Abstract: John W. Fisher is renowned in the field of structural engineering forhis work with steel connection design, specifically bolts, welding andfatigue. He is also known for the founding of the ATLSS Facilityon Lehigh University’s Mountaintop Campus that is used to test andobserve the reactions of large structural systems. The majority of thiscollection are forensic investigations of fatigue and connection failure,other projects include independent research, rehabilitation projects andspecification design.

Historical/Biographical Note:
Dr. John Fisher has been a member of the Lehigh University faculty since 1964. He was promoted toProfessor of Civil Engineering in 1969, and in 1988 was awarded the Joseph T Stuart Chair in CivilEngineering. He became Professor Emeritus in September 2002. He served as Associate Director ofthe Fritz Engineering Laboratory between 1971 and 1985. Between July 1984 and August 1985 hewas acting as Co-Chairman of the Department of Civil Engineering. He became Director of the NSFEngineering Research Center, Advanced Technology for Large Structural Systems (ATLSS), upon

its award to Lehigh in May 1986 and continued in that role until August 1999. Prior to joining theLehigh staff, he was Assistant Bridge Research Engineer with the National Academy of Sciences at theAASHTO Road Test in Ottawa, Illinois for three years.
A native of Scott City, Missouri, Dr. Fisher graduated from Washington University in St. Louis,Missouri, in 1956 with the Bachelor of Science degree in Civil Engineering, and received his Master ofScience and Doctor of Philosophy degrees from Lehigh University in 1958 and 1964, respectively. Heserved in the U.S. Army, 1951-1953, attending Officer Candidate School in Ft. Belvoir, VA and wascommissioned a Second Lieutenant in 1952.
A structural engineer, he is a specialist in structural connections, the fatigue and fracture resistance ofriveted, bolted and welded structures and the behavior and design of composite steel-concrete structures.He has been engaged in over 100 research projects in these areas since 1961, supervising 80 graduateresearch assistants on these projects.
Dr. Fisher was a member of the New York City Panel that was established to recommend a solution forthe problems associated with the Williamsburg Bridge in 1987-88. He also served as a member of theNew York State Bridge Safety Assurance Task Force 1988-1990. He served as a member of the BuildingPerformance Study Team for the World Trade Center site for the Federal Emergency ManagementAgency and the American Society of Civil Engineers in 2001-2002. in 2002-2003 he served as a memberof the FHWA/AASHTO Blue Ribbon Panel or Bridge and Tunnel Security.
Dr. Fisher received the Walter L. Huber Research Prize from the American Society of Civil Engineersin 1969 for research on high strength bolts, composite design of continuous beams, fatigue behavior ofwelded steel beams, field performance of bridges and behavior of rigid frame connections. Dr. Fisherreceived the American Welding Society Adams Memorial Membership Award in 1974 for recognitionof advancing the knowledge of welding for undergraduate and graduate students. He was featured inHighway Research Profiles of Transportation Research News in 1975 for his outstanding contributions tohighway research.
In 1977, Dr. Fisher received the T.R. Higgins Lectureship Award for outstanding contribution toengineering knowledge of fabricated structural steel as author of the paper “Fatigue Strength of SteelBeams with Welded Stiffeners and Attachments.”In 1979, Dr. Fisher received the American Societyof Civil Engineering Ernest E. Howard Award for outstanding contributions to structural engineeringthrough added understanding and design criteria in the area of fatigue, connections and composite action.
In 1980, Dr. Fisher was named Engineer of the Year by the Lehigh Valley Chapter of the PennsylvaniaSociety of Professional Engineers and was co-recipient of the American Society of Civil EngineersRaymond C. Reese Research Prize for the paper “Fatigue Strength of Fillet Welded Cruciform Joints,”coauthored by K. H. Frank.From March 1982 to August 1982, Dr. Fisher was Visiting Professor at theSwiss Federal Institute of Technology - Lausanne, Switzerland.
In 1983, Dr. Fisher was named Civil College Eminent Overseas Speaker by the Institution of Engineers,Australia. He was also awarded the Educational award from the Canadian Welding Institute in 1983.In1984, Dr. Fisher was named Senior Visiting Scholar to the People’s Republic of China lecturing inShanghai, Sian, Beijing, Chongqing and Wuhan. The same year he was the co-recipient of the Eleanorand Joseph F. Libsch Research Award at Lehigh University presented for outstanding research.

In 1986 he was elected a member of the National Academy of Engineering. In 1987, he was named“Construction’s Man of the Year” by ENGINEERING NEWS RECORD; he was the first academicto receive this award. Also, Washington University presented him with the Engineering AlumniAchievement Award, and he was named Engineer of the Year by the Lehigh Valley Section of theAmerican Society of Civil Engineers.He was awarded Docteur Honoris Causa by the Swiss FederalInstitute of Technology in Lausanne, Switzerland in 1988, and elected a Corresponding Member of theSwiss Academy of Engineering Sciences in 1989.
He was elected an Honorary member of the American Society of Civil Engineers in 1989 and also named1989 Engineer of the Year in Research by the Institute of Bridge Integrity and Safety. He was presentedthe Frank B. Brown Medal by the Franklin Institute in Philadelphia in 1992 for his contributions to thefield of structural engineering. In 1995 his work was recognized with the award of the John A. RoeblingMedal for Lifetime Achievement in Bridge Engineering.
In 1997, he had been honored twice with Distinguished Leaderships: The Transportation Research Boardnamed him its its 1997 TRB Distinguished Lecturer and the International Institute of Welding namedhim to deliver its renowned Portevin Lecture for 1997. He was awarded the Cleveland Section ASCE G.Brooks Earnest Lecture Award in 1997.In 1999 he was named the Richard J. Carrol Memorial Lecturein Civil Engineering at Johns Hopkins University. He was named one of the 125 top people identified byENR editors for outstanding contributions to the construction industry since 1874.
In 2000 he was chosen to receive the John Fritz Medal awarded by the five engineering societies of theUnited Engineering Foundation for extraordinary vision in researching safety and performance of steelstructures, and leadership in making discerning judgments for the public good. He was also awardedthe Transportation Research Board Roy W. Crum Distinguished Service Award for his contributionsto bridge engineering and research in 2000. The International Association for Bridge and StructuralEngineering elected him in 2001 Laureate of the International Award of Merit in Structural Engineering,and also in 2001 he was awarded the Achievement Educator Award of AISC.
Dr. Fisher is the principal co-author of A Fatigue Primer for Structural Engineers, which was publishedby the National Steel Bridge Alliance, AISC, in May 1998 and is the author of Fatigue and Fracture inSteel Bridges: Case Studies, John Wiley & Sons, April 1984. A Japanese language edition of this bookwas published in 1987. Also, he is the author of the American Institute of Steel Construction bookletBridge Fatigue Guide - Design of Details, 1977. He is the principal author of the Guide for DesignCriteria for Bolted and Riveted Joints, Wiley Interscience, 1974; a second edition 1987. He also is acoauthor of the book, Structural Steel Design, 1965 and 1974. He has published over 260 reports andarticles which have appeared in scientific and engineering journals.
Dr. Fisher has developed and presented short courses on fatigue and fracture of bridge structures andinspection of bridges for the Federal Highway Administration, U.S. Department of Transportation, thePennsylvania Department of Transportation and the New Jersey Department of Transportation. JohnFisher has given over two hundred lectures and talks on the design and behavior of welded and boltedconnections, design and behavior of composite members and fatigue and fracture of steel structures.
J. W. Fisher is listed in Who’s Who in the East, Who’s Who in America, Who’s Who in Engineering,Who’s Who in Technology Today, International Who’s Who in Engineering, American Men and Womenof Science, Engineers of Distinction, Men of Achievement. He is a member of Tau Beta Pi, National

He is a member of the International Association of Bridge and Structural Engineers; American Society ofCivil Engineers; the Pennsylvania Society of Professional Engineers; the National Society of ProfessionalEngineers; the American Society for Engineering Education; American Railway Engineering andMaintenance-of-way Association, and the American Welding Society. He was Chairman of the SteelBridge Committee of the Transportation Research Board, National Academy of Sciences (1974-1980)and served on the TRB Executive Committee (1997-2000). He is a member of the Research Council onStructural Joints; AREMA Com.15-Steel Structures; and the AISC Specification Com. He was Chairmanof Task Com.11, Ontario Highway Bridge Design Codes. Dr. Fisher is a licensed Professional Engineerby the State of Illinois.
