4.5 Computer access to all manuals and forms by employees and authorized

holders such as the FAA PMI will be provided through JETTS located at

www.insidejettpro.com. Access is 24/7 and entered by specific user ID and

individual password. The password will be changed every 3 months. Manual

viewers will have read only and print status. Higher access is limited to the

administrator, and upper management where needed.

4.6 In the event of local computer failure and a manual, forms or Ops Spec

information is required immediately contact another station to have the info

faxed. If that source is unavailable the GM or QA Manager is available 24/7

to assist in providing the information.

4.7 Administrative maintenance of the company web based system including

password resets etc. is provided by the Line Maintenance Operation

Specialist at HQ-ONT.

2.5.0 Document Change Request - DCR

5.1 All personnel are encouraged to submit suggestions for change to a company

manual or form when the current written procedure needs improving or

changing.

5.2 The form used is the Document Change Request form, SOP7 (see SOP Manual

for an example of the form). The information requested to fill out the form is

self explanatory.

5.3 After filling out the form it should be emailed to the QA Manager who will

manage the review process. This involves forwarding it to personnel for input,

submittal of a manual revision if required and distribution per procedures.

5.4 Personnel involved in review of the suggestion can include the Director of

Maintenance, General Manager and other employees who may have valuable

input into the suggested change.

5.5 The person submitting the suggestion will be notified of the final decision and

the QA Manager will make a revision change to the manual, or form, as

needed. Distribution of the revision is per above procedures.

Section 3

Training Requirements

3.1.0 Purpose:

1.1 The section outline the training needs of Jett Pro Line Maintenance as outlined

in 14 CFR 145.163.

3.2.0 Scope:

2.1 This section will outline training categories and requirements.

3.3.0 Procedure:

3.1 Jett Pro training needs fall into three basic categories. They are:

3.1.1 Indoctrination or New Hire Training.

3.3.2 Specialized Training. (includes CPaT)

3.3.3 Recurrent Training.

3.2 Indoctrination Training:

Jett Pro will provide indoctrination training for all new employees. This includes

contract or interim employees hired for a limited time frame or for a specific

requirement. The New Hire Checklist is utilized for this purpose. An example of

topics covered in new hire training includes, but not limited to:

3.2.1 Familiarization of company manuals, RSM, QAM, SOP, TPM

3.2.2 Forms, Policies and Procedures of the Repair Station.

3.2.2 Repair Station paperwork procedures

3.2.3 Company management structure

3.2.4 Safety, Slips & Falls, Fire Safety requirements

3.2.5 Drug and Alcohol program requirements

3.2.6 Human factors

3.2.7 Tooling and Equipment,

3.2.8 Compressed Gas Handling

3.3 Specialized Training:

Customer or airline training is accomplished as needed. Since Jett Pro functions

as a line maintenance provider to Part 121, 129, 135 operators, the training

needs are determined by each carrier. Jett Pro will follow the procedures in per

the airline policies and procedures. Classroom training is taught by an airline

instructor or a Jett Pro employee designated as such by the airline. Specialized

training in aircraft and systems maintenance is also accomplished through web

based aviation education sites such CPaT or AeroEd.

3.4 Recurrent (annual) Training:

3.4.1 For all employees. See next paragraph for training requirements.

3.4.2 Managers and Trained Observers for the DOT Drug/Alcohol Program.

See New Hire Checklist for requirements.

3.5. All training completed will be documented on the appropriate form and the Jett

Pro Training Matrix.

3.5.1 Training Attendance Record – T1

3.6 The Forms section of this manual illustrates the training forms used with an

explanation of how to complete each. Actual forms for use can be accessed

through the company web based site www.insidejettpro.com and clicking on

“Company Forms.”

3.4.0 Recurrent Training 4.1 All Employees: All Jett Pro employees will receive annual training in the

following subjects. See following page for course syllabus.

4.1.1 Slips and Falls – power point presentation

4.4.2 Human Factors – power point presentation

4.4.3 Compressed Gas Handling (Sections 3 and 4 from the SOP manual)

4.4.4 Fire Safety (view www.fireextinguisher.com).

Documentation for all training shall be on the Maintenance Training Record,

T1 and be recorded on the Jett Pro Training Matrix. Maintain form T1 in

employee files at the station. Forward a copy to IND or ONT HQ‟s. Update the

Training Matrix and email it to the QA Manager per monthly requirements.

4.2 Managers and Trained Observers. In addition to the above subjects the DOT

Drug and Alcohol Program is presented initially to new hired employees and

thereafter annually for all management and trained observer personnel working

in safety sensitive areas. Documentation for all training shall be on the

Maintenance Training Record, T1. Maintain form T1 in employee files at the

station forward a copy to IND or ONT HQ‟s. Update the Training Matrix and

email it to the QA Manager per monthly requirements.

3.5.0 Training Evaluation

5.1 Jett Pro management periodically reviews the training program and identified

needs and adjusts where determined necessary. Any changes to the program

can be based on:

5.1.1 identification of additional training needs

5.1.2 an anticipated change in the work scope of the Ops Spec

5.1.3 a lack of training as a root cause of an oversight finding

5.1.4 student feedback

Safety

Course Title: Safety

Course Code: Safety-01

Frequency: Annual

Course Length: 2 Hours

Course Description: The purpose of this course is to provide Jett Pro employees with the working knowledge of basic safety procedures, human factors training and knowledge of the D.O.T. & Non Regulated Drug & Alcohol program.

Course Topics:

1. Fire Safety. Include location of extinguishers, monthly checks and posted emergency numbers. Complete the web based fire safety course at www.fireextinguisher.com. 2. Compressed Gas Handling. Introduce the dangers and precautions necessary when servicing and handling compressed gas. Employees are to read Sections 3 & 4 from the SOP manual and receive instruction in the use of the oxygen servicing adapter kit. 3. Fall Protection Training. View the power point presentation. 4. Human Factors. View the power point presentation 5. Knowledge of solvents used, MSDS sheets and their location. 6. Drug & Alcohol. Initial for all employees then annually for Managers and Trained Observers, only.

Course Documentation: Maintenance Training Record – T1. Also, update the Jett Pro Training Matrix.

New Hire Indoctrination Training

(Includes Repair Station Pt 145 Training)

Course Title: New Hire Indoctrination Training

Course Code: New Hire-01

Frequency: Initial for new employees

Course Length: 20 Hours

Course Description:

The purpose of this course is to provide a new employee with an understanding and working knowledge of Jett Pro Repair Station maintenance policies and procedures associated with On-Call maintenance. Also, knowledge of the D.O.T. and Non Regulated Drug and Alcohol program.

Course Topics:

1. Introduction to Jett Pro maintenance procedures associated with On-Call maintenance. 2. Introduction to the Repair Station Manual. View the power point presentation titled “Jett Pro Repair Station Pt 145 Training” 3. Introduction to the Quality Assurance Manual and forms. 4. Introduction to the SOP Manual and forms 5. Introduction of facilities, tooling and equipment used at each station. 5. Drug & Alcohol. Initially for all employees then annually for managers and trained observers. View the videos listed in the new hire checklist.

Section 4

Training Documentation

4.1.0 Purpose:

1.1 The purpose of this section is to define how Jett Pro will record training events.

4.2.0 Scope:

2.1 This section shall detail what forms are used to document training and what is

to done with completed forms.

4.3.0 Procedure:

3.1 Training for in house classroom, computer or web based, video and self study

courses shall be documented on Jett Pro Form T1, Maintenance Training Record

(reference Section 6 of this manual).

3.2 On-The-Job training will be recorded on the OJT form T2 (reference Section 6).

3.3 Customer policy may require their training to be recorded on their own form.

Where this is the case Jett Pro will be accepted the airline form and duplication

of the record is not necessary on a Jett Pro form. The training however will be

added to the Jett Pro Training Matrix. If the customer or vendor does not

supply documentation of their own to record the training, Jett Pro form T1

should be used for this purpose.

3.4 Copies of training records/forms shall be placed in the employees training file

at each station and a copy sent to ONT or IND HQ‟s to be placed in each

individuals file.

3.5 The Station Manager is responsible for maintaining employee training records

at the station in an appropriate training file. The hard copy paper document is

the official record of training. Copies will be sent to ONT or IND HQ‟s for

placement in individual employee files.

3.6 All training received will also be recorded electronically on the Jett Pro Training

Matrix. Information recorded on the Matrix includes course titles and dates of

all customer maintenance training completed and Jett Pro new hire training.

Individual course items to be recorded on the Matrix for all employees include:

3.5.1 Safety training

3.5.2 Fire Safety training

3.5.3 Human Factors training

3.5.4 Compressed Gas handling

3.5.5 Drug/Alcohol (for managers and trained observers) recorded on the

Training Received Record, (integral with the checklist) and filed with

each individuals record at ONT or IND. A copy may be kept at the

station. All aircraft maintenance training, company or customer

supplied, will be documented on the Training Matrix with paper back ups

retained for verification.

3.5.6 Airline designated Train-the-Trainer (record only if this is recurrent

training).

3.7 CpaT or AeroEd training completed will be verified by the General Manager who

will then issue a certificate showing successful completion of the course. 3.8 Each employee will have access to his training record to check for accuracy.

3.9 Employee maintenance training files are also available to the FAA and

customer auditors upon request.

3.10 Training from previous employers may be accepted by Jett Pro after review and

acceptance by the General Manger and Station Manager for inclusion in the

individuals training file. Files should contain only training applicable to Jett Pro

needs.

3.11 Training records will be maintained for the duration of employment. Thereafter,

records will be maintained for a minimum of two years.

3.12 The following two diagrams are examples of the Jett Pro Training Matrix. Each

stations Matrix will vary in length based on the number of airlines it serves.

Also the names of courses may vary slightly due to airline nomenclature e.g. a

course in General Maintenance Manual procedures may be called GMM, AMM or

P&P Training and other variations. The Matrix courses will reflect the airlines

terminology. The example below is training by Jett Pro.

Explanation of Example: The page is self explanatory in filling out the employee‟s name and dates

of training for the various courses listed. All airline and company training listed in the Matrix must be

verified by a paper certificates or another acceptable form of airline documentation e.g. computer

screen print, showing successful completion of the course taken. By clicking on the Back cell (top

R/H on all pages) the viewer is automatically sent to the to the Due Date page (example below).

The Matrix is audited monthly for recurrent training due by the Station Manager or designee.

Section 5

Training Methods and Sources

5.1.0 Purpose:

1.1 The purpose of this section is to outline the different training methods and

sources used by Jett Pro.

5.2.0 Scope:

2.1 This section shall detail who can conduct training and the methods that shall be

used for delivery.

5.3.0 Procedure:

3.1 Jett Pro will use a variety of training methods to insure quality and economical

training.

3.2 Training Methods may be:

Formal instructor lead classroom

Computer or web based (instructor or student lead)

Video

OJT

3.3 Training sources may be:

3.3.1 Carrier or customer provided training

3.3.2 OEM training

3.3.3 Outside vendor provided training

3.3.4 Computer based training sources such as CPaT and AeroEd.

3.4 In house training scope and methods will be developed in accordance with

Section 3 of this manual. In house instructors are authorized by the Director of

Maintenance, or designee, based on subject matter knowledge and teaching

ability.

3.5 Trainers designated by customer carriers will be authorized by the specific

airline and generally will be the local Station Manager. The designated trainer

shall conform to the requirements of Section 6 of this manual, (Work

Performed for Part 121, 129 & 135 Operators).

5.4.0 Computer Based Training:

4.1 Computer based training is also utilized in maintaining competently trained

personnel. The course offered on CPaT and/or AeroEd are:

4.1.1 B737NG with CFM engines

4.1.2 B767

4.1.3 B747

4.1.4 A320 with V2500 engines

4.1.5 MD80 with JT8D engines

4.1.6 EMB190 with CF34 engines

Forms

6.1.0 Purpose:

1.1 This section will define the forms used in association with Jett Pro in-house

training.

6.2.0 Scope:

2.1 This section will outline the training forms used, how the forms are completed

and what happens to completed forms.

6.3.0 Procedure:

3.1 The forms used for Jett Pro training are:

Form T1 – Maintenance Training Record

Form T2 – On-The-Job Training Form

3.2 Forms may be viewed and copied for use from the Jett Pro web site

www.insidejettpro.com under “Company Forms.”

3.3 Form T1 – Maintenance Training Record

3.3.1 Form T1 – Maintenance Training Record will be completed as described

on the Completion Guideline page. This form is primarily used to

document Jett Pro in-house training however; it also can be used

as a substitute for a customer‟s form if the customer‟s training

records are unobtainable. Form T1 is used to record classroom training,

computer based training, video training or any other form of instruction.

Retention of training records is indefinite and for 24 months after an

employee termination. Records are maintained at the station in the

employees file. Copies of all records shall be sent to corporate offices in

ONT or IND.

3.4 Form T2 - On-The-Job Training Form

3.4.1 Form T2 – On-The-Job Training Form will be completed as described in

the Completion Guideline page. The OJT form is somewhat subjective in

its use however the successful completion of a task and the

documentation demonstrates an acceptable bridge between an

employee‟s knowledge and skill he currently has and that required to

perform their assigned duties. The following examples are offered as a

guideline. Hands on training for a specific task may require further

instruction for an individual even though there is documentation to show

an individual has experience with the subject matter. Another use is

where remedial training is necessary following a task observed to be

done improperly. This can apply to non aviation jobs events such as

extra training needed in the handling of compressed gasses. Or where

it is observed in the completion of maintenance documents e.g. M2,

shows further training is needed. Use of the form use provides

documentation for supplemental training.

3.4.1 (Cont‟d) a final example of its use is where a technician may not have

performed a maintenance task for an extended period of time but wants

documentation to prove competency after completing the task. In all

cases when the form is intended to be used, observation by the person

signing the technician off is required.

3.5 Completed On-The-Job forms will be submitted to the Station Manager

or the General Manager for their review and signature. The manager‟s

signature indicates verification of a trainee‟s qualifications and will be

placed in their individual file.

6.4.0 Forms in Use

4.1 See following pages for examples of the forms used for training purposes and

the guideline in filling them out. To copy a blank form for use access the

company web based site www.insidejettpro.com and click on „Company Forms.

The List of Effective Pages at the front of this manual will list the current

revision number and date of T1 and T2 forms.

4.2 The following pages contain examples of the forms Maintenance Training

Record, T1 and On the Job Training Form, T2 along with a completion guide for

each.

Use the following guide when filling out form T2. Note: All blocks require an entry. Maintain form in trainees file at the station. Provide a copy to ONT or IND.

2 Employee #: Enter the trainee’s employee number.

Section 7

Work Performed For Pt 121, 129, 135 Operators and EASA/TCCA Entities

7.1.0 Purpose:

1.1 This section will define compliance to customers training requirements.

7.2.0 Scope:

2.1 This section will outline policy and procedures required to comply with

a customer‟s and Jett Pro‟s approved training programs simultaneously.

7.3.0 Procedure:

3.1 Jett Pro, per its Ops Spec and European Agency Safety Agreement (EASA)

certificate provides line maintenance for Part 121, 129, 135 operators,

as well as European and Canadian registered aircraft per the terms of the

Bilateral Aviation Safety Agreement and the Maintenance Implementation

Procedure. Training requirements will be provided by the individual carrier to

meet their specific requirements.

3.2 The carriers representative may designate a Jett Pro employee as a

Designated Trainer if their program so allows. The Designated Trainer is

generally the Station Manager or his designee. The Designated Trainer will

use all material and instructions provided by the carrier‟s representative.

3.3 This training will be documented on the carriers training record. If the

customer does not provide a form of their own; a Jett Pro T1 form may be

used. All training documents will be at the station with a copy provided HQ‟s.

The Jett Pro Training Matrix will be revised to reflect the new training and

forwarded to the QA Manager.

3.4 The Station Manager will be responsible to insure that the training

requirements of each carrier listed on the Ops Spec for his station are

accomplished as necessary to fulfill FAR/EASA requirements. The Station

Manager may determine which Jett Pro employee will be trained for which

carrier, however no employ may be assigned to perform maintenance for a

carrier if their training requirements are not satisfied. The only exception to

this would be in the form of a one-time authorization expressly authorized by

the customer. In this case authorizing documentation from the customer must

be received before starting work.
