We offer job opportunities after completion of the three-year training

On satisfactory completion of the Scheme ‘A’ training, you can apply for

appointment as an Assistant Engineer on civil service terms and

conditions (CSAE). If successful, you will be appointed on three-year

probationary terms and can be promoted to the Engineer rank when you

have attained the requisite professional qualification.

In case you are not selected for appointment as CSAE, you will be offered

a position of Assistant Civil Engineer (Graduate Trainee Scheme)

(ACE(GTS)) for one year, providing you with the ‘responsible experience’

required for the Professional Assessment.

Part A: Joining as a CEG

1. What are the benefits of joining HKSAR Government as a CEG?

The construction industry of Hong Kong has entered a golden era of major

public infrastructure project implementation, which offers plenty of job

opportunities for civil engineers. The HKSAR Government offers a

comprehensive objective-based training which follows the requirements of

the HKIE Graduate Training Scheme ‘A’. Within the three years of

training, you will be provided with opportunities of working in different

works departments comprising the Civil Engineering and Development

Department, the Highways Department, the Drainage Services Department,

the Water Supplies Department, and the Transport Department, and be

involved in different types of works such as the new town developments,

highway works, flood prevention works, sanitation and sewage treatment,

water treatment and supply, traffic engineering, etc.

You will also be provided with the opportunities of secondment to a local

engineering consulting firm for one year to obtain design or site experience

in large-scale public projects. Some examples are the Tuen Mun / Chek

Lap Kok link, Tung Chung Reclamation, Tseng Kwan O – Lam Tin Tunnel,

Shek Wu Hui Sewage Treatment Works Expansion Project, Expansion of

Tai Po Water Treatment Works and ancillary raw water and freshwater

transfer facilities etc. With a combination of posting to works departments

and engineering consulting firms, you will be exposed to a broad spectrum

of challenging projects.

2. What kind of support will I get during the CEG training period?

In the training scheme operated by the works departments, a Senior

Engineer will act as the Engineering Supervisor and be responsible for

your overall supervision and coordination of the training to ensure that

relevant training objectives are met. A Training Tutor, normally the

project engineer, will be responsible for your day-to-day training and

ensure that your training Log Book as well as other training documents are

properly completed and signed. A Chief Engineer will be responsible for

monitoring your training progress and programme.

Part B: Career Path of CEGs

3. What are the job opportunities available to me after completion of the

three-year training?

Since 2014, we have conducted open recruitment of Assistant Engineer on

civil service terms and conditions (CSAE). On satisfactory completion of

the Scheme ‘A’ training, you can apply for appointment as a CSAE. For

your information, the success rate of CEGs in the open recruitment

exercise of CSAE last year was 95%. CSAEs are appointed on three-year

probationary terms and they can be promoted to the Engineer rank once

they have attained the requisite professional qualification.

CEGs not selected for appointment as CSAE will be offered a temporary

position of Assistant Civil Engineer (Graduate Trainee Scheme) for one

year.

4. Why should I join HKSAR Government immediately upon

Part C: Recruitment process and selection criteria for CEGs

5. Please elaborate on the recruitment exercise?

We will adopt a 2-stage approach for recruitment, namely stage 1 for

written test and stage 2 for interview. All qualified candidates will be

invited for the written test. It will include 45 minutes to write two essays,

one in English and one in Chinese on current affairs. Then you will be

given 45 minutes to answer three questions on technical matters. The

written test will involve a total score of 35 marks. The written test will be

held in December 2018.

About 30% of the highest ranking candidates in the written test will be

invited to attend an interview, which will carry 65 marks. The interview

will start in early January 2019.

6. What is the format of the interview?

The interview will be conducted by experienced engineers. The interview

will take about 30 minutes. After a 2 minutes of self-introduction, you

will be asked questions on technical matters in English, and current affairs

and innovation in Cantonese.

7. What should I do to prepare for the recruitment exercise?

The written test and interview will mainly cover questions on general civil

and structural engineering subjects including soil mechanics, fluid

mechanics, construction management, design of structures, contract

management, traffic and transport, your final year project and vacation

training. Also, you will need to pay attention to the major current affairs.

8. What are the assessment criteria?

Candidates are assessed in an open, fair and competitive manner against

the same set of criteria including ability, character, technical knowledge,

potential, appreciation of major current affairs and performance at the

written test and the interview. Marks scored in the written test will be

combined with the marks scored in the interview to rank the candidates.

Part D: Application deadline and basic entry requirements

9. What are the basic entry requirements for applying the post of CEG

and when will be the deadline of application?

You can apply for the CEG post if you are a permanent resident of the

Hong Kong Special Administrative Region at the time of engagement and

obtain a degree/qualification in or after 2018, which satisfies the academic

requirements for corporate membership of the Hong Kong Institution of

Engineers (HKIE) in the Civil discipline and for admission into their

Training Scheme ‘A’ (Civil discipline).

If you have obtained a relevant degree/qualification before 2018 as

mentioned above and are pursuing or have just obtained in 2018 or after

another related degree on a full time basis, you will also be considered

provided that the break between completion of the first relevant

degree/qualification and commencement of the related degree is not more

than 18 months.
