1.0 GENERAL INFORMATION
1.1 Scope of the Project
The school is seeking a qualified contractor to perform a cafeteria renovation.
The adjacent Orchestra classroom is moving to a new location within the school.
The Cafeteria and the Orchestra room are currently divided by a movable folding
wall. This will be opened and the current cafeteria will be expanded into that
classroom space. New flooring and paint will be used to create a larger, consistent
cafeteria space.
Attendance of the schedule onsite walkthrough is required to be eligible for
bid submission.
1.2 Bid Submission
Bid closing is April 26, 2016, 3:00 PM EST at which time all received bids will
be publically opened. All bids received after closing will automatically be
rejected. Bids must be sealed and clearly marked “RFP # 20160412.1” on
exterior of delivery packaging.

The JKL Bahweting School Board of Education reserves the right to accept or

2.0 ONSITE WALKTHROUGH
Contractors that wish to provide a bid response for this project are REQUIRED to
attend the scheduled onsite walkthrough. All dimensions and measurements provided
by this document are ESTIMATES. Contractors must use the onsite visit to obtain
accurate measurements and ask any questions regarding the scope of the project. The
onsite walkthrough is scheduled for April 18, 2016 at 1:30 PM EST.
Bid responses from contractors that did not attend the onsite walkthrough will be
rejected.
3.0 PROJECT SCOPE
The existing cafeteria will be expanded into the adjacent Orchestra room, as the
Orchestra class is moving to a new location within the school. The two locations are
currently separated by a permanently installed, movable divider folding wall. The
current cafeteria (including storage room and entry/exit entry area) is estimated to be
2300 square feet. The Orchestra room is estimated to be 1280 square feet. The folding
divider wall will be opened to allow for a much larger cafeteria space but still be
functional in case here is a temporary need to divide the space again. Ceiling height in
the rooms is approximately 13’ however is there is a large low hanging series of
bulkheads in the middle.
3.1 Demolition
Contractor will be required to remove all carpeting, floor strips and wall base
cove in the Orchestra Room. It is believed there is no tile under the existing
carpet. The carpet appears to be glued directly to the concrete floor.
In the Cafeteria, the floor tile, wall base cove, and floor strips will need to be
removed. A small section of tile extends into the hallway. This tile must be
removed. Magnetic door hold units may have to be removed on a temporary
basis and reinstalled once the flooring is installed.
Immediately adjacent to the Cafeteria is a storage room and exterior entry/exit
area. Floor tile and wall base cove will need to be removed from the storage
room. Floor tile and wall base cove will need to be removed from the
entry/exit are including the small section of tile in this area that has already
been replaced recently.

The contractor is responsible for the appropriate disposal of all materials
removed and waste generated from this project. At no time may the onsite
dumpsters be used for renovation materials or refuse.
3.2 Renovation
The following renovations shall be performed in the specified areas:
Cafeteria
Orchestra
Storage Room
Entry/Exit Area
The above specified areas are NOT optional; proposals must provide costs to
address these areas.
3.2.1 Flooring and Wall Base Cove
Flooring:
Prior to installation of new flooring, contractor shall ensure that the
surface has been adequately prepped. This includes the removal of
any old adhesives, and proper remediation of cracks or obvious
high or low spots. The wall divider may have to be removed on a
temporary basis to allow for tile installation beneath it.
Floor tiles will be commercial grade, no wax vinyl tile.
Highly durable to foot and heavy rolling traffic.
Slip resistant
Mold, mildew, stain, and reagent resistant
Chemical resistant
Color and patterns extend through the thickness of the tile
10 Year wear warranty (please provide specific details of
warranty with bid submission)
No specific color is requested however several options should
be me made available at the same price point.
o Light color is preferred
All floor transition strips should be replaced new.
Wall Base Cove:
Vinyl wall base cove shall be black in color.

3.2.2 Painting
Walls:
Walls within both locations are block construction. Ceilings are
drop tile. The center ceiling bulkhead is a mix of drywall and drop
ceiling. All walls shall be repainted to a consistent color. The
current color is Sherwin Williams’ “Vellum”. Alternate paint
manufacturers are accepted. A lighter shade may also acceptable.
Please provide a sample(s) of any proposed colors. Contractor
should perform an inspection of the block walls, drywall, and any
other painted surfaces for minor holes or damage. All holes/areas
for repair should be identified to the school and approved for
repair. All surfaces should be adequately prepped prior to painting.
Any surface mount raceway and boxes that have already been
painted shall be repainted to match new color.
Bulkhead:
The series of bulkheads in the middle of the cafeteria/orchestra
spaces shall be repainted white.
Wall Divider:
The folding wall divider shall be repainted on both sides to match
the color of the walls.
Ceiling Tile Painting:
Please provide costs to perform the repainting of all ceiling tiles in
order to eliminate discolorations due to dirt and staining.
4.0 SCHEDULE
Cafeteria and Orchestra rooms will be cleared of all furniture, equipment, and
materials by school staff so work can commence immediately on June 13, 2016.
Please provide time estimation for project completion. Ideally, the school would like
all work completed within 4 weeks so all the entire project completed prior to the
start of a summer school session.
5.0 BONDED AND INSURED
This project requires that the contractor be bonded and insured. Please provide the
specific details and proof of bonding and insurance with your bid submission. The

building is leased from the Sault Tribe of Chippewa Indians and the awarded
contractor shall, prior to the commencement of services, add JKL Bahweting School
and the Sault Tribe of Chippewa Indians as additional insured organizations for the
purposes of this project.
6.0 BID REQUIREMENTS
6.1 General Bid Requirements
All bid components (equipment, services, etc.) should be itemized and, where
possible, include per unit costs and extended costs. All associated costs with
this project must be listed.
All alternates, variations, and exceptions to any requirement must be clearly
stated.
The school reserves the right to consider proposals based on their relative
merit, risk, and value to the school.
The school reserves the right to cancel all or parts of this request for bid if it
is in the best interest of the school.
This bid request does not commit us to award a contract, to pay any costs
associated with the preparation of a response, to procure or contract for
services or equipment.
6.2 Rejection of Bids
JKL Bahweting School reserves the right to accept or reject any or all bids, and to
waive any minor discrepancies or technicalities in the bid or specifications when
deemed to be in the best interest of the school.
6.3 Required Information in Bid Responses
Bid responses may be rejected for failing to provide all required
information/documentation!
6.3.1 Detailed Quotation
A detailed quotation must be provided. Any additional costs not
specifically mentioned in this document that will be required should
be included (shipping, travel, etc.).
The school is a tax exempt organization and documentation can be
provided.

In compliance with Michigan’s Iran Economic Sanctions Act (P.A.
517 of 2012), contractor is required to provide notarized
documentation certifying that it is not an Iran linked business. Bid
submissions that do not include this documentation will be
rejected without further review or consideration.
6.3.5 Relationship Disclosure - Appendix Form D
Contractor must submit a sworn, notarized statement disclosing any
familial relationship that exists between the owner or any employee of
the bidder and that of any member of the JKL Board of Education or
the School Administrator. Bid submissions that do not include this
documentation will be rejected without further review or
consideration.
6.3.6 Product Information/Samples
Bid submission should include information regarding proposed
products. Physical samples of paint colors should be provided. At a
minimum, product information regarding the tile should be provided
by means of brochures, specifications, or manufacturer provided
online information.
6.3.7 Bonding and Insurance Please provide the specific details and proof of bonding and
insurance with your bid submission.

“Contractor”), pursuant to the compliance certification requirement provided in the JKL
Bahweting School’s (the “School District”) Request for Proposals for “JKL RFP
#20160412.1“ (the “RFP”), hereby certifies, represents and warrants that the Contractor
(including its officers, directors, and employees) is not an “Iran linked business” within
the meaning of the Iran Economics Sanction Act, Michigan Public Act No. 517 of 2012
(the “Act”), and that in the event Contractor is awarded a contract as a result of the
aforementioned RFP, the Contractor will not become an “Iran linked business” at any
time during the course of performing the Work or any services under the contract.
The Contractor further acknowledges that any person who is found to have submitted a
false certification is responsible for all civil penalty of not more than $250,000.00 or 2
times the amount of the contract or proposed contract for which the false certification was
