2. Ahigh school certificate An employment requirement A university admission test 3. The Tawjihi has been used as an attestation to the completion of high school. However all those who finished 12th grade and completed their school, have school records which show their performance. 4. Sowhy the need for another test to do the same?Tawjihi has nothing to do with certifyingcompletion of high schools 5. The civil service bylaws indicate that certain government posts can only be filled with those who passed the Tawjihi. Dothey mean those who attained certain educational competencies, like finishing high schools successfully? 6. So if they meant finishing high schoolsuccessfully;Then: The Tawjihi is not required as a test foremployment. The Civil Service bylaws should beamended to reflect so. 7. IF TAWJIHI: Is NEITHER attestation to completion of school NOR a condition required for employmentSO WHAT IS IT THEN?IT CAN NOT BE BUT, AN UNIVERSITYADMISSION TEST 8. A high school completion certificate should be issued by the Ministry of Education to every student who finishes the 12th. grade. Thestudent must have one transcript of his marks in the 11th. & 12th. grades, with minimum and maximum marks for individual subjects and for the total. 9. This certificate could be used foremployment by the public and privatesectors This certificate may be used for admissionto universities abroad This certificate will not admit the student toJordanian universities 10. When universities look ORfor students: They may just ask you They may requireto show proficiency in a students to pass a testnumber of subjects, forany selected field, They may require anaccording to a interviewstandardized test They may require an essay 11. The Council of Higher Education (CHE) with the help ofthe universities, will divide the Bachelor degrees intofields, like: Medical Engineering Basic sciences Humanities Social sciences The CHE will determine the number of studied and testedsubjects for each field 12. TheCHE will determine which common subjects should be studied and tested for all students in all groups, i.e., Arabic, English etc. (First Bundle) TheCHE will determine which special subjects should be tested for each field, i.e., biology is required for the medical field but not for humanities (Second Bundle) 13. TheMinistry of Education (MoE) will offerall subjects in its schools as determined bythe universities. There shall be no streams. Student shallstudy those subjects they will require whenthey submits his admission application touniversities 14. Studentsshould complete 12 years inschool before submitting an application touniversities They can study subjects in the 11th.and the12th.Grades. They can repeat a subject as many timesas they wish until they think that they haveaccumulated the required numbers ofsubjects and grades 15. Thedate on the Tawjihi certificate shall bethe date of the last test passed by thestudent. The tests could be taken four times a year Admission to universities will continue tobe, twice a year: in summer and winter 16. Admission shall continue to be unified Admission must be to a field of study forwhich the student had collected therequired subjects. A student may pick as his first choice anyspecialty in the field he selected. 17. At the completion of this year the studentsshall sit for a test to direct them into 2tracks: Academic who shall be able to go to the academic11th.and 12th.grades and afterwards to university Vocational who will go to vocational 11th. and12th.grades and afterwards to community colleges.
