The automation process has

The upgraded AOD converter will improve overall

National Company Law

Appellate Tribunal has

dismissed the insolvency plea filed

by IFCI against ACCIL Hospitality, a

corporate guarantor of debt-ridden

steel products maker Asian Colour

Coated Ispat. A two-member bench

headed by Chairperson Justice S J

Mukhopadhaya observed that “Once

the Financial Creditor’s claim has

been collated and admitted by the

IRP in its entirety, invoking of

jurisdiction of the Adjudicating

Authority at its instance for triggering

a fresh Corporate Insolvency

NCLAT Dismisses IFCI Plea against ACCIL HospitalityResolution Process against the

Corporate Guarantor would amount

to duplicity of claims being pressed.

This being a second application

for same set of claim and arising

out of the same default cannot be

admitted against the Corporate

Guarantor’ while CIRP initiated

against the Principal Borrower’ is

still subsisting. The fact that the

Resolution Plan is yet to be

approved by the NCLT and the

Financial Creditor may be faced

with the prospect of taking a haircut

is no ground to trigger a fresh

resolution process against the

Corporate Guarantor.”

IFCI had filed petition to initiate

insolvency proceedings against

ACCIL Hospitality, which had

extended a corporate guaranty for

Asian Colour Coated Ispat Limited,

which is currently under insolvency

proceedings. IFCI had contended

that liability of ACCIL Hospitality

was joint and coextensive with that

of the Principal Borrower, ACCL

and the mere filing of claim by the

financial creditor in the corporate

insolvency resolution proceedings

could not absolve the Corporate

Guarantor of its contractual obligation

of discharging the liability.

ACCL was the principal

borrower, which had defaulted in

clearing its outstanding liability

of loan facility of INR 150 crore

extended to it by the financial

creditor and is going through

insolvency process. The lenders

of ACCIL, a steel products

manufacturing company, has

approved INR 1,500 crore bid by

JSW Group, with 79.3 per cent of

voting and approval from NCLT

is pending.

India’s Steel Minister

DharmendraPradhan

visited Steel Authority of India

Limited’s Bhilai Steel Plant.

During the visit, the Minister

started the heating process of

BOF-3 which paved the way for

operationalization of Convertor-

3 in the modernized SMS-3

shop of the Plant.

Equipped with modern

state-of-the-art facilities for crude

steel production, two convertors

and three casters including two

billet casters and one bloom

caster and other facilities are

presently in operation at SMS-3.

The new 180 tonne capacity

Convertor-3 will pave the way for 4

Million Tonne Per Annum capacity

modex facility of Steel Melting

Shop-3 of the Plant. The Minister

also visited Safety Excellence

Centre inside the Plant, new Blast

Furnace No 8, Universal Rail Mill

that produces the world’s longest

130 metre rails and the Rail &

Structural Mill.

Pradhan congratulated the Bhilai

Collective for achieving highest ever

production of rails in current fiscal

year and exhorted senior officials to

draw a detailed action plan for

enhancing production,

efficiency and ensuring a zero

accident paradigm.

Minister Pradhan also

interacted with the

representatives of MSMEs in

and around Bhilai, worker’s

unions and officers

association.

It may be mentioned here

that the blooms cast in SMS-3 are

ideally suited for rolling the world’s

longest 130 metre rails at the

plant’s Universal Rail Mill. Even as

the graph of production from SMS-3

is steadily rising with two

convertors in operation, the addition

of Convertor 3 would enable SMS-3

to supply higher volumes of cast

blooms for URM.

Sandvik Tube Millhas added a

new cold finishing tube

manufacturing line at its Mehsana Mill

in Gujarat. With the addition of this

new high-tech line, Sandvik aims to

increase the availability of its high-

quality seamless stainless tube, add

flexibility for introducing new grades

and strengthen regional service.

The new line is mainly aimed at

the production of heat exchanger

tubing and for other demanding

industrial applications, and will double

Mehsana’s cold-working capacity and

thus allowing swifter delivery times

across the Asia Pacific region.

Sandvik Adds New Tube Line at Mehsana Plant

The cold forming process, which

involves drawing and shaping of the

tube, is used to impart higher

strength than found in the initial

annealed condition. To achieve the

highest straightness, low

eccentricity and tight dimensional

tolerances, Sandvik employs its own

patented cold pilgering technique.

The new cold finishing line will

focus on heat exchanger tube sizes

in austenitic, duplex and nickel-

based alloys, which can be

supplied straight or U-bent for

shell-and-tube heat exchangers –

cleaned and plugged.

tube mill that produces advanced

corrosion-resistant tube, pipe and

hollows for heat exchangers and

process equipment across a wide

range of industries, including

petrochemical, oil and gas, chemical

and fertilizer.

109.2 MT of crude steel and in the current financial year

(FY) till October 2019, crude steel production was 64.3 MT,

displaying a growth of 1.5 per cent over corresponding

period of last year with utilization capacity of 77.4 per

cent,” the Economic Survey 2019-20 said.

Similarly, production of finished steel was 137.2 MT

in 2018-19 and 59.73 MT during April-October 2019, it

noted. The Survey further said as per RBI studies on

corporate performance, demand conditions for the

manufacturing sector weakened in second quarter of

AM/NS India, a joint venture

between ArcelorMittal and

Japan's Nippon Steel, plans to

enhance capacity at the erstwhile

Essar Steel pellet plant at Paradip,

Odisha to 6 million tonnes per

annum (mtpa), with room to expand

it by 3-6 mtpa.

Expanding capacity has topped

the agenda of the management

since the takeover of the plant in

December from Essar Steel

the joint venture, said the company

plans to expand its total pellet-

including an 8-mtpa Vishakapatnam

plant, by 2021-22.

Following the capacity

expansion, about 30 per cent of the

pellets produced can be exported,

since captive consumption would

only require about 70 per cent of

installed capacity.
