Path Forward Purpose Provide an overview of the Joint Intermodal
Working Group (JIWG) and its standardization mission and status The
purpose of this briefing is to provide an update on the JIWG
actions to date regarding the new mission for the JIWG & way
ahead. 3 Joint Intermodal Working Group (JIWG)
Composition: Membership (voting):USTC (chair), Joint Staff/J4,
Services, & DLA Advisors (non-voting):OADUSD(TP), SDDC/AMC,
Joint Munitions Command, Defense Packaging Policy Group, &
Defense Standardization Program Office COCOMs, other DOD/government
& industry by invitation New JIWG Mission: Facilitate &
manage intermodal equipment initiatives Establish DOD standards;
enhance integration & interoperability Define joint doctrine,
tactics, techniques & procedures; recommend DOD policy to
improve E2E distribution effectiveness & efficiency Develop
solutions to intermodal equipment problems & issues
Authorities: JIWG is lead organization under DPO for joint modular
intermodal container/platform standards, system development, &
policy coordination JIWG is validating authority for new modular
container/platform initiatives Honorable Kenneth Krieg - The
Undersecretary of Defense for Acquisition, Technology and Logistics
3 Feb 06 letter of authorization JIWG membership is shown. JIWG is
designated as lead organization under the Distribution Process
Owner (DPO) for joint modular intermodal container/platform
standards, system development, & policy coordination. JIWG is
the validating authority for new modular container/platform
initiatives prior to their submission to the DPO & the Joint
Capabilities Integration & Development System (JCIDS)
Functional Capabilities Board for processing & final approval.
Without JIWG validation & DPO approval, new initiatives will
not enter the JCIDS process. JIWG will be establishing DOD
standards for MODULAR CONTAINERS/PLATFORMS using existing DOD,
national, and international standards, and developing new ones, as
required, particularly in the emerging area of modular containers
While JIWG has always done policy/doctrine for containers/463L
equipment usage, it will change focus to look at system wide E2E
distribution effectiveness & efficiencies JIWG Scope:Assets,
infrastructure, equipment, systems, procedures & processes for
E2E logistic support New equipment: Size/dimensions & physical
characteristics Coding, marking, & identification Handling,
lift fittings, & locking devices Safety/material condition
standards Information Technology AIT/RFID & asset

Studies Historically, JIWG has developed DOD policy & joint
doctrine for intermodal containers & 463L equipment.With the
new mission and also the establishment of JWIG as the Joint
Standardization Board for Intermodal Equipment, JIWGwill EXPAND
focus to look at system wide E2E distribution effectiveness &
efficiencies JIWG Structure/Committees

level) Standards Committee Establish Standards Membership: TARDEC,
NAVICP, DLA NSWC PHST, SDDC TEA, HQMC, Air Staff (T), AFMC LOGSA

new initiatives IAW DPO End to End Business Processes
Membership:Joint Staff/J4, HQMC, CASCOM, NAVICP, NSWC PHST, Air
Staff (T), AFMC, DLA , SDDC TEA Executing the new mission is being
accomplished via 2 new committees under the JIWG as reflected in
this slide. The membership is reflected in the Standard Committee
and Intermodal Initiatives Committee boxes. OSD (ATL) memo being
staffed to establish Joint Standardization Boards (JSB).JIWG will
be one of the initial 8 DOD groups appointed as a JSB. Defense

DOD/industry standards, where possible Our goal is to engage all of
the various sectors of our industry partners and to achieve DOD
standards that might also be adopted by industry if possible Also,
we want to interact with any other DOD/government forums working
actions related to intermodalism. We will be coming to all of our
industry partners through NDA and other forums for input in the
coming months and as we begin to develop new standards, you can
participate through the various national and international
standards organizations or societies that have US industry
representatives. Standards Committee Mission
The mission of the JIWG SC is to develop standards IAW DOD M,
Defense Standardization Program, Policies & Procedures or
Non-Government Standards as applicable. JIWG SC will act for the
Joint Standardization Board for Intermodal Equipment (JSBIE) to
initiate, harmonize and coordinate intermodal equipment
standardization activities. JSBIE will: Draft standards for
intermodal equipment that have reduced inventory, shorter logistic
chains and improved readiness Establish liaisons with various
standards bodies and industry Enhance integration and
interoperability Provide the interface for commercial/military
integration in order to optimize DOD distribution process and
improve end-to-end distribution effectiveness and efficiency

Current Initiatives for Common Intermodal Modular Containers &
Platforms
Multiple sized containers that combine to effectively build and
break down a 20/40-foot ISO container or 463L pallet into
pallet/module sized loads.Goal is to reduce overall theater
logistics footprint, including retrograde, while complementing
automated loading, handling and storage systems. Naval Logistics

Technology Demonstration (JCTD) (FY06-08) Joint Modular Intermodal
Container Joint Modular Intermodal Platform Integrated AIT This
slide shows an emerging concept within the Services for moving
towards modular containers and platforms. This concept will not
replace the need for using the global commercial intermodal
container system but is intended to facilitate in-theater
distribution out to the last tactical mile. The Navy is looking at
modularity as a means for automating supply and underway
replenishment ships and systems This concept will be flushed out
and refined in the next 2 years through an Joint Capabilities
TechnologyDemonstration called Joint Modular Intermodal
Distribution System (JMIDS) NLI/USTRANSCOM Unitization Demo

funding assessment of commercial off the shelf, modular-type
containers and how they stand up within the defense transportation
system (air, ocean, land) and in the underway replenishment and
airdrop delivery systems.Containers used in Phase I and II shown
MUC and RBC are in current Navy inventory; P2 Pack is DDSP standard
container; ACDS is lightweight plastic commercial container;
Clip-Lok is commercial plywood semi custom (size) container;
Uni-pak is commercial fiberboard sidewall, plastic base and cover
container. There is a wide variety of sizes and types of modular
containers with different attributes.Our goal will be to set DOD

Shipped general supplies from DDSP to II MEF in SWA using COTS

Deployed) Analysis Feedback from Marines was very limited but
favorable DLA warehouse setup required off line processing of all
sizes of ACDS due to physical setup (designed for 48x40). RBC
worked well but weight was an issue P230 (DLA standard) most cost
effective for single trip (or limited reuse up to about 5 trips)
the various other containers become competitive at between 5 and 50
uses with the P220 No reusable container, even at $100 will be cost
competitive unless we can actually get them reused! Phase I of the
unitization demonstration focused on moving supplies in various
types of commercial off the shelf containers shown previously in
the defense transportation system TRANSCOM Unitization Demo Phase
II (FY-06)
Task 1 Demonstrate delivery of other than Class V items to Amphib
and Small Combatant using COTS containers Some from Prime Vendor
Some by CONREP and/or VERTREP Some Direct from CLF Will Utilize
ACDS (52x44), RBC (48x40) and UniPak (48x40) total of 7 containers
(size/style variations) Task 2 Prepare for competitive procurement
of Modified COTS container(s) meeting a subset of JMIC Requirements
suitable for non-Class V cargo Poor mans JMIC JMIC interfaces,
lighter weight, lower cost, lower weight capacity.Actual
procurement in FY-07. Phase II being conducted this fiscal year is
shown here.Currently coordinating with DSCP in making arrangements
with Prime Vendor in the Norfolk Area (SYSCO) to deliver containers
to their Suffolk, VA location for direct shipment to user ships in
the Norfolk VA area. COTS ACDS and Uni-Pak Containers are being Lab
tested at Naval PHST Center, Earle to determine current
suitability.In FY-07, Modified-COTS will undergo similar Lab tests
to determine if they meet (or can be easily modified to meet) the
tailored requirements of a Class-II JMIC or whatever we call the
general cargo JMIC.Once initial modified COTS is tested, if
successful, larger procurement will be made for testing alongside
JMIC in JMIDS demo LMUA. Joint Modular Intermodal Distribution
System (JMIDS) Joint Capabilities Technology Demonstration (JCTD)
JMIDS JCTD will demonstrate, analyze and transition joint service,
all-mode containers and platforms that are equipped with Automated
Identification Technology (AIT) JMIDS will permit efficient,
seamless, and visible movement of supplies through the distribution
system from CONUS-based depots and vendor locations to tactical end
users, including movement through a Seabase to support forward
operating expeditionary and task force units Goal of this JCTD is
to make significant contributions to the agility, flexibility,
efficiency, effectiveness, responsiveness, and interoperability of
the Joint Distribution System Joint Modular Intermodal Container
(JMIC) Joint Modular Intermodal Platform (JMIP) ITV Database
