he corrosion under insulation war had been fought for many years in the petrochemicalindustry, but it was perhaps the publication of ASTM STP 880, “Corrosion of MetalsUnder Thermal Insulation,” in 1985 that marked the modern corrosion under insula-tion (CUI) battle area. This ASTM publication reviewed the causes and factors affectingthe occurrence and rate of CUI, the field experience with insulation types and control

measures, including the use of coatings; specifications; system design; and inspection. A gap in the in-spection procedures noted in STP 880 was an “urgent need to develop a nondestructive on-streamexamination (NDE) method to detect corrosion under insulation without the removal of the insula-tion.”

The U.S. Materials Technology Institute responded to this call by funding several studies to deter-mine the effectiveness of NDE methods on detecting CUI. These studies showed that NDE methodscould detect CUI. Detection confidence levels increased as multiple NDE methods were used. A singleglobal NDE assessment technique with a high detection confidence level for CUI was not identified.This is still the case today.

NACE sponsored a symposium on CUI during Corrosion 89 and published the papers in a volumetitled Corrosion Under Wet ThermalInsulation. This symposium was no-table both for its emphasis on a sys-tems approach to fight CUI and thepresentation of a paper on the use ofthermal spray aluminium to preventCUI. The first NACE report on CUIwas published in 1989, as NACE Pub-lication 6H189, “A State-of-the-Art-Report on Protective Coatings forCarbon Steel and Stainless Steel Sur-faces Under Thermal Insulation andCementitious Fireproofing.” This re-port reviewed the history of the use ofprotective coatings under insulationand fireproofing. Also included in thereport were the use of thermal sprayaluminium for CUI prevention on in-sulated carbon steel surfaces, and thelong-standing practice of using alu-minium foil to prevent stress corrosioncracking (SCC) on austenitic stainlesssteel surfaces.

In the 1990s, NACE formed a taskgroup to develop a Recommended

Practice to prevent CUI. In 1998, this task group published RP 0198-98, The Control of CorrosionUnder Thermal Insulation and Fireproofing Materials–A Systems Approach. This document is theonly standard specifically directed at combating CUI. RP 0198-98’s emphasis on a systems ap-proach—design, installation, maintenance, and inspection—and its conclusion that the basic solutionto prevent CUI is the use of a protective coating marks a milestone in codifying and preventing theproblem.

The application of the systems approach and the use of organic coatings have been successful inmitigating CUI on piping systems. However, when the organic coating’s protective life is reached, the“out-of-sight” nature of CUI makes it difficult and expensive to detect. For piping systems that aresafety, health, environment, or reliability sensitive, an NDE method with a high confidence level ofdetecting CUI is required. Under these conditions, the inspection costs can equal or exceed the costof field (maintenance) painting. This has lead to the realisation that the maintenance portion of thesystems approach needs to be optimised by concentrating on more fundamental prevention meth-ods as opposed to mitigation and periodic renewal. This article thus reviews a CUI prevention strat-egy that provides long-term and reliable prevention of CUI. This strategy foremost reduces safety,health, and environmental risks, while moving towards an inspection- free, maintenance-free oper-ating mode that can significantly reduce the need for, and cost of, piping maintenance.

The Cost of CUIAnalysis of leak data shows that over 80% of all CUI leaks occurred in piping. Furthermore, the ageof the piping system when the CUI leak occurred is bimodal. One leak population is located at 16–20years’ service life and the second population mean is in piping in service more than 26 years. Exam-ination of the two populations showed that the 16- to 20-year-old population is composed primarilyof NPS 4 in. and smaller piping, that is, piping with a relatively low wall thickness. The 26+ year pop-ulation is composed mainly of NPS 6 in. and greater piping with a heavier wall thickness (Fig. 1).

Two facts to consider with the leak data analysis are: (1) all the pipe was protected by organic coat-ings before installation and (2) our experience is that the protective life of organic protective coatingson piping in CUI service ranges from 5 to 13 years. When considered with the leak data, this indi-cates that as facilities age, at least two waves of CUI leaks will occur. The first wave will be com-posed primarily of smaller diameter pipe, but the second wave will probably include pipe of manysizes spread over a wider range of service years.

CUI cost studies have shown that:• 40 to 60% of pipe maintenance costs are due to CUI;• NDE/inspection costs with a high confidence level for detecting CUI are equal to or exceed fieldpainting costs; and• approximately 10% of the total maintenance budget is spent repairing damage from CUI.

CUI prevention methods that provide longer term CUI protection have the potential to signifi-cantly reduce piping maintenance costs by moving towards an operating mode that requires less in-spection and less maintenance.

CUI Prevention Methods Current petrochemical industry CUI management plans include all or most of the following elements:• insulation system design and installation to exclude water;• application of an organic coating;• periodic stripping, abrasive blasting, repainting, and re-insulating; and/or• on-going periodic NDE/inspectionactivity.

Once the protective life of the organic coating is reached, field re-painting is necessary to maintaina low risk of leaks, or on-going, periodic NDE activities are necessary to monitor the rate of CUI andquantify the piping system’s remaining life.

The CUI prevention measures discussed below are based on practices common in the petrochem-ical as well as other industries, but are characterized by their ability to provide longer term CUI pre-vention. They maintain a low-failure potential over their longer life cycle and are, therefore, not asdependent on maintenance and inspection activity to manage CUI.

Thermal Spray Aluminium (TSA)TSA application by electric arc or flame spray has been described in several publications,1,2,3 so it willnot be repeated in this article. TSA has provided atmospheric corrosion protection for over 40 yearson structures such as bridges, locks, and penstocks.4,5 The U.S. Navy started developing TSA for CUIprevention in the late 1970s. These experiences have been standardized in DOD-STD 2138, “MetalSprayed Coating Systems for Corrosion Protection Aboard Naval Ships.”

This development effort established that TSA is capable of providing long-term protection in se-vere CUI environments at significant life cycle cost savings.6 Initial costs, however, have been higherthan organic coatings, and this has slowed the spread of TSA to other industries. More recently, thedevelopment of equipment with higher deposition efficiency and greater mobility has helped reduceinitial cost9 and increase market penetration, especially in the petrochemical industry.

Stainless Steel for Small Diameter PipingSmall diameter piping (3 NPS or less) appears to be prone to CUI leaks because of its low wall thick-ness, the increased number of field welds, the coating’s inefficiency, and the human tendency to pay lessattention during handling, maintenance, and inspection. Stainless steel piping would solve the CUI con-cerns in many services but initial cost and the possibility of external stress corrosion cracking or pit-

ting have been impediments to wider use. Al-foil wrapping nowpresents a low cost, proven option for preventing external stresscorrosion cracking and pitting, leaving the initial cost issue as theoutstanding item.

The bad news is the initial cost of stainless steel piping is still 15 to25% higher than the initial cost of painted carbon steel piping, but thegap is narrowing. The price of stainless steel is lower today than it was30 years ago, while the cost of carbon steel has more than tripled.Stainless steels are now a volume product with a continuous growthrate averaging 5% per year while carbon steel volumes are almoststeady. The volume growth of stainless steels has been at the expenseof the carbon steel market, and the driver for stainless steel productdevelopment is life cycle cost savings versus carbon steel.8

Market forces are expected to continue the long-term downwardtrend on stainless steel prices. However, even at today’s prices and atequal schedules, the life cycle cost savings for stainless steel piping ver-sus painted carbon steel can be significant. Small diameter stainlesssteel piping has a role to play in selected applications to prevent CUI.

Personnel Protection CagesThermal insulation is used to protect workers from hot surfaces and conserve energy. In serviceswhere the thermal insulation is applied only for personnel protection, wire “stand-off” cages can re-place the insulation. These cages are simple in design, low in cost, and free of concerns with CUI.

The initial cost of personnel protection cages is 5 to 15% less than the installed cost of thermal in-sulation, and, again, life cycle costs are a bit lower than those for organic coatings. Personnel protec-tion cages have been used in the petrochemical industry for over 30 years. Their use now appearsto be growing as companies continue to explore ways of reducing initial and on-going maintenancecosts.

Al-foil Wrapping of Stainless Steel PipeCUI appears on stainless steel pipe in the form of stress corrosion cracking or pitting. Cathodic pro-tection has been recognized as an effective means of preventingstress corrosion cracking or pitting on austenitic stainless steel for a number of years, and aluminiumhas been established as an effective anode for use on stainless steel piping.7

ICI pioneered the use of Al-foil to prevent external stress corrosion cracking and pitting on stain-less steel pipe. Those efforts started over 40 years ago and at last report in 2000 have been com-pletely successful. The use of Al-foil as the anode was an inspired idea: it is readily available, easy toinstall, and low in initial cost.

This technique is widely used in Europe by end users and engineering companies and is coveredin NACE RP 1098-98, but has been slow to be accepted widely in North America.

Organic Coatings for Carbon SteelOrganic coatings are the primary corrosion control for CUI today, and will remain imortant in thefuture, especially for maintenance of existing piping systems or in hot work restricted areas. How-ever, the weak points of thin-film organic coatings are their brittle nature—which leads to nicks andscratches during pipe handling and installation—and their permeability. These weaknesses are es-pecially problematic in CUI services with risks to safety, health, the environment, or reliability.

Coating manufacturers must develop product formulations with improved permeation resistancein order to increase the service life of pipeline coatings. Better permeation resistance will keep theeconomics of organic coatings attractive. Many manufacturers now have new formulations specifi-cally intended for CUI protection, with claimed upper temperature and wet heat resistance at least100 degrees C (180 degrees F) higher than that found in coatings 10 years ago. Continued develop-ment and evaluation of organic coatings remains an important contribution to CUI prevention tech-nology, even as we rely more heavily on other solutions.

The Cost of Deploying CUI Prevention MeasuresTwo economic concepts are frequently posed as questions when deciding whether to fund a projector perform a maintenance operation. The first question is frequently “Will it cost more?” while thesecond is “Will it make us money?” Both questions are interrelated and rooted in the economic analy-sis technique of discounted cash flow (DCF). DCF is based on the principle that money spent today(the initial cost in the “will it cost more” question) has more value than money spent tomorrow (cashflow) because the money spent tomorrow is “discounted” usually by an internal company-specifiedinvestment return rate. Likewise, the rate of return can be calculated based on the initial cost and thecash flows to answer the “will it make us money” question. If this rate of return exceeds a minimumrate specified by the company, the total expense (initial cost + cash flows) is a good investment.

If the initial cost is competitive with the initial cost of other options, the money saved at a later dateand discounted can overcome the increased initial cost and produce a high rate of return. If the ini-tial cost is significantly higher than that for the other options, the money saved at a later date anddiscounted will not off-set the higher initial costs and return rates will be lower or even negative.

Total erected cost (TEC) is the other concept that is important in this discussion. TEC is the sumof the direct and indirect costs associated with a job. It includes the direct material costs, all directlabour, and other direct costs to fabricate, demolish, and dispose of equipment. Indirect costs includesupervision, equipment rentals, and related items. It is not unusual for indirect costs to approachthe level of direct costs. TEC is important because it provides a more realistic view of the costs fordeploying CUI prevention measures. For example, a new coating might cost two or three times asmuch as the coating currently in use, and specification of the new coating might be discouraged onthis basis.

However, on a TEC basis, the costs of the new coating may be within a few percent points of ex-isting practice because the other cost elements that make up TEC, like pipe materials and fabricationcosts, are significantly higher.

Table 1 compares the TECs and discounted cash flow rates of return for CUI prevention measures.The following observations are reflected in the data in Table 2 and form the basis for the CUI strategydiscussed below.

1. The choice of a 2- or 3-coat organic paint system didnot have a significant effect on the TECs.2. The decision to use a sealer on TSA does not have asignificant effect on the TECs .3. TECs of piping replacement projects are strongly in-fluenced by pipe material and fabrication costs; TECsare relativelyinsensitive to pipe coating costs. (Coating costs be-tween $1.00 and $15.00 per square foot are used inTable 2.)4 . The cost of detecting CUI by nondestructive exam-ination at a high level of confidence is about equal tothe in-situ maintenance costs for painting because theother TEC cost elements (like insulation, stripping, scaf-folding, etc.) have a stronger influence.

CUI Prevention StrategyTwo CUI prevention strategies are contrasted. The firstis the conventional CUI mitigation strategy. This ap-proach is based on painting and/or inspection (NDE) atrepeated intervals during the life of the piping system.In this strategy, the periodic expenses to maintain the

piping system in leak-free condition will beabout the same (in constant dollars) becausethe TECs of field painting and NDEs at highconfidence levels are approximately equalto each other. Furthermore, repainting orNDE must be ongoing activities because or-ganic coatings have a 5- to 13-year predictedlife, and NDE does not prevent CUI. Rather,it improves the prediction of the remainingequipment life due to CUI.

The second strategy is deployment of anyof the four CUI prevention meassures dis-cussed in this article: TSA, Al, stainless, andcoatings on the same pipeline. Each of thesemeasures allows for preventing CUI whileproviding longer life cycles. Each of themeasures in the second strategy presentsthe opportunity for a do-it-once approachand moves towards an “inspection-free,maintenance-free” operating mode. Each ofthese measures results in low life cycle costs,low failure (leak) rates, and consistent lowrisk without the need for large periodicmaintenance or inspection expenses. The

return rates on this strategy are good because initial costs on a TEC basis are competitive withthe conventional approach.

Table 2 compares the economics of the conventional CUI mitigation and CUI prevention strategies.For piping systems that are safety, health, environment, or reliability sensitive, deployment of thelonger life CUI prevention measures is justified on a risk basis and is now also attractive on an eco-nomic basis. For piping systems that are not safety, health, environment, or reliability sensitive,strategies can be evaluated primarily on an economic basis. Painted carbon steel or non-painted car-bon steel, replaced periodically and not inspected, may be a good strategic choice.

ConclusionsCUI may account for 40–60% of a company’s piping maintenance costs, or about 10% of a com-pany’s total maintenance budget.

The basic solution to CUI is the use of a protective coating under the insulation within the frame-work of a systems approach—design, installation, maintenance, and inspection—to prevent CUI. CUIprevention measures that provide long-term and reliable CUI protection are available at initial TECsthat compete with current coating systems and provide good returns compared to current coatingsystems.

The incremental cost of CUI detection by NDE with high detection confidence levels for CUI ver-sus deploying one of the CUI prevention strategies is small. A CUI prevention strategy such as TSA,Al, stainless, or a protective coating system that provides long-term and reliable prevention of CUIcan reduce maintenance and inspection costs while maintaining low rates of piping failures fromleaks.

Mark Weston, Incospec & AssociatesThere is no universal protective coating system that will accommodate all exposure environments.I would use the following as a broad-spectrum protective coating system.

In this PSF scenario, we can assume the exposure will include chemicals ranging from low to highpH, oxidizing and reducing agents, possible spills of hydrocarbons, and exposure to UV. We assumethe substrate is mild steel.

The primer coat needs good wetting out and passivating properties. Because the pH of the environmentmay vary between acidic and alkaline, we cannot use any of the sacrificial primers such as zinc.Instead, an epoxy zinc phosphate should be applied over a suitable and prepared surface to aminimum dry film thickness (dft) of 2 mils (50 microns). It should be noted that zinc phosphateis quite a different material than zinc.

The intermediate (or build) coats need to form a barrier between the environment and the primedsubstrate to prevent the ingress and permeation of water vapor and other products. The build coatmust also stand up to mechanical damage. A combination of coating thickness and a leafing pigment,together with a well-formulated binder, is required to achieve this. My recommendation is a high-solids epoxy micaceous iron oxide (MIO) applied at a minimum dft of 10 mils (250 microns). Forsuperior chemical resistance, select an unmodified epoxy, not a modified or surface-tolerant one. Themodified ones, commonly called epoxy mastics, are fine for repairs and for poorly prepared surfacesbut are of necessity a compromise product.

The color range will be limited by the MIO-pigmented coating, and the epoxy binder will also beattacked by UV exposure. The best performing topcoat to protect against UV, to add color, and to aidsurface cleaning is a pure or standard polyurethane. This coating will have some occupational healthand safety (OH&S) issues during application, and, generally, can only be applied in the field by rolleror brush. The OH&S problem is a volatile curing agent that can be toxic when it is un-reacted.[Editor’s Note: Depending on local air quality regulations, worker protection requirements, and the avail-ability of appropriate protective gear, polyurethanes can be applied by spray. Check with all appropriateauthorities about requirements for applying polyurethanes or any other coating for that matter.]

Moreover, polyurethane is difficult to recoat. This difficulty in recoating is both its strength andits weakness. The surface is not easily attacked by other chemicals; hence, to try to get another coat-ing to bond on top of it is difficult. Because of recoating difficulties with polyurethanes, a numberof alternatives—acrylic- or epoxy-modified polyurethanes—are available. The alternatives areoften marketed as recoatable, but because the recoatable products are modified polyurethanes, theydo not perform as well as standard polyurethanes in chemical resistance and in UV protection. Astandard polyurethane will perform the best by far of all products. In general, all the polyurethaneshave an excellent color range with high gloss, which allows for easy cleaning.

The topcoat is applied to provide color retention, UV resistance, and ease of cleaning. If the mainreason for topcoating is principally color for aesthetics or identification, then a wide range of otherproducts can be used. Architectural waterborne acrylics are common. They have a good color range,are single pack, and are easy to apply in the field.

The following is my recommendation of a general-purpose coating system for chemical exposure.• Clean the surface to SSPC-SP 10/NACE No. 2 (Near-White), ISO 8502 class Sa 2.5, with a profileof 1.5 to 2.5 mils (35 to 60 microns).• Apply a primer coat of an epoxy zinc phosphate to a dft of 2 to 3 mils (50 to 75 microns).• Apply a build coat of a high-solids MIO epoxy to a dft of 10 mils (250 microns).• Apply a topcoat of a standard polyurethane to a dft of 2 mils (50 microns). A modified or re-coat-able polyurethane may be used instead (see notes above).

This recommendation is for a new or replacement protective coating system. A repair coating ora coating for poorly prepared surfaces is quite another topic altogether.

Wim Bonestroo, Rotterdam Painting ConsultantsIn a chemical plant, coating systems may differ depending on their specific use. One of the most com-mon parameters, for instance, is temperature exposure. Exposure to elevated temperatures requiresthe use of specific coatings that are not suitable for “normal” atmospheric exposure.

If we, however, consider normal atmospheric conditions up to a maximum temperature of 90 C(194 F), a three-coat system consisting of three coats of (the same) surface-tolerant epoxy with a dftof approximately 80 microns (3.2 mils) per coat would probably be the most versatile system to use.We know from testing as well as from practical experience that the wetting properties of these prod-ucts make them suitable for use on previously painted (hand- or power-tool-prepared) substratesand that the products also perform well on (Sa 2.5) blasted steel. We have been evaluating the prac-tical performance of a number of surface-tolerant systems applied on Sa 2.5 blasted steel over sixyears. One of the parameters evaluated was the propagation of corrosion from a scribe. We foundthat the performance of the evaluated surface-tolerant systems matches and sometimes even out-performs zinc-rich epoxy systems.

In case a more durable and UV-resistant finish is required, a polyurethane topcoat could be used. It is important to mention that the use of so called “winter grade” surface-tolerant epoxy products

should be restricted to actual low temperatures only. The winter grade versions are sometimes usedin shop applications (at normal temperatures) because of their faster drying and curing properties.Application at normal temperature, however, reduces the wetting and adhesion of the product to thesubstrate and will therefore reduce its corrosion resistance.

Another word of warning with regard to re-coating—the maximum re-coat time is often specified as“unlimited” or “extended.” We have found that, depending on many unpredictable and uncontrollablecircumstances (e.g., temperature and UV exposure), re-coat times are sometimes all but unlimited andthat problems occur with the adhesion of the subsequent coat. When an uncontaminated coating layeris overcoated within approximately one week, the recoat window should not be problematic.

evaluation, modification, and introduction of new products. From 1993 to the present, he has been employed

as technical manager by RPC (Rotterdam Painting Consultants), which provides services that include coating

inspection and surveys, training, and coating maintenance strategies for infrastructure, petrochemical,

industrial, and offshore clients. Mr. Bonestroo is a NACE-certified coating inspector and a NACE CIP instructor.
