A follow-up embankment survey was completed on February 16, 2013, following a snowmelt. We have attached the original inspection report as well as a compact disk with photographs and the scanned inspection report. The dam in in fair condition, and we recommend maintenance as noted below. Action Reason Deadline Add two benchmarks on the dam that are correlated to the original project datum and to the current Flood Insurance Study Datum. The only benchmark found on the site was the STH 13 bridge BM. This was also the only BM found during the last ORIP. December 31, 2019 Replace the staff gauge with a legible one. After years of non-compliance by the previous owner, this dam was just transferred to the Friendship Lake District, and the new owners look forward to completing the above as part of the municipal dam grant.

FIS flowof 1335 cfs seems very high for this basin, likely a result of an uncalibrated HEC watershed model. A USGS gage comparison nearly halves the Q100 from the FIS 1335 cfs value. The Friendship Lake Stillwater FIS value of 936.9 must take credit for powerhouse flow. The embankment sheet pile is about 2 feet lower than the top of spillway deck. In 2017, the HW reached 939.49 and downstream discharges exceeded 1300 cfs as confirmed with a HECRAS model using high water marks downstream in the park. However, gate opening is not known for this condition. The right abutment overtops at HW = 940.79. The low level sluice can provide 200 cfs of additional outflow capacity, but it lacks a dedicated hoist and so cannot be counted toward flow capacity.

If the hazard estimate is correct, the dam should be able to pass the Q500 as a significant hazard large dam. The dam cannot pass the existing-interpolated (FIS) Q500 without both a dedicated hoist for the sluice bay AND raising the earthen embankment.

The right training wall for the construction closure is severely deteriorated. Concrete ismissing from 30% of the upstream wall surfaces, up to 12 inches deep in a 29.5" thick wall.

Trashrack is 30% plugged with ice and debris. Head on rack is >12" which is probably more than design load. Remove debris.

Headrace is 7 foot wide inside finish and has 4" slot for raising headgates downstream of trashrack. Two gates (side by side) and one gate has 12" round port gate in it (photo 18). Inspector was unsure of purpose for having two gates and portal gate.

There is an access hole in the NE corner of PH and a camera was sent down this to look inside turbine pit. Manhole grab rungs provide entry but this area was not entered by inspector (possible confined space). Instead a camera was sent down with light.

Woodward No. 21 Rotary Governor per nameplate. Wicket gates were set at 50% open, and previous dam owner told new owner that a log or something was stuck in the wicket gates so they cannot be closed. Running the turbine at no load and at drawn down conditions may create maintenance issues for bottom thrust bearings and any intermediate water cooled bearings (if applicable, could not see any with camera). New owner reports that oil reservoir for top bearing is loosing oil slowly, so this may be excaserbated by no load operation of unit. Remove jam in gates and consult mechanical expert about turbine lubrication requirement. Photo 17 shows turbine pit.

Electrical may still not meet current code, and electrical hazards may exist. Inspector is not an electrician, but owner should consider having electrical inspected and updated as required
