1 INTRODUCTION

The Barton Village Hydroelectric Project (Project) is located at River Mile (RM) i 1.3 on the Clyde River, betweea Pensioner Pond and Charleston Pond (also known as ~ Lake), within the Town of Charleston, Vermont, approximately 16 miles northeast from Barton Vfllas~ The Clyde River flows northwesterly for approximately 20 miles to Lake Mempinemasog in Newport, Vermont. The Clyde River besin at the project site has a watmshed mea of aq~proximately 108 squm-e miles.

The Project consists of the following existing facilities: (1) a 77-font-lm~ 24-foot-high mammy and concrete gravity dam; (2) 1.5-font-high wooden ~ extending acmes the c o n c ~ spillway; (3) a 187-~-re ~ t (Pensioner Prowl) at am elevation of 1,140.94 feet msl; (4) a 665-font-lot~ 7-foo~- diameCer steel peustock; (5) two 105-font-long, 5.5 and 5.g-font-diameter steel penstocks le~ding to: (6) a powerhouse containing two turbine./gema'a~ milts with • total installed capacity of 1.4 MW; ('7) two ~Ir~es; ~d (8) other ~ppurtemmces.

A new Federal F~erlD" Regulatory Commission (FERC) lic~me for the Project was issued on June 9, 2004 with an effective date of Octob~ 2, 2004 snd a c o n ~ Vermont Water Quality Certification (WQC) was issued on May 19,2003.

Under License Article 407 of the FERC license and Comiifon K of the WQC, Breton Village is required to develop a recreation phu~ Specifically, License Article 40"/states:

2 PROPOSED RECREATION FACILITIES

Melissa and Brian,

A new license for the Barton Village Hydroelectric Project was issued on June 9, 2004, with an effective date of October 2, 2004. Under Article 407 of the FERC license and Condition K of the Water Quality Certification, Barton Village is required to develop a recreation plan.

Attached is a draft version of the plan. Please review the document and provide any comments or recommendations.

If you could provide your comments on or before August 26, 2005 it would be greatly appreciated.
