QUARTERLY WATER QUALITY MONITORING

The State ot Rhoda Ialand through a Court order dated July 13 1983 requires ~RR to aonitor groundwater in the vicinity ot the aite at one upqradient location (CW-4) and three downqradient locationa (CW-5 CW-6 and CW-7) (The three downqradient locations are each compriaad ot a cluater of three multi-leve l walla ) In additi on LampRR monitora two aurtace water locat ions (S-1 a nd S- 2) Fiqure 1 ahowa the locati onbull ot t hese monitori nq poi nts

Groundwat er monitori ng began a t some locations in January 1983 and sur face wat er monitorinq began i n May 1985 sampling is performed by LampRR personnel under t he supervision ot OEM personnel On aoma occasions aamplea are aplit and analyzed by

OEM as vall as by a laboratory under contract to LRR however the frequency ot this practice is not documented In the June 1985 LRR Compliance oversiqht report prepared for EPA by GCA corporation these monitoring data ware tabulated tor each sample location Jordan reviewed thasa data tor contaminants detected their high and low concentrations tha location ot high concentrations and the frequency of their detection This summary is presented in Tabla 1 in the proper format to be used during tha RI risk assessment task

Tabla 1 lists only those parameters that were detected at least once since monitoring began it does not show other parameterstor which analyses are performed but tor which no detectable concentrations have been reported Maximum concentrations for 14 out of 20 parameters detected occur at monitoring walla cw-5A and CW-58 The CW-15 cluster is located directly east of the landfill approximately 200 teet from the tea ot slope of the disposal area CW-6A and CW-68 ara the deep and mid-laval walla ot tha cluster with their screens placed approxiaataly 92 teat and 61 teat below round aurtaca respectively

Thraa of the aaxiaua concentration locations are at CW-4 the intended backqround wall Repeated detection of contuinanta in thia wall indicates that it ia either too cloaa to the landfill to ba considered background (approxiaately 80 feat fr011 the liait of tha disposal area) or that wall construction introduced these contuinanta into the qroundvater at this location (CW-4 waa reportedly constructed uainq a porous PVC

sampling of privata vatar supply walla in the LRR aita vicinityhaa bean performed on an irreqular basia a inca June 1979 Analytical rasulta of this a onitoring ware obtained from the Rhoda Island Environmental Health Proqraa thaaa are auuarizad in Tabla 2 The auuary includes all data that vera providaclalthough soma walls ware only sampled once since 1979 while others ware sampled nearly biannually a inca 1980

Jordan 1 s data review showed that 16 ot the 3 3 wells sampled over the years showed volatile orqanic contamination at least once The detection limit tor these analyses ia 1 ppb and moat compounds were detected at or below 5 ppb The hiqheat

concentration detected was tor the compound 1 lbulldichloroethene at 17 ppb Federal drinking water criteria tor these contaminant s are listed in Table 1

Because this information remains confidential discussion ot these results is limited to general locations around the landfill rather than to specific residential addresses and property owners Generally at locations sampled more than once a contaminant was detected at low levels duri ng one sampling event but was not detected in subsequent aamplinqs In such instances it is believed that the reported value may have been caused by laboratory or sample container contamination At eight ot the 33 wells contaminants ware either detected more than once or at concentrations between and 20 ppb These cases will be discussed in the following paragraphs

The two walla with the moat consistent detection of contaminants are located on Oxford Turnpike south ot the intersection with Poun4 Hill Road on adjacent lots Analysis of samples troa these walla between 1980 and 1987 revealed 1 1 lmiddottrichloroethane at levels up to 7ppb and trichloroethylene up to 4 ppb each sampling Benzene (2 ppb)and toluene (2 ppb) were each detected once in one of the vella 1 lbulldichloroethene 1 ppb) waa detected once in the other well One of these wells was aaaple4 ten times while the other waa sampled nine times Both walla were drilled 300 teet deep or acre middot

The L6RR lanctill is not believed to be the eource ot the contaainanta detectec in these walla These vella are locatec approxiaately o 75 miles from the landfill on the other aide or Trout Brook Trout Brook a surface water divide tor the area is probably a grouncwater discharge zone which aeana that qroundwater flows toward the brook trom both directions and diacharqea into the brook Therefore contaminants miqrating troa the landfill would be intercepted by the brook before reaching the residential walla FUrthermore there are tour deep drilled walla between the lanltttill and the contuinated private wells that when monitored regularly demonstrated no aiqna or contamination

At a third well on that portion ot Oxford Turnpike Jordan detectec lllmiddottrichloroethane twice at 1 ppb and trichloroethylene three times at 1 ppb and once at 2 ppbDuring three other sampling episodes no detectable contaminants were found This third well is located between the two walla previously c1iscussed and the landfill two lots away from the other wells It is a crilled well with a depth of 140 teet contaminants in this well are not believed to be from the landfill tor the same reasons as described previously

Three vella near the Air National Guard baae on Pound Hill Road also ahowed aome contamination One well waa aampled nine timea since 1979 with no contaminants detected on five occaaiona On two occaaiona in 1981 though dichloromethane (methylenechloride) waa detected at 1 ppb Also during one aamplinq in 1983 trichloroethylene (3 ppb) and 1 2-dichloro- ethane (lZppb) were detected Toluene was detected during the 1985 aamplinq at 2 ppb The two other wells in the area were onlysampled once in 1984 Two compoundbull were detected in both vella 1 11-trichloroethane at z and 3 ppb and trichloroethylene at 4 and 8 ppb Theae wells are located approximately one-halt mile east of the landfill on the eaatern side ot Trout Brook Because these wellbull are located on the oppoaite aide of Trout Brook from the landfill thia contamination ia also not believed to be cauaed by the landfill

concentration detected was tor the compound 1 lbulldichloroethene at 17 ppb Federal drinking water criteria tor these contaminant s are listed in Table 1

Because this information remains confidential discussion ot these results is limited to general locations around the landfill rather than to specific residential addresses and property owners Generally at locations sampled more than once a contaminant was detected at low levels duri ng one sampling event but was not detected in subsequent aamplinqs In such instances it is believed that the reported value may have been caused by laboratory or sample container contamination At eight ot the 33 wells contaminants ware either detected more than once or at concentrations between and 20 ppb These cases will be discussed in the following paragraphs

The two walla with the moat consistent detection of contaminants are located on Oxford Turnpike south ot the intersection with Poun4 Hill Road on adjacent lots Analysis of samples troa these walla between 1980 and 1987 revealed 1 1 lmiddottrichloroethane at levels up to 7ppb and trichloroethylene up to 4 ppb each sampling Benzene (2 ppb)and toluene (2 ppb) were each detected once in one of the vella 1 lbulldichloroethene 1 ppb) waa detected once in the other well One of these wells was aaaple4 ten times while the other waa sampled nine times Both walla were drilled 300 teet deep or acre middot

The L6RR lanctill is not believed to be the eource ot the contaainanta detectec in these walla These vella are locatec approxiaately o 75 miles from the landfill on the other aide or Trout Brook Trout Brook a surface water divide tor the area is probably a grouncwater discharge zone which aeana that qroundwater flows toward the brook trom both directions and diacharqea into the brook Therefore contaminants miqrating troa the landfill would be intercepted by the brook before reaching the residential walla FUrthermore there are tour deep drilled walla between the lanltttill and the contuinated private wells that when monitored regularly demonstrated no aiqna or contamination

At a third well on that portion ot Oxford Turnpike Jordan detectec lllmiddottrichloroethane twice at 1 ppb and trichloroethylene three times at 1 ppb and once at 2 ppbDuring three other sampling episodes no detectable contaminants were found This third well is located between the two walla previously c1iscussed and the landfill two lots away from the other wells It is a crilled well with a depth of 140 teet contaminants in this well are not believed to be from the landfill tor the same reasons as described previously
