In this guidebook, we have collected every relevant topic for incoming students and also shared some practical in­formation to facilitate your preparations before your arrival in Hungary. We are here to lend a helping hand whenever necessary.

THE EDUCATION SYSTEM

As an average, students have classes of instructional time from 25 to 40 hours per week depending on their study field. At the beginning of each semester, students are required to sign up for their courses, while at the end of the study period, they shall sign up for their exams in the Neptun system. Training is based on a semi­nar and lecture system. Certain programs, mainly in the field of Engineering, IT, Science and Technology require students to com­plete a laboratory practice

► STUDY AND GRADING SYSTEM

or field work too. Seminars in general are smaller dis­cussion groups, with active student participation. At seminars, grades are usu­ally awarded on the basis of in­class performance, mid­term and end­term papers, take­home essays, oral pres­entations, or a combination of these requirements. Class attendance is mandatory in the case of seminars.The laboratory practice or field work are essential seg­ments of the previously mentioned areas. The at­tendance just as in case of

the seminars is compulsory. Lectures follow the classi­cal model: a bigger audi­ence, where students have limited possibilities to make comments or otherwise participate. As for lectures, class attendance is recom­mended (in case of certain medical lectures, attend­ance is compulsory). Grades are awarded on the basis of oral and/or written exams, which take place during the 7­week long exam session at the end of the term.

The European Credit Transfer System (ECTS) was introduced in Hungarian legislation in Sep­tember 2003. Students are assessed on the basis of their individual learning and perform­ance. The grading system is as follows: excellent (5), good (4), satisfactory (3), pass (2), and fail (1) .

BEFORE YOU ARRIVE...

In case a visa is needed for you to come to Hungary the University will send you the Hun­garian visa supporting letter after receiving the amount of tuition fee stated in the Letter of Acceptance.

THE UNIVERSITY OF DEBRECEN WILL CERTIFY THE FOLLOWING IN YOUR VISA SUPPORTING LETTER:

● admission to the University as well as the Letter of Acceptancejustifies the purpose of your stay in Hungary

● payment of the full yearly tuition fee● accommodation offered (you can use this for the visa application,

but later on it is your responsibility to arrange the actual accommodation)● health insurance: the fee of this is included in the tuition fee, the copy of the

contract is sent along with the visa supporting letter

The rest of the documents (visa application form, notarized bank statement, payment of the visa fee, etc.) are to be collected by yourself. As soon as the documentation required for the visa application is available, you have to ask for an appointment at the closest Hun­garian Embassy for the visa interview, where your biometric data will be collected as well.

With the visa you will be entitled to apply for a residence permit in Debrecen. You may start the application procedure for the residence permit upon registration to the univer­sity.Students from certain countries (e.g. EU and EEA countries, USA, Israel, Canada, Japan, South ­ Korea etc.) can travel to Hungary without a visa and apply for a residence permit directly at the Immigration Office in Debrecen. During registration we will provide you with all the necessary information and documents (that can also be downloaded from ► https://edu.unideb.hu/page.php?id=145).

Finding the best place to live is always difficult. At the University of Debrecen, you can choose to rent dormitories or private flats. These are the dormitories that are most com­monly offered for our students:

You will probably arrive in Budapest or Debrecen by airplane. Both Wizzair and Lufthansa operate flights to/from Debrecen.

To get to Debrecen from Budapest you can take an airport minibus shuttle. The Univer­sity’s designatd office called TroubleShooter specializes in providing services for interna­tional students and will help you book an airport pick­up. Please make your reservation at least two or three days before your arrival. For information on the agency’s further serv­ices, please visit their website.

Another way to get to Debrecen is to take the train. The closest train station to Budapest Airport Terminal 2 is Ferihegy, with trains operating to and from the Nyugati railway sta­tion in Budapest. From Terminal 2, the Ferihegy train station is accessible by bus number 200E during the daytime and with night bus number 900 at night time.For InterCity trains you need to book a seat ticket as well. Altogether it will cost you ap­proximately 5,000 HUF. The reserved seat ticket contains the car number (referred to as “kocsi” on the ticket) and the seat number (called “hely”). Trains depart every hour and it takes around 2­2,5 hours to get to Debrecen.

If you arrive at the Debrecen Airport (► http://www.debrecenairport.com/) you can either take a taxi or a bus (airport shuttle) that runs between the University and the airport (the shuttle service fee is 500 HUF/person).

TRANSPORTATION, LOCATION

If you arrive in Debrecen by train you may take a taxi to the University. Taxis are parked in front of the railway station.

You may also take the tram No. 1 (or in case of construction of the tram line bus ‘1V’) that leaves from the railway station. For more information on public transport in Debrecen, please visit ► http://www.dkv.hu/fooldal. One way tickets are available at newsstands, grocery stores, ticket machines at certain tram stops, and can be purchased from the tram driver (in the latter case it is a bit more expensive).

The best and most comfortable way to use public transportation is to buy a monthly pass, available at a discount price with your student card (You can apply for a student card upon registration. for further information about how to apply for a student card please turn to page 16.) at post offices and at the Main Building of the University. The monthly pass is only valid to gether with your student card and with the student card number written on it.

You have to complete your personal, paper­based registration in the beginning of your studies. This is the process of officially becoming a student of the University of Debrecen. The registration takes place at the Coordinating Center for International Education and the Registrar’s Office AS PART OF THE REGISTRATION YOU WILL

● update your contact and personal data● sign your study agreement● sign your insurance contract and receive your insurance card● receive important documents (medical checklist, forms required by the Immigration Of­

fice, bulletin, etc.) ● receive your personal Neptun code

The first thing you will have to do at the University is to attend the freshman orienta­tion where you will receive all necessary information and documentation. The date and venue of your orientation is stated in your Letter of Acceptance. Since the orientation is designed to give you firsthand information and answer your pos­sible questions, it is not necessary to visit our office when you arrive in Debrecen. Of course if you have any problems , you can always contact us or the University Info Point, TroubleShooter agency (► www.troubleshooter.hu). Kindly note that some of the services offered by the Troubleshooter are not free of charge. DURING FRESHMAN ORIENTATION,YOU WILL HAVE THE CHANCE TO LEARN ABOUT: ● student life (by the representative of the student union) ● registration procedure, step­by­step ● subject registration, timetable ● medical check­up ● student card ● obligations related to the immigration office

If you are admitted to the first year of Medicine/Dentistry/Pharmacy program your Hun­garian Crash Course will start on the orientation day. You will find further information about this course in the next chapter. Since the orientation is always organized one/two weeks before the start of the Acade­ mic Year, you will have enough time to take care of the following practical things: ● move into and settle into your room/flat ● open a bank account (passport needed) ● buy a Hungarian SIM­card (passport needed) ● explore the city

If you are admitted to the first year of the Medicine/Dentistry/Pharmacy program, it is man­datory for you to attend a two­week­long intensive Hungarian Crash Course that starts with the orientation. You will receive your Hungarian language book and your group number in the morning, and your teachers will be waiting for you after the orientation training to take you to your classrooms together with your group.

The classes will be held in the morning, in two 90­minute blocks (9:00–10:30 & 11:00­12:30). This means that your afternoons will be absolutely free, which enables you to register at the University and different authorities and also to take care of everything else you feel neces­sary before the Academic Year starts.

The Crash Course is designed to furnish you with a basic knowledge of the Hungarian cul­ture and teach you the basics of the language. The language of instruction is English (with just as much Hungarian as absolutely necessary), with additional vocab/grammar items in the target language available upon request. Our aim with the course is to facilitate the adap­tation to the Hungarian environment and make the process as smooth and straightforward as possible.

The classes are held in small groups (max. 15 students), where attendance and participation is required (80% minimum requirement for credit). The venues are on campus, and are an­nounced on the first day by the individual instructors.

The course assessment includes 8 daily word quizzes (20­25 words each, 200 words total) and 1 final test the grade of which (80%) + class participation (20%) will determine the final grade.

The course for students admitted to the first year Medicine/Dentistry/Pharmacy program is free of charge only once.In case a student fails to attend the course, or does not complete it successfully, he/she can sign up for a Hungarian course during the actual Academic year for a fee defined in the Rules and Regulations.

► ELECTRONIC REGISTRATION / NEPTUN SYSTEM

In the beginning of each and every semester it is your duty to activate your account in the electronic academic system, and register for the subjects you would like to attend in the given semester. As part of your first personal registration, the staff members of the Education Office of your Faculty will show you how to use the system and they will also register for your first semester subjects.

For educational administration, the NEPTUN Electronic Academic System is introduced progressively at all faculties of the University of Debrecen. This electronic system is used to manage all administrative matters related to registration, courses, exams, (fees) and stipends. The system is used by all students as well as administrators and lecturers throughout the University. For the students of the University of Debrecen the system of­fers the following possibilities:

● modification of personal data;● access to information about courses, study requirements, exam dates and locations;● sign up for courses;● sign up for exams;● grade record/summary;● acceptance of grades offered by teachers;● sending and receiving messages to/from lecturers and administrators;● paying tuition and other fees;● sending feedback about lecture(r)s.

► SCHOLARSHIP INFORMATION FOR SCHOLARSHIP HOLDERS

Upon your arrival, you will have to sign a scholarship contract composed by the Tempus Public Foundation. You have to open a Hungarian bank account as the monthly stipend and rent support (the latter is in the case of the students living in apartments) will be transferred to this account. Please be advised that we have attached the Operational Rules and Regulations of the Scholarship Program in which you can find all crucial information and special rules for scholarship students. If you have any questions regarding the scholar­ship, please contact your institutional coordinator.

No matter where you originate from, you have to visit the National Directo-rate-General for Aliens Policing at least once during your stay in Hungary!1. EEA/EU citizens: only once for acquiring the registration card2. Non­EEA citizens (Israel, South Korea) and Third Country Nationals

All international students have to register at the National Directorate­General for Aliens Policing. In case you need a visa to come to Hungary, you will need to apply for the resi­dence permit which will replace your visa. You will be able to travel back to your home country and travel within the Schengen area with a valid residence permit.

REGISTERED INTERNATIONAL STUDENTS CAN APPLY FOR A STUDENT CARD:

● Not compulsory, for external use only● Entitles you to certain discounts (public transport, stores, restaurants, cinema etc.)● Temporary student card is available at the CCIE Room 207

until receiving the permanent plastic card from the government office (called ”Kormányablak”)

To apply for your permanent student card, please follow the steps below.

Based on the guidance of the office the following hours are less crowded (on weekdays only): between 1-3pm.

An officer will welcome you at the entrance; where you will have to tell that you are there for a ‘STUDENT CARD’ application. The officer will provide you with a number.

When you see your number and the window number on the display, you have to go to the particular window, where the officer will initiate the procedure. S/he will take your ID documents (passport and address card), after which you will need to inform her/him about the aim of your visit (i.e. to obtain a ‘STUDENT CARD’). The officer will take a photo of you, after which you will have to sign a document – the specimen signature you pro-vide will be visible on your student card, for which reason we advise you to provide a genuine one. At the end of the procedure you will be provided with an A4 size paper with your photo and date on it, which is called ’NEK’ datasheet. You will have to submit this datasheet at the University (Room 207 of CCIE).

After submitting the datasheet, the office of CCIE will inform you once your plastic student is ready for collection. You will be able to pick up your card at CCIE, Room 207.

Till then you can check the status of the application in the Neptun sytem the follow­ing way: Administration menu >> Student card request >> FIR status column

If you notice the following message, it means that your card is ready: “SIKERES DIÁKI­GAZOLVÁNY IGÉNYLÉS” (successful student card application).

► HEALTH INSURANCE

Hungarian authorities require foreign students to hold valid health insurance in Hungary.

Health insurance is a precondition for registration in each semester for the entire duration of your studies. The University offers a health insurance plan valid for your trip to Hungary and ensuring free treatment on campus. The insurance fee is included in your tuition fee.

The health insurance covers the costs of the insured person’s necessary medication and medical treatment arising from illnesses or accidents. With the exception of emergency treatment, the insurance covers only the costs of medical treatment carried out atthe clinical departments of the University of Debrecen – or at other health institutions to which the patient is referred to by the Primary Health Care Provider.

Referral from the Primary Health Care Provider is always needed for further examina-tions - not needed in the case of emergency treatment - (except for those students who have a valid European Health Insurance Card – EU card)!

Visiting a medical provider without the referral from the above­mentioned general prac­titioner will result in having to pay all costs of the medical treatments as the insurance company will not compensate for any of the treatments.

The financial limit of the medical services covered by the insurance within the insurance period is HUF 3,000,000. In medically justified cases, the insurance company will pay 70% of the price of the prescribed medicine (eyeglasses not included). The sublimit of the phar­maceuticals and therapeutic aid covered by the insurance within the insurance period is HUF 200,000 . These regulations are only applicable in Hungary.

THE INSURANCE DOES NOT COVER:

● dental treatment (except for emergencies and resulting from accidents)● hospital nursing due to pregnancy and abortion (except for medically justified cases)● delivery and treatment of newborn babies● prescription of contraceptive pills● cosmetic, plastic and rehabilitation treatment● alcohol and narcotic detoxification cures● illnesses caused by HIV● the costs of medical examinations necessary for the preparation of health certificates● illness/condition that has incurred the insured person before registration

to the University

The insurance card contains the personal data of the insured person. The card holder is entitled to make use of the services in accordance with the conditions described above.

With the travel insurance of the Generali ‘Studium’ Health Insurance, students are insured in EUROPE (the term is used in a geographical sense, but also includes Tunisia, Egypt, Cy­prus, the Canary Islands and the areas of Turkey outside of Europe) during their travels with the following conditions:

● Maximum length of covered journeys: 15 days● Limitation of insurance events (coverage ends at the time of submitting

the 2nd claim, irrespectively of the claim settlement):» maximum 2 insurance events/semester

► MEDICAL CHECK-UP

The vaccination and the obligatory medical check­ups are regulated by the Hungarian law and the University of Debrecen. Furthermore it is required to have medical tests carried out before the medical insurance card becomes valid. Therefore you will have to go through a medical check­up upon ar­rival.You may find the medical check­up procedure and requirements of the University of De­brecen at edu.unideb.hu/medicalcheckup.

● The fees are included in your tuition fee (BUT extra fees up to 5,000 HUF may occur dueto missed appointments or lost checklists)

● In case you fail to complete the check­up in due time, your exam registration will be blocked.

Students who study at the Medical School have to go through regular medical examina­tions that prove the health aptitude of the student, as certain chronic or recurring diseases and conditions (e.g. infectious diseases) may interfere with patient care or safety, and may be incompatible with medical training or practice. Please note, that students cannot register for the subsequent semester and cannot start their practices (block practice, 6th year practice) without an up­to­date and official medi­cal certification. The Stipendium Hungaricum scholarship program also covers the expenses of a TAJ card (Social Security card) in Hungary. TAJ card is a form of insurance that is commonly accepted in the clinics and health care institutes in Hungary. When you are completing the paper registration at our office, you will need to provide a few documents and we will take care of the rest. EMERGENCY CARE

During weekends or if the Doctor’s office hours are otherwise over, students receive health care at the Department of Internal Medicine Building “A” of the Clinical Center of the University of Debrecen. Also, the Traumatology of the Kenézy Gyula Hospital (Bartók Béla Street 2­26. Debrecen, 4043) offers treatments in cases of emergency 24 hours a day.

PHARMACIES

In Debrecen, you can find a pharmacy on almost every corner and many of them have extended opening hours, e.g. Nap Patika (Debrecen, Hatvan utca 1., tel.: +3652 530­517, +3652 413 115) from 8 am to 10 pm. PUBLIC SAFETY

● Just as anywhere around the world, travelling in Hungary requires following certain ba­sic rules: you are strongly advised to carry travel documents and valuables in a secure bag around your neck or belt pouch worn under your clothing and never leave any valu­ables in a parked car.

● You are advised to carry only a minimum amount of money that feels necessary and credit cards that are accepted by most commercial units. When you are short of cash, use card operated ATM machines. (If you lose your credit card, immediately notify the issuing bank!)

● Exchange your currency only at official exchange bureaus, travel agencies, official ex­change offices or ATM machines – never change with street hawkers!

● When travelling by taxi, use officially registered taxi companies, and before starting out, make sure that the taxi is equipped with the driver’s photo ID, and that the rate chart is displayed and the meter is on. At the end of the trip you must receive a receipt; if the driver fails to provide one, always ask for it!

● Only uniformed police and immigration officers with proper identification are entitled to check your identity or to ask for your ID.

● In places of entertainment always ask for a menu with a price list before making an or­der! In Hungary, a service charge is not customarily part of the bill. It can only be added to the bill if it is explicitly stated on the menu. The business is required to issue a receipt for all costs and services printed by a cash register; the waiter’s hand­written bill is not accepted as proof of purchase.

SPORT AND RECREATION

The University of Debrecen attaches great importance to students’ well­being and pro­vides on­campus sporting opportunities. The University’s tennis courts, race tracks, foot­ball fields and gyms are open to all students and staff members who wish to spend their free time actively. Students are also welcome to compete in the university’s Athletic Club (DEAC). DEAC includes 22 departments from tennis to fencing from sailing to futsal. Stu­dents may also join day­trips to various parts of the country, skiing holidays in winter and rowing tours in summer.

ATHLETIC CLUBThe Athletic Club of the University of Debrecen (DEAC) was established in 1919 with the aim of providing an opportunity for all students to participate in the sport life of the uni­versity.
