be an explicit goal of NRENs.

• The current model, in which one NREN organisation is necessary and sufficient for each European country with international connectivity being provided between the national networks, remains appropriate.

• Network capacities are one indicator for the extent of the digital divide.
• Consequences of this digital divide are serious.• Governments should take energetic measures
to reduce, and preferably eliminate, this digital divide. (True Market Liberalisation)

Introducing Optical Technology
• Optical Technology is becoming the de-facto bearer of choice
• If an NREN can get access to dark fibre, then it can, within the same budget, immediately upgrade the network capacity by as much as a factor of 100.
• some European NRENs start to own (or obtain long-term access to) their own optical-fibre

• a regulatory approach that will give all small players and perhaps even all market parties a non-discriminatory right of access to installed fibre at equitably negotiated pricing
