Many of you know that soon after I was sworn into office in January I was surprised to learn that only 12 percent of the insurance fraud complaints our department received were being investigated. That meant that 88 percent of the complaints went unchecked.

I was equally dismayed to learn that some of our fire stations in North Carolina hadn’t been inspected in more than 20 years.

The reason why we weren’t investigating insurance fraud complaints and inspecting fire stations in a more timely manner was obvious. We were way understaffed.Our Criminal Investigations Division only had 20 law enforcement officers. And our Office of State Fire Marshal only had five fire station inspectors. That’s 20 fraud investigators in a state of more than 10 million people. And that’s five inspectors in a state that has 1,350 fire stations.

I took my concerns to the General Assembly and asked for permission to hire more people to resolve these issues. After almost six months, the General Assembly responded positively and gave us positions to hire more fraud investigators, attorneys to work with local DA’s to prosecute fraud, arson investigators, and fire inspectors.

Fighting insurance fraud is one of the best things that I can do to keep insurance rates low. According to the FBI, insurance fraud costs the average family between $400 and $700 per year in the form of increased premiums. Consumer protection is my No. 1 priority, and I will continue to fight insurance fraud with your help.

How does one go about writing a “year in review” article, without it sounding so cliché like the typical “year in review” article? “Can you believe that it’s already 2018?”; “Where does the time go these days?”; “The older I get, the faster time flies!”

With all of the above being true, I want to take a slightly different approach; For my year in review, let me share with you what I think were the “Top 10” stories for IIANC in 2017!

“Hello, my name is: ________”: Record attendance, including 93 first-time attendees at the 2017 InsurEXPO made name badges a necessity! Whoever said, “face to face meetings are dead” hasn’t been to an IIANC event. It’s like someone is watering our events with Miracle-Gro®!

Water, water, everywhere, nor any drop to drink: This has nothing to do with The Rime of the Ancient Mariner, but is instead about how IIANC was able to share the experience and lessons learned from Hurricane Matthew to hold nine disaster courses throughout the state. These were very well-received by the members, with a special “thank you!” to IIANC’s 2017 Agent of the Year, Danny Cook, for all of his efforts in this initiative.

It’s for the children: Thanks to the hard work of our Young Agents Committee and the generosity of our members and company PARTNERS, IIANC’s YAC raised more than $41,000 for the two North Carolina chapters of Make-A-Wish in 2017! Wow! If you’ve not been a part of the Young Agents Charity Golf Tournament, check out our 2018 event to be held on April 30 at Lonnie Poole Golf Course in Raleigh.

Put down the phone and #JustDrive: IIANC has made a commitment to make an impact on the epidemic of distracted driving. This is multi-pronged, multi-year program that kicked off in 2017. We have an ambitious Public Service Announcement (PSA) campaign that is underway. We also recently partnered with Travelers and held symposiums on this topic on the campuses of NC State and Appalachian State Universities. We are planning on two more such events in 2018. Attempting to find a legislative remedy that can adequately address this issue will also be a priority over the coming years.

Super PAC (who? us?): IIANC formed its own Independent Expenditure Political Action Committee (IE). This tool will be a great asset for IIANC as we work to keep the North Carolina insurance climate healthy and represent your interest with regulators and legislators.

Interns, interns and more interns: In partnership with the IIANC Education Foundation, IIANC was able to establish an internship grant program, which was able to offset part of the cost for nine member agencies that employed interns this past summer. Introducing young people to the insurance agency business is a great way to find that next generation employee! Plus, IIANC will: 1) go the career fair on your behalf; 2) promote your internship to students; 3) send you the resumes of interested students; 4) provide you with a step-by-step guide on what to do with your intern; and 5) subsidize the cost of the intern by up to $1,000. I’ll wait for a few minutes while you come up with a good reason for why your agency is not taking advantage of this program...

Acronym Alert: IIANC’s Young Agent program has been rebranded to iLEAD. You can check out www.ileadnc.com for more details and the meaning of the new acronym (there may be a quiz later!) IIANC’s iLEAD program provides opportunities for sales training and leadership development to help agents build the foundation for a successful insurance career. We kicked off the new brand with an exciting conference in Charlotte, and expect big things from this group in the near future.

Kevin Durant joins Golden State Warriors: The Golden State Warriors know exactly how it feels when an awesome team gets even better with the addition of a super star (or two). Well, so does IIANC! With the addition of Rebecca Shigley as VP of Agency Resources, and Joe Stewart as VP of Governmental Affairs, IIANC’s management team added massive amounts of expertise, knowledge, and experience with these widely respected leaders. We have never been better positioned to GET STUFF DONE!

New members, new members and more new members: 2017 saw a record number of 50 new member agencies join IIANC. From large to small; from newly-established to agencies that have been in business for decades; all types of agencies were able to see that the IIANC Board, Committees and staff are committed to the success of our members and the independent agency system.

Our value proposition is strong, and only getting stronger! In an era where many membership organizations are struggling to recruit new members, for IIANC to have a record setting year is HUGE news! Thanks to all of our new members, and the many hands that helped in this effort!

What a phenomenal year! But wait... there’s more! As proud as I am of the many accomplishments that we achieved in 2017, I am even more excited about where we are heading for 2018 and beyond. As awesome as 2017 was, with a few exceptions, our accomplishments were mostly confined to doing an outstanding job at activities that IIANC has been engaged in for very long time. (Not that there is anything wrong with that!) In fact, we will continue our attempt to do those things even bigger and better (wait until you see the 2018 InsurEXPO lineup!)

But the real excitement will start to take place in 2018, as IIANC will take significant steps to be better positioned as a valuable strategic business partner for your agency. Our Strategic Plan calls for IIANC to focus more resources on providing: 1) consultative services to member agencies in a variety of areas; 2) comprehensive training and professional development for new hires, as well as executive/management training; and 3) comprehensive solutions for member agencies that are seeking new employees. We have already made progress in a number of these areas, with some big announcements scheduled for very early in 2018. Keep your eyes and ears open, as IIANC will soon be able to help your agency in ways that we have previously not been prepared to do.

You may not be interested in politics, but politics is very interested in you.

This quote from the famous ancient Greek statesman, Pericles, is as true today as when it was first uttered in 5th century BC.

Every level of government enacts public policies that have a direct impact on the bottom line of business. Taxes, regulations, workforce mandates, economic development strategies, investments in infrastructure, and a myriad of other lines of intersection occur between your insurance agency and government at the local, state and federal level.

In our system of government, we give citizens a chance to vote for who gets into the positions in government where these public policy decisions are made. And, when public policy matters are discussed and debated by those we elect, we have the opportunity to weigh in and offer insights that help shape the decisions made.

At the heart of this effort is the ambition to avoid unintended adverse consequences from bad or ill-informed policy decisions that hurt consumers and keep agents from

being able to offer the fullest array of insurance products and related services.

It really is that simple. The tricky part, though, is getting those ‘not interested’ folks Pericles talked about to realize how important their participation can be.

To be successful, we need you. The good news is there are a lot of different ways to get involved.

With the creation of a Governmental Affairs position at IIANC comes the goal of establishing and operating a comprehensive advocacy and political engagement program that accomplishes three important goals:

1. Monitor, evaluate and take appropriate action on state legislative and regulatory issues that impact independent agents;

2. Create opportunities for active engagement with state legislators, the Commissioner of Insurance, and other government officials to build a stronger basic understanding of the issues important to independent agents;

3. Find ways to support candidates for the NC General Assembly and Council of State who are aligned with IIANC members on public policy matters critical to our industry.

As you can tell, there are many ways for you to participate– there is literally something for everyone, given different interests and availability.

Perhaps the easiest thing to do is take part in IIANC meetings with elected officials and candidates to help educate and inform them of our issues. Also, when an action alert comes out notifying you that a vote is coming up on a key piece of legislation, take a few minutes to contact your state representative with a quick phone call or e-mail, to let them know the position of independent agents on that bill.

In my three decades in government, politics and advocacy, I have often heard folks say, ‘I don’t know how to talk to politicians, and even if I did, why would they listen to me?’

That, too, is really simple. You are exactly the type of expert that candidates and elected officials want to talk to: someone with firsthand, do-it-every-day kind of experience. Always remember: the last thing any politician wants is a deluge of angry calls because they voted for or against something, not fully understanding the implications of the proposal – and you are just the right person to help them avoid that mistake when it comes to insurance issues.

In 2018, we will be launching a series of local gatherings with members of the NC General Assembly and IIANC members. Legislative roundtables will be informal, conversational gatherings that provide an opportunity for independent agents to provide their elected representative in the state legislature with a practical understanding of the challenges faced in the day-to-day operation of an insurance agency.

Additionally, we will be looking to host meetings with legislators on key legislative committees in Raleigh during the short session of the NC General Assembly that convenes in May 2018. This will help further strengthen our relationships with legislature leaders and provide an opportunity to discuss any insurance-related legislative

matters that may have come up during the session.

Another important way to help this effort is for everyone in an IIANC member agency to support IIANC PAC (our state PAC that supports candidates for the NC General Assembly and Council of State) and InsurPac (the IIABA’s PAC that supports congressional candidates).

Your contributions to IIANC PAC and InsurPac make it possible for us to support candidates running for state and federal office who are aligned with us on key policy issues of interest to independent agents. Making a contribution is an easy way for you to participate and support our governmental affairs efforts, and can be done online at www.iianc.com/pac – you can even make your contribution in monthly installments charged against your personal credit card. (A little bit contributed each month makes a BIG impact for IIANC during the election year.)

Also starting in 2018 will be special programs and communications for supporters of IIANC PAC and InsurPac, including regional briefings featuring polling data and expert analysis on key legislative and congressional races.

We’re also launching PAC SCOOP, a regular communication for PAC contributors featuring interviews and updates on key factors impacting the business and public policy climate in our states. This will provide you with the information you need to understand North Carolina’s dynamic political landscape during the 2018 election season.

Advocacy and political engagement is a little like painting the Golden Gate Bridge – getting ‘done’ generally just means that it’s time to get started again. The IIANC governmental affairs effort will be a consistent, organized and ongoing process that puts us in the best possible position to effectively accomplish the legislative and regulatory goals of IIANC members.

John’s career in law spans nearly 50 years, a majority of which have been spent representing IIANC before the General Assembly. Over the last 40 years, he has helped guide the association’s legislative efforts and worked to protect the livelihood and business interests of our members. Jeff Haney, CPCU, ARM, President of ECM Solutions, in Charlotte, NC, has been elected as the association’s Chairman of the Board of Directors for the 2017-18 term.

“I am honored to represent what I consider to be the best association in the industry. I look forward to continuing my work with the Board of Directors as we strive to bring our members the resources to help them succeed,” said Haney.

A graduate of Davidson College, Haney has over 30 years of experience in the insurance industry. Prior to becoming an independent insurance agent, he worked as a commercial underwriter and marketing representative for Aetna Insurance. Haney earned the prestigious Chartered Property & Casualty Underwriter (CPCU) and Associate in Risk Management (ARM) designations for his insurance knowledge and expertise.

Haney has been a member of the IIANC Board of Directors since 2009 and been active with the association’s Finance, Member Products, Surplus Funds and Trusted Choice Big “I” Junior Classic Committees. Jeff was co-chairman of the host/planning committee for the 2013 Trusted Choice Big “I” National Championship for which he received a Chairman’s Citation in 2013. He served as Chairman of IIANC’s Membership Task Force in 2014 and was the recipient of IIANC’s 2014 Agent of the Year Award, the highest award given annually by the association. He also currently serves on the Board of Directors for the Brantley Risk & Insurance Center at Appalachian State University and the East Carolina University Risk Management and Insurance Advisory Board.

Haney is a member of St. Vincent Catholic Church in Charlotte and has been involved with several local non-profits and charities in the Charlotte area.

NC Community College System Approves

Friday, August 18, 2017 was a big day for the IIANC-NCCCS Partnership. The State Board of Community Colleges (the governing board of the North Carolina Community College System - NCCCS) unanimously approved a realignment of the academic offerings in the Accounting and Finance programs across the fifty-eight community colleges. The new alignment provides for initial course offerings for a Risk Management and Insurance (RMI) subject area. Any community college choosing to offer RMI may provide students the opportunity to apply these courses toward a certificate, diploma, or two-year Associate in Applied Science (AAS) degree in Accounting and Finance. The NCCCS rollout of the new RMI subject area will take effect with fall semester 2018.

The new Accounting and Finance curriculum standard allows individual community colleges to serve their students with a greater focus on industry demands, employability, local industry needs, and completion. Additionally, when students complete any of the four subject areas (i.e., RMI, accounting, financial services, and general accounting and finance), employers can expect that the graduate has a solid foundational understanding in the program technical core and a focused specialty area of expertise.

The curriculum standard provides adaptability for learning and growing within an ever-changing accounting and finance industry. Transcripts may indicate a degree in accounting and finance with a designated subject area, e.g., RMI.

The approval by the State Board of Community Colleges was the result of a two-year review. To understand the effort and breadth of dialogue that occurred, let’s look at how this came about and what the future may hold.

CREATION OF THE RMI SUBJECT AREAAn article in Issue II of the 2017 Carolina Agents Journal shared the growing relationship between NCCCS and IIANC with IIANC contributing $240,000 to the IIANC-NCCCS Partnership Scholarship since fall 2013. In making these ongoing contributions, IIANC had the opportunity to share with the NCCCS senior leadership team, on multiple occasions, the importance of building the next generation of RMI leaders. This turned out to be good timing since NCCCS was looking to review several academic areas, including finance, where RMI typically fits when offered at the four-year institution level (e.g., ASU, ECU, UNCC).

In fall 2016, NCCCS began the Accounting and Finance Alignment Project (AFAP) that provided the opportunity to discuss in detail, as part of a much larger discussion, the offering of RMI courses by community colleges. Over 60 community college faculty, along with the NC Department of Public Instruction, NCCCS staff, faculty from institutions within the UNC System, and industry representatives collaborated to provide recommendations for the academic offerings in Accounting and Finance. IIANC had the opportunity to present to AFAP last April and was kept informed throughout the review process.

The AFAP’s participants performed a comprehensive review of the current offerings in the Accounting and Finance academic programs and proposed their separate curriculum standards be combined into one standard in order to:

1. Align the Accounting and Finance curricula with current industry and employer needs;

2. Incorporate program subject areas/specialty tracks that can lead to potential industry certifications and stackable credentials;

3. Provide graduates with a broader set of skills in the related Accounting and Finance areas;

4. Include recommended general education courses; and, 5. Develop a non-credit to credit “equate” transfer option

between continuing education and curriculum for specific insurance (INS) related courses to establish a system-wide consistency in the awarding of credit.

It was in #2 above, “program subject areas/specialty tracks,” where RMI course offerings emerged as part of the larger AFAP review. While “pre-licensing” was being offered in a handful of community colleges via continuing education, there had been no provision for accruing such course work toward an academic credential at any level. Though NCCCS had designed a “certificate” program for insurance in 1997, no community college chose to offer it.

It was through #5 above, “a non-credit to credit ‘equate’ transfer option between continuing education and curriculum for specific insurance (INS)” that a major structural breakthrough was made. Previously, “pre-licensing” existed in a few community colleges’ Continuing Education offerings but not on the academic program side of the ledger. With the approval of the AFAP recommendations, “credit” can now be given for RMI courses in the Accounting and Finance program.

This means, for the first time ever, a college can provide an AAS degree, diploma, and/or certificate in Accounting and Finance with an RMI subject area. In general, a “certificate” = 12-18 total credit hours, a “diploma” = 36-48 total credit hours, and the AAS two-year “degree” = 64-76 total credit hours. These credit hours are earned by meeting at least the minimum required credit hours established by the new standard’s categories of General Education, Technical Core, and Other Major Hours.

NEXT STEPS IN THE RMI SUBJECT AREA ROLLOUTNCCCS has a very specific protocol for the rollout of academic standards. Each community college must submit a “program of study” to NCCCS for the Accounting and Finance program, and

it must be approved by the first day of classes. Each community college’s program of study will note if the RMI subject area will be offered by that community college, or not.

If the RMI subject area is offered, then each community college will decide how many of the following courses it will offer.

A minimum of nine semester credit hours are required to fulfill the RMI subject area; however, additional credit hours can be taken and are counted in the “other major hours” of the program of study.

A community college can also propose additional RMI related courses. The most likely topic for a new course is “property & casualty pre-licensing.” The courses above of INS 121, INS 122, and INS 127 are designed already as “pre-licensing” classes for those topics.

As the RMI rollout continues, IIANC will keep its membership abreast of opportunities to be connected to the community colleges’ developing RMI activities.

Carolina Agents Journal: Thanks for sitting down with us, Jeff! Start off by telling us about yourself and your family.Jeff Haney: I grew up in Black Mountain, NC, and attended Davidson College, where I graduated with a B.S. in Mathematics, and was the quarterback of the football team (and captain my senior year!) I was the middle child, with one older sister named Debra, and a younger sister named Tracy. Barbara, my wife, and I have two daughters named Kristen and Laura. Kristen, an underwriting trainee with Auto-Owners, is married to Evan Rankin, and they have a son (my first grandchild) named Xander. Laura is in her second year of graduate school at East Carolina University, where she’s working toward her Doctorate in Psychology.

CAJ: What are your hobbies and interests? What do you like to do in your free time?JH: Lately, it’s been spending time with my grandson! I also love sports (as many of you know) - I’m a huge fan of both college and pro football, and I enjoy fishing and traveling.

CAJ: How are you involved with your community?JH: I’m a big believer in giving back to the communities where we live and work. We formed the ECM foundation three years ago, where each year our company partners with a non-profit in both Charlotte and Greenville (where our offices are located.) Our employees give their time and talent to those two charities throughout the year, and we also do a fundraiser for each of them. For 2017, we are about to give $45,000 to those charities!

CAJ: What got you started in the insurance industry?JH: I started with Aetna after college in a commercial underwriting role. After three years, I moved into marketing, and three years later I moved to ECM Solutions as a producer. I have been with ECM, my second and hopefully last job, for 26 years now! When I was in college, my guidance counselor suggested that I interview with insurance companies for an actuarial position, since I was a math major. After just one interview, I knew I didn’t want to be an actuary, but the underwriting job sounded interesting!

CAJ: What do you like most about being in the insurance industry?JH: I love helping people, and that’s what we do in the insurance industry! When people have something bad happen (personally or in their business), we are there to help them pick up the pieces and put things back together.

CAJ: As Chairman, what do you hope to see IIANC accomplish in this upcoming year? What are your main goals?JH: I want us to push the message of distracted driving. We need to continue to educate our clients, the public and politicians on the impact this is having in our country and our state. Public service announcements is one way we can do this, but we also have to change the laws in N.C. to help change the behaviors around distracted driving.

In addition to this lofty goal, we need to continue to accomplish our strategic plan of finding ways to be a better partner and resource for our member agencies. More than ever our members need resources and tools to fight the competition in our market.

CAJ: What do you see as your greatest challenge during your tenure as Chairman?JH: I think the biggest challenge will be getting laws in N.C. changed to deal with distracted driving. Even though this sounds like something that should be easy to get done and everyone should understand the need for these changes, I think it is going to be an uphill battle.

Aubie Knight is a great CEO, and the staff at the association is incredible. I just need to make sure we keep finding ways to get better and not mess up the wonderful groundwork that has been laid by those who served before me.

CAJ: How did you first get involved with IIANC?JH: A friend of mine, Charlie Hoover, was working for IIANC at the time I got into the agency business. He called me up one day and said, “you need to be involved in the association,” and he was determined! I started by serving on a few committees and worked my way up to the Board of Directors. I have been involved for over 20 years now.

CAJ: How would you say being involved with IIANC has most affected your career?JH: I have received more from being involved with IIANC than I’ve ever put into it. The relationships I have built, the knowledge I have gained, the access to resources and people that have come from my involvement with IIANC, has been incredible. It has made me better at what I do, but also thankful for what I have and the career I have been able to build.

CAJ: What advice would you give to someone wanting to become more active with the association? What do you feel are the benefits of association involvement?JH: I would encourage anyone to jump right in, as you will be rewarded tremendously. I would suggest serving on a committee or talking with the association staff on other ways you can get involved. It is not something you can do passively, but if you are willing to work, it is very rewarding! The benefits are huge: the people you will meet, the knowledge you will earn and the resources you may not even know exist.

CAJ: If someone asked you why their agency should join IIANC, what would you say?JH: If you are not a member then you are missing out! The small investment you make in IIANC membership will return to you many times over if you learn all that the association has to offer, and take advantage of it. You cannot become a member and just wait on it to come to you. But, if you will learn all the tools and resources you have access to as a member, you will quickly learn it is a tremendous deal.

Out of all of the food in the world... what would you have for your “last meal”?I love to eat, so this is a tough one! Steak or fried chicken probably.

Do you have any pets?We have two dogs: Lexi and Landon that are six years old

What book are you currently reading/or the last book that you read?I just returned from vacation so I read a fun thriller by David Baldacci. Now that I am back at work though, I’m finishing up “The Five Temptations of a CEO” by Patrick Lencioni.

Who would you invite to a fantasy dinner?Another tough one to answer, because there are so many! President Bush, the Pope, Jack Nicklaus, Joe Montana, Condoleezza Rice, Warren Buffet, Bill Gates are all some options.

What has been the best moment in your life?There have been a few: My wedding, the birth of my two girls, the wedding of my oldest daughter, and the birth of my grandson.

What is most likely playing on the radio in your car?Country music of some type

If you were stranded on an island, what three things would you wish to have with you?I guess I have to leave out things like a boat, plane or phone that works. (I would also probably leave out my wife or family because I would not want them stranded and would want them to be safe!) So... Travelers, IIANC Presidential PARTNER, has launched a national campaign targeting distracted driving called Every Second Matters. In early November, IIANC partnered with Travelers, NC Vision Zero, the National Safety Council, the Road to Zero Coalition, and others, to hold symposiums at NC State University and Appalachian State University on the dangers of distracted driving.

“We’re here because traffic accidents have a cost,” said Michael Klein, an executive vice president at Travelers. “And we’re trying to find ways to prevent those accidents from happening in the first place.”

According to the North Carolina Department of Transportation, more than 1,440 people were killed in vehicle crashes in the state last year. Approximately 20% of those involved a distracted driving, but is likely to be even more depending on if the driver at fault admitted to being distracted or using a phone.

The symposium events featured a panel discussion focusing on the causes of driver distraction and ways to combat the issue, including a mobile app called Mojo. Created by TrueMotion, this app awards points that can be redeemed to win prizes, incentivizing people to not use their mobile devices while driving.

As you may have already heard, IIANC is heavily focusing on the issue of distracted driving. We have been running public service announcements at UNC football and men’s basketball games and on the radio broadcasts of these games, in addition to working with our new Vice President of Governmental Affairs, Joe Stewart, on the hopes of introducing legislation in favor of using hands-free devices when driving. Congratulations to Patrick Laney, named one of the winners of the Hickory Young Professionals Top 10 Under 40 Competition. Winners were selected by a group of community leaders chosen by the Catawba County Chamber of Commerce.

Patrick, a 37-year-old native of Catawba and president of Catawba Insurance Agency, was recently awarded the 2017 IIANC Young Agent of the Year award. In addition to his numerous contributions to IIANC committees and is work with Make-A-Wish, Patrick is also a volunteer at Catawba Volunteer Fire Department. Most recently, Patrick won the re-election to continue to serve as a town councilman for Catawba.

He is an active supporter of The Lenoir-Rhyne Bears Club, volunteer at the Ronald McDonald House, and is a lifelong member of Redeemer Evangelical Lutheran Church in Catawba.
