Jokowi explained, Indonesia is aggressively building a good infrastructure for transportation and electricity. Rapid mass transportation such as trains and Light Rail Transit (LRT) are also sold by Jokowi in the presence of the Minister of Economy of Qatar Sheikh Ahmad bin Jasim al Thany, and entrepreneurs. Coordinating Minister of Economy, Darmin Nasution said one of the government regula- tions (PP) being deregulated was PP No. 32 / 2009 about Bonded Area. The regulation had been amended and was being reviewed by Ministry of Law and Human Rights. The new regulation was expected to be published and applied by the end of October 2015. With this deregulation of Bonded Logistics Center, Darmin hoped manufacturing companies could have closer and better access of raw materi- als to cut down the price and lower production cost. “We heard complains about high logistics cost. Freight cost from Papua to Jakarta is higher than from China. It was because we never designed good (logistics) concept, “ said Darmin in his office, Jakarta, Friday (18/9). Darmin said, Indonesia is one of cotton importers because high domestic demand and needs. Every year, he added, this country bought cotton supply from USA and Russia. “But the commodity was piled in Kuala Lumpur, Malaysia because they have bonded warehouse facilities there. Why not we build our own (bonded logistics center) here? So we do not need to re-import anymore,“ he said. Finance Minister, Bambang Brodjonegoro said, Government Regulation (PP) about the bonded logistics center has been processed at the Ministry for Economic Affairs, and will be signed or authenticated by President Jokowi. "We want to provide the best industrial facilities. The nationwide logistics centers," said Bambang, when announcing the Economic Policy Package Volume II, at the State Palace, Jakarta , Tuesday (29/9). Government would just support by deferring import duties and taxes for stockpiled materials before leaving bonded logistics center to domestic market. President Joko Widodo launched three economic policy packages in response to the current global economic conditions that affect the Indonesian economy. "We have taken steps, but these measures have not been enough. So the Government launched the first phase of the policy package, September 2015," said President Jokowi when announcing the policy packages at the State Palace, Wednes- day, September 9, 2015. Three packages of this policy was firstly, pushing national industrial competitiveness through deregulation, debureaucratization, law enforcement and increased business certainty. "There are 79 regulations rewritten from the 154 rules that eliminated duplication and cut regulation that hinder competitiveness," said Jokowi. In addition, the Government is also Jokowi Economic Policy Package preparing a presidential decree, a ministerial decree to speed up the bureaucracy. Simplifica- tion of permit issuance process, strengthening synergies and improving quality of public services is also the focus of the first point in the policy package. The second point in the policy package is to accelerate the implementation of national strategic projects by eliminating existing barriers, simplifying permits, expedite the procurement of goods and to strengthen the role of head of the region to support the strategic program. Thirdly, the government will increase invest- ment in the property sector. The Government, said Jokowi, will issue a policy for construction of houses for low-income people and open investment opportunities in this sector as much as possible. So far, fluctuating cotton prices, low quality supply, and lack of certainty in supply had become challenges for local textile industries. In Indonesia, importing cotton through resellers are still dominating national cotton supply pattern. Buying from resellers had exposed textile industries to higher prices, while about 95 % of cotton is supplied from imports. Therefore, Indonesia textile industries praise this amendment of government regulation (PP) of Bonded Logistics Center, because it could cut national logistics cost. “We appreciate government step by providing regulation (of Bonded Logistics Center), it gave assurance for several businesses and industries, including textile industries. We had been waiting for this regula- tion, even though it was not just about cotton,” said Secretary General of Indonesia Textile Association Ernovian G. Ismy, Sunday (20/9). Ismy agreed with Coordinating Minister of Economy that the bonded logistics center facilities at Cikarang Dry Port would shift the cotton stockpiles domestical- ly instead of current practice in Malaysia. It was the main purpose of this bonded logistics center. This policy would be effective to reduce partial buying and in the end could reduce import lead time for cotton. When this cotton distribution center was established, government would enjoy the tax revenue benefits by shifting the distribution activity in Indonesia. CAPACITY BUILDING

With its economic integration strategy and the establishment of AEC (ASEAN Economic Community), ASEAN is vigorously in the process of building a single market and the development of produc-tion base. This capacity building is of immense importance to ASEAN. To strengthen its position in the highly competitive world.

It will be realized, however, that it requires the large inflow of “direct investment”: international and domestic investment. The inflow of FDI (foreign direct investment) is needed in the 10 ASEAN countries. Particularly for the development and growth of the production base and infrastructure needs.

Developing economies:

Since the early 1980’s world Foreign Direct Investments (FDI) have grown rapidly, faster than world trade. FDI represents investment in production and infrastructure facilities. In addition it serves also as an important source for the transfer of skills, production technology and increased market access.

UNCTAD data shows that during 2012-2014 the share of the develop-ing economies has increased. Especially in Asia which accounts for some 56% of global FDI inflows. This shows that Asia including ASEAN is on the way to become another back-up region of the global economy. Not only in the area of trade but also in the area of industrial production.

ASEAN’S RISE:

ASEAN FDI inflow has gone up from US$20 billion in 2000 to US$ 122 billion in 2013. With Singapore as the largest receiver, followed by Indonesia, Thailand, Malaysia, Vietnam and the Philippines. The other ASEAN members are following at a slower pace.

Indonesia recognizes the need to restructure and reform its economic composition. From an economy which was highly dependent on agriculture and the exports of commodities. To a more balanced economy. With a greater share of manufactures and services.

These assessments clearly highlights the fact that ASEAN is still facing many shortcomings and has a long list of hurdles to overcome. At the same time they recognize that ASEAN is on the rise.

South China Sea. There are also minor SLOCs within Indone-sia’s territory, such as the Lombok and Sunda Strait, which are often used as alternatives to the Malacca Strait. SLOC security has gained a renewed place in Indonesia’s political agenda, especially in Joko Widodo’s proposed “global maritime axis” policy. Joko Widodo’s foreign policy lies on branding Indonesia as a “global maritime axis”. The policy works on two fronts: the strategic and economic.

On the strategic front, the global maritime axis envisions Indone-sia as an Indo-Pacific maritime power through the enhancement of maritime defense capabilities. The plan is to increase defense expenditures by 1.5 percent over the next 5 years to procure the necessary defense equipment and improve Indonesia’s naval capabilities.

Despite its size, Indonesia’s naval capabilities are subpar to smaller countries in Southeast Asia. Plans on modernizing Indonesia’s fleet have been around since the Yudhoyono era. In 2005, Yudhoyono approved the Minimum Essen-tial Force, a long-term plan to develop Indonesia’s overall military power by 2024. The plan envisions five fleets, totalling 274 vessels, with sufficient patrolling and striking capabilities (Shekar & Liow, 2014). Aside from budget increases and military procure-ment, developing Indonesia’s shipbuilding industry is also one of Joko Widodo’s agenda. Joko Widodo aims for the shipbuild-ing industry to be able to

that already exist today, with a capacity of 10 kW, would be more effective if using 3 units (30 kW) with a total investment of Rp1.4 trillion.

Other technologies were ever tested, among others, was Kobold turbine made in Italy with a capacity of 300 kW in the Lombok Strait and the Alas Strait. In addition, the use of VIVACE mounted on SWATH (Small Waterplan Area Twin Hull) vessel. Both proved to be prospective.

The VIVACE on SWATH technology relies more on the waves. When tested in the Karimata Strait by Lilik Aprilia Savitri from the Sepuluh November Institute of Technol-ogy (ITS), the results showed that the wavelength of 2-3 meters generated 39 kW of electrical power per meter length of the waves.

Currently in Europe a turbine is capable of producing 1.2 MW of electrical power from the marine currents of 2.5-3.5 m/s in the duration of 16 hours per day. Indonesia, through researches road map on the energy of marine currents in the waters of the archipelago, has targeted to be able to produce up to 400 kW of electricity per turbine in 2025, depending on the location of the turbines to be placed.

produce not only military-grade equipment, but also vessels fit for civilian use. The shipbuild-ing industry is an integral part to the global maritime axis as it would allow Indonesia to depend less on external parties for supplying the much needed logistics required to develop Indonesian maritime power. Despite its importance, the shipbuilding sector remains underdeveloped due to taxes and insufficient funding (Jakarta Post, 2013). Given these condi-tions, a defense revolution, though expected, has yet to take place as reforms are advancing at a slow pace.

On the economic front, the global maritime axis seeks to capitalize on Indonesia’s geopo-litical advantage as an economic maritime trade hub by bolstering port infrastructure and improv-ing inter-island connectivity. The objective is twofold. First, on a domestic level, enhancing inter-island connectivity by improving ports across the archipelago would provide the economic boost the outer islands desperately need.

Mostly, economic development is concentrated in the western islands (Java and Sumatera) while the Eastern islands suffer from logistics problems, causing a wide development gap and economic inequality. As a result, these islands have often been alienated from national econom-ic activity and opt to become self-sufficient economies. The most cited problem is lack of adequate transportation facilities. Since land transport is inefficient and ineffective, the best mode of supplying the eastern islands is by sea. Howev-er, many port facilities across Indonesia have fallen into disrepair due to negligence and

inadequate funding from the government (Shekar & Liow, 2014). Thus, Joko Widodo proposed a “sea highway” (tol laut), which takes form of large carrier ships capable of mobiliz-ing large amounts of goods and people throughout the archipela-go, in an attempt to cut transpor-tation costs and connect the eastern islands to the economic centres of Java.

Second, on an international level, improving port facilities would allow Indonesian ports to handle more economic activity from domestic and international shipping. Major ports in Indone-sia, such as Tanjung Priok, suffer from inadequate storage facilities which cause long dwelling times for cargo.

The World Bank (2014) reported that in 2013, the average dwell-ing time at Tanjung Priok reached 6.4 days. Longer dwell-ing time inevitably leads to additional costs, which increases prices of goods. Measures have been taken to introduce a more efficient system based on computerisation; however, it will require more time for the system to be fully implemented.

In regard to SLOC security, Indonesia has shown that it means serious business. Since Joko Widodo’s inauguration, concentrated efforts have been made to make the global maritime axis a reality. We stress three important efforts: the “sink the vessels” policy, revitalization of the shipbuilding industry, and Indonesia’s securi-ty relations with India. These efforts mark significant progress in Indonesia’s approach to maritime security in the Indo-Pacific and the global maritime axis.

“Sink the Vessels”

Economic losses due to illegal fishing in Indonesian waters have prompted Joko Widodo to start a “war against illegal fishing”. The Indonesian government began its “sink the vessels” policy, where illegal fishing boats, were sunk. The most striking display of the policy was Indonesia’s choice to sink an illegal Chinese vessel detained in 2009 near the South China Sea. On 20 May 2015, the Gui Xei Yu 12661(a 3,000 gross tonnage vessel) was destroyed, along with 40 other detained ships from ASEAN countries, to commemorate National Awak-ening Day. Minister Susi Pudjiastuti denies the act as a “show of force” and insists it an enforcement of Indonesian law (Jakarta Post, 2015).

Indonesia’s extreme approach to illegal fishing raises questions on how Joko Widodo approach-es regional relations. It is unclear whether Joko Widodo wants to pursue populism or regional cordiality. As the deadline for the ASEAN Community draws near, members of ASEAN are expected to ideally maintain harmonious relations to proceed with regional economic integra-tion. Sinking vessels of fellow ASEAN members is deviant to Indonesia’s benevolent regional-ism since the Yudhoyono era and has caused uncertainty among other ASEAN members, raising questions on Indonesia’s regional intentions. An editorial in The Straits Times (2014) called for an “eloquent point man to put the scope of Indone-sia’s nationalism in the proper perspective” and for Indonesia to “ensure diplomatic relations in the region are safeguarded”. Beijing has also expressed concerns over the destruction of

the Chinese vessel. Hong Lei, spokesman for the foreign ministry, stated that China is “gravely concerned” and asks for clarification of Indonesia’s actions. Hong Lei further called for the safeguarding of “legiti-mate rights and interests of Chinese companies” (Channel News Asia, 2015). Thayer (2014) also cautioned Joko Widodo from sacrificing long-term relations with ASEAN in favour of populist policies. While the act of sinking Chinese ships shows consisten-cy on enforcing its policy, it is feared that the incident would only serve to heighten tensions with China and jeopardize attempts to bring order to the South China Sea.

Revitalizing the Shipbuild-ing Industry

Despite Indonesia being an archipelago, the shipbuilding industry remains underdevel-oped. There are around 100 shipyards in Indonesia. A major-ity are used for repairs and commerce, while only a few are used for shipbuilding. The shipbuilding industry is dominated by four major state-owned enterprises: PT PAL, PT Dok dan Perkapalan Surabaya, PT Industri Kapal Indonesia, and PT Dok dan Perkapalan Kodja Bahari. Production is relatively small; only 100 vessels per annum are produced (Lee, 2015).

Despite being an essential industry for the success of the global maritime axis, the industry faces cumbersome taxes and a severe lack of human resources. In 2013, Indonesian shipbuilders struggled to meet their production targets. Shipbuilding components are mostly imported and are subject

to additional import tax, result-ing in higher production costs and ultimately, higher prices. A ship produced in an Indonesian shipyard can cost up to thirty percent more than a Chinese ship (Jakarta Globe, 2015). High taxes have caused the industry to be concentrated in Batam, where due to its status as a Free Trade Zone, import taxes are not imposed.

According to Susilo Bambang Sulisto, Chairman of the Cham-ber of Commerce and Industry (Kadin), the shipbuilding industry requires more “profes-sional human resources” skilled in engineering, financing, and law if Indonesia’s shipbuilding industry wants to have the capacity to meet global demand (Antara News, 2015). In 2013, Indonesia and South Korea signed a technology transfer agreement between PT PAL and Daewoo.

However, according to M. Firmansyah Arifin, Chief Direc-tor of PT PAL, the technology transfer would not fully benefit Indonesia. Based on the terms of the agreement, the Indonesian experts sent to South Korea were only limited to observing submarine blueprints and were not given a hands-on experience in the production of submarines (Tempo, 2013). Indonesia still lacks the expertise needed to engineer new blueprints and adopt foreign technologies into the domestic shipbuilding industry.

To address the issue, Joko Widodo, in line with the global maritime axis, has devised a five-year plan to revitalize the shipbuilding industry. Three fiscal incentives were provided i.e. a revision of tax laws to abolish value-added tax on

shipbuilding facilities, subsidi-zation of import tariffs, and tax allowances on income tax. Rent waivers are also included for state-owned enterprises as a non-fiscal incentive (Kementeri-an BUMN, 2014). As for the issue of human resources, a large amount of investment in research and development is required before Indonesia’s shipbuilding industry can get on its feet.

Conclusion

Under Joko Widodo, Indonesia has started its first step to becoming a maritime power in the Indo-Pacific as SLOC security becomes an increasing-ly vital agenda for great powers and developing economies in the region. Indonesia has made it clear that it will no longer tolerate infringement of its territorial waters and has begun to modernize its navy to ensure it has the capabilities required to secure SLOCs in the Indo-Pacif-ic. Additionally, Indonesia has started to build multilateral initiatives to achieve its goal. All in all, SLOC security has definitely become a top priority for the Joko Widodo administra-tion.

Additional challenges, however, await Indonesia. In commencing its “sink the vessels” policy, Indonesia would to best not to jeopardize relations with neigh-bours and China, especially given the hostile situation in the South China Sea. As for revital-izing the shipbuilding industry, Indonesia still requires adequate human resources to develop ships before achieving self-suf-ficiency. On the multilateral level, Indonesia still has ways to go before integrating the global maritime axis into a regional security architecture.

km2, Indonesia has a huge potential to generate electricity from marine currents. It is estimated that the total electrical power that can be generated from marine currents in Indone-sia could reach 6000 MW. The question is what kind of technol-ogy suitable for the waters in Indonesia to produce electricity effectively and efficiently.

With the depleting oil reserves as the main source of non-re-newable fossil energy, it is time for Indonesia to seek alternative sources of energy, especially the renewable ones. Considering that the growth of electrical energy consumption in Indone-sia reached 7% per year in the recent years and is expected to rise 8.3% to 10% in the period of 2015-2019. One promising source of renewable energy is the marine currents.

Various studies have been conducted to find the most effective and efficient way to harness marine currents as a source of electricity generation. One is performed by Adil Mahfudz Firdaus, Tridoyo Kusumastanto and I Wayan Nurjaya from Bogor Agriculture University.

They did an analysis on the technical and financial feasibili-ty in the marine current energy development in the Madura Strait. The study was conducted in the village of West Sukolilo and Suramadu Bridge, East Java Province.

While the Marine Current Power Generation (PLTAL) used in the

research was a prototype developed by the Indonesian Hydrodynamic Laboratory (BPPH) - Agency for the Assessment and Application of Technology (BPTP).

The results showed that the power generation by marine currents in the Sunda Strait was dominated by the movement of

the tides than by other factors such as wind pressure, seismic and wave movements. The highest current during the measurements in the study was recorded at 1.3 meters per second (m/s) with an average of 0.47 m/s. In the meantime the electric power generated the highest was recorded at 3,863 watts and the

lowest was at 1,780 watts per day.Meanwhile from the secondary data, it could be predicted that the potential peak power would be generated during the month of January, in which the highest current could reach 35 cm/s and the power that could be generat-ed would reach 3,790 watts per day. While the lowest marine

current would be likely to occur in November at the speed of 1.2 cm/s with a power output at 28 watts.For the cost-benefit analysis, the results showed that the most profitable investment is to use PLTAL with the capacity of 3 MW (still under development) with a total investment of Rp119.5 trillion. According to Puan, the use of village funds as a form of imple-mentation of the Village Act not only requires institutional gover-nance. But also needed change and reform of the paradigm, perspective and culture of any government officials who run this system.

Minister Marwan said, PKBI concept is a program that is specifically focused on the development and empowerment of the border region as the front

porch of a sovereign state, competitive, and safe.PKBI is an alternative program to improve villages development performance in Border Area equivalent into the urban or more advanced than the neigh-boring countries.

“The MoU with the governors and regents in Kalimantan border region intended as the starting point of a real step from the Ministry of Rural in the realization of development across the border in Indonesia,” he explained.

Implementation of the PKBI concept begins with the construction of the land border areas in four provinces, namely: West Kalimantan to Sarawak-Malaysia; East Kalimantan to Sabah-Malaysia; Papua to Papua New Guinea (PNG); and East Nusa Tenggara to Timor Leste. Coordinating Minister for Maritime and Resources, Rizal Ramli, this morning received the arrival of Russian Ambassador to Indonesia, Mikhail Y Galuzin. The meeting discussed about the cooperation opportunities between the two countries in the fields of infrastructure and energy, such as oil, gas, and nuclear.

Galuzin came around 10:20 pm, wearing a black suit. Along with two staff, Galuzin go straight to the 3rd floor, the room of Rizal Ramli.

"There are many potential that can be cooperated between the two countries, to encourage maritime power through modernization and infrastructure development in Indonesia. The company can get involved in the shipping industry, fisheries, oil and gas exports from Russia and the matter of nuclear energy," said Galuzin.

Russia also possesses a lot of population. This is an opportuni-ty to encourage the Russians to come to travel to Indonesia.

"We will encourage the Russians to come here, as well as Indonesian people can go to Russia. Many possibilities can be cooperated," he said.(azw)

First of all, pragmatism, the necessity to understand what in-ternational administration and bureaucracy is in order to under-stand the “relational state mod-el”. On one hand, this model re-

Secondly, the lack of or ab-sence of competence in bureau-cracy will only lead to three types of malgovernance, namely bad governance, weak governance and underdeveloped global gov-ernance. The three malgover-nances which are marked by weak national leadership and lack of austerity will only re-sult in various multidimension-al problems in the local, nation-al and international level. That’s exactly what Indonesia is facing right now in its national develop-ment management.

The sentence above shows that there are international (globalization) roles in the public ad-

ministration management of a country. International interven-tion, in this case international administration, is often unpre-ventable in domestic lives. This is because a wide range of issues, processes and actors involved in the administration/bureaucracy have international dimensions. The question now is how a coun-try with its administration ca-pacity can maintain its integri-ty and sovereignty in managing its bureaucracy to achieve its na-tional development agenda.

Domestification and interna-tionalization process will play bigger roles in the government’s management in the era of glo-balization in which traditional borders of a country will become more and more blurred. One of the impacts that we will encoun-ter from such a process is grow-ing demand for better trans-parency, accountability and professionalism in dealing with both national and international issues.
