Once the Margin money (subsidy) is released in favour of the loanee it is kept in the term deposit receipt for three years at branch level in the name of the beneficiary and is credited to borrowers loan account after three years from the date of first disbursement to the borrower. Note: (1) The maximum cost of the project/unit admissible under manufacturing sector is Rs. 25 lakh. (2) The maximum cost of the project/unit admissible under business/service sector is Rs. 10 lakh. (3) The balance amount of the total project cost will be provided by Banks as term loan.
Procedure for application under PMEGP:
Applications are invited by the District officers of J&K KVI Board from the aspirant candidates who want to establish their ventures in rural areas of the state through print and electronic media, thereafter the selection of candidates is made by the District Level Task Force Committee headed by the concerned Dy. Commissioner of the District. Eligibility Conditions of Beneficiaries:
(i) Any individual, above 18 years of age (ii) There will be no income ceiling for assistance for setting up projects under PMEGP. (iii) For setting up of project costing above Rs.10 lakh in the manufacturing sector and above
Rs. 5 lakh in the business /service sector, the beneficiaries should possess at least VIII standard pass educational qualification.
(iv) Assistance under the Scheme is available only for new projects sanctioned specifically under the PMEGP.
(v) Self Help Groups (including those belonging to BPL provided that they have not availed benefits under any other Scheme) are also eligible for assistance under PMEGP.
(vi) Institutions registered under Societies Registration Act,1860 (vii) Production Co-operative Societies, and (viii) Charitable Trusts. (ix) Existing Units (under PMRY, REGP or any other scheme of Government of India or State
Government) and the units that have already availed Government Subsidy under any other scheme of Government of India or State Government are not eligible.

Besides above the Board is undertaking following activities to ensure successful implementation of PMEGP and other Programmes:- i. State Level and District Level exhibitions in order to provide marketing support to
the unit holders. ii. District Level awareness camps/workshops for awareness of general masses
regarding programmes of the Board. iii. Craft training programmes to train the artisans in various crafts. iv. Bankers meetings in associate with KVIC to review the performance of the scheme. v. Training under Beekeeping industry through departmental Bee breeding centres.
Village Industry ‘Village Industry’ means any industry located in rural area which produces any goods or renders service with or without the use of power and in which the fixed capital investment per head of an artisan or a worker does not exceed one lakh rupees in plain areas and one lakh fifty thousand rupees in hilly or such other sum as may be by notification in the official gazetteee, be specified from time to time by the Central Government.

Under Village Industry below mentioned programmes have been implemented by the Board from inception:
KVIC FUNDING (PATTERN APPROACH)
Under this Programme financial assistance and technical guidance was provided to the village industry artisans at a differntial rate of interest and funding was provided directly by Khadi & Village Industries Commission (KVIC). Under this programme the KVIC was providing loans under the pattern approach to KVIB to finance various Khadi/Village Industries units at an interest rate of 4% p.a. The programme was invogue upto 1995. Under the KVIC Funding Pattern Approach 24145 units were financed creating employment opportunities for 10818 persons.
CONSORTIUM BANK CREDIT (CBC) SCHEME
During the year 1995-96, a new scheme namely Consortium Bank Credit (CBC) was introduced by KVIC. Under this scheme the funds were provided by the KVIC to KVIB for implementation of Khadi and Village Industries Programmes in the State but the interest charged was commensurate to the applicable Prime Lending Rate (PLR). CBC Programme was in operation

upto 1998-99. Under CBC funding programme 2905 units were established in the State thereby generating employment opportunities for 2726 persons.
SPECIAL EMPLOYMENT PROGRAMME/ RURAL EMPLOYMENT GENERATION
PROGRAMME (REGP) Special Employment Programme (SEP) a Bank oriented scheme was launched during the year 1997-98 in the two Districts of Jammu, Anantnag and Reasi Block of erstwhile Udhampur District in the State and later on the nomenclature of the scheme was changed as “Rural Employment Generation Programme (REGP)” which was introduced and implemented by the KVIB in all the districts of state from 1998-99. Under this programme, direct bank financing of individual project was available and KVIB had to motivate, counsel and guide the beneficiaries and sponsor their bankable projects to sponsoring banks and after sanction of their cases by the Banks, the KVIB had to release Margin Money as per below mentioned pattern table:-

The amount of Margin money was kept under TDR for a period of 2 years in the name of the beneficiary under lein to KVIB at financing branch Level as per guidelines of the scheme. The REGP ceased to exist w.e.f 31.3.2008. Under the REGP 9949 units were established thereby creating employment opportunities for 27845 persons.
PRIME MINISTER’S EMPLOYMENT GENERATION PROGRAMME (PMEGP)
The “Prime Minister’s Employment Generation Programme (PMEGP)” was launched on 15th of August 2008 by Government of India by merging two existing schemes i.e. REGP and PMRY. PMEGP is a credit linked subsidy programme administered by Ministry of MSME Government of India with Khadi & Village Industries Commission (KVIC) as Nodal Agency at National Level. Under the said programme the KVIC, Government of India, allocates Margin Money funds to be disbursed to various beneficiaries through designated Nodal Bank branches. The said programme envisages generation of employment opportunities through establishment of Micro Enterprises in rural /urban areas. Under PMEGP. The KVIB has been designated as one of the implementing agencies for rural areas of the state. Under the PMEGP 6416 units have been established by the Board thereby creating employment opportunities for 44752 persons.

KHADI “Khadi’ means any cloth woven on handlooms in India from cotton, silk woolen yarn handspun in India or from a mixture of any two or all such yarns.
KHADI Programme.
J&K Khadi & Village Industries Board is providing 5% rebate to all the eligible Khadi institutions (Board /directly aided institutions) on retail sales of Khadi products (Cotton, Woolen, Silk Khadi Polyvestra) produced by these institutions on pro-rata basis subject to availability of funds provided by the State Government under the plan head “Rebate on Khadi.” The rebate is released to the institutions only after the verification and audit of claim papers furnished by the institutions. to finance, accounts and audit.
3. Two Dy. Chief Executive officers posted in the Direction office and at the Divisional level are assisting the Secretary in the matters pertaining to:-

Khadi Dev. Officer: Is responsible for planning, development and promotion of Khadi
activities. Assistant Director Planning: Provides technical assistance regarding preparation of annual plans
and submission of MIS reports. Dev. Officer Beekeeping: Assists the higher management in matters relating to beekeeping
and allied areas. Publicity Officer: Is responsible to give adequate publicity through print and electronic
media regarding the programmes implemented by the Board in the state.
Law Officer: Assists the higher management in legal matters.
Board has two divisional level offices at Srinagar and Jammu which are manned by Dy. Chief Executive Officers. These officers ensure implementation of the programmes of Board

at Divisions level and supervise district offices in respective divisions. Divisional officers ensure submission of MIS reports and maintainance of financial discipline at divisional level and within the offices under their administrative control.
Board has field offices in all the 22 districts of the state which are manned by an Executive officer or Assistant Executive officers. They represent the Board in district level consultative forums and are the front line officers viz. implementing programmes of the Board at gross root level.

b (iii) Procedure followed in the decision making process, including channels of supervision and accountability;
Board of Directors: The Board of Directors is the highest decision making authority in the
Board and comprises of not less than 9 members subject to upper limit of 15 members appointed by the government from time to time. 3/4th of the members including Chairman and Vice Chairman shall be non officials whereas, rest of the members are official members comprising of Administrative secretary I&C department, Administrative secretary Rural development department, Registrar Cooperatives and Director I&C department.
Chairman: Is responsible for proper functioning of the Board and implementation
of the Board decisions and discharge of duties under the Act. Chairman exercises administrative control over all officers of the
Board. He is authorized to cause the important papers and matters to be
presented to the Board as early as practicable. He has authority to issue directions as to the method of carrying out
decisions of the Board. Has to maintain or cause to present a draft annual report of the
working of the Board for approval and submit a report approved by the Board to the Government.
Vice Chairman: The Vice Chairman assist the Chairman in proper functioning of the
Board, the implementation of its various decisions and the discharge of its duty under the Act.
He shall also perform duties and carry out such functions as may be assigned to him by the Board or by the Chairman.
Secretary/CEO: Is the Chief Executive Officer of the Board and has been delegated powers of the Head of department; he works under the general control of the Chairman.
He convenes the Board meetings, draws the agenda and circulates it amongst the board members alongwith the notice of the meeting under the direction of the Chairman.
Preparation and maintenance of the minutes of the Board meetings and ensures compliance viz. submission of documents to the government under Act and Rules.
Preparation of the annual budget of the Board in consultation with F.A & CAO.
FA&CAO: He advises the Board on all matters relating to receipts and
expenditure and such other matters involving financial implications as are referred to him.
He scrutinizes and supervises the preparation of the budget; compilation and preparation of the annual and other financial statements of the Board and makes them available to government and for audit as per rules. overall incharge of matters related to the Accounts and audit etc.

The Secretary/CEO of the Board is assisted by four Dy. Chief Executive Officers, two at Direction office level and one each at Divisional level to ensure smooth functioning of the Board and efficient implementation of programmes of the Board. The supervision of the implementation of various schemes is carried out by the Secretary/CEO and the Dy. Chief Executive Officers. The Divisional officers help Chief Executive Officer and Financial Advisor & CAO in maintenance of prudent financial discipline in the organization. The District officers (Executive officers/Assistant Executive officers etc.) are the frontline officers responsible for implementation of the Board’s programme at gross root level and represents the Board in district level consultative and other forums. (b) (iv) The norms set by it for the discharge of its functions;
The working and function of the Board is regulated as per J&K KVIB Board Act 1965 amended from time to time. The Board Act is available on the website of the Board at www.jkkvib.nic.in.
(b) (v) The Rules, Regulations instructions manuals and records, held by it or
under its control or used by its employees for discharging its functions; As per J&K KVIB Board Act 1965 amended from time to time and as powers
delegated to various employees as per the approved draft order of delegation of powers.

(b) (xii) The manner of execution of subsidy programmes including the amounts allocated and the details of beneficiaries of such programmes.;
Board is implementing Prime Minister’s Employment Generation Programme (PMEGP) and the release of subsidy under the programme is governed by the already laid down procedure of MSME, Government of India. The applications of the candidates received by the Board are placed before District Level Task Force Committees which are chaired by concerned District Development Commissioner. The cases of the selected candidates are sponsored to the banks and once the bank sanctions the case and releases 1st installment of loan in favour of the beneficiaries the Margin Money is transferred to the loan account of the beneficiary by the designated nodal bank branch. The Margin Money released is kept in the shape of FDR with bank for 3 years and once the establishment of unit is verified by an outsourced agency designated by the KVIC, the Margin Money is adjusted in the loan account of beneficiary by the bank.

The Board has its field offices in all the 22 districts, besides having divisional offices at Srinagar and Jammu where walk in counseling and awareness regarding various programmes being implemented by the Board is provided. Awareness camps, exhibitions, seminars, workshops, advertising and publicity campaigns are being organised through out the length and breadth of the state with the end objective of creating awareness regarding various programmes and schemes implemented by the Board.

The policies and important decisions with regard to functioning of the Board and upliftment of Khadi and Village Industries Sector in the State are taken by the Board of Directors of KVIB. All the relevant facts and other information bearing influence and relevance to the policies and decisions are placed before the Board of Directors.
Districtwise PMEGP tentatvie targets are allocated by Khadi & Village Industries Commission (KVIC), Ministry of MSME, Government of India on the basis of below mentioned criteria; (i) Extent of backwardness (ii) Extent of unemployment; (iii) Extent of fulfillment of earlier targets (iv) Population (v) Availability of traditional skills and raw material. d. provide reasons for its administrative or quasi-judicial decisions to

As and when need arises the affected persons are informed accordingly.
2. It shall be a constant endeavour of every public authority to take steps in accordance with the requirements of clause (b) of sub-section (I) to provide as much information suo motu to the public at regular intervals through various means of communications, including internet, so that the public have minimum resort to the use of the Act to obtain information.
The information with regard to implementation of various schemes implemented by the
Board are published in the electronic media and press. The information is also made available through website of the Board i.e www.jkkvib.nic.in.
3. For the purposes of sub section (I), every information shall be
disseminated widely and in such form and manner which is easily accessible to the public.
The relevant information is disseminated through media and website of the Board. 4. All materials shall be disseminated taking into consideration the cost
effectiveness, local language and the most effective method of communication in that local area and the information should be easily accessible, to the extent possible in electronic format with the public Information Officer available free or at such cost of the medium or the print cost price as may be prescribed.
Pamphlets and brouchers in local languages are prepared with regard to programmes of the Board and are disseminated in the target population for creating general awareness.
