Im writing to you to obtain your consent and approval of a rezoning application
that will be filed with the City of Cincinnati. In order construct the new soccer
stadium (and other ancillary uses and buildings), West End Ventures, LLC needs to
change the zoning of its property and Lighthouse Worship Centers (formerly
known as the Lighthouse Ministries Worship Center, Inc.) property to Planned
Development. Because Lighthouse still owns property located within the limits of
the future Planned Development District, the City requires that we obtain
Lighthouses consent to the filing of this Zone Change Application. If this is
acceptable, kindly reply to this e-mail noting Lighthouse Worship Centers
consent. This will start the zoning proves for FC and does not change any of the
contractual commitments of West End Ventures, LLC to you and Lighthouse
Ministries.

Concept Planned Development (PD) Submission

1. General Summary:
A Planned Development (PD) is requested to guide the development of a sports
stadium with seating capacity not to exceed 26,500 organized around a playing
surface sized for professional soccer competition. The stadiums seating bowl is
open-air with a canopy structure over a portion of the seating areas to provide
solar and weather protection. The stadium will be developed to provide a home
venue compliant with league standards for Cincinnatis new Major League Soccer
club, FC Cincinnati. The stadium will be used for league play and exhibition
matches, as well as concerts, rallies, and community events.
Vehicular access to the PD will be via the regional highway system and local urban
connector arteries of Central Parkway, Liberty Street, and Ezzard Charles
Boulevard. A portion of parking will be accommodated within the PD via John
Street, Wade Street and Central Parkway. The majority of parking is planned to be
located outside the PD, satisfied by a combination of public and private parking
facilities. There is sufficient parking inventory within the urban core to support
event day parking.
A surface parking lot and service yards will be accessed via John Street. The
parking lot will be used by stadium operations personnel, club employees, and
officials on game-day, as well as be used by Robert A. Taft High School staff during
school operating hours. Service yards are located on the west side of the stadium,
accessed via sliding security gates within the stadium grounds.
Pedestrian access to the stadium will be via security gates located around the
perimeter of the stadium, but primarily via an elevated entrance plaza on the east side
of the stadium. The entrance plaza will accommodate gatherings for a variety of
pre and post-event programming and is otherwise open to the public year-round.
The stadium operation and support facilities total approximately 400,000 gross
square feet, excluding the seating bowl and playing surface. Private events will be
hosted in the stadium throughout the year on non-game days.
The PD site provides space for future development on frontage along Wade Street
and Central Parkway. The future development pads are built above an on-site
parking garage, which will be used by stadium patrons on event days.
The future development pads are sized to accommodate a variety of market-rate
commercial building uses described later in this application. These sites will be
developed independent of the stadium on a yet undetermined timeline, but are
meant to complement the overall PD, the surrounding streetscape, as well as the
game-day experience at the stadium.

2. Metes & Bounds:
a. The FCC West End Stadium PD is situated in the City of Cincinnati,
Hamilton County, and located on properties generally bound by Central
Parkway to the east, property lines north of City of Cincinnati Police
Department District 1 and Cincinnati Public Schools Robert A. Taft High
School to the south, John Street to the west, and a combination of
property lines and Wade Street to the north.
b. As individual parcels are acquired and public Rights-of-Way within the
PD are conveyed to the stadium developer, all parcels will be
consolidated. Once consolidated, air or land rights will be established
for the stadium, on-site parking garage, and future development sites.
Please see Attachments A, B, C, & D for details regarding existing
conditions, parcel and Rights-of-Way acquisition, site preparation, and
legal description of the Planned Development boundary.
c. The stadium developer will retain control of the entire PD site and
establish operating agreements for the on-going care and maintenance
of the development with building management entities for the
stadium, parking structure, and public plaza. Future development sites
will be developed and managed via lease of the established air rights
and the joint use agreements therein.
d. Shared use and cross-access easements will be established between
the stadium developer and developers of the future development sites
for purposes of managing on-going maintenance and event-day and
non-event-day use of the public plaza, as well as allowing for
emergency management access.
3. Proposed Structures & Systems:
a. See Architectural Plans, Elevations, and Sections (Attachment E) for
distribution of stadium program on six (6) above-grade levels,
parking, and locations for future development.
b. Vehicular/Pedestrian Management: The safety of all occupants of
facilities in the PD is paramount. Event day security measures are put in
place for safe access and security screening of both vehicles and
pedestrians prior to entrance to on-site facilities (See Attachment F).
c. Urban Design: It is the intent of the stadium developer to implement an
attractive and complementary project which adds to the vibrancy and
vitality of the surrounding neighborhoods. Design standards for buffer,
fence, signage, and lighting design consistent with those set forth in the
City of Cincinnati Zoning Code will be submitted with the Final PD
application (see Attachment G for preliminary design intent).

d. Emergency Management:
i. The perimeter of the stadium within the PD will be secured by
combination of continuous building or fence-line. Stadium guests
will be subject to security screening and ticketing prior to entering
the stadium.
ii. Private enterprises located within the future development sites will
generally be accessible to the public year-round, however subject
to event-day operation protocols.
iii. Access to the site for emergency response vehicles and personnel
will be provided via public roadways directly to the PD site (see
Attachment H).
iv. Shared use and cross-access easements will be established
between the stadium developer and developers of the future
development sites for emergency management purposes.
e. Parking & Traffic Management: A Traffic Impact Study for the FCC West
End Stadium PD was previously submitted and outlined the
comprehensive traffic access system supporting the PD. See the Parking
Inventory Memorandum (Attachment J) that illustrates sufficient
capacity to support both daily uses in the PD and event day operations.
An updated Traffic Impact Study based on the principles presented
within the original Traffic Impact Study and coordinated with the
current PD submission, including Attachment J, will be submitted with
the Final PD application.
f. Geotechnical Report: See the completed Geotechnical Engineering Report
(Attachment M) for subsurface conditions.
g. Public Site Utilities: See attached composite Public Utility Site Plan
(Attachment N) for proposed location of connection to existing
Greater Cincinnati Water Works (GCWW) and Metropolitan Sewer
District of Greater Cincinnati (MSD) service.
The PD site generally slopes from its high point in the northeast to its low
point in the southwest. GCWW service will be accessed via new redundant
meter pits set near the northern and southern extent of the PD site. On-
site storm water detention will be established in the southwestern corner
of the PD.
h. Foundations: See preliminary Foundation Plan and associated details
(Attachment O) for locations and arrangement of piers, grade beams and
site walls.

d. Operating Hours: The stadium will operate year-round with 24-hour, on-
site security personnel. Anticipated normal daily stadium operations will be
as follows:
i. Non-Game Day: 7:00AM to 10:00PM Monday Friday
7:00AM to 3:00PM Saturdays
ii. Event Day: 7:00AM to 1:00AM
iii. Match Duration: Soccer match starting times may vary throughout
the season. Match duration is generally 150 minutes. Event start
times typically range, as follows:
1. Night Games 5:00Pm to 8:00PM
2. Day Games 1:00PM to 4:00PM
iv. Concert/Rally Duration: Concerts and rallies will vary in duration and
start times. Due to the unique nature of these events, the stadium
operator will apply for qualifying special event permit on an event-
by-event basis as required by the City of Cincinnati.
5. Building Limits:
a. Building Square Footage:
i. Stadium: The stadium operation and support facilities total
approximately 400,000 gross square feet, excluding the seating
bowl and playing surface.
ii. Wade Street Future Development: The development site at the
corner of Wade Street and Central Parkway is designed to
accommodate 62,500 GSF. Units are described as maximum per use,
or in any combination to a maximum of 62,500 GSF:

b. Building Height:
i. Stadium: The canopy structure is open air and covers a portion of
stadium seats. The canopy structure will not exceed 110 above
the average elevation of the playing field.
ii. Wade Street Future Development: The development site at the
corner of Wade Street and Central Parkway is designed to
accommodate a six (6) story structure above street level not to
exceed ninety (90) feet in height.
iii. Central Parkway Future Development: The development site
fronting on Central Parkway is designed to accommodate a six (6)
story structure above street level not to exceed ninety (90) feet in
height.
c. Building Setback:
i. Stadium: The PD site is of irregular configuration (see Attachment B).
The minimum setback at any point around the stadium perimeter, as
established by the furthest horizontal extent of the canopy or faade
structure, will be ten (10) feet from adjacent parcels, and zero (0)
feet from any public right-of-way.
ii. Wade Street Future Development: The development site at the
corner of Wade Street and Central Parkway has a minimum
setback of zero (0) feet from any parcel or public right-of-way.
iii. Central Parkway Future Development: The development site
fronting on Central Parkway has a minimum setback of zero (0) feet
from any parcel or public right-of-way.

d. Signage:
i. Stadium: Primary building identification signage will be located on all
four cardinal facades of the stadium. There will be branded ground
mounted wayfinding signs located around the stadium perimeter.
Final signage design standards will accompany the Final PD
submission.
ii. Wade Street Future Development: The development site at the
corner of Wade Street and Central Parkway will have building
identification signage and separate tenant signage. Final signage
design standards will accompany the Final PD submission.
iii. Central Parkway Future Development: The development site
fronting on Central Parkway will have building identification signage
and separate tenant signage. Final signage design standards will
accompany the Final PD submission.
e. Sound & Light Controls: Consideration shall be given to protect the
neighborhoods surrounding the PD site with regard to sound and light
generated from uses in the stadium. A full sound and light control study
will be submitted with the Final PD application.
7. Project Schedule
a. See the FCC West End Stadium Construction Schedule (Attachment K) for
proposed project-based milestones and phase completion goals.
Consistent with the inclusion goals established within the Community
Benefits Agreement, the Design and Construction team have endeavored
to meet the goals, as follows:
25% MBE Participation by qualified businesses
7% WBE Participation by qualified businesses
30% SBE Participation by qualified businesses
Actual participation results will be reported as required in the Agreement.
b. See the FCC West End Stadium Zoning Approval Schedule (Attachment L)
for proposed submission, review, advertisement, and approval
coordination. Consistent with the Community Benefits Agreement, a
Community Design Committee and Community Coalition have been
established. Representatives of the stadium development team have met
regularly with these committees, the West End Community Council, and
have attended a public forum in the Over-the-Rhine neighborhood.
By vote, the West End Community Council Board have given unanimous
support for this zone change.
